4 Le mot du Président François MAUDUIT Président du Cofrac Chairman of Cofrac L année 2007 a marqué un nouvel accroissement des besoins en accréditation et donc un nouveau développement pour le Cofrac. Il faut cependant garder conscience du fait que ce résultat est le fruit d un travail constant et intense, non seulement en interne, mais aussi avec la participation au sein de nos instances de toutes les parties intéressées. Poussé notamment par la demande des administrations, le Cofrac doit sans cesse ouvrir son service à de nouveaux opérateurs pour de nouveaux domaines dans des secteurs aussi variés que la protection de l environnement, l agro-alimentaire, la sécurité des travailleurs, la santé, les transports, la métrologie ou encore le diagnostic immobilier. Ceci s effectue conformément à une procédure désormais bien rodée qui comporte en particulier la recherche, la formation et la qualification de nouveaux évaluateurs/experts techniques dont le nombre total continue logiquement à croître pour dépasser aujourd hui le millier. Pour gérer cet important vivier de compétences, le Cofrac a, au cours de l année 2007, développé un nouveau système dont la mise en application progressive lui permettra de disposer de bases de données plus fiables. D une façon plus générale, un énorme travail a été réalisé en vue de rationaliser l ensemble de notre documentation et de simplifier nos procédures en les harmonisant entre les sections. En outre, le déploiement du nouveau système d information pour la gestion des accréditations a été entrepris dans les sections «Inspection» et «Certification». Enfin, 2007 a vu le renouvellement du comité de la section «Certification de Produits et Services» ainsi que celui des sept commissions techniques d accréditation de la section «Laboratoires», ce qui représente en tout environ 150 personnes qui participent bénévolement à nos travaux et qu il nous faut suivre de façon continue. Tout ceci a été réalisé sans pour autant négliger ni la participation du Cofrac aux travaux internationaux d EA, d ILAC et d IAF, ni nos actions de communication et de diffusion d informations relatives à l accréditation. Je tiens ici à féliciter chaudement tous les acteurs de cet excellent travail collectif. François MAUDUIT Président du Cofrac Message from the Chairman 2007 marked a new rise in accreditation needs and therefore a new development for Cofrac. However, it should be borne in mind that this result is the fruit of constant and intense work, not only internally, but also through the participation within our various bodies of all interested parties. Driven in particular by demand from government authorities, Cofrac must constantly open its service to new operators for new fields in sectors as varied as environmental protection, agri-food, safety in the workplace, health, transport, metrology, and property diagnosis. This is done in compliance with a now well proven procedure which includes, in particular, the recruitment, training and qualification of new assessors/technical experts, the total number of whom logically continues to grow and has now overtaken a thousand. To manage this large pool of competencies, Cofrac developed a new system in the course of the year 2007, the progressive application of which will enable it to have more reliable databases at its disposal. More generally speaking, an enormous amount of work has been achieved with a view to rationalising the entire range of our documentation and simplifying our procedures by harmonising them between the various sections. Furthermore, the deployment of the new information system to manage accreditations has been undertaken in the Inspection and Certification sections. Finally, 2007 saw the renewal of the section Committee, Certification of Products and Services and that of the seven technical accreditation commissions in the Laboratories section which, in all, represents around 150 people who participate in our work on a voluntary basis and whom we have to monitor continuously. All this has been achieved without in any way neglecting Cofrac's participation in the international work of EA, ILAC and IAF or our communication and dissemination of information campaigns on the subject of accreditation. L accroissement d activité que le Cofrac a connu au cours des années précédentes s est poursuivi en Daniel PIERRE Directeur Général du Cofrac General Director of Cofrac ACCRÉDITATION : En section Laboratoires, nous en sommes au 31 décembre 2007 à presque 1600 entités accréditées ayant donné lieu à presque 1500 évaluations au cours de l année. Les nouveaux dossiers et les extensions de portées d accréditation ont concerné principalement les pôles Biologie / Biochimie et Chimie / Environnement mais il faut aussi noter la poursuite des instructions des demandes en métrologie légale. La section a par ailleurs continué à faire évoluer ses documents de référence pour suivre l évolution des normes, ainsi que ses procédures dans un souci de rationalisation et d homogénéisation du corpus documentaire du Cofrac. L élaboration de guides techniques d accréditation s est également poursuivie, de même que la rédaction de nouveaux programmes à la demande des administrations. Elle a aussi procédé au renouvellement des membres des 7 commissions techniques d accréditation et organisé avec l aide du service communication le forum Laboratoires qui s est tenu début 2008, réunissant plus de 400 personnes. Pour ce qui concerne la section Inspection, les deux tiers de l accroissement d activité restent imputables au domaine du contrôle technique des véhicules lourds. A fin 2007, elle comptait 221 entités accréditées contre 165 à fin 2006 et elle a procédé à presque 250 évaluations. La section a également lancé des développements nouveaux dans de nombreux domaines (réservoirs enterrés de liquides inflammables, installations classées pour la protection de l environnement soumises à déclaration, inspections vétérinaires et phytosanitaires, ), tout en procédant chaque fois que nécessaire à la révision des programmes d accréditation existants : Always More! The increase in activity that Cofrac has undergone in recent years continued in ACCREDITATION In the Laboratories section, we are at almost 1600 accredited entities at 31 December 2007, giving rise to almost 1500 assessments during the year. It also renewed the members of the seven technical accreditation commissions and, with the help of the communication department, organised the Laboratories forum, which was held at the beginning of 2008, bringing together more than 400 people. As far as the Inspection section is concerned, two thirds of the increase in activity can be ascribed to the field of technical control on heavy goods vehicles. At the end of 2007, it numbered 221 accredited entities versus 165 at the end of 2006 and it performed almost 250 assessments. The section also launched new developments in numerous fields (underground tanks for inflammable liquids, installations classified for the protection of the environment subject to declaration, veterinary and phytosanitary inspections, etc.), whilst at the same time carrying out the revision of existing accreditation programmes whenever necessary. 4 RAPPORT D ACTIVITÉ 2007 / ANNUAL REPORT 2007

6 Enfin, les sections d accréditation des organismes certificateurs ont elles aussi dû faire face à un accroissement considérable de leur activité. Elles comptent désormais à elles deux plus de 100 entités accréditées et ont procédé en 2007 à plus de 360 évaluations contre 265 en La variété des secteurs faisant l objet de demandes d accréditation ne s est pas démentie (agroalimentaire, environnement, santé, sécurité des installations intérieures de gaz, ). Il faut aussi souligner la densité des travaux entrepris dans le domaine de l accréditation des organismes certificateurs de produits industriels et de services dans le cadre du projet de réforme du Code de la Consommation, de même que le renouvellement du comité de la section Certification Produits et Services, ainsi que la réalisation du forum «Certification» avec le support du service communication. INTERNATIONAL : Au niveau européen, l année 2007 a été marquée par les travaux d EA (European cooperation for Accreditation) destinés à revoir son organisation pour répondre aux attentes de la Commission de Bruxelles dans le cadre du futur règlement visant à améliorer l application des directives et fixant entre autres les prescriptions relatives à l accréditation. Le Cofrac a bien évidemment suivi de très près ces travaux qui se sont articulés selon trois axes principaux : la structure d EA, ses besoins en secrétariat et son financement. En parallèle, 5 groupes ont également travaillé sur : l harmonisation des pratiques d évaluation dans le cadre d une accréditation en vue d une notification ; la dissémination de l information sur les pratiques d accréditation des membres d EA ; la communication entre l accréditeur et son administration nationale ; les relations avec la Commission européenne ; l amélioration du processus d évaluation par les pairs. Evidemment ces travaux se sont déroulés sans pour autant que se ralentissent ceux des différents comités d EA auxquels le Cofrac participe également. Par ailleurs, les évaluations par les pairs destinées à garantir le niveau de confiance dans les prestations effectuées sous le couvert des accréditations de tous les signataires de l accord multilatéral de reconnaissance européen se sont poursuivies au rythme normal, impliquant plusieurs membres de la structure permanente du Cofrac. De la même manière, au niveau international, le Cofrac a maintenu son niveau d implication dans les travaux d ILAC Finally, the sections responsible for the accreditation of certification bodies had, for their part, to deal with a significant increase in their activity. INTERNATIONAL: At European level, 2007 was marked by the work of EA (European Cooperation for Accreditation) intended to review its organisation to satisfy the expectations of the Brussels Commission in the context of the forthcoming regulation aiming to improve the application of directives and, amongst other things, determine prescriptions on accreditation. Cofrac has, of course, kept a very close eye on this work, which was based on three principal issues: the structure of EA, its needs in terms of secretariat and its funding. At the same time, five groups also worked on: The harmonisation of assessment practices in the context of an accreditation with a view to notification; The dissemination of information on the accreditation practices of EA members; Communication between the accreditation body and his national government authority; Relations with the European Commission; Improvement of the peer assessment procedure. It goes without saying that this work was performed without slowing down the work of the various EA committees in which Cofrac also participates. In addition, peer assessments intended to guarantee the level of confidence in service provisions performed under the aegis of the accreditations of all signatories to the European multilateral agreement continued at their usual tempo, involving several members of Cofrac's permanent staff. 5

Le Directeur Général du Cofrac, en tant que Président d ILAC, a également participé aux réunions du Comité exécutif d IAF. Enfin, le Cofrac a continué à participer à la réalisation d actions de coopération technique dans les pays en voie de développement tout en poursuivant par ailleurs ses travaux d accréditation à l étranger, essentiellement dans les pays francophones, en évitant soigneusement toute situation de concurrence entre accréditeurs. COMMUNICATION : Au cours de l année 2007, le Cofrac a édité une nouvelle plaquette de présentation, pour la première fois en version bilingue, et a «mis en ligne» la version anglaise de son site Internet (pages d informations générales). Il a procédé à une révision des règles d utilisation de sa marque (document GEN REF 11) en prenant en compte les observations reçues à la suite de la publication de la précédente version en La protection de la marque Cofrac ainsi que de son droit d utilisation a continué à être assurée. Le Cofrac a également répondu favorablement aux sollicitations dont il a été l objet de la part des organisateurs de conférences ou de manifestations traitant des questions d attestation de la conformité. La publication de «Compétences Magazine» et de «La Lettre Cofrac» a été poursuivie et le site Internet du Cofrac a régulièrement été mis à jour. STRUCTURE PERMANENTE : Au 31 décembre 2007, la structure permanente comptait 77 employés représentant 75,1 «équivalents temps plein» contre 69,5 au 31 décembre Cette augmentation de l effectif est corrélée à la croissance de l activité. Le second semestre de l année a vu l entrée en vigueur du nouveau système de gestion et de qualification des évaluateurs qualiticiens et techniques du Cofrac destiné à fiabiliser nos bases de données et améliorer la qualité de nos prestations sur le terrain à travers un vivier de personnes dont les compétences sont mieux connues et le suivi des performances mieux assuré. Bien entendu, les formations initiales et continues de ces évaluateurs et experts ont été assurées. It reviewed the rules on the use of its brand (document GEN REF 11), taking into account the observations received subsequent to the publication of the previous version in Protection of the Cofrac s brand and the right to use it continued to be guaranteed. Cofrac also responded favourably to the approaches made to it on the part of the organisers of conferences and other events dealing with questions of conformity assessment. The publication of Competences Magazine and The Cofrac Letter continued and the Cofrac Internet site was regularly updated. PERMANENT STAFF: At 31 December 2007, permanent staff numbered 77 employees representing 75.1 full time equivalents versus 69.5 at 31 December This increase in the workforce was in line with the increase of activity. 8 rationaliser et d homogénéiser l ensemble de notre documentation. A l issue de ce travail, la Commission d Audit Interne (CAI) a pu renouveler sa confiance dans le fonctionnement du Cofrac pour remplir sa mission d accréditation. Pour ce qui concerne le développement de notre nouveau système d information, 2007 a été l année du démarrage de la mise en service dans les sections Certification et la section Inspection. Les travaux se poursuivent activement et il est prévu que la section Laboratoires puisse à son tour utiliser le nouveau produit début Rappelons que ce système permettra d automatiser dans une large mesure la gestion des dossiers d accréditation et qu il est associé à un autre logiciel permettant à chaque section d améliorer grandement la clarté de l expression des portées des accréditations délivrées. Enfin, la convention annuelle signée avec le ministère en charge de l Industrie a permis, comme les années précédentes, de financer les travaux internationaux auxquels le Cofrac participe, ainsi qu une partie de ses actions de communication. Work actively continued and plans are in place for the Laboratories section to be able, in its turn, to use the new product at the beginning of We should remember that this system will make it possible to computerise the management of accreditation dossiers to a great extent and that it is combined with another software package allowing each section to largely improve the clarity and expression of the scopes of accreditations issued. Finally, as in previous years, the annual agreement signed with the ministry in charge of Industry has facilitated the funding of the international work in which Cofrac participates, as well as some of its communication actions. 9 FAITS MARQUANTS 2007 Les chiffres de la section Laboratoires parlent d eux-mêmes et ne font que refléter la tendance haussière générale qui se vérifie pour l ensemble des activités du Cofrac sur l année 2007 : 1580 accréditations cumulées (vs 1528 en 2006) dont 44 à l étranger, 149 accréditations initiales (vs 140 en 2006) 305 renouvellements (vs 233 en 2006), 1482 évaluations (vs 1350 en 2006). Au-delà de ces quelques chiffres significatifs, l accréditation de laboratoires s est poursuivie en 2007 et s est développée tant en volume qu en nature (premières accréditations prononcées en olfactométrie, en analyse de tabac, en sciences criminalistiques, premières inspections en Bonnes Pratiques d Expérimentation). Parallèlement à cette importante activité, les normes évoluant, la section Laboratoires a également accompagné comme il se doit les dispositions transitoires de mise en œuvre de la révision de la norme NF EN ISO/CEI dont la date limite était fixée à la mi-mai A cette date, moins de 1% de laboratoires accrédités n ont pas été reconnus conformes. En biologie médicale, la norme NF EN ISO 15189, dédiée aux laboratoires d analyses de biologie médicale, a elle aussi connu une révision en 2007 entraînant la mise en place de dispositions transitoires. Sans oublier le guide ISO/CEI 43 pour lequel le Cofrac participe activement, via notamment un membre de sa CTA CIL, aux travaux internationaux en vue de sa révision pour le faire évoluer à terme en norme d accréditation des organisateurs d essais d aptitude (norme ISO/CEI 17043). A l équilibre financier avec un résultat net légèrement positif, la section Laboratoires ne doit pourtant ce niveau de résultat qu au bénéfice de conventions particulières signées en 2007 avec certains ministères pour le financement de développements spécifiques (essentiellement sur la protection des travailleurs face à certains risques), ainsi qu à l affectation d une partie de l aide financière apportée au Cofrac par le ministère en charge de l Industrie. 2 HIGHLIGHTS 2007 The Laboratories section s figures speak for themselves and simply reflect the general upward trend that is confirmed for all the Cofrac's activities over 2007: 1580 accumulated accreditations (vs 1528 in 2006) with 44 abroad, 149 initial accreditations (vs 140 in 2006) 305 renewals (vs 233 in 2006), 1482 assessments (vs 1350 in 2006). Over and above these few significant figures, laboratories accreditation continued in 2007 and developed, both in terms of volume and the nature of the laboratories accredited (first accreditations awarded in olfactometry, tobacco analysis and criminal science and first inspections in Good Experimentation Practices,GEP). In parallel with this important activity, standards are also changing and the Laboratories section has provided the required accompaniment for the transitory implementation provisions for standard NF EN ISO/IEC , whose final date was set for mid-may As of this date, fewer than 1% of accredited laboratories had not been recognised as compliant. In medical biology, standard NF EN ISO 15189, dedicated to medical biology laboratory analyses was also revised in 2007, requiring the introduction of transitory provisions. We mustn t forget the ISO/IEC 43 guide in which the Cofrac played an active role, notably through a member of its CTA CIL (CTA, Commission Technique d Accréditation TAC Technical Accreditation Commission) in international work for its revision to ensure that it changes along with the standard for accrediting aptitude test organisation bodies (standard ISO/IEC 17043). With a financial balance and a slightly positive result, the Laboratories section only owes this result to the profits from specific conventions signed in 2007 with certain Ministries to fund specific developments (essentially on protecting workers from certain risks), as well as the allocation of part of the financial assistance provided to the Cofrac by the French Minister for Industry marked a year of sustained activity for the Inspection section 8 RAPPORT D ACTIVITÉ 2007 / ANNUAL REPORT 2007

10 2007 marque une année d activité soutenue pour la section Inspection qui comptabilise un peu plus d une cinquantaine de nouveaux organismes accrédités (soit +34% par rapport à 2006), en provenance essentiellement (près de 70% d entre eux) du domaine du contrôle technique des véhicules lourds. Outre ce domaine qui centralise à lui seul la majeure partie de ces nouveaux accrédités, l essentiel des accréditations délivrées l a été dans le domaine du contrôle des installations de refroidissement par dispersion d eau dans un flux d air. Toujours hors contrôle technique des véhicules lourds, on peut souligner à la marge 3 dossiers d accréditation traités dans le cadre d un nouveau schéma d accréditation relatif aux activités d inspection dans le domaine des sports et loisirs (sous-domaine sports acrobatiques, aires de jeux et équipements sportifs). Des validations de programmes d accréditation importants peuvent être mises à l actif de la section Inspection. C est le cas notamment pour la réalisation de la partie inspection des missions APCI (Abonnement Prévention Conseil Incendie), programme développé en collaboration avec le CNPP, la FFSA et la COPREC, ou encore du programme d accréditation pour le contrôle de certaines catégories (une quarantaine) d installations classées pour la protection de l environnement soumises à déclaration, développé pour le compte du MEDAD. Côté Certification, la section CPS, Certification de Produits et Services, affiche une hausse modérée du nombre de ses entités accréditées (au sens entités juridiques) et connaît en parallèle une diminution en nombre d accréditations délivrées (due notamment aux suites de la fusion des accréditations des secteurs «Produits Industriels et Services» et «Produits Agricoles et Alimentaires»). La croissance est également au rendez-vous en nombre d évaluations effectuées sur l année à près de +15%. Un nombre important d accréditations initiales a été délivré en CPS et il convient de souligner l animation d un groupe de travail AFNOR pour la rédaction d une norme «Elaboration d un référentiel de certification de produits industriels ou de services». La constitution de ce groupe de travail s inscrit dans le cadre du projet de réforme du Code de la Consommation et vise à remplacer la déclaration d activité auprès du SQUALPI et des publications de référentiels au JORF par une accréditation obligatoire des organismes de certification. Plus de 25% d augmentation en cumul du nombre d entités accréditées sur 2007, tel est le pourcentage en hausse pouvant être crédité à la section CEPE, Certification d Entreprises et de personnels et Environnement, qui connaît également une forte croissance sur l année en nombre d évaluations réalisées (223 vs 142 en 2006). A signaler, toujours en section CEPE, l ouverture de nouveaux domaines à l accréditation dans des domaines tels que la certification de personnes ou encore la qualification d entreprises. which totalled just over 50 new accredited bodies (i.e. + 34% in relation to 2006), essentially from (nearly 70% of them) the heavy vehicle technical inspection sector. Significant accreditation programme validations may be placed on the account of the Inspection section. In particular, this is the case for the inspection part of the APCI missions (Abonnement Prévention Conseil Incendie Fire Council Prevention Subscription), a programme developed in collaboration with the CNPP, the FFSA and the COPREC, or even the accreditation programme for the inspection of certain categories (around forty) of systems classified for environmental protection subject to declaration, developed on behalf of the MEDAD. On the Certification side, the CPS section, Products and Services Certification section, had a moderate increase in the number of its accredited bodies (in the legal entity meaning) and was in parallel in reduction for the number of accreditations awarded (due in particular to the follow-up to accreditation mergers between the "Industrial Products and Services" and "Agricultural Products and Foodstuff Certification sectors. This section also saw a nearly 15% increase in the number of assessments carried out over the year. A significant number of initial accreditations were awarded in the CPS. We must highlight the organisation of an AFNOR working group for drafting a standard Development of a reference base for the certification of industrial products or services". The constitution of this working group is part of the project to reform the Consumption Code and is intended to replace the activity declaration to the SQUALPI and the publication of reference guides in the JORF with compulsory accreditation of certification bodies. A greater than 25% increase in the total number of accredited entities in this is the percentage rise that can be accredited to the CEPE (Certification d Entreprises et de personnels et Environnement Certification of Managing Systems and personnel and Environment) section, which also saw strong growth over the year in terms of the number of assessments carried out (223 vs 142 en 2006). Still with the CEPE section, we must highlight the opening of new domains for accreditation such as personnel certification or firms qualification. 9

11 DEVELOPPEMENTS LABORATOIRES Comme l ensemble des pôles de la section Laboratoires, le pôle Biologie-Biochimie connaît une hausse significative de son activité tant en termes de cumul d entités accréditées sur l année (531 vs 510 en 2006) que de nombre d évaluations menées (496 vs 465). Le pôle a poursuivi en 2007 des échanges soutenus avec la Direction Générale de la Santé (DGS) dans le cadre de la réforme de la biologie médicale, biologie médicale pour laquelle une révision importante des documents du Cofrac a eu lieu, suite à la parution de la nouvelle version de la norme NF EN ISO en août Outre le pôle Biologie-Biochimie, des discussions avec la DGS se sont également tenues au pôle Chimie-Environnement dans les domaines de l amiante et du contrôle de la qualité des eaux destinées à la consommation humaine. Suite à la publication en avril 2007 de l arrêté d application relatif au nouveau dispositif d évaluation de la conformité aux Bonnes Pratiques d Expérimentation (BPE) pour le compte de la Direction Générale de l Alimentation (DGAl), les premières inspections dans ce domaine ont pu avoir lieu courant Toujours au chapitre des développements, il convient de souligner l ouverture à l accréditation de deux nouveaux domaines : l olfactométrie et le tabac. Le pôle Mécanique a délivré en 2007 ses premières accréditations dans le domaine des mesures du bruit et des vibrations au poste de travail en application des nouvelles dispositions réglementaires établies par la Direction Générale du Travail (DGT) modifiant certains articles du Code du Travail. Les instructions des demandes d accréditation d organismes en métrologie légale ont connu une activité soutenue, suite à la mise en place de ce nouveau schéma d accréditation de portée nationale. Enfin, ce pôle a eu l occasion de traiter de nombreuses demandes d accréditation dans de nouveaux domaines techniques tels que la criminalistique ou les aires de jeux. En collaboration avec la DGT, le pôle Physique-Electricité a participé à la définition d une procédure d analyse du fonctionnement du dispositif d accréditation des laboratoires dans le domaine des rayonnements ionisants. Cette collaboration s est déroulée en parallèle aux travaux de révision des portées d accréditation en métrologie électrique et temporelle. 3 DEVELOPMENTS LABORATORIES Like all the poles in the Laboratories section, the Biology- Biochemistry pole saw a significant increase in its activity, both in terms of the total number of accredited entities over the year (531 vs 510 in 2006) and for the number of assessments carried out (496 vs 465). In 2007 the pole continued sustained exchanges with the Direction Générale de la Santé (DGS -General Direction for Health) in the context of medical biology reform, medical biology for which a major review was carried out for the Cofrac documents following the publication of the new version of standard NF EN ISO in August In addition to the Biology-Biochemistry pole, the DGS also held discussions with the Chemistry-Environment pole in the domains of asbestos and quality control on water for human consumption. Following the publication in 2007 of the application decree relating to the new mechanism for assessing BPE (Bonnes Pratiques d Expérimentation - Good Experimentation Practices) on behalf of the Direction Générale de l Alimentation (DGAl, General Direction of Alimentation), the first inspections in this domain were carried out during Still in relation to developments, we must highlight the opening for accreditation of two new domains: olfactometry and tobacco. In 2007 the Mechanics pole awarded its first accreditations in the domain of workstation noise and vibration measurement, in application of the new regulatory measures established by the Direction Générale du Travail (DGT, General Direction of Employment) which modify certain articles in the Employment Code. Examination of accreditation requests from legal metrology bodies saw sustained activity following the introduction of this new national accreditation scheme. Finally, this pole had the opportunity to deal with many accreditation requests in new technical domains such as criminal science (forensic) or play areas. In collaboration with the DGT, the Physics-Electricity pole took part in defining a procedure to analyse the operation of the laboratory accreditation system in the ionising radiation domain. This collaboration was achieved in parallel to the work to revise the electrical and temporal metrology accreditation ranges. 12 Le pôle a continué d intervenir dans le cadre du groupe de travail du Comité de section Laboratoires concernant le maîtrise des données informatiques en amont et en aval de l essai/étalonnage. En section Inspection, l année 2007 a été essentiellement marquée par différents travaux à la demande de services de l Administration. C est le cas des travaux relatifs au développement d un schéma d accréditation pour le contrôle d étanchéité des réservoirs enterrés de liquides inflammables et de leurs équipements annexes (pour le compte du MEDAD). C est encore le cas au stade du démarrage pour les travaux concernant le développement d une accréditation pour les inspections vétérinaires et phytosanitaires (à la demande de la DGAl) avec un objectif d évaluation courant Citons également le démarrage des travaux pour l élaboration d un programme d accréditation destiné aux vérifications réglementaires des installations électriques et des équipements de travail pour le compte du Ministère du Travail. La section a par ailleurs été largement associée en 2007 à la mise en production du nouveau système d information du Cofrac, les premiers dossiers d organismes accrédités ayant été transférés des anciennes bases vers le nouvel outil. La section CEPE a ouvert en 2007 de nouveaux domaines à l accréditation : c est le cas notamment de la certification des personnes physiques réalisant l état de l installation intérieure de gaz selon le document d exigences spécifiques CEPE REF 26, de la certification d auditeur social santé ou encore de la certification de qualification d entreprises réalisant des travaux de confinement et de retrait de matériaux non friables contenant de l amiante présentant des risques particuliers selon le document CEPE REF 29. Côté CPS, à signaler, outre un nombre important d accréditations initiales en certification de produits industriels, l ouverture à l accréditation des nouveaux domaines suivants : schéma relatif à la certification de produits agricoles, forestiers, alimentaires ou produits de la mer sous signes «Appellation d Origine» (AO), «Spécialité Traditionnelle Garantie» (STG) et «Indication Géographique Protégée» (IGP), référentiel IFS (International Food Standard) Logistique, en complément du référentiel de certification IFS concernant l hygiène alimentaire, certification de Logiciels d Aide à la Prescription (LAP) selon le schéma réglementaire national en liaison avec la Haute Autorité de Santé (HAS). Les sections Certification ont toutes deux été fortement impliquées dans la mise en production du nouveau Système d Information (SI) du Cofrac avec le transfert progressif des anciens dossiers et la mise en place des nouveaux dossiers directement dans le nouvel outil. In the Inspection section, 2007 was essentially marked by different works requested by Government departments. This was the case for the work related to the development of an accreditation scheme to check the sealing on buried flammable liquid tanks and their associated equipment (on behalf of the MEDAD). This is still the case at the start-up stage for work concerning the development of accreditation for veterinary and phyto-sanitary inspections (at the request of the DGAl) with an assessment objective during We must also mention the start of work to develop an accreditation programme intended for regulatory inspections on electrical installations and working equipment on behalf of the Ministry of Employment. The section was also broadly associated in 2007 with the production of the new Cofrac information system; the first files for accredited bodies were transferred from the old bases to the new tool. In 2007 the CEPE section opened new domains for accreditation: in particular, this is the case of the certification of physical people who check internal gas installations according to the specific CEPE REF 26 requirements document, the certification of social health assessors or even the firms qualification certification that carry out work to confine and remove non-brittle materials containing asbestos and that present specific risks, according to document CEPE REF 29. For the CPS, we must also indicate, in additional to a high number of initial accreditations for the certification of industrial products, the opening to accreditation of the following new domains: Scheme related to the certification of agricultural, forestry, food production or seafood products under the symbols Appellation d Origine (AO), Spécialité Traditionnelle Garantie (STG) and Indication Géographique Protégée (IGP), IFS (International Food Standard) Logistics reference base, as a complement to the IFS certification reference base concerning food hygiene, Certification of Logiciels d Assistance à la Prescription (LAP, Prescription Assistance Software) according to the national regulatory scheme in liaison with the Haute Autorité de Santé (HAS, High Authority for Health). Both Certification sections have been heavily involved in the production of the new Cofrac Information System (IS), with the progressive transfer of old files and the introduction of new files directly into the new tool. 11

13 ILS FONT LE COFRAC L important travail de réflexion globale sur la gestion et le suivi des évaluateurs, entamé fin 2006 suite à la nomination d une Responsable Qualité et Evaluateurs, s est poursuivi et a connu ses premiers résultats tangibles courant Eu égard au nombre conséquent de personnes concernées (plus de 1200 évaluateurs qualiticiens, évaluateurs et experts techniques), les changements induits ne peuvent s appliquer à tous simultanément. C est la raison pour laquelle, en 2007, ont notamment débuté les renouvellements de qualification pour les évaluateurs qualifiés en Il a par ailleurs été décidé d échelonner les renouvellements de l ensemble des évaluateurs qualifiés avant 2001 sur six années à compter de En parallèle à la mise en place de ces nouvelles règles toutes sections confondues, le Cofrac s est également attelé à la simplification de son système de management et à son corollaire, le système documentaire. C est ainsi que le document GEN EVAL REF 01 remplace désormais à lui seul différentes procédures ou documents auparavant nécessaires selon la nature de leurs destinataires respectifs (évaluateurs qualiticiens, évaluateurs techniques ). Hors périmètre évaluateurs, cela est également vrai pour des documents décrivant le fonctionnement de certaines instances du Cofrac (Règlement de fonctionnement des commission INS REF 03 en section Inspection par exemple) dont les membres continuent de s impliquer fortement au sein des différentes assemblées (commissions, comités de section ) auxquelles ils participent régulièrement. Adhérents associés ou actifs, membres de Commission ou de Comités, que tous soient ici à nouveau remerciés pour leur action qui permet tout à la fois d opérer les renouvellements imposés par les statuts en toute fluidité et de renforcer la diversité du Cofrac, ce qui ne peut in fine que venir légitimer le fonctionnement collégial du Cofrac. 4 THEY ARE THE COFRAC The major work carried out to examine assessor management and monitoring in depth which was started at the end of 2006 by the Quality and Assessors Manager, continued and saw its first tangible results during Given the high number of people concerned (over 1200 quality assessors, assessors and technical experts), not all of the changes can be implemented at the same time. Therefore, the document GEN EVAL REF 01 alone now replaces different procedures or documents that had been necessary in the past depending on the nature of their respective recipients (quality assessors, technical assessors, etc.). Outside the assessors scope, this also applies to documents that describe the operation of certain Cofrac bodies (Commission operating regulations INS REF 03 in the Inspection section, for example) whose members continue to be heavily involved in the different assemblies (commissions, section committees, etc.) in which they regularly participate. Associate or active members, Commission or Committee members, we would like to thank all of them here for their actions which enable to make fluently necessary renewals imposed by our statutes as well as to reinforce Cofrac s diversity. 14 EXIGENCES ET PRATIQUES Les années se suivent et ne se ressemblent pas forcément, à l exception notable de l activité publications ne déroge pas à cette règle qui veut qu en parallèle à une activité d édition toujours nourrie en provenance des instances de normalisation nationales et internationales, le Cofrac accompagne ces diffusions de sa propre documentation, s adaptant ainsi aux retours d expérience et aux demandes de ses clients accrédités. Toutes sections confondues, 2007 a ainsi vu son lot de documents Cofrac paraître ou être révisés : documents de référence, procédures, Guides Techniques d Accréditation (GTA), documents d exigences spécifiques Autant de documents dont le travail d écriture ou de réécriture nécessite chaque année une importante disponibilité de la part des équipes de la structure permanente du Cofrac. Sans prétendre à l exhaustivité, il faut signaler en section Laboratoires la révision du LAB REF 02 (Exigences générales pour l accréditation des laboratoires selon la norme NF EN ISO/CEI 17025) qui apporte notamment des précisions importantes concernant la sous-traitance et la traçabilité des résultats de mesure ; celle du LAB REF 05 (Règlement d accréditation) ou encore celle des LAB REF 06 et 07 (documents tarifaires). Un certain nombre de GTA et de documents d exigence spécifiques ont également été publiés ou révisés (LAB GTA 12, 14, 19, 78 au pôle Biologie-Biochimie ; LAB GTA 15, 16, 17 et 18 au pôle Mécanique, LAB REF 14 relatif à l accréditation des CESTI au pôle Physique-Electricité ). Citons également la première révision du programme d accréditation à mettre à l actif de la section Inspection pour les produits agricoles et alimentaires sous appellations d origine développé pour le compte de l INAO. On retiendra enfin pour les sections Certification outre les documents d exigence spécifiques publiés suite à l ouverture à l accréditation de nouveaux domaines (CEPE REF 26 et 29 notamment) la mise en place d un groupe de travail Modalités d accréditation des organismes de produits industriels et services visant à rationaliser les procédures d évaluation des organismes certificateurs de produits industriels et services. 5 REQUIREMENTS AND PRACTICES The years go by and each year is markedly different to the previous one, with the notable exception of the publications activity did not buck this trend as, in parallel to a publication activity that is still supplied by national and international standardisation bodies, the Cofrac publishes its own documentation, thereby adapting to feedback and requests from its accredited customers. In 2007, all sections saw their Cofrac documents published or revised: Technical Accreditation Guides (GTA, Guides Techniques d Accréditation), specific requirements documents, and so on. These are documents for which the writing or re-writing requires a high level of availability every year from the Cofrac's permanent staff teams. Without claiming to be exhaustive, we must highlight in the Laboratories section the revision of LAB REF 02 (General requirements for laboratory accreditation according to standard NF EN ISO/IEC 17025). In particular, this provides important clarifications regarding the sub-contracting and traceability of measurement results; the revision of LAB REF 05 (Accreditation regulations) or the revision of LAB REF 06 and 07 (pricing documents). A certain number of GTA and specific requirements documents were also published or revised (LAB GTA 12, 14, 19, 18 in the Biology-Biochemistry pole; LAB GTA 15, 16, 17 and 78 in the Mechanics pole, LAB REF 14 relating to CESTI accreditation in the Physics-Electricity pole, and so on). We must also mention, in the Inspection section s account, the first revision of the accreditation programme for the inspection in agricultural and foodstuff products under appellations d origine developed for the INAO. Finally, what we shall remember for the Certification sections, in addition to the specific requirements documents published following the opening to accreditation of new domains (CEPE REF 26 and 29 notably) is the introduction of an Accreditation methods for industrial products and services working group, which is intended to rationalise the assessment procedures for the certifying bodies concerned. 13
