ECPG European Cluster Policy Group European Cluster Policy Group (ECPG) established in October 2008 to advise the Commission and Member States on how to better support the development of world-class clusters in the EU. 20 high-level members with a diverse background and outstanding expertise French pôles represented by J-M Thomas (Aerospace Valley) Mission: started March 2009, ended September 2010 : conclusions beginning 2011 Chair: Mrs Tea Petrin, former Minister of Economy in Slovenia. 8

ECPG Zoom on recommendations related to internationalization (1/2) Promote Strategic and Commercial Networking of Clusters 1. The EC should offer co funding of national programmes that allow funding of cluster participants located in other EU Member States. 2. The EC should improve networking of clusters within the EU and globally through financial schemes/programmes geared specifically to commercially collaborative projects on EU level and internationally. 3. European institutions and Member States should take on more focused efforts to ensure the market conditions conducive for international cooperation including low administrative burdens, quick entry of new products to European markets, and favourable living conditions for international staff. 4. The European Commission should solicit the development of a toolbox for cooperation among clusters aiming for international networking and internationalisation. 10
ECPG Zoom on recommendations related to internationalization (2/2) Promote International Mobility of Cluster Actors 1. The EC and Member States should develop mobility schemes that provide opportunities for academics to spend time in the business world and return to academia. 2. The European Commission should expand Marie Curie actions to include firm employees and cluster managers. 3. The European Commission should explore the development of a European Cluster Cross Mentoring Programme targeted at developing specific competencies needed in cluster management between senior experts (mentors) and young trainees should be piloted 11

Appui sur les actions françaises Convention DGCIS-UBIFRANCE pour la programmation des actions en faveur de l internationalisation des pôles de compétitivité et de leurs membres : une cinquantaine d actions en 2009-2010 et une trentaine d actions nouvelles en 2010 Prise de position du Club des 17 en juin 2009 : «mettre au rang des priorités le soutien aux échanges internationaux et à la mutualisation en tout genres qui permet aux PME d y participer» Actions de France Clusters à international au travers de l information, de la formation et de l accompagnement de clusters. 14
