CHRISTIAN NOYER Governor Banque de France Christian Noyer was born in 1950 near Paris. He studied law in Rennes and Paris and subsequently graduated from the Institut d études politiques de Paris. In 1974, following his military service as an officer in the Navy, he entered the École nationale d administration (ENA). Appointed to the Treasury in the Ministry of the Economy and Finance in 1976, he subsequently spent two years in Brussels (1980-1982) at France s permanent representation to the European Communities. Back at the Treasury, he held a range of posts dealing with both domestic issues (government cash and debt management, banking affairs, financing of industry and state-owned enterprises) and international affairs (multilateral issues, export financing). He was appointed Head of the Treasury in 1993. Other posts held include advisor to Edouard Balladur, then Minister of Finance (1986-1988), and Chief of Staff for two other Ministers of Finance, Edmond Alphandéry and Jean Arthuis (1993 and 1995-1997 respectively). He was appointed Vice-President of the European Central Bank in 1998 when the institution was set up in Frankfurt, and occupied this position until 2002. His European and international experience includes several years serving on the European Monetary Committee, the position of alternate for the Minister of Finance at the OECD, the G7 and the G10, the position of alternate Governor at the IMF and World Bank, and the chairmanship of the Paris Club (1993-1997). Since 1 November 2003, he has been Governor of the Banque de France, where he chairs the General Council. He has been reappointed in October 2009. He is Chairman of the Autorité de contrôle prudentiel (ACP), the Banking Mediation Committee and the Observatory for Payment Card Security. He also chairs the supervisory boards of the Institut d émission des départements d outre-mer (IEDOM the French overseas departments note-issuing bank) and the Institut d émission d outre-mer (IEOM the French overseas note-issuing bank). He is a member of the Governing Council and General Council of the European Central Bank, Chairman of the Bank for International Settlements and alternate Governor at the International Monetary Fund. CHRISTINE LAGARDE Managing Director International Monetary Fund Born in Paris in 1956, Christine Lagarde completed high school in Le Havre and attended Holton Arms School in Bethesda (Maryland, USA). She then graduated from law school at University Paris X, and obtained a Master s degree from the Political Science Institute in Aix-en-Provence. After being admitted as a lawyer to the Paris Bar, Christine Lagarde joined the international law firm of Baker & McKenzie as an associate, specialising in Labor, Anti-trust, and Mergers & Acquisitions. A member of the Executive Committee of the Firm in 1995, she became the Chairman of the Global Executive Committee of Baker & McKenzie in 1999, and subsequently Chairman of the Global Strategic Committee in 2004. Christine Lagarde joined the French government in June 2005 as Minister for Foreign Trade. After a brief stint as Minister for Agriculture and Fisheries, in June 2007 she became the first woman to hold the post of Finance and Economy Minister of a G7 country. From July to December 2008, she also chaired the ECOFIN Council, which brings together Economics and Finance Ministers of the European Union. As a member of the G20, Christine Lagarde was involved in the Group s management of the financial crisis, helping to foster international policies related to financial supervision and regulation and to strengthen global economic governance. As Chairman of the G20 when France took over its presidency for the year 2011, she launched a wide-ranging work agenda on the reform of the international monetary system. In 2009, Christine Lagarde was ranked the 17th most influential woman in the world by Forbes magazine, the 5th best European executive woman by The Wall Street Journal Europe, and became one of Time magazine s top-100 world leaders. The Financial Times named her European Finance Minister of 2009. AGUSTÍN CARSTENS Governor Banco de México Agustín Carstens was born June 9, 1958 in México City. He holds a M.A. (1983) and a Ph.D. (1985) in economics from the University of Chicago. He received his B.A. in economics (summa cum laude) from the Instituto Tecnológico Autónomo de México (ITAM) in 1982, with a thesis on determining the forward exchange rate in México, for which he received the 1983 Tlacaelel National Prize in Economic Consulting from Consultores Internacionales, S.C.. He also won the 1985 National Research Prize in economics from Banco Nacional de México, S.A. He began his professional career in 1980 at Banco de México, where, despite his youth, he held many top level positions at the Central Bank s International Affairs Department, first as Foreign Exchange trader, and then as Deputy Manager and Manager of the Foreign Exchange and Market Analysis Department. In 1989, he became the Central Bank s International Treasurer and represented Banco de México in México s Brady Bond foreign debt restructuring negotiations. From June 1991 to May 1993 he served as Banco de México s Treasurer and had, among other responsibilities, the task of managing the Central Bank s reserves, the money market operations through public debt securities, and Banco de México s interventions in the foreign exchange and money markets. From June 1993 to March 1994 he was Chief of Staff in the Governor s Office and was later named Head of Economic Research of Mexico s Central Bank until 1999. From 1999 to 2000, Agustín Carstens was appointed Executive Director at the International Monetary Fund (IMF), representing the casting votes of Spain, México, Central America and Venezuela within the organisation. He served as Deputy Finance Minister in México from 2000 to 2003, when he was appointed Deputy Managing Director at the IMF, and was responsible for handling the IMF s relationship with more than seventy member countries. On October 2006, he was invited by México s elected President Felipe Calderón to join his transition cabinet as Chief Economic Coordinator, in charge of framing the new administration s economic and financial program. On December 1 of that year, he was appointed México s Minister of Finance, a position he held until December 9, 2009. While serving as Minister of Finance, he also chaired the IMF and World Bank Joint Development Committee from March 2007 to October 2009. On December 9, 2009 he was proposed by President Calderón as Governor of Banco de México. After the Senate ratified the President s proposal on December 28, he was appointed Governor for a 6-year term, from January 1, 2010 to December 31, 2015. On January 10, 2011, the Board of Directors of the Bank for International Settlements elected Agustín Carstens as a new member of the board. On February 17, 2011 he was appointed Co-Chairman of the Group of Trustees of the Principles for Stable Capital Flows and Fair Debt Restructuring (otherwise known as the Principles) of the Institute of International Finance. He has been a member of the Steering Committee of the G20 Financial Stability Board (FSB) since early 2010, and Co-Chair of the FSB Regional Consultative Group for the Americas. Agustín Carstens a commencé sa carrière en 1980 à la Banque du Mexique, où, malgré son jeune âge, il a occupé des fonctions de premier plan à la direction des Affaires internationales, d abord en tant que cambiste, et ensuite en tant que directeur adjoint, puis directeur de la direction des Opérations de change et d Analyse des marchés. En octobre 2006, il a été invité par le président mexicain Felipe Calderón à rejoindre son cabinet de transition en tant que coordinateur économique en chef chargé d élaborer le programme économique et financier du nouveau gouvernement. VÍTOR CONSTÂNCIO Vice-President European Central Bank Vítor Manuel Ribeiro Constâncio is Vice-President of the European Central Bank since 1 June 2010. He was Governor of the Banco de Portugal from 1985 to 1986 and from February 2000 to May 2010. He graduated in Economics from the Universidade Técnica de Lisboa. Before having been appointed as Governor of the Banco de Portugal, he was Executive Director of the Banco Português de Investimento (1995-2000) and non-executive Director of the Electricidade de Portugal (EDP), the Portuguese national power utility (1998-2000). He was Invited Senior Professor of Economics at the Instituto Superior de Economia e Gestão from 1989 to June 2010, culminating a long academic career. Vítor Manuel Ribeiro Constâncio est vice-président de la Banque centrale européenne depuis le 1 er juin 2010. Il a été gouverneur du Banco de Portugal de 1985 à 1986 et de février 2000 à mai 2010. Il est diplômé de sciences économiques de l Universidade Técnica de Lisbonne. THARMAN SHANMUGARATNAM Chairman International Monetary and Financial Committee Deputy Prime Minister and Finance Minister Singapore Tharman Shanmugaratnam was appointed Deputy Prime Minister in the Singapore Cabinet following the General Elections in May 2011. He continues as Minister for Finance, a responsibility he has performed since December 2007, and now serves also as Minister for Manpower. He spent much of his earlier professional life at the Monetary Authority of Singapore (MAS), Singapore s Central Bank and integrated financial regulator, where he was chief executive before his entry to politics in 2001. He has served in economic and education appointments since then, including five years as Minister for Education. In May 2011, he was also appointed Chairman of MAS. Tharman Shanmugaratnam was appointed in May 2009 by PM Lee Hsien Loong to lead the Economic Strategies Committee (ESC), which brought together business, union and government leaders in 2009 to chart directions for Singapore for the decade ahead. The ESC s recommendations, aimed at creating an advanced economy with quality jobs and higher incomes for all Singaporeans, were accepted by the Government in February 2010 and are being implemented. Tharman Shanmugaratnam was appointed Chairman of the International Monetary and Financial Committee, the policy steering committee of the IMF, in March 2011. He was also admitted to the Group of Thirty, also known as The Consultative Group on International Economic and Monetary Affairs, in June 2008. Besides serving as Member of Parliament for Jurong GRC, he is Chairman of the Ong Teng Cheong Labour Leadership Institute; and Chairman of the Council of Advisors of the Singapore Industrial and Services Employees Union. He also chairs the Board of Trustees of the Singapore Indian Development Association, which seeks to uplift educational performance and aspirations in the Indian Singaporean community. He did his undergraduate and masters education in Economics at the London School of Economics and Cambridge University. He later obtained a masters in Public Administration at Harvard University, where he received the Lucius N. Littauer Fellow award for outstanding performance and leadership potential. He became the fifth recipient of the Award of Honorary Fellow of the Economic Society of Singapore in July 2010. MASAAKI SHIRAKAWA Governor Bank of Japan Masaaki Shirakawa has been Governor of the Bank of Japan since 2008 and serves as its Chairman of the Policy Board. Masaaki Shirakawa has been Vice-Chairman of the Board of Directors of the Bank for International Settlements (BIS) since January 2011 where he has served as a member of the Board since 2008. He has been Chair of the BIS Asian Consultative Council since 2010. He holds a BA in Economics from the University of Tokyo (1972) and a MA in Economics from the University of Chicago (1977). He joined the Bank of Japan in 1972. His positions in this institution include General Manager for the Americas (1995-1996), Deputy Director-General of the Institute for Monetary and Economic Studies (1996-1997), and of the International Department (1997), Adviser to the Governor for the Credit Market Management Department (1997-1998), for the Financial Markets Department (1998-2000) and for the Policy Planning Office (2000-2002); and Executive Director (2002-2006). Masaaki Shirakawa also held a teaching position as a Professor at the Kyoto University School of Government (2006-2008). CHRISTOPHER SIMS Professor Princeton University, Department of Economics Christopher Sims is the Harold H. Helm 20 Professor of Economics and Banking at Princeton University, where he has been on the faculty since 1999. He received his Ph.D. from Harvard University in 1968 and was on the economics Faculty at Harvard (1968-70), the University of Minnesota (1970-1990) and Yale (1990-1999). He is a member of the National Academy of Sciences and has served as a visiting scholar at several US Federal Reserve Banks and at the Board of Governors of the Federal Reserve. Along with Thomas J. Sargent he won the 2011 Economics Nobel Prize. His research has dealt with econometric time series methods, with estimation of monetary policy behavior and of the effects of monetary policy on the economy, and with the theory of price level determination. He is known for promoting the usefulness of loosely structured models (VAR s and SVAR s), for advocating a Bayesian perspective on econometric inference, for emphasising the importance of fiscal policy in determining the path of inflation, and for suggesting the application of information theory to economics. Christopher Sims est professeur de sciences économiques et d économie bancaire, titulaire de la chaire Harold H. Helm 20 à l université Princeton, où il enseigne depuis 1999.
