2 Project Information Title: Project Number: Project Type: Year: 2009 Status: Marketing Text: Summary: Painters lead change: Towards a European recognition of professional qualifications FR1-LEO Transfer of Innovation running FR-France PEINTRES-EURO-QUALIF is aimed at validating the skills common to painters Belgian, Spanish, French and Italian, by the construction of a common title of painter finishing level 2 of the EQF. To reduce the differences between business needs and the provision of training/qualification to construction workers, 4 training centers (France, Spain, Italy, Belgium) implement an European technical/vocational diploma of Finisher Painter Level II (Nomenclature EQF (European Qualifications Framework)). There was a double objective: on one hand, to allow people without qualifications on craftsmanship to obtain a first-level-qualification in the professional sector of painting and on the other hand, to participate in the construction of an European system of recognition of qualifications. In order to achieve this double objective, they were built around the vocational diploma a training guide, and 4 referentials (activity, skills, evaluation and equivalency). Vocational diploma s construction is based of learning units or modules, which makes this project compatible with the ECVET system. The project's final beneficiaries are job seekers and unskilled workers: obtaining a transnational recognition of their skills will facilitate mobility, synonymous of professional success. Description: In Europe, the construction sector is for more than 15 years confronted with important needs of recruitment. The sector has difficulty in finding of the workforce and in particular skilled workers. The negative image of the buildings professions for young people prevents the initial training from providing at the level of the needs of companies a workforce qualified in the sector. The absence of recognition of the national professional qualifications within the European space makes that the professional mobility does not come along with a recognition of the professional experiences for the construction workers, and restricts the hiring of the newcomers in the market of the building sector, young, women or persons in occupational retraining. Painter profesion is in the center of numerous problems which provoke a considerable and inevitable evolution of the job: security of construction sites, evolution of techniques and products, management of the waste These major changes of the job which oblige companies - more than 90 % having less than 10 employees - to adapt itself place painter's job in position to introduce new practices for the whole building sector. Ancré dans une réalité locale, le titre atteste de l'acquisition par les peintres des compétences professionnelles nécessaires pour réaliser les activités des peintres sur chantier, depuis la préparation des fonds jusqu'à la finition. Description: Le TPF est composé de référentiels d'activité, de compétences et d'évaluation/certification. Les référentiels d'activité et de compétences sont communs aux trois pays, les référentiels d'évaluation diffèrent en fonction es organismes évaluateurs, et donnent lieu à des dossiers d'évaluation distincts. Target group: Peintres souhaitant certifier leur compétences, organismes de formation et d'évaluation (les membres du consortium souhaitent partager le TPF avec d'autres organismes de formation ou d'évaluation). Result: Référentiels,inscription du TPF France au Répertoire national de la certification professionnelle (RNCP).
