Global Horizons Issue 1 dec 2008 International Affairs Division (DAIE) EDITORIAL We are delighted to welcome you to this, the first issue of Global Horizons, the monthly newsletter of the Sciences Po International Affairs Division (DAIE). Global Horizons will present the news and views of the DAIE to the study abroad offices of our more than 300 partner universities worldwide, as well as to the Sciences Po community itself. Sciences Po student numbers have risen considerably over the last several years, reaching approximately 8400, and fully 42% of students are now international. This growth has required the DAIE to move quickly to create an everincreasing number of places in study abroad programs, since all students are required to spend their third year studying or interning outside of France. Exchange and joint degree programmes at the Masters level have also been strengthened. T h e g ro w i n g c o m p l e x i t y o f S c i e n c e P o s i n t e r n a t i o n a l programmes calls for new forms of communication by the DAIE to explain its objectives and activities. New online exchange student management system launched by Sciences Po International Affairs Division in November A new online tool allowing Sciences Po to manage student exchanges more efficiently was launched in November by the International Affairs Division (DAIE) in collaboration with the Information Systems Division and London-based software development firm QS. The new system is QS Exchange Manager. The first phase of the launch covered international exchange students enrolling at Sciences Po for the second semester 2008/2009, which begins in February 2009. QS Exchange Manager (http:// echange.sciences-po.fr) allows overseas partner universities to nominate students online for participation in their exchange programme with Sciences Po. The nominated students are then required to complete an electronic application form and upload supporting documents (CV, statement of purpose, grade reports, etc.), a procedure that eliminates the mailing and processing of paper applications. All electronic applications are then processed by the appropriate regional centres within the DAIE, and students are able to check the status of their application on line throughout the procedure. QS Exchange Manager will be extended to cover Sciences Po students submitting their third-year study abroad applications in January 2009 (detailed information will be made available nearer the time). The unit s management of Sciences Po study abroad programmes includes administrative processing of student applications in conjunction with the different regional centres of the DAIE, preparation of meetings of the placement committee, and briefing sessions for the students prior to their departure. The unit remains in close contact with students during their time overseas to ensure that required documents are submitted (the learning agreement, grade transcripts, and study abroad reports), and subsequently prepares meetings of the study abroad validation committee. Obama/McCain duel generates election debates and forums organised with the help of DAIE Centre for the Americas The Obama/McCain duel for the US presidency has generated a series of election-related events organised with the help of the International Affairs Division Centre for the Americas bringing together researchers, professors, journalists, and politicians. The presidential primaries were the focus of several events, including a debate organized by the Sciences Po International Relations Research Centre (CERI) and political interest groups such as democrats and republicans abroad. The debate featured journalist Carl Bernstein, coauthor of the Watergate investigation and biographer of Hillary Clinton, who discussed the presidential campaign with leading journalists. Sciences Po students earn both their Masters degree and the joint certificate. The language of instruction is English. Graduates will join a new generation of lawyers trained from both an American common law and a European civil law perspective. They will be uniquely prepared to assume leadership roles in today s international law firms, courts and corporations, financial institutions, academia, and global governance and regulatory agencies. Students complete the program as a cohort, spending the fall semester at Columbia Law School in New York City and the spring semester at the Sorbonne and Sciences Po in Paris. The work is being carried out in support of the third-year study or internship abroad programme. Meanwhile, the DAIE is continuing to act as consultant to a new school of economics and governance in Rabat, Morocco, which is based on the Sciences Po model. Ghassan Salamé is named joint professor by Columbia and Sciences Po Sciences Po and Colombia University have appointed Ghassan Salamé as their first Joint Professor. Sciences Po prof to teach a Masters class in Beijing Sciences Po professor Bruno Latour taught a science and technology Masters seminar in Beijing at Tsinghua University on 13-15 December 2008. The seminar was attended by 20 graduate and postgraduate students, selected from Chinese universities and the China Academy of Social Sciences, who have experience in some aspect of science and technology and its relation to society and culture. Professor Latour will help students develop their own empirical work and will try to resolve some of the theoretical difficulties often raised in the field. He will also give two major lectures, at Beijing University and Fudan University, on scientific humanities. Cambridge partnership expands, two new European accords An expanded partnership with Cambridge and new accords with two other prestigious universities secured by the International Affairs Division Centre for Europe have strengthened Science Po exchange programs in Europe. The existing partnership with the University of Cambridge (ranked third in the World University Ranking published by the Times Higher Education Supplement) has been reinforced by doubling the number of places in the exchange programme from two to four. Sciences Po exchange students at Cambridge will be based in the Faculty of Modern and Medieval Languages, with access to courses in the Faculty of Asian and Middle Eastern Studies. A brand new exchange agreement has been signed with the European Business School (EBS) in Germany, an extremely selective private university with an excellent reputation. EBS has the second-ranked faculty for business administration in Germany according to the EDUNIVERSAL evaluations, and offers a very international environment, since the fact that most courses are offered in English attracts students from around the world. Four Sciences Po students will study in the EBS Politics department each year and four others in the Business A d m i n i s t r a t i o n d e p a r t m e n t. Sciences Po has also signed an exchange agreement with the Stockholm School of Economics (SSE) in Riga for its third year students (one place). Stefan Seiler later participated in the Franco-German forum in Strasbourg (November 14-15) with Elsa Grimberg of Science Po s Nancy undergraduate campus. The Sciences Po stand attracted a deluge of students, and was visited by the guest of honour of the fair, Berlin Mayor Klaus Wowereit. Mr. Wowereit praised the dynamism of the Freie Universität/Sciences Po partnership. Seiler, and Stéphanie Dumortier of Science Po s Dijon undergraduate campus, attended the Francoforum, a recruitment fair run by the French Institute of Budapest, on November 24-25. The recruitment fair missions were an opportunity to meet with current year-abroad students and interns as well as their host institutions or companies. He played a key role in the implementation of the Morocco/United States free trade agreement and in the creation of the Council of American Chambers of Commerce of the Middle East and North Africa. Carl holds a Ph.D in public and international affairs from the University of Pittsburgh (focused on the trade liberalisation provisions of the Euro-Med Partnership), a Masters in communication (Cornell), and a B.A. in political science (Victoria University, New Zealand). Caroline Johnson (Student Exchange Logistics Unit Coordinator) holds a B.A. in French (Aston University) and an M.A. in international affairs (from the University of Bath). She taught English at Paris III University and worked as a consular officer at the UK embassy in Paris for three years before joining Sciences Po.
