Historisch gezien was dit ook de reden waarom steden ontstonden bij bronnen of waterlopen. Nu gebruiken steden water voor gezondheid en hygiëne, recreatie en industrie. Maar gaat het in deze relatie om éénrichtingsverkeer of kunnen steden ook iets terug geven aan het water? City Mine(d) gelooft van wel. Steden vormen een concentratie van mensen en middelen, maar ook van ideeën. Door te putten uit deze ideeën, kunnen nieuwe antwoorden ontstaan op de uitdagingen waarmee water ons confronteert. City Mine(d) put uit de intellectuele rijkdom in de stad door mensen samen te brengen, in de publieke ruimte, met een welbepaald project als streefdoel. Aan de basis van deze projecten ligt een stimulerende vraagstelling. Deze wordt vertaald in een fysieke interventie die door haar realisatie aanleiding geeft tot een hele reeks bij-vragen en -antwoorden. The link between cities and water is often taken for granted. Cities need water. Full stop. Historically, it is the reason why cities emerged near a water source. Now cities use water for health and hygiene, re creation and industry. But is it a one way relationship or can cities give something back to the water? City Mine(d) believes they can. Cities are concentrations of people and resources, but also of ideas. And it is by tapping into those i deas that we can come up with new solutions to the challenges water confronts us with. By bringing people together, in public space, and with a project as a focal point, City Mine(d) has been mining the intellectual resources of the city over the past 15 years. Projects start with a stimulating line of questioning, which translates into a physical intervention, the realisation of which leads to spin-off questions and answers. Answering the question is not the execution of a pre-set plan. It is a dynamic form of prototyping. Ideas for objects or activities are raised, made and then tested to the point of breaking. 4 5

Ideeën voor objecten of activiteiten worden samengelegd, gerealiseerd en uitgeprobeerd tot ze stuk gaan. Bij het EauPropre I Proper Water project is het niet anders. Verschillende activiteiten in de Maalbeekvallei in Brussel deden vragen rijzen over waterbeheer, waterzuivering en -infrastructuur. Zouden we waterzuiveringsstations kunnen omzeilen of hun omvang kunnen verkleinen door ons eigen drinkwater te maken in de publieke ruimte? Dit werd de overkoepelende vraag. Dit boekje gaat over een twee jaar durend proces dat begint met het graven naar eigen proper water en uitmondt in het drinken van een glas regenwater. Het wil de op gedane inzichten en ook praktische kennis over waterfilters toegankelijk maken, maar evengoed vertellen over objecten die nog steeds (en ook voor anderen) beschikbaar blijven, zoals het ProperWater Paviljoen, de Paccotest of de City Mine(d) TAP. Hoewel de wij in deel A van het boekje verwijst naar het platform City Mine(d), spelen nog veel meer individuen en collectieven een cruciale rol. Ce livre raconte un voyage de deux ans, de la recherche d une eau propre jusqu à la potabilisation de l eau de pluie. Ainsi sont partagées des réflexions, des connaissances pratiques sur le filtrage de l eau, des objets concrets que chacun peut utiliser comme le Pavillon EauPropre, le Pacco-test ou le City Mine(d) TAP. Bien que le «nous» dans la partie A du livre fasse référence à la plate-forme City Mine(d), de nombreuses personnes et collectifs ont joué un rôle crucial. This booklet recounts a 2 year journey from digging for own proper water to drinking rain water. In doing so it shares insights, but also very practical knowledge about filtering water, as well as objects that will be available (also for others) to use like the ProperWaterPavilion, the Pacco-test or the City Mine(d) TAP. Although we in part A of the booklet refers to the platform City Mine(d), many individuals and collectives played a crucial part. PUM (Projet Urbain Maelbeek) and EGEB (les États Généraux de l Eau à Bruxelles) are described here, because they illustrate the crucial role of social relations in interventions in public space. Social relations are the fabric that makes an intervention possible, and often they are what lasts when the physical intervention is long decomposed into its constituting parts. 8 INTRO NL FR EN A/ Intro A/ Intro A/ Intro Sinds begin 2011 is EauPropre ProperWater een werkplaats rond water in de stad van de morgen. Het gaat zowel om een fysieke ruimte als om het samenkomen van mensen. Het ProperWaterPaviljoen staat op het moment van schrijven opgesteld op de Eggevoort Friche in de Brusselse Europawijk. De mensen die er samen komen maken vooral deel uit van groepen als PUM en de EGEB. Deze vijf kwesties vormen de ruggengraat van EauPropre ProperWater: 1. Wat is proper water? 2. Waar vinden we proper water? 3. Hoe maken we proper water? 4. Van wie is (wie heeft recht op) proper water? 5. Hoeveel kost proper water? Met EauPropre ProperWater willen we het debat rond deze vijf vragen gaande houden door zelf dingen uit te proberen, vaak in publiek, op pleinen en terreinen in de stad. In een poging om van regen een bondgenoot te maken in plaats van een erfvijand, werd een tijdelijke structuur uitgevonden met een trechterdak dat regenwater opvangt en zuivert volgens de verschillende noden van gebruik. Dit Paviljoen bleek de ideale katalysator voor een reeks discus- Depuis début 2011, EauPropre ProperWater est un espace de travail sur la question de l eau dans la ville de demain. Il est à la fois un espace physique, le Pavillon EauPropre est accueilli au moment où nous écrivons sur la friche Eggevoort dans le quartier européen de Bruxelles, et une dynamique rassemblant différents groupes de personnes venant principalement du collectif PUM et des EGEB. Dans une tentative de rendre la pluie, ennemie de l espace public numéro un, une alliée, une structure temporaire a été imaginée avec une toiture entonnoir pour récolter l eau de pluie et la filtrer pour une consommation humaine. Ce fut le catalyseur idéal pour une série de discussions, de débats, d échanges, Since early 2011 EauPropre ProperWater has been a space for work on the issue of water in the city of the future. It is both a physical space, the ProperWaterPavilion hosted at the time of writing in the Friche Eggevoort in Brussels European neighbourhood, and a coming together of different groups of people, most prominently in the collective PUM and EGEB. What is the price of clean water? EauPropre ProperWater addressed these questions in public space and by doing and experimenting. In an attempt to turn rain, public space enemy number one, into an ally, a temporary structure was imagined that with a funnel roof would capture rain water which would then be made fit for human consumption. It would prove the ideal catalyst for a series of discussion, debates, exchanges, the creation of artefacts and spinoff projects that carry on even after this publication

This part of the booklet describes the journey of EauPropre Proper- Water over the past two years. It shares the outcomes of good and not so successful experiments. Describing in (sometimes technical) detail the different aspects allows for others to learn from the experience, and copy, apply and improve what is useful. The red thread of this chapter is the almost chronological story of EauPropre ProperWater, starting with the idea of a meeting point; over the three phases of building the water pavilion: PUM-pit, mobile water purification station and a rain water pavilion; followed by three parts on purifying water: filters, the question whether rain water is fit for human consumption, and drinking water experiments. Interspersed throughout are separate articles that present collectives involved (PUM and EGEB), that share specific lessons learned (about filters and spring water) and explain spin-offs (City Mine(d) TAP; Pavilion and Paccotest) that will carry on in the future

Op initiatief van City Mine(d) waren ze op zoek gegaan naar manieren om de starre, betonnen Europawijk vol kantoren en hermetische vergaderzalen te herbedenken als een levendig stuk van de stad. Ze legden ideeën samen voor kleine ingrepen en micro-projecten en vonden een uitvalsbasis op de zogenaamde Eggevoort Friche. Verhalen over nabij gelegen bronnen, verdwenen watermolens en een hydraulische machine, overstromingen, recente infrastructuurwerken en een onder de grond gestopte rivier, maakten dat water prominent was in de hoofden van allen. Toch bleek het zo aanwezige thema vrij onzichtbaar in het landschap van de stad. De projecten en samenwerkingen die ontstonden op de Eggevoort Friche, groeiden rond het idee om water opnieuw een centrale plaats te geven in de buurt. Les récits sur les sources proches, sur les moulins à eau disparus et une machine hydraulique, sur les inondations, les grands travaux d infrastructure récents et la rivière enfouie démontrèrent que l eau était bien présente dans nos têtes. Pourtant, ce thème si présent reste invisible dans le paysage urbain. Les projets et les collaborations sont nées sur la Friche Eggevoort autour de l idée de redonner une place centrale à l eau dans les environs. La Friche elle-même devint un «Jardin d eau», et le projet d un point d eau public fut travaillé en- On a derelict piece of land, in the shadow of the European parliament building and on top of what used to be the bed of the Maelbeek river, a group of people met in Initiated by City Mine(d), they went in search for ways to re-imagine the rigid, concrete European neighbourhood with its office block and hermetic meeting rooms as a living piece of the city. Ideas for small interventions and micro-projects were put together and found a base in what is now called the Friche Eggevoort (Friche meaning fringe or fallow). Because of stories of nearby water wells, water mills and a hydraulic machine that once stood in the area, floods, recent large infrastructure works and a buried river, water was very prominent in everybody s mind. However, the obvious theme turned out to be invisible in the urban landscape. Projects and collaborations that emerged on the Friche Eggevoort, took shape around the idea to give water back its central place in the neighbourhood. The Friche Eggevoort itself was turned into a water garden, along with lo

Zo wilden we een plaats doen ontstaan waar mensen bij elkaar komen, zoals de waterput, bron of pomp altijd een centrale rol heeft gespeeld in het leven van een gemeenschap. Hoe zou zo n plaats er dan moeten uitzien, welke functie zou ze moeten vervullen, waar zouden we het water vandaan halen en met welke techniek, waarvoor zouden we het water kunnen gebruiken en zouden we het dan moeten zuiveren om aan een goede waterkwaliteit te komen, waren vragen waarrond we gedurende twee jaar hebben gewerkt in een open en collectief proces. Ieder die betrokken was bij het project vond zich in het idee van een publiek waterpunt als plaats voor ontmoeting, debat en uitwisseling, een plaats bij uitstek om nieuwtjes te horen of mede delingen te doen. Op zulke plaatsen kunnen we immers in aanraking komen met zaken die we niet kennen of geconfronteerd worden met uiteenlopende meningen. Ze creëren ruimte voor debat rond gevestigde ideeën, wat cruciaal is voor de democratie in onze steden. semble avec les réseaux locaux : EGEB et PUM. Deux années durant, au travers d un processus ouvert et collectif, nous avons travaillé sur des questions telles que l aspect du lieu et des fonctions qu il devait accomplir, de comment capter l eau, avec quelles techniques, des usages de l eau que nous épurerions et des techniques les plus adéquates pour obtenir une bonne qualité de l eau traitée... Tous les acteurs concernés par le projet se rallièrent à l idée d un point d eau public, lieu de rencontres, de débat et d échanges, où l on vient écouter les dernières nouvelles du quartier et transmettre des informations. Créer de tels espaces propices au débat, favorisant l échange et la confrontation des opinions, constitue un élément crucial pour la démocratie urbaine. Grâce au concept d un tel lieu et à la construction d une machine dans l espace public, nous avons pu tisser un large réseau réunissant habitants, techniciens, bricoleurs, employés, hydrologues, artistes, scientifiques et curieux. This public water point as space for meeting, debate and exchange that would mimic the role of the water well in old villages as a place to catch up with the latest news or make announcements. A place to encounter new ideas and to be confronted with differing opinions. Because they create space for debate around settled ideas, they play a crucial part in a democratic society. Questions like what the space would look like, functions it should have, use of the water, whether we should have to purify it in order to obtain a better water quality, became the starting point of a two year long open and collective process. Collectively imagining such a place and creating a machine in urban public space brought together a wide variety of networks of residents, technicians, tinkerers, civil servants, water searchers, artists, historians, scientists and those just curious. Meanwhile it allowed us to question our relationship 20 21

De naam PUM verwijst naar de achterliggende ideeën van het collectief: PUM het gaat om een Project dat Participatief, Pluralistisch en Persoonlijk wil zijn en dit wil realiseren door de aanwezigheid (Présence) van mensen en hun eigen kleine initiatieven te laten gelden in de Leopoldswijk, ook wel gemeenzaam Europawijk genoemd. Op het braakliggend maar publiek terrein Eggevoort wil het collectief dingen maken, aanleren, bijleren, delen, tonen of gewoon doen. Het uitvinden van een pompsysteem kwam centraal te staan in het project. Op het gekozen Eggevoort-terrein in de Maalbeek vallei, was water niet zichtbaar maar nooit veraf. Het kwam er dus op aan een waterbron te bepalen van waaruit gepompt kon worden. De grote vijver van het nabij ge legen Leopoldspark bleek toch net te veraf te liggen om zonder elektriciteit een pompkracht te genereren die de afstand kon overbruggen. Daarom deden we aan de hand van historische en topografische kaarten en in samenwerking met MDTSE pogingen om dichterbij gelegen bronnen in het Leopoldspark te lokaliseren. Met een bevriende hydroloog die handmatig grondboringen uitvoert, gingen we ook na hoe diep het grondwater precies zat onder het drassige Eggevoort terrein. Om alvast verder te gaan met het concept van ons publiek waterpunt, intussen PUM-pit gedoopt, vond in het KBIN op 11 en 12 juni een open-design weekend plaats. Avec un ami hydrologue qui a effectué manuellement des forages du sol, nous avons pu également estimer à quelle profondeur précisément on trouverait de l eau sous le terrain marécageux d Eggevoort.
