News Release FOR IMMEDIATE RELEASE April 9, 2010 GOVERNMENTS OF CANADA AND YUKON CELEBRATE NEW AFFORDABLE HOUSING AND RETROFITS IN TERRITORY Whitehorse, Yukon Senator Daniel Lang (Yukon), on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), along with the Honourable Jim Kenyon, Minister responsible for Yukon Housing Corporation, announced today the construction of new affordable townhouses in the Ingram subdivision of Whitehorse, in addition to renovation funding for existing social housing. The $5.4 million federal contribution to the projects comes through Canada s Economic Action Plan, the government s plan to stimulate the economy and create jobs during the global recession. Recognizing the distinctive needs of the North, Canada's Economic Action Plan provides $200 million, over two years, including $50 million for Yukon, to support the renovation and construction of new social housing units. Additionally, CEAP provides $850 million to provinces and territories for the renovation and retrofit of existing social housing. Overall, the Economic Action Plan includes $2 billion for new and existing social housing, plus up to $2 billion in loans to municipalities for housing-related infrastructure. Our Government is taking action to help ensure our economic recovery and create the conditions for long-term growth, said Senator Lang. Year 2 of Canada s Economic Action Plan will continue to create jobs and stimulate the economy here in Yukon and in all corners of the country, while also supporting Canadian workers and families. Yukon Housing Corporation is pleased about this new housing project, said Minister Kenyon. Six Yukon families will find affordable and comfortable homes here, and the project is providing beneficial SuperGreen training to the construction industry. Investing in our existing social housing stock helps extend the life of the buildings and the retrofits will result in better, more comfortable housing for our clients. /2
-2- With some $2.1 million in federal stimulus funding, the new construction project in the Ingram subdivision of Whitehorse will be a 6-unit townhouse complex with two 4-bedroom units and four 3- bedroom housing units for eligible social housing clients. These barrier-free units are being built to meet Yukon Housing Corporation s Super GreenHome standards. The Kwanlin Dün First Nation Development Corporation 42135 is constructing the project for Yukon Housing Corporation. Completion is anticipated for Fall 2010. Stimulus funding has also contributed to various retrofits throughout Yukon communities. The federal government is contributing $3.3 million and the Yukon government is contributing $430,000 to these projects. In addition to adding more insulation to some units, Yukon Housing Corporation has also replaced 16 older furnaces with more efficient models, made upgrades to three boiler systems and installed 12 Heat Recovery Ventilation (HRV) systems. Forty-two steel fuel tanks were replaced with dual containment fiberglass tanks. Other retrofits include insulation and lighting upgrades, and attic air sealing. Two Yukon Housing Corporation apartment buildings in Whitehorse will be receiving major exterior retrofits, including superinsulating the building envelope. Canada s Economic Action Plan builds on the Government of Canada s commitment in 2008 of more than $1.9 billion, over five years, to improve and build new affordable housing and help the homeless. Communiqué POUR DIFFUSION IMMÉDIATE Le 9 avril 2010 LES GOUVERNEMENTS DU CANADA ET DU YUKON CÉLÈBRENT LA CRÉATION ET L AMÉLIORATION DE LOGEMENTS ABORDABLES DANS LE TERRITOIRE Whitehorse (Yukon) Le sénateur Daniel Lang (Yukon), au nom de l honorable Diane Finley, ministre des Ressources humaines et du Développement des compétences et ministre responsable de la Société canadienne d hypothèques et de logement (SCHL), s est joint aujourd hui à l honorable Jim Kenyon, ministre responsable de la Société d habitation du Yukon, pour annoncer la construction de maisons en rangée abordables dans le lotissement Ingram de Whitehorse et l investissement de fonds destinés à rénover des logements sociaux existants. Les fonds fédéraux consacrés à ces projets, qui se chiffrent à 5,4 millions de dollars, proviennent du Plan d action économique du Canada, le plan adopté par le gouvernement pour stimuler l économie et créer de l emploi durant la récession mondiale. Le gouvernement, sensible aux besoins particuliers dans le Nord, prévoit dans son Plan d action économique 200 millions de dollars sur deux ans, dont 50 millions uniquement pour le Yukon, pour y soutenir la rénovation et la construction de logements sociaux. De plus, le PAEC fournit 850 millions de dollars aux provinces et aux territoires pour la rénovation et l amélioration des logements sociaux existants. En tout, le Plan d action économique du Canada prévoit deux milliards de dollars pour la construction et la rénovation de logements sociaux, et des fonds pouvant atteindre deux milliards de dollars, qui seront octroyés sous forme de prêts à des municipalités pour la réalisation de travaux d infrastructures liés au logement. «Notre gouvernement prend des mesures pour assurer la reprise économique et créer des conditions de croissance à long terme», a déclaré le sénateur Lang. «Le Plan d action économique du Canada, dans sa deuxième année d existence, continuera de créer des emplois et de stimuler l économie au Yukon et dans tous les coins du pays, tout en appuyant les travailleurs et les familles.» «La Société d'habitation du Yukon est heureuse de voir ce projet de logements se concrétiser», a affirmé le ministre Kenyon. «Six familles du Yukon trouveront ici un logement abordable et confortable, et le projet contribue à la formation du secteur de la construction en ce qui concerne les normes SuperGreen Home. 2 Le collectif d habitation du lotissement Ingram de Whitehorse a reçu 2,1 million de dollars en fonds fédéraux de stimulation économique. Il comptera six maisons en rangée : deux logements de quatre chambres et quatre logements de trois chambres à destination de clients admissibles à un logement social. Conçus sans obstacles, ces logements respecteront les normes d'efficacité énergétique SuperGreen Home de la Société d'habitation du Yukon. C est la société de développement de la Première nation des Kwanlin Dün 42135 qui construit les maisons pour la Société d habitation du Yukon. On s attend à ce que les travaux soient terminés à l automne 2010. Des fonds de stimulation ont aussi été versés à plusieurs projets d amélioration dans toutes les collectivités du Yukon. Les projets annoncés aujourd hui bénéficieront de 3,3 millions de dollars du gouvernement du Canada, et d un investissement de 430 000 $ du gouvernement du Yukon. La Société d'habitation du Yukon a ainsi pu ajouter de l isolant dans des logements, remplacer 16 anciens générateurs de chaleur avec des modèles plus efficaces, réparer trois chaudières et installer 12 ventilateurs récupérateurs de chaleur (VRC). Quarante-deux réservoirs de combustible en acier ont aussi été remplacés par des réservoirs à double paroi en fibre de verre. Les autres travaux comprennent l amélioration de l isolation et de l éclairage, et l'étanchéisation à l'air du vide sous toit d habitations. On procédera aussi à d importants travaux de réfection de l extérieur de deux immeubles d'appartements de la Société d'habitation du Yukon situés à Whitehorse, notamment la superisolation de l enveloppe des bâtiments. Le Plan d action économique du Canada poursuit dans la foulée de l engagement pris en 2008 par le gouvernement fédéral d investir plus de 1,9 milliard de dollars sur cinq ans afin d améliorer et de construire des logements abordables et de venir en aide aux sans-abri.
