PREFACE AIM 1. The purpose of AAP-15 is to assist readers, in particular those whose mother tongue is neither English nor French, to understand the most commonly used abbreviations in NATO documents and publications. BUT 1. L AAP-15 a pour objet d aider les lecteurs, en particulier ceux dont la langue maternelle n est ni l anglais ni le français, à comprendre les abréviations les plus fréquemment utilisées dans les documents et les publications de l OTAN. BACKGROUND 2. To assist the NATO Terminology Coordinator with the updating of AAP-15, in 1993 the NATO Terminology Conference established the AAP-15 Ad Hoc Working Group (AAP-15 ) chaired by EASTLANT. This was endorsed by nations. National participation in the is on an ad hoc basis. The Working Group has extensively revised the previous edition of the Glossary in order to reflect, as far as possible, the many changes in NATO s organization, activities and environment. The total number of entries has been increased from 3,200 to approximately 4,000. 3. The members of the AAP-15 are listed at Annex C. DISCUSSION 4. Standardization Agreement STANAG 2066 states that "abbreviations are not normally used in military correspondence, but if an abbreviation is used, the words abbreviated are to be written in full on first appearance, followed by the appropriate abbreviation in parentheses." 5. The glossary is published in the two NATO official languages, English and French. It contains a list of abbreviations in common use in NATO publications and documents. It is difficult to standardize abbreviations in view of variances between languages and the variety of meanings of certain abbreviations, particularly two-letter ones. Nevertheless, bearing in mind the many ELEMENTS D'APPRECIATION 2. L'accord de normalisation STANAG 2066 stipule que "normalement, il ne faut pas utiliser d'abréviations dans la correspondance militaire, et que, si l'on en emploie, les mots abrégés doivent être écrits en toutes lettres la première fois qu'ils sont utilisés et suivis de l'abréviation entre parenthèses". 5. Ce glossaire est publié en anglais et en français, les deux langues officielles de l OTAN. Il contient une liste d abréviations utilisées tant dans les publications que dans les documents OTAN. Vu les divergences qui caractérisent les deux langues et la diversité des sens que peuvent revêtir certaines abréviations, en particulier celles composées de deux lettres, harmoniser lesdites V

changes and new challenges NATO is faced with, the AAP-15 has endeavoured to standardize abbreviations and spelling and has thus adopted some basic typographic conventions (see Paras 9 to 12 below) to help the readers. In doing so, the consulted various reference books which are listed at Annex B. CRITERIA 6. General guidance and criteria for entries in AAP-15 were discussed by nations at their 1996 and 1997 NATO Terminology Conferences. In finalizing AAP-15 (F), the has adhered to the List of criteria at Annex A to the maximum extent possible. SOURCES 7. The method of listing the sources for the original and translated developments of an abbreviation has been refined. In instances where there are several sources for the original and translated developments of an abbreviation, only the most important one has been retained. If the sources of the original and translated developments are identical, the source has been inserted only once, against the original development. 8. Many experts, authoritative publications and specialist glossaries were consulted for content and translation reliability. A hierarchy of documents was adopted, starting with AAP-6 through ATPs/AAPs, MCs to dictionaries and glossaries. It has proven difficult at times to reconcile conflicting expert views (e.g. in CIS matters). When AAP-6 or any another official publication was found to be out-of-date or incorrect, or when translations were missing, the made the final decision, under guidance from the NATO Terminology Coordinator and after consultation of experts and/or other non-nato specialist dictionaries and glossaries. Les orientations générales et les critères régissant l adoption des termes appelés à figurer dans l AAP-15 ont été examinés par les pays dans le cadre des conférences de terminologie de l'otan de 1996 et 1997. En parachevant l AAP- 15(F), le groupe de travail s est efforcé de se conformer autant que possible à la liste de critères énoncés à l annexe A. SOURCES 7. La façon d'indiquer la source du développement original d une abréviation et de la traduction correspondante a été affinée. Lorsque le développement original d une abréviation et la traduction correspondante possèdent plusieurs sources, seule la plus importante d entre elles a été retenue. Si la source d un développement original et celle de sa traduction sont identiques, la source n apparaît qu une seule fois, en regard du développement original. 8. Dans un souci de fiabilité, qu il s agisse du fond ou de la traduction, de nombreux experts ainsi que des publications faisant autorité et des glossaires spécialisés ont été consultés. Une hiérarchie a été adoptée dans la liste des documents consultés, à la tête desquels on retrouve l AAP-6, suivi des ATP, des AAP et des documents MC, pour terminer par les dictionnaires et les glossaires. Harmoniser les opinions contradictoires des experts, par exemple dans le domaine des SIC, n a pas toujours été chose aisée. Chaque fois qu il s est avéré que l AAP-6, ou toute autre publication officielle, était dépassé ou incorrect, ou que des traductions avaient été omises, le groupe de travail ad hoc a tranché la question, prenant en compte les directives du Coordonnateur de la terminologie de l'otan et VI

après consultation des experts et, éventuellement, d autres dictionnaires et glossaires non OTAN spécialisés. Les mentions et ont, dans ce cas, été apposées en regard, respectivement, des sources des développements originaux et de leur traduction. TYPOGRAPHIC CONVENTIONS 9. Cross-references have been kept to a minimum and follow AAP-6 conventions (i.e. see; see also; also called). In this respect, a new presentation feature has been introduced, namely where one abbreviation has multiple developments, it has been entered only once and the developments have been numbered, thus achieving more accurate cross-referencing. When there is one development in, say, English and two in French for a single abbreviation, the English development has been entered without numbering whereas the two French developments are marked 1a & 1b. Here are two examples: CONVENTIONS TYPOGRAPHIQUES 9. When an abbreviation is usually used in the plural, the mark of the plural is written in small letters (e.g. PBCs). 11. Hyphenation has been used in English developments to clarify any ambiguous meaning. 12. As mentioned above, the has endeavoured to keep abreast of the rapidly evolving NATO structures. For some 40 years NATO progressed at a much slower pace than 10. today. During this last decade it has embarked on two rounds of command/force structure changes, has seen the launch of the PfP Programme and, most recently, the accession of three new member states. New and former structures have been indicated with an abbreviation, NNMS (New NATO Military Structure) and ONMS (Old NATO Military Structure) respectively. Commands and forces that remain extant have been indicated with the double abbreviation "[ONMS-NNMS]". Former Commands and structures have been crossreferenced to the new equivalents where possible. However, we are well aware that planners are still finalizing command/force titles. Therefore, when the new command/force structures are finally estabished, all related abbreviations will be reviewed and amended accordingly. CONCLUSION 13.
