ADOPTION OF AGENDA Council examined the proposed agenda. It was Seconded by: Paul Emile Duval BE IT RESOLVED THAT Council approve the agenda of the special meeting of June 28, 2016, as presented. Instant Messaging & Personal The Clerk circulated a paper published by the Information and Privacy Commissioner of Ontario entitled Instant Messaging and Personal Accounts: Meeting your Access and Privacy Obligations. The paper emphasized that s sent by Council members and employees of a municipality relating to municipal business, that are created, sent or received through instant messenger or via a personal account are corporate records and as such subject to Access and Privacy legislation. Messagerie instantanée & comptes personnel de courriels La greffière a distribué un document du Commissaire à l information et à la vie privée de l Ontario intitulé «Instant Messaging and Personal Accounts: Meeting your Access and Privacy Obligations». Ce document illustre que les courriels qu envoient les membres du Conseil et les employés municipaux par affaires, courriels qui ont été créés, envoyés ou reçus par messagerie instantanée ou par courriel personnel deviennent des archives institutionnelles et qu ils sont assujettis à la législation afférente à l accès à l information et à la vie privée. Economic Development and Tourism Minutes of meeting May 9, 2016 It was Seconded by: Gérard Miner BE IT RESOLVED THAT the minutes of the Economic Development and Tourism Committee meeting of June 23, 2016 be received and filed. DE PLUS, QU IL SOIT RÉSOLU QUE le Conseil appuie les recommandations suivantes du Comité de développement économique et touristique, tel que stipulées dans le procès-verbal de la réunion du Comité du 23 juin 2016, incluant : THAT Council approves a donation of $1,000 to Vankleek Hill Agricultural Society & Fair for the 2016 Fair; and THAT Council approves a donation in the amount of $1,000 to the Patrimoine L Orignal-Longueuil Heritage for their 2016 activities. L Orignal Community Centre Following a short discussion, it was Seconded by: Marc Séguin BE IT RESOLVED THAT the Mayor and the Chief Administrative Officer be authorized to engage a firm of architects for the preparation of a preliminary design for the future L Orignal Community Centre. Lettre à la Ville de Hawkesbury Le Maire a circulé, à des fins d information, une ébauche de lettre à la Ville de Hawkesbury relativement à l approvisionnement en eau de la Ville Hawkesbury au canton de Champlain. Centre communautaire de L Orignal Après une brève discussion, il fut appuyé de : Marc Séguin QU IL SOIT RÉSOLU QUE Conseil approuve que le Maire et la directrice générale retiennent une firme d architectes pour la préparation d un dessin préliminaire pour le futur centre communautaire de L Orignal. 2

3 Purchase of pumper-tanker for the L Orignal Fire Department There was a brief discussion on this matter. The Mayor informed Council that the Township is looking at the specifications required for the new vehicle in order to move it ahead. More information will be available at the September meeting. Plus d information sera disponible lors de la réunion de septembre. 272 Excellent Events 2016 Horse and Buggy Parade Council reviewed the letter. It was Moved by: Paul Emile Duval Seconded by: Troy Carkner BE IT RESOLVED THAT Phil Arber s request regarding the 2016 Horse and Buggy Parade to be held in Vankleek Hill on Sunday, July 3, 2016 be received and that Council approve: i) The closure of Main Street, Home Avenue and Stanley Street intermittently between the hours of 1:00 p.m. and 2:30 p.m. on Sunday, July 3, 2016 for the purpose of holding a horse and buggy parade; Excellent Events Défilé de chevaux et bogheis de Vankleek Hill 2016 Le Conseil a examiné cette lettre. Proposé par : Paul Emile Duval appuyé de : Troy Carkner QU IL SOIT RÉSOLU QUE la demande de Phil Arber, relativement au défilé de chevaux et bogheis de Vankleek Hill 2016 qui aura lieu dans le quartier Vankleek Hill le dimanche 3 juillet 2016, soit reçue et que le Conseil approuve : i) la fermeture de la rue Main, l avenue Home et la rue Stanley entre 13 h et 14h30 le dimanche 3 juillet 2016 pour les besoins du défilé de chevaux et bogheis; ii) the appointment of the Economic Development Coordinator as the Champlain Township representative on the organizing committee of this event; and ii) la nomination du coordonnateur en développement économique du canton de Champlain à titre de représentant au sein du comité organisateur; et que iii) that Council designate this as a community event. iii) le Conseil désigne cette journée à titre d évènement communautaire. 273 O.P.P. Memorandum of Understanding Following a brief discussion, it was Moved by: Gérard Miner Seconded by: Pierre Perreault BE IT RESOLVED THAT the memorandum dated June 27, 2016 submitted by the Chief Administrative Office regarding a proposed Memorandum of Understanding with the OPP be received and that Council authorizes the execution of a Memorandum of Understanding with Hawkesbury OPP, Ministry of Community Safety and Correctional Services, with respect to the use of the Champlain Township Building and By-Law Office as an Protocole d entente de l O.P.P. 4 O.P.P. Memorandum of Understanding (continuation) Alternate Service Delivery Location for the Hawkesbury OPP in the event that they must relocate their operations due to an emergency situation. Prud homme Subdivision The Mayor provided Council with update on this project for which engineering plans are being currently being reviewed and revised. IN CAMERA It was Seconded by: Paul Emile Duval BE IT RESOLVED THAT the regular meeting of Council be adjourned to hold an in-camera meeting to discuss personal matters about an identifiable individual as provided under section 239.(2)(b); and litigation under section 239.(2)(e) of the Municipal Act, (The closed meeting was held from 4:32 p.m. until 5:14 p.m. The regular meeting reconvened at 5:15 p.m.) CONFIRMING BY-LAW Having dealt with all matters at hand, it was Moved by: Troy Carkner Seconded by: Marc Séguin BE IT RESOLVED THAT three readings and final passage be given By-Law , being a by-law to confirm the proceedings of Council at its meeting of. ADJOURNMENT Having covered all discussion items for today, it was Protocole d entente de l O.P.P. HUIS-CLOS appuyé de : Paul Emile Duval QU IL SOIT RÉSOLU QUE la réunion régulière du Conseil soit ajournée afin de tenir une réunion à huis clos afin de discuter de renseignements privés concernant une personne qui peut être identifiée, sous l égide de la section 239.(2)(b); et d un litige sous l égide de la section 239.(2)(e) de la Loi de 2001 sur les municipalités. (La séance à huis clos s est poursuivie de 16h32 jusqu à 17h14 h. La réunion régulière, elle, a repris à 17h15.)
