Fonctions & responsabilités + GESTION (d'entreprise) et PLANIFICATION - Management of the Finance, Contract and Audit Section Assist the Head of "Finance, Contracts and Audit" Section in defining the strategy and policies of the section, and in programming and organising its functioning. Act as the Head of "Finance, Contracts and Audit", if required. Assist in the planning and management of the activities of the Section as well as ensure general liaison with the Operations staff and activities. Provide advice on financial and budgetary matters to the staff in the operational sections of the Delegation. Provide and organise training in contractual and financial matters to staff in the Delegation and to beneficiaries. Interface with DEVCO financial services, thereby contributing to the development and timely implementation of homogeneous and compatible procedures, norms and methods regarding financial documents and information. Ensure proper functioning of informatics tools for budgetary and accountancy management (CRIS and ABAC) and coherence of data between different databases. Coordinate negotiations of technical and financial aspects of contracts linked to the preparation and implementation of external assistance projects. Ensure proper archiving and filing of documents related to EU assistance programmes. Draft financial aspects of contracts, draft documents linked to financial operations (addenda, payment orders, recovery orders, debit notes). + BUDGET et FINANCES - Financial Management Ensure financial initiation/verification Ensure that the adequate financial circuits are in place and followed. Advice and comments on draft financing agreements, identification and action fiches Provide advice on sound financial management Ensure the quality (including accuracy and comprehensiveness) of the data entered into CRIS. + MARCHÉS PUBLICS et GESTION des CONTRATS - Contract Management Ensure control and initiation/verification of procurement and grant award procedures Contract preparation Participate in tender evaluations Provide advice on sound financial management Ensure the quality (including accuracy and comprehensiveness) of the data entered into CRIS. + AUDIT, CONTRÔLE et INSPECTION - Monitoring and reporting Preparation of financial reports and statistics (RAC, RAL, payment forecasts, EAMR, annual reports, ad hoc reporting) Establishment of annual audit plans Assistance with audit missions Follow-up on the implementation of the recommendations made in audit reports and discharge procedure. + COORDINATION et CONSULTATION INTERSERVICES - Internal coordination Liaison with HQ services on aspects concerning cooperation programmes/projects 17/07/2015 2 / 5
