3 Context The French Mediterranean area is exposed to : most of natural hazards : earthquakes, floods, fires, tsunamis, landslides industrial hazards : Petro-chemical industries around Marseille region, maritime hazards from Tankers cruising in the zone security issues : maritime and terrestrial The PACA and LR actors (large and small companies, research, training, operational actors ) have developed a strong experience in the domains They decided to federate forces today on projects in the framework of the French Risk Management Cluster

4 Risk Management Cluster : Key figures The Risk management cluster aims to give a strong identity to the France Southeast Region and to make it one of the European leader in the domain of Environment and Security. The cluster currently represents: 7,500 jobs, including 3,500 in R&D More than 100 companies in the risk thematic 2,200 researchers in 57 research units 79 degrees offered in environment, risk management & sustainable development. A potential of 1,000 jobs per year

9 Collaborative Projects 33 projects have been funded until 2007, representing a total budget of 42 M from which 20 M funded 46 Projects today with funding in Progress: Sources of Funding French National Agency for Research (ANR) Ministry of Environment Region (PACA) Business Competitiveness Funds Europe.

10 International projects/cooperation Partnership agreement signed in 2006 between the AMRA cluster (Napoli- Italia) and the Cluster in risk Management (France) Partnership under preparation with German CEDIM cluster Morocco : a cluster on territories vulnerability and environment Algeria: an emerging cluster on risk management Partnership between research on a CEREGE (environment ) in Tunisia with SFAX University Euro-Medireanean CEMER : project with 6 countries ( Morocco, Egypt, Tunisia, Italy, Germany and France) project with 11 countries has been proposed to CIP Call Europe DG/Info : Environment Monitoring Other projects with Brazil and Mexico

13 The CEMER : an Integrated System Program part of the French Risks cluster First operational regional services platform with long term perspectives Based on existing shared regional services Deployment of GMES downstream services at Regional level Interface to GMES core services Pilot for a national deployment Dedicated to decision makers and operational actors : Thematic services (floods, fires, geological,industrial risks..) Transverse services (alert, crisis communication tools) Euro Mediterranean Cooperation Bilateral Italy/France Cooperation will start with the Euro Mediterranean countries

14 Euro-Mediterranean CEMER Interoperable environmental monitoring systems, providing access to specific services (fire, floods, urban risks, coastal water quality, pollution, etc.), and interfacing with current systems. Support to national, regional or local authorities in terms of prevention (environment responsible, territory planning responsible, local collectivity), as well as to entities involved in operations during the crisis (civil security forces, etc.). In line with the strategy of the European Commission : GMES, GEOSS, Single Information Space for Environment 6 interoperable plateforms in 6 countries with a first step for a feasibility study

15 WIN, an information infrastructure dedicated to the Risks Management An open and effective solution based on : Service Oriented Architecture (SOA) Use of standards (Protocols, Format, Data models, Security..) Use of open sources Guidelines : Interoperability, security, confidentiality, availability, customization

16 WIN support to Risk Management Designed for the risk thematic, WIN info-structure supports domain practises with open and adapted environment providing (e.g): Collaborative working between users Day-to-day follow-up of events (logs, alerts) Improved access to services (for example, access to space Charter) to thematic data (fires, floods, EO data, other data) to geographical data (maps, ) Multilingual features (glossary) Facilities for communities building (communities) Support of recurrent activities by automated workflows Experimentations : Fires, Floods and Oil spill

17 GENESIS : a solution for the European Environment Management Environment and related health issues management relies on effective operational information systems solutions for : elaborating available and reliable information, accessing and sharing this information among actors at local, regional, national and international scales implementing operational processes in compliance with applicable environmental management policies GENESIS (IP FP7 DG INFSO TAS coordination) is in line with European institutional initiatives for a structuring framework to support data interoperability, collaboration between operational systems and emergence of operational environmental information services : INSPIRE (DG ENV) SEIS (DG ENV) SISE (DG INFSO) GMES - Kopernicus (DG Enterprise) European contribution to GEO/GEOSS GENESIS will provide a practical, cost-effective and easy-to-use solution for developing collaborative environmental information systems.

18 Thematic validation of GENESIS solution The GENESIS solution will be experimented and validated through realistic pilot scenarios in 3 environment and health thematic domains : Outdoor Air Quality, Fresh Surface Water Quality and Coastal Bathing Water Quality, with contribution of operational actors Assessment of temporal and spatial variations of air quality in large urban areas (London) and correlation with population density and vulnerability data Forecast, inform and alert on accidental pollution Monitoring of toxic blooms on the Villerest lake (Loire river) Trans-regional health index mapping for public information Validation of a risk index on air quality and pollen for the prediction and monitoring of seniors' health Support research on correlation between phytoplankton concentration and proliferation of Jelly Fish Spatialization of diffuse pollution index to support drinking water suppliers

19 RATCOM RATCOM (Réseau d Alerte aux Tsunamis et COtier en Méditerranée) : a project in the frame of the French Risk Management clusters (Min Industry funds) dedicated to the local tsunamis and coastal meteo risks Main objectives : Evaluation of the impact of a locally generated tsunami (upstream part of the project ) Automatic alert to the citizen (Downstream part of the project) Alert elaboration center Upstream Expertise centers Authorities Critical Infras Downstream Sensors Population

20 RATCOM Upstream component Based on terrestrial and maritime sensors data, RATCOM will provide a qualified information related to the risk of tsunami and will model the wave and its impact on the coastal areas. It will be composed of : A simulator to allow the calibration of the system and to reduce the false alarm rate by simulation of the performances in a large number of cases. In addition to real time processing decision making tools will be delivered to the operational actors of the crisis. 21 RATCOM Downstream component RATCOM provides a reliable integrated communication system for alert processing between authorities and civil protection, then after to the population for mass diffusion It will be composed of : A secured communication network called Secunet (Extranet type) for the professionals, offering adapted services and linked to the networks dedicated to the messages diffusion to the citizen. Integration of Telecommunication components for alert diffusion to: sirens (Réseau National d'alerte) GSM using innovative technologies (including satellite) radio and television electronic panels in town

CLARA II: development of an operational computer software for modeling accidental spills of oil products Calculation linked to aquatic rejections in the Mediterranean sea. 2. SRIP: robots for fire fighters 3. Copernick Platform on industrial fires : modeling/preventing fires within nuclear sites and applicable to others industrial sites
