5 Ziele und Fragestellungen 3 Interdisziplinäres Panel der Balzan Preisträger 2013 Akademische Forschung verläuft nicht gradlinig. Von Zeit zu Zeit wird eine bahnbrechende Entdeckung oder Erkenntnis gemacht. Eine solche Forschungsarbeit bringt oft bedeutsame Transformationseffekte im eigenen Forschungsfeld mit sich und kann zu einem von Thomas Kuhn als solchen bezeichneten Paradigmenwechsel führen. Für den Bereich der Forschungsförderung ist es von grosser Bedeutung, wenn immer möglich zu verstehen, warum und wie es zu solchen Entdeckungen und Erkenntnissen kommt. Deshalb stellen wir folgende Leitfragen:» Beruht ein solcher Forschungsdurchbruch eher auf neuem Material oder ist er hauptsächlich als Folge einer Neuordnung von bekanntem und vorhandenem Material zu verstehen?» Folgen solche Forschungsdurchbrüche einem bekannten Muster oder nehmen sie durch Brüche und Diskontinuitäten unterschiedliche Formen an?» Sind neue Erkenntnisse eher das Resultat einer evolutionären Entwicklung, eine Art Weiterführung von bestehender Forschung in einem neuen intellektuellen oder praktischen Kontext oder markieren sie einen, das ganze Forschungsgebiet verändernden, deutlichen Bruch mit der Vergangenheit?» Gibt es Zeichen oder Vorboten, die solch bahnbrechende Forschung ankündigen, oder anders formuliert: Wird etwas bereits Vorstellbares schliesslich eine Gegebenheit oder erfolgen solche Durchbrüche unerwartet und unverhofft?» Werden solche Entdeckungen oder Erkenntnisse umgehend als Forschungsdurchbruch erkannt? Basiert die Wahrnehmung von solchen bahnbrechenden Erkenntnissen auf unabhängigen spezifischen Kriterien

10 8 Portraits Die Akademien der Wissenschaften Schweiz Der Verbund «Akademien der Wissenschaften Schweiz» umfasst die Akademie der Naturwissenschaften Schweiz (SCNAT), die Schweizerische Akademie der Geistes- und Sozialwissenschaften (SAGW), die Schweizerische Akademie der Medizinischen Wissenschaften (SAMW) und die Schweizerische Akademie der Technischen Wissenschaften (SATW). Sie umfassen weiter die Kompetenzzentren TA-SWISS und Science et Cité sowie weitere wissenschaftliche Netzwerke. Ihre Zusammenarbeit konzentriert sich auf die Kompetenzbereiche Früherkennung, Ethik und Dialog zwischen Wissenschaft und Gesellschaft. Wissenschaft und Bildung sind die wichtigsten Ressourcen der Schweiz im internationalen Wettbewerb. Die notwendigen Investitionen ins Wissenschaftssystem hängen vom Vertrauen der Bevölkerung in die wissenschaftlichen Errungenschaften und deren Nutzen für die Gesellschaft ab. Wissenschaftliche Erkenntnisse sollen und müssen zum Wohle aller eingesetzt werden; dies jedoch immer in der kritischen Auseinandersetzung mit Gesellschaft und Politik und mit deren Einverständnis. Die wissenschaftlichen Akademien der Schweiz setzen sich gezielt für einen gleichberechtigten Dialog zwischen Wissenschaft und Gesellschaft ein und beraten Politik und Gesellschaft in wissenschaftsbasierten, gesellschaftsrelevanten Fragen. Die Akademien sind einem offenen und pluralistischen Wissenschaftsverständnis verpflichtet. Sie vertreten die Wissenschaften institutionen- und fachübergreifend. In der wissenschaftlichen Gemeinschaft verankert haben sie Zugang zu Expertise und Exzellenz und bringen Fachwissen in zentrale politische Fragestellungen ein. In einer langfristigen Perspektive engagieren sie sich gemeinsam für transdisziplinäre Fragen in folgenden Themenfeldern:» Sie leisten Früherkennung gesellschaftlich relevanter Themen im Bereich Bildung, Forschung und Technologie.» Sie engagieren sich für die Wahrnehmung ethisch begründeter Verantwortung in Gewinnung und Anwendung wissenschaftlicher Erkenntnisse.» Sie schlagen Brücken zwischen den Wissenschaften, Politik und Gesellschaft.

11 9 Die Internationale Balzan Stiftung Die Internationale Balzan Stiftung «Preis» fördert weltweit die Kultur und Wissenschaften sowie verdienstvolle Initiativen für Frieden und Brüderlichkeit unter den Völkern. Zur Verwirklichung ihrer Ziele werden alljährlich vier Preise verliehen, zwei auf dem Gebiet der Geistes- und Sozialwissenschaften sowie der Kunst und zwei auf dem der Physik, Mathematik, Naturwissenschaften und Medizin. Seit 2001 geben die Statuten der Balzan Stiftung den Preisträgern vor, die Hälfte der Preissumme für Forschungsprojekte zu verwenden, an denen vorzugsweise junge Wissenschaftler beteiligt sind. Im Abstand von nicht weniger als drei Jahren vergibt die Balzan Stiftung zudem einen Preis für Humanität, Frieden und Brüderlichkeit unter den Völkern. Die Stiftung verfügt über zwei Sitze, die Stiftung «Preis» in Mailand und die Stiftung «Fonds» in Zürich. Die Stiftung «Preis» legt über das Preisverleihungskomitee, welches sich aus bedeutenden europäischen Gelehrten und Wissenschaftlern zusammensetzt, die auszuzeichnenden Preisgebiete fest und ermittelt die Balzan Preisträger. Die Stiftung «Fonds» verwaltet das von Eugenio Balzan hinterlassene Vermögen.

15 Questions and Themes 13 Balzan Prizewinners Interdisciplinary Panel 2013 Academic research does not follow a smooth curve. From time to time a ground-breaking discovery or insight is made. Such research often causes major transformations within the field of the researcher and may lead to what Thomas Kuhn referred to as a paradigm shift. In the context of research funding it is of great importance to understand, if possible, why and how these discoveries and insights occur. Therefore we would like to pose the following key-questions:» Are breakthroughs rather the result of new material or, instead, primarily the result of a rearrangement of material already familiar and present?» Do breakthroughs follow a previous pattern of research or do they represent a different form of rupture, discontinuity or sudden change?» Are new insights rather the result of a continuous evolutionary development, a kind of extension of existing research into new intellectual or practical terrain or do they constitute a sharp break with the past, transforming an entire academic field?» Are there any signs which indicate impending ground-breaking research, or to put it the other way round: Does something eventually happen that was previously imaginable or are breakthroughs unexpected, or even inconceivable?» Are such discoveries or insights always immediately perceived as breakthroughs? Is the perception of breakthroughs subject to an independent set of specific criteria or is it sometimes constructed by academic networks?

20 18 Profiles The Swiss Academies of Arts and Sciences The «Swiss Academies of Arts and Sciences» includes the Swiss Academy of Sciences (SCNAT), the Swiss Academy of Humanities and Social Sciences (SAHS), the Swiss Academy of Medical Sciences (SAMS), and the Swiss Academy of Engineering Sciences (SATW) as well as the two Centres of Excellence TA-SWISS and Science et Cité and other scientific networks. Their cooperation is focused on a dialogue between science and society. From a global perspective, excellence in the field of research and a high quality educational system are noted as two of the most important resources Switzerland possesses. The necessary investments in research depend on the confidence people have towards achievements particularly in the sciences and their benefits for society as a whole. Advances in knowledge must be utilized for the common good. Society as a whole as well as elected representatives need to have an input and develop a consensus on the way forward. It is the aim of the Swiss Academies to promote a balanced dialogue between those carrying out research and society at large. An important responsibility is to advise politicians and relevant individuals in different spheres in society in regard to empirically and theoretically based solutions to the social questions they face. The Swiss Academies stand for an open and pluralistic understanding of science and research across all academic fields. Thus, they represent the Arts and Sciences comprehensively, both at an inter-institutional as well as inter-departmental level. A recognized authority in the research community, they have access to expertise and excellence and therefore can contribute unique knowledge and understanding to important political questions. Over the long-term, they mutually commit to resolving interdisciplinary questions in the following fields:» They offer knowledge and expertise in relation to socially relevant subjects in the fields of Education, Research and Technology.» They adhere to the concept of ethically-based responsibility in gaining and applying scientific and humanistic knowledge.» They build bridges between Academia, Government and Society.

21 19 The International Balzan Foundation The International Balzan Foundation «Prize» aims to promote culture, the sciences and the most meritorious initiatives in the cause of humanity, peace and brotherhood among peoples throughout the world. Currently, four annual awards are made: two in literature, moral sciences and the arts; and two in the physical, mathematical and natural sciences and medicine. In 2001, regulations concerning the prizes were changed, and prizewinners must now destine half of their awards to research projects carried out preferably by young humanists and scientists. At intervals of not less than three years, the Balzan Foundation also awards a prize for humanity, peace and brotherhood among Peoples. The Balzan Foundation acts jointly through two Foundations: one with headquarters in Milan and the other with headquarters in Zurich. At the «Prize» Foundation in Milan, the General Prize Committee, which is composed of eminent European scholars and scientists, chooses the subject areas of the awards and makes the nominations. The «Fund» Foundation in Zurich administers Eugenio Balzan s estate.

25 Buts et questions-cadre 23 Panel interdisciplinaire des lauréats du Prix Balzan 2013 La recherche académique ne suit pas une ligne droite. De temps en temps, une découverte ou un phénomène sans précédent voit le jour. De tels résultats donnent souvent lieu à des transformations importantes dans le domaine de recherche et peuvent parfois conduire à ce que Thomas Kuhn a appelé un changement de paradigme. Dans le cadre de l encouragement de la recherche, il est capital de comprendre, dans la mesure du possible, pour quelles raisons et de quelles manières ces découvertes et phénomènes ont eu lieu. Nous désirons donc poser les questions-clés suivantes:» Les percées sont-elles plutôt le résultat de nouveaux éléments ou alors plutôt le résultat d un réarrangement d informations connues et actuelles?» Les percées suivent-elles un schéma préexistant ou représentent-elles une forme différente de rupture, de discontinuité ou de changement soudain?» Les nouveaux phénomènes sont-ils plus le résultat d un développement continu de type évolutionnaire, d une sorte d extension de la recherche existante vers un nouveau contexte intellectuel ou pratique, ou sont-ils une rupture nette avec le passé, transformant alors une discipline académique entière?» Existe-t-il des signes qui indiquent l imminence d une recherche novatrice, ou pour retourner l énoncé: est-il possible que quelque chose se passe en étant préalablement concevable ou les percées sont-elles inattendues, voire même inconcevables?» De telles découvertes ou de tels phénomènes sont-ils toujours perçus immédiatement comme des percées? La manière de percevoir ces découvertes capitales est-elle soumise à un ensemble indépendant de critères spécifiques ou est-elle parfois construite par des réseaux académiques?

30 28 Portrait Les Académies suisses des sciences Les Académies suisses des sciences regroupent l Académie suisse des sciences naturelles (SCNAT), l Académie suisse des sciences humaines et sociales (ASSH), l Académie suisse des sciences médicales (ASSM), et l Académie suisse des sciences techniques (SATW), ainsi que les centres de compétences TA-SWISS et Science et Cité, et d autres réseaux scientifiques. Leur collaboration se concentre sur trois domaines de compétences: la reconnaissance précoce, l éthique et le dialogue entre science et société. Science et formation sont les ressources les plus importantes en Suisse au sein de la compétition internationale. Les investissements indispensables dans le système scientifique dépendent de la confiance que la population accorde aux acquis scientifiques et à leur utilisation pour la société. Les acquis scientifiques doivent être mis en oeuvre pour le bien commun; cette démarche doit cependant être accompagnée d une discussion critique avec la société et le monde politique, ainsi qu avec leur accord. Les Académies suisses des sciences s engagent de manière ciblée pour le dialogue entre science et société et elles conseillent les milieux politiques et la société sur des questions ayant trait à la science et touchant de près la société. Les Académies tendent à une conception de la science ouverte et pluraliste. Elles représentent les communautés scientifiques tant au plan des disciplines qu au niveau interdisciplinaire et indépendamment d institutions et de disciplines spécifiques. Ancrées au sein de la communauté scientifique, elles ont accès à l expertise et l excellence scientifique, et elles apportent leur savoir spécifique dans des questions politiques centrales. Elles s engagent ensemble à long terme pour des questions interdisciplinaires propres aux domaines suivants:» elles contribuent à la reconnaissance précoce de thèmes touchant de près la société dans les domaines de la formation, la recherche et la technologie.» elles s engagent pour la prise en considération d une responsabilité basée sur l éthique lors de l obtention et l utilisation de connaissances scientifiques.» elles créent des ponts entre les sciences, la politique et la société.

31 29 La Fondation Internationale Balzan La Fondation Internationale Balzan «Prix» encourage partout dans le monde la culture, les sciences et les initiatives humanitaires les plus méritoires en faveur de la paix et de la fraternité entre les peuples. La Fondation décerne actuellement quatre prix annuels, deux dans la catégorie des lettres, des sciences morales et des arts et deux dans celle des sciences physiques, mathématiques, naturelles et médicales. Depuis 2001 les statuts de la Fondation imposent aux lauréats de destiner la moitié du montant du prix au financement de projets de recherche menés de préférence par de jeunes chercheurs. A intervalle variable, non inférieur à trois ans, la Fondation décerne aussi un prix pour l humanité, la paix et la fraternité entre les peuples. La Fondation Balzan poursuit son oeuvre en s appuyant sur deux sièges situés l un à Milan et l autre à Zurich. La Fondation «Prix», par l intermédiaire du Comité général des Prix dont la composition est européenne, s occupe du choix des matières à récompenser et de l attribution des prix. La Fondation «Fonds» administre le patrimoine laissé par Eugenio Balzan.
