Report on the POSOW Marseille National Training 23 and 24 October 2013 POSOW is a project co-financed by EU under the Civil Protection Financial Instrument developed in cooperation with ISPRA, Cedre, See Alarm and CPMR and coordinated by REMPEC a regional Centre of the Barcelona Convention.

Introduction Surfrider Foundation Marseille Agency (France), organised a National Training Course on Oiled Shoreline Assessment and Cleanup, Volunteers Management and Wildlife Response on the 23 and 24 October 2013 in the Maison de la Mer in collaboration with the Ligue pour la Protection des Oiseaux (LPO) and with the Fast Oil Spill Team (FOST) who welcomed the group in their facility the second day and organised a visit of their oil response equipment stockpile and a practical exercise in Berre marina. The cities of Marseille and Cassis supported the organisation of the training. The training targeted representatives of local authorities and NGOs who could be involved, under the supervision of the competent authorities, on a voluntary basis, in oil spill response operations. The objective of the training was to provide knowledge on oiled shoreline assessment and cleanup as well as oiled wildlife response. This training was organised in the framework of the POSOW Project co-financed by EU under the Civil Protection Financial Instrument developed in cooperation with the Centre of Documentation, Research and Experimentation on Accidental Water Pollution (Cedre), the Institute for Environmental Protection and Research (ISPRA), Sea Alarm Foundation, and the Conference of Peripheral Maritime Regions of Europe (CPMR), and coordinated by REMPEC a regional Centre of the Barcelona Convention. Twelve (12) volunteers participated in the Training Course. The list of participants is attached to the present report in Annex I. Cristina Barreau, Surfrider Programme Officer, welcomed the volunteers and thanked them for their participation, giving an overview on the programme of the 2 days training course, and introducing the organisation. The programme of the 2 days training course is reported in Annex II. Dr. Florence Poncet, Senior advisor at Cedre, took the floor to introduce the POSOW project. Ms Nathalie Van Den Broek, Manager, Pôle Laboratory and Environment Mediterranean, welcomed participants at the end of the first day. Course Delivery Day 1 - Wednesday 23 October 2013 General introduction to maritime oil spills Ms Cristina Barreau gave a general presentation of the context and main characteristics of marine oil spills. She presents experiences of some past spills to illustrate the diversity of conditions and the importance of being prepared. Volunteer Management Ms Cristina Barreau gave a presentation on volunteer management giving the main logistical elements to take into account to involved volunteers in the response. She highlighted all needs and procedures for a good integration of volunteers (accommodation, catering, transport ). Volunteer in the chain of command and their roles and tasks Ms Antidia Citores, Surfider foundation Maritime Law Expert, gave a presentation on the organisation and the chain of command and the integration of volunteers in this organisation. She highlighted the possible roles of volunteers in a shoreline response and detailed a worksite management.

Page 2 Oiled Shoreline assessment Ms Antidia Citores gave a presentation on shoreline assessment methodology. The presentation was followed by a practical exercise on the sandy and rocky beach close to the Maison de la mer, where the Surfrider team had prepared a simulation of oil contamination (posidonia deposit, plastic fauna, black pebbles ) and where participants performed a survey and completed the Assessment Form. Oiled fauna response Ms Maelle Kermabon and Lucie Yrles, project manager for LPO bird care Centre for Hérault Department (France) provided an overview of oiled wildlife response: collect and transport, set-up, organisation and management of a facility, stabilisation and care to birds, health and safety aspects for volunteers. A demonstration and practical exercise of intubation were carried out. Day 2 Thursday 24 October 2013 On the second day of the training, Mr Abdallah Bouhlassi, FOST Manager welcomed the participants in his facility and explained their role in oil spill response for Total Oil Company and introduced the programme of the day. Mr Bernard Solomondos, Marine fire-fighter gave a brief on safety and explain the practical exercise of the afternoon. Debriefing exercise on training of the first day : With the support of Posow posters, participants, in three teams, were involved in a role-playing to present the main relevant points and steps for volunteer management and safety, shoreline assessment and wildlife response. Oiled shoreline clean-up and worksite organisation Ms Cristina Barreau gave a presentation on general principle of shoreline clean-up and overview of the different steps of clean-up and worksite requirements and management. Ms Antidia Citores gave a presentation on shoreline cleanup principles and techniques. Visit of FOST Stockpile The visit of the stockpile and explanations of Christian Piskorz and Robert Leandri, FOST Marine firefighters allowed participants to have a real contact with equipment presented in the last presentation. Practical exercise A practical exercise was conducted in the marina of Berre-l Etang. The exercise was coordinated and supervised by the FOST team and POSOW trainers Cristina Barreau and Antidia Citores. Volunteers were given Personal Protective Equipment (PPE) and briefed on Health and Safety prior to starting the practical exercise, which consisted in: - Briefing on the boom deployment, containment and recovery exercise - Equipment mobilisation : boat, boom, skimmer - Worksite and decontamination organisation - Demobilisation of the worksite

Page 3 Conclusion of the training Evaluation of the training Following the exercise, participants were invited to fill in an evaluation sheet to provide the POSOW partners with their feedback on the National Training Course. The following table summarizes the evaluation given by eleven (or nine for wildlife response) participants of the training. The rating is based on a scale from 1 to 5, 1 being bad and 5 excellent. Thursday 24 October 2013 Oiled shoreline cleanup 4,77 4,72 Dense and complicate subject but it was well exposed and useful Exercise/worksite organization 4,90 4,72 Very interesting, useful and very well managed, decontamination could have been little more considered. Interesting to see the material. The above comments show that the participants appreciated and valued the training content, practical exercises, material and the facilitators. According to the participants, improvements should be made on the following points: - Delivery of the course: the presentation program is dense, maybe some repetitions could be avoided (volunteers part and between different themes) ; - French version of guidelines would have been appreciated; Certificate Delivery and conclusion of the training The Surfrider team delivered the POSOW certificates to the volunteers and thanked them for their careful and dynamic participation and highlighted the importance of their involvement in the response in case of a major incident at least for the oiled fauna response operations and depending on French authorities strategy on other subjects.

Annex II PROGRAMME POSOW NATIONAL TRAINING COURSE MARSEILLE 23 et 24 OCTOBRE 2013 Le projet POSOW (préparation à la gestion et au nettoyage des littoraux et de la faune polluée par les hydrocarbures) a pour objectif l harmonisation des procédures et les instruments pour lutter contre une pollution par hydrocarbure accidentelle ou opérationnelle sur le littoral méditerranéen. Il vise à créer une synergie de coopération régionale à travers l amélioration des connaissances et capacités des opérateurs (professionnels et volontaires) dans le domaine de la pollution marine, dans les États côtiers méditerranéens en Europe. Les pays bénéficiaires du projet sont la Croatie, Chypre, l Espagne, la France, la Grèce, l Italie, Malte, et la Slovénie. Afin de créer des synergies régionales, et de favoriser la mobilisation des formateurs, les bénévoles et les professionnels de chaque région vont bénéficier d une formation pour améliorer la préparation à la lutte contre les pollutions marines dans la région méditerranéenne sur les thématiques suivantes : gestion des volontaires en cas de déversement d hydrocarbures, évaluation et nettoyage des littoraux pollués par les hydrocarbures, sauvegarde de la faune affectée par les hydrocarbures.
