TO: FROM: Mayor Skeels and Members of Council Tina Nielsen, Bowen Island Public Library SUBJECT: Canada 150 Community Infrastructure Program application DATE: June 8, 2015 RECOMMENDATION WHEREAS the Bowen Island Public Library building is a municipal infrastructure asset and the Bowen Island Public Library is embarking on the annex project to renovate and expand the Bowen Library building in order to meet longer term needs of library service, AND WHEREAS the federal government is providing grant opportunities for community infrastructure upgrades, THEREFORE BE IT RESOLVED that Council support the Library's application for grant funds from the Western Economic Diversification Canada, Canada 150 Community Infrastructure Program in support of the Library annex project. BACKGROUND The Bowen Island Public Library is housed in the historic, municipally owned, 1924 Union Steamship Company Store building. The building is a unique representation of Bowen Island s history, and an iconic and cherished landmark on Bowen. The building requires a number of infrastructure improvements to continue effective operation of the library and to meet the library s strategic goals. The library is embarking on a fundraising campaign for the construction of an annex and an outdoor plaza beside the library, as well as interior renovations to the existing interior space of the library. The Annex Project (now in partnership with Bowen Island Arts Council) has been supported by Council through two resolutions approving construction of an annex beside the building and in a letter of support for the Annex Project. The federal government has just announced a new grant from the Office of the Minister of State for Western Economic Diversification. The Canada 150 Community Infrastructure Program (Canada 150 grant) will support, on a cost shared basis, up to 50% of the costs for projects that provide meaningful upgrades to existing cultural and community facilities; upgrades that will provide long-term benefits to a community, will be viewed with pride by a community, and are recognized as a lasting legacy from Canada 150. DISCUSSION The Canada 150 grant requires matching funds for all projects. Total federal funding for any project cannot exceed 50% of eligible project costs. The Library annex project fits the eligibility requirements for this grant, and based on those criteria, we could apply for as much as $300,000 from this program. We are actively fundraising to meet the matching fund requirement. We have a commitment from at least one donor, as well as library surplus funds and a donation from the Friends of the Library that will support the matching funds. Library staff will draft the application for the Canada 150 grant with assistance from BIM staff. The application may include a request for funding for a portion of the annex construction, the exterior plaza construction and landscaping, renovation of the library interior, exterior improvements (windows, doors, painting) and possibly Snug Cove sewer connection. Applicants must be the owner of the infrastructure asset, and the project must be materially completed by March 31, 2018. As the owner of the asset it is the municipality who must make the application. The timeline for the annex project anticipates completion of the project well before March 2018. We are requesting a resolution showing support of the grant application for the purposes outlined (annex project) and directing staff to make the application. OPTIONS: Council has the following options available: 1. That Council direct staff to proceed with an application to the Canada 150 Community Infrastructure Program in support of the Library Annex Project by June 17, 2015 2.
