College Circuit Admission requirements for 2017-2018 The purpose of College Circuit, a yearly publication of the ministère de l Éducation et de l Enseignement supérieur, is to provide secondary and college students with information on the programs leading to a Diploma of College Studies that are offered by college-level institutions in Québec. College Circuit also contains information on the admission procedure, on admission requirements and on student financial assistance. From then on, education becomes a matter of personal choice. Colleges offer pre-university programs and technical programs side by side. The former prepare students for university studies, while the latter are essentially geared to the labour market. Technical programs may also lead to university, provided students meet admission requirements. And a Community In addition to being a place of learning, college provides an enriching environment where sociocultural, artistic, sports and community activities are offered to promote students intellectual, emotional, social and physical development. Each institution provides services such as guidance counselling, educational and vocational information, job placement, sociocultural activities and academic advising. All of these services are designed to meet the individual and collective needs of students and help them achieve their academic goals. Organizations such as the student association, the radio station, the newspaper, and science, environmental and other clubs offer a range of services tailored to the various needs and interests of the student body and encourage active involvement in student life. All Québec colleges have eliminated architectural barriers to make their buildings accessible to students with physical handicaps. They also offer academic and individual support services for students with visual, physical or hearing impairments. A number of colleges operate student residences. They are identified in the list of public and private colleges on pages 24, 25 and 26. You must however check with each college to find out whether its residential facilities can accommodate both male and female students. ADMISSION When, Where and How Before you apply for admission to a college-level institution, you should take some time to think about your future. It is important that you find out about the programs that are offered, look into career and employment opportunities, assess your abilities and weigh the implications of your decisions. Page 27 lists people and organizations that can help you make the right choices. You can register in a college-level institution without immediately choosing a program of study. In such a case, your first term will consist of common-core courses, orientation activities, make-up courses, and so on. Once you have decided to apply for admission to a college, there are certain formalities you must observe. The deadlines for applications are: MARCH 1 for the fall term; NOVEMBER 1 for the winter term. You must fill out the proper application form and attach all required documents. The application forms for the three regional admissions offices, which serve CEGEPs in the Montréal, Québec City and the Saguenay Lac St-Jean regions, are available exclusively on the Internet. These forms are also distributed by the private colleges. If you are applying to an institution that is affiliated with a regional admissions office (see list, pages 24, 25 and 26), send your application to the regional office itself. If it is not affiliated with a regional admissions office or if it is a private institution, send your application form directly to the educational institution. A college may, however, grant conditional admission to a student who requires six credits or less to obtain his or her Secondary School Diplima. The Student must agree to obtain these credits during the first term of his or her college studies. 2 Hold a Diploma of Vocational Studies (DVS) A person who holds a DVS must, in addition, have successfully completed the following subjects: Secondary V Language of Instruction; Secondary V Second Language; Secondary IV Mathematics. A college may, however, grant conditional admission to a student who has completed two out of three required subjects in addition to a DVS, and who agrees to complete the third subject during the first term of his or her college studies. A student who has obtained a DVS is also eligible for admission to certain programs designated by the Minister. In this case, the student must meet certain conditions established for earch program of study, in accordance with the vocational training program completed in secondary school. 3 Hold proof of some other type of training (to be evaluated by the college). A college may admit a student who is considered to have equivalent qualifications. This is the case, for example, for a person who has studied outside Québec. A college may admit a student who is considered to have equivalent experience and qualifications. The person must nevertheless have interrupted his or her full-time studies for a period of at least 36 consecutive months. In both cases, the college may impose the condition that the student must complete remedial activities during his or her college studies. Prerequisites To be admitted to some college programs, students must have completed very specific courses at the secondary level (e.g. mathematics, physics or chemistry). These are called prerequisites. They are specified in the tables on pages 6 and 7 for pre-university programs and pages 8 to 21 for technical programs. However, for many programs, there are no prerequisites. Other Conditions By regulation, colleges can set special requirements for given programs. This is generally the case when a limited number of places are available. Examples of such conditions are: preference to secondary school graduates; excellent grades; interview or test results; a medical examination. These requirements must not have the effect of imposing secondary school courses other than the admission requirements and prerequisite courses determined by the Minister. 2

LENGTH OF PROGRAMS PROGRAMS The academic year starts on July 1 and ends on June 30. It consists of two terms: the fall and the winter terms, each comprising a minimum of 82 days of instruction including the examination period. As a rule, students may take up to seven courses and must take at least the equivalent of 180 periods (165 periods, if one of the courses is Physical Education) in order to have full-time status. A college may hold other sessions of shorter duration, such as a summer term, to give students the opportunity to repeat failed courses, catch up, or complete their studies sooner. Pre-university programs normally last two years (four terms), while technical programs generally involve three years of study (six terms). In addition to these programs leading to a DCS, colleges offer shorter programs which lead to an Attestation of College Studies (ACS). These programs are intended for adults and are not offered to students fresh out of secondary school. However, specific categories of students may be admitted to a number of programs designated by the Minister as soon as they complete their secondary studies. Students may switch programs at any time: before they do so, however, they must consult an academic adviser. A program is a coherent set of learning activities aimed at the achievement of learning objectives based on specific standards. Each program includes a general education component and a program-specific component. Each block consists of a certain number of credits. A credit equals 45 hours of learning activities, including courses, practical work and personal work. Every college is able to provide information on its programs. A list of authorized colleges by program is available in French at www.education.gouv.qc.ca. What Does General Education Component Mean? All programs leading to a DCS have included general education courses, which are divided into three separate blocks for a total of 26 2/3 credits: general education courses common to all programs, for a total of 16 2/3 credits: Language of Instruction and Literature (7 1/3 credits); Humanities (4 1/3 credits); Physical Education (3 credits); and Second Language (2 credits); general education courses specific to the chosen program, for a total of 6 credits: Language of Instruction and Literature (2 credits); Humanities (2 credits); and Second Language (2 credits); complementary general education courses, for a total of 4 credits in one of the following areas: Social Sciences; Science and Technology; Modern Languages; Mathematics Literacy and Computer Science; Arts and Aesthetics; Contemporary Issues. What Do Pre-University Programs Include? In addition to general education courses, pre-university programs include courses that are specific to the particular field of study they cover. The program-specific component adds up to 32 credits in Science, Computer Science and Mathematics, Music and Visual Arts; between 30 and 31 1/3 credits in Social Science; 30 credits in Arts, Literature and Communication; 28 credits in Dance; 36 2/3 or 38 credits in Arts and Sciences; and between 34 and 35 1/3 credits in Liberal Arts. What Do Technical Programs Include? In addition to general education courses, technical programs include courses that are specific to the particular field of study they cover. The program-specific components represent from 45 to 65 credits. In certain cases, a number of different options are offered within the same technical program. Also, some programs are broken down into modules which can be taken either successively or independently. Successful completion of each module is recognized by the college. One of the advantages of this system is that it allows the college to recognize vocational education courses completed at the secondary level. What is Springboard to a DCS? The Springboard to a DCS offers colleges a flexible approach, enabling them to offer training tailored to the needs of their students and allowing the students to enroll in, or complete, programs of study leading to a Diploma of College Studies (DCS). The admission conditions for the Springboard to a DCS are the same as those for admission to a program of study leading to a DCS, as set forth in sections 2 and 3 of the College Education Regulation (chapter C 29, r. 4) and listed on page 2 of this booklet. Students may register in the Springboard to a DCS on a full-time or parttime basis in the fall, winter or summer session, and may register for a maximum of three consecutive fall or winter terms, depending on the decision of the college in question. 3

FROM COURSE OUTLINE TO DIPLOMA THE COST OF A COLLEGE EDUCATION Teachers must prepare a detailed outline for each of their courses. This outline is given to all students in the course at the beginning of the term and contains: the course objectives; a summary of the course content; a description of the methodology; a bibliography; details concerning student participation; details concerning student evaluation; Students progress is evaluated in each course. There is brief period at the beginning of each term during which students may withdraw from a course. Before they do so, they should ask about the withdrawal deadline, i.e. the date after which they can no longer drop the course without receiving a failing grade. The passing grade is 60 percent, indicating that the student has achieved the minimum objectives. At the end of each term, the college issues a transcript reflecting the student s achievement in each course. This transcript is delivered to the student and the grades are transmitted to the Ministry. On the recommendation of the college, the Minister awards a DCS to students who have met all the objectives and standards of a program, have passed the comprehensive examination for that program and, where applicable, have passed the ministry examinations. The diploma, signed by the Minister and the Deputy Minister, states the name of the student, the name of the college, the title of the program, and the date of issue. Tuition Fees As a general rule, public colleges cannot charge full-time students registered in programs leading to a DCS or an ACS for any of the courses they take in their chosen program. Private colleges do charge tuition fees, the amount of which varies from one institution to another. Canadian students who are not Québec residents and foreign students must pay tuition, the amount of which is set by the government. Fees Related to Instructional Services Some fees are basic, meaning that all students must pay them. Others are additional, meaning that they are in the nature of a penalty or are required for specific services delivered to certain categories of students. The basic fees apply solely to students wishing to register on a full-time or part-time basis in a program leading to a Diploma of College Studies (DCS) or an Attestation of College Studies (ACS) in a CEGEP. In private colleges, the amount of the financial contribution that may be required of a student varies, depending on the institution, according to the regulations provide for in the Regulation respecting educational insitutions at the college level. 1 Application Fee Public colleges may charge a fee to students applying for admission. This fee, which may not exceed $30, covers the cost of opening and processing a file. In the case of public colleges served by regional admissions offices (SRAM, SRACQ or SRASL), the fee is paid directly to the office in question. Students may have to pay for some of the services provided by these offices. 2 Registration Fee Public colleges may charge a fee for administrative procedures associated with gathering information concerning students and their academic progress in the program into which they have been accepted. This fee may cover a range of administrative procedures from the cost of processing a student s application to enroll in one or more courses to the cost of producing an official transcript for the term in question. For the 2017-2018 academic year, this fee has been capped at $20 per student, per term. 3 Other Related Fees Public colleges may charge fees for activities associated with or required for carrying out instructional services. These fees may, for example, be used for providing student guides, orientation services, support for learning, student cards and cash advances. They do not, however, cover costs related to admission or registration. For the 2017-2018 academic year, this fee has been capped at $25 per student, per term. 4 Additional Fees Public colleges may charge additional fees for services aimed at supporting and promoting student services and school life. They include sports, sociocultural and community activities, guidance and support with respect to student financial assistance services, group insurance, health services and social or psychological services. For the 2017-2018 academic year, no limit has been set and the fees vary approximatively between $40 and $181.25 per student, per term, depending on the college. Student Association Fee Most institutions have a student association accredited by statute 1 or an association recognized by the college as representing the students. In both cases, the fee set by the association is collected by the college at registration. 1 An Act respecting the accreditation and financing of students associations 4

STUDENT FINANCIAL ASSISTANCE THE R SCORE Persons who wish to study full-time at the college level but lack the financial means to do so can apply for financial assistance under the Ministry s Loans and Bursaries Program. The amount of assistance awarded is based on the educational expenses (tuition fees and living expenses, etc.) and financial resources of the student. If applicable, it is also based on the financial resources of the student s parents, sponsor or spouse. When the financial needs calculated exceed the amount of the loan, a bursary may also be awarded. To receive the assistance awarded, the student must have on hand his or her Guarantee Certificate. He or she must go to the financial assistance office of the educational institution concerned at the beginning of the first period of study to request that document. The student must remit the Guarantee Certificate to a participating financial institution in the province of Québec. If he or she receives financial assistance, it is deposited directly into his or her bank account on a monthly or periodical basis. How to Apply To apply on-line, the student must first register with the on-line services of Aide financière aux études on its Web site (www.afe.gouv.qc.ca). He or she needs simply click On-Line Access to Your File! then provide the required information, including his or her social insurance number and permanent code. The earlier you file it, the better! University admissions policy generally is to accept all applicants to a program who meet its general and specific admission requirements. However, when a selection must be made from among those who qualify, most often because of program enrollment limits, each university must decide if and to what extent a student s academic record should be used in the selection process. For example, in some programs admission could be based solely on college grades, whereas in others college grades are merely one of a number of criteria in the selection process. In any event, the universities are well aware that the methods used in comparing and classifying candidates must be as objective and as fair as possible. The use of academic records for purposes of classification and selection assumes that there is a common basis for evaluation, or, alternatively, that the groups of students, their learning experiences, and the grading methods used are inherently the same. The college education regulations are clear on the autonomy enjoyed by each institution in the evaluation of learning. Every year, the Ministry publishes Relance au collégial, a report which gives statistics for various technical programs, such as the percentage of graduates who have found employment and the average salary paid to graduates. The Ministry also puts out a brochure which provides a brief summary of the report. The Ministry publishes a similar report on university programs. La formation technique au collégial: les employeurs s expriment contains the results of a survey aimed at determining employers satisfaction with the vocational education and technical programs offered in Québec. This report is available on the site (www.education.gouv.qc.ca). Put out by SRAM, the Practical Guide to College Studies contains general information on college education and details on programs leading to a DCS. This guide is sold at bookstores for a reasonable price (see page 2 for SRAM s address). SRACQ, which represents the institutions, posts a list and description of all the programs offered by its member institutions on its Web site (see page 2 for SRACQ s address). Foreign students may wish to consult Studying in Québec, which outlines the main characteristics of Québec society and of Québec s education system. This publication is available from the Ministry. It is also available on the Web site (www.education.gouv.qc.ca). The Student Financial Assistance booklet explains the rules that govern how the amount of financial assistance is determined. This and other documents concerning student financial assistance can be obtained from secondary schools and other educational institutions at the college level. They are also available in PDF form on the Web site of Aide financière aux études (www.afe.gouv.qc.ca), where they can be downloaded and printed. Educational and Vocational Database REPÈRES, is a computerized database of educational and vocational information. Students may access this database through guidance counsellors in secondary schools and colleges. REPÈRES provides information on programs, the labour market, occupations, organizations and institutions as well as training and employment assistance programs. It covers secondary, college and university education. There are two ways to query the database: by looking up a particular program or by drawing up a personal profile. In the latter case, REPÈRES will suggest programs that match your skills, tastes and interests.
