FEH 2015 FORUM ESPACE HUMANITAIRE OFFRE DOCUMENTAIRE 5-7 février 2015, Les Pensières, Annecy www.forum-espace-humanitaire.org Quelles transitions pour quel humanitaire? 2015 est l année symbolique de passage des OMD (Objectifs du Millénaire pour le Développement) aux nouveaux ODD (Objectifs de Développement Durable) ; des bilans seront tirés, des caps fixés. Des transformations sociétales dans les pays où intervenaient traditionnellement les humanitaires obligent ces derniers à réorganiser ou à adapter leur action : quels sont les défis de cette «transition humanitaire»? Assiste-ton à un passage progressif de «l humanitaire occidental vers l humanitaire local»? Ou se voit-on émerger un nouveau terrain de compétition, voire de confrontation, entre les Nord et les Sud, gouvernements et sociétés civiles confondues. Cette transition implique-t-elle un remplacement pur et simple ou faut-il opter pour une approche plus nuancée? Les principes humanitaires et l éthique peuvent-ils servir de guides pour accompagner ces changements? L action humanitaire est également impactée par différentes crises géopolitiques majeures, les radicalismes à base religieuse, l impact du réchauffement climatique, l évolution de l économie mondiale De nombreuses interrogations existent concernant notamment la diplomatie et la politique de l Europe : quelle est la réalité de son engagement humanitaire? Enfin, le premier Sommet Mondial Humanitaire de 2016 à Istanbul constituera un moment clé et dans cette perspective, diverses initiatives voient le jour visant à proposer un «modus operandi» qui serait commun à tous les acteurs humanitaires. Beaucoup d humanitaires français expriment des réserves vis-à-vis de pareille démarche. Voudront-ils s exprimer sur leurs préoccupations et vision de l avenir? Cette offre documentaire est mise à disposition des participants pour éclairer les débats qui auront lieu pendant les trois jours du FEH. Elle se veut une synthèse des productions récentes, issue du monde académique, des centres de recherche et des ONG sur le thème «Quelles transitions pour quel humanitaire?». Nous avons enfin souhaité, à chaque fois que cela s'est révélé possible, mettre à disposition des documents de cadrage pour mettre en contexte les enjeux abordés.
