3 Le mot du Président Malgré les difficultés économiques du moment, l année 2009 a été pour le Cofrac une excellente année. La demande d accréditations ne faiblit pas. Au contraire! Certes, à la suite des textes parus en 2008 (règlement européen, loi française de modernisation de l économie et décret reconnaissant le Cofrac comme unique organisme national d accréditation), c est toujours le secteur réglementaire qui «tire» la croissance. Mais le secteur volontaire se porte également fort bien. Bref, le Cofrac est en bonne santé. Cette situation très favorable doit être mise à profit pour consolider le dispositif en lui donnant les moyens nécessaires pour qu il puisse continuer à remplir sa mission de service public, tant au niveau national qu au plan international. A cet égard, le Cofrac continue d investir en moyens humains et matériels, informatiques notamment. Il a également entrepris de se restructurer avec la création le 1er octobre 2009 de la nouvelle section «Santé Humaine» qui va véritablement prendre son essor en 2010 en se consacrant tout d abord essentiellement à l accréditation des laboratoires de biologie médicale. Cette même année 2009 a vu aussi le renouvellement du Comité de la section Inspection ainsi que celui du Conseil d Administration. La qualité et le nombre des candidats souhaitant participer à ces instances ont permis de mesurer à ces occasions l intérêt que portent au Cofrac toutes les parties intéressées par l accréditation. Enfin, au plan international, l implication du Cofrac se poursuit activement avec comme objectif permanent de faire valoir les positions françaises sur les sujets relatifs à l accréditation et surtout, de faire en sorte que les prestations d évaluation de la conformité réalisées sous le couvert de l accréditation du Cofrac soient reconnues à l étranger comme aussi dignes de confiance que celles réalisées sous le couvert de l accréditation locale. Je tiens à nouveau à remercier tous les acteurs (personnels de la structure permanente, évaluateurs et experts, membres des différentes instances qui participent bénévolement à nos travaux) pour tout le travail accompli. C est grâce à ce travail que le Cofrac poursuit sa marche en avant au bénéfice de l Economie française. François MAUDUIT Président du Cofrac François MAUDUIT Président du Cofrac Chairman of Cofrac Message from the Chairman In spite of the current economic difficulties, 2009 has been an excellent year for Cofrac. There has been no fall-off in the demand for accreditations. On the contrary! Of course, subsequent to the texts published in 2008 (European regulations, the French law on modernisation of the economy and the Decree recognising Cofrac as the sole national accreditation body), it is still the regulatory sector that is pulling growth. But the voluntary sector is also doing very well. In short, Cofrac is in good health. We must capitalize on this very favourable situation to consolidate the system by providing it with the means necessary for it to continue to fulfil its public service mission, both nationally and internationally. In this respect, Cofrac continues to invest in human and material resources, IT resources in particular. It has also begun to reorganize with the creation on 1st October 2009 of the new Healthcare Section, which will really take off in 2010, devoting itself initially primarily to the accreditation of medical biology laboratories. This same year 2009 also witnessed the renewal of the Inspection Section Committee and the Board of Administrators. The quality and number of applicants wishing to participate in these bodies at this time has made it possible to measure the interest that all parties interested in accreditation show in Cofrac. Finally, internationally speaking, Cofrac's involvement continues actively with the ongoing objective of representing the French position on matters relating to accreditation and, in particular, to see to it that conformity evaluation services performed under the aegis of Cofrac accreditation are recognised abroad as being as trustworthy as those performed under the aegis of local accreditation. I should once again like to thank all those involved (permanent staff, assessors and experts, members of the various bodies that make a voluntary contribution to our work) for all the work they have done. 5 2009 : l activité reste intense Daniel PIERRE Directeur Général du Cofrac General Director of Cofrac Accréditation Poussée par le secteur réglementaire, la demande d accréditation dans toutes les sections a continué de croître en Mais il faut noter que le nombre total d entités accréditées n a pas augmenté dans les mêmes proportions - il a même diminué en section Certification de Produits et Services - en raison d un nombre relativement important de fusions d organismes et de quelques cessations d activité. Ainsi, au 31 décembre 2009, la section Laboratoires compte 1758 entités accréditées contre un peu moins de 1700 à fin 2008 et elle a réalisé en 2009 un peu plus de 1400 évaluations contre presque 1500 en Il est à souligner que dans les statistiques qui précèdent, sont comptés les 156 laboratoires de biologie médicale accrédités au 31 décembre En 2010, ces laboratoires relèveront de la section Santé Humaine et on peut déjà présumer une assez forte croissance du nombre d accréditations initiales puisque l accréditation de tous les laboratoires de l espèce sera obligatoire au 1er novembre Comme l an passé, c est encore le pôle Chimie-Environnement qui a réalisé le plus grand nombre d accréditations initiales devant le pôle Mécanique. Dans la continuité de l activité des années précédentes, la section a poursuivi ses travaux de rationalisation et de révision de son corpus documentaire et a commencé un gros travail concernant l expression des portées d accréditation, la nouvelle nomenclature devant entrer en vigueur simultanément avec la migration vers le nouveau système informatique de gestion des dossiers qui commence début Rapport d activité 2009 Annual report : activity continues to be intense Accreditation Driven by the regulatory sector, the demand for accreditation in all Sections continued to grow in But it should be noted that the total number of accredited entities has not increased in the same proportion it has even fallen in the Certification of Products and Services Section owing to a relatively high number of mergers of bodies and a few shutdowns. Carrying on from activity in previous years, the Section continued the rationalization and revision of its body of documentation and made a start on a major undertaking regarding the expression of scopes of accreditation and the new nomenclature is expected to come into effect simultaneously with the migration to the new file management IT system, which starts at the beginning of It was the Inspection Section which, once again 6

6 C est la section Inspection qui, cette année encore, connaît la croissance relative la plus forte : 276 entités accréditées au 31 décembre 2009 contre 248 à fin 2008 et 358 évaluations réalisées. Les principaux secteurs concernés par cette croissance demeurent ceux de l environnement, de la sécurité des établissements recevant du public et des véhicules lourds. A souligner que cette section a étendu cette année son champ de compétences au domaine des services avec la mise en place d un programme d accréditation spécifique à l inspection des hôtels dans le cadre de la nouvelle classification étoilée à la demande du ministère en charge du Tourisme. Enfin, de même qu en 2008, les sections d accréditation des organismes certificateurs ont connu un accroissement important de la diversité de leurs champs d actions qui se sont ouverts à de nouveaux domaines techniques. Le nombre total d organismes accrédités reste quant à lui stable (un peu plus de 100, les deux sections confondues) et le nombre d évaluations réalisées a pour sa part diminué. Dans un tel contexte de croissance, un point commun à toutes les sections est, outre l élaboration des documents nécessaires préalablement à l ouverture de nouveaux domaines à l accréditation, l important travail de recherche, de sélection et de formation de nouveaux évaluateurs et experts techniques. International Au niveau européen, suite à la publication en 2008 du règlement relatif à l accréditation, EA (European cooperation for Accreditation) a entrepris un important travail de préparation afin d être en mesure de répondre aux attentes de la Commission de Bruxelles et des Etats Membres concernant l harmonisation des pratiques d accréditation et le contenu des évaluations par les pairs. Les deux sujets majeurs qui ont fait débat en 2009 concernent les accréditations transfrontalières et l accréditation dans le cadre de la notification pour l application d une directive. Ces sujets restent encore en cours de traitement. In such a context of growth, a common point to all Sections, apart from the drafting of documents needed prior to opening new fields to accreditation, is the significant amount of research, selection and training work regarding new assessors and technical experts. International At European level, following the publication in 2008 of the regulation on accreditation, EA (European cooperation for Accreditation) undertook major preparatory work in order to be in a position to meet the expectations of the Commission in Brussels and the Member States regarding the harmonization of accreditation practices and the content of peer evaluations. The two major subjects debated in 2009 concern cross-frontier accreditations and accreditation in the context of notification for the application of a Directive. These subjects are still under discussion. Cofrac is of course actively involved in this work and is represented on all of the EA Committees and in several working parties. Its General Director was elected Vice-Chair of EA in June In addition, as in previous years, Cofrac continued to take part in peer evaluations organised by EA within the framework of maintaining its multilateral accreditation recognition agreement. In 2009, Cofrac itself underwent a complementary assessment by EA to check the implementation of the inspection of the sites of 7

7 dans plusieurs groupes de travail. Son Directeur Général a été élu Vice-Président d EA en juin Par ailleurs, le Cofrac a continué, comme les années précédentes, à participer aux évaluations par les pairs organisées par EA dans le cadre du maintien de son accord multilatéral de reconnaissance des accréditations. Il a lui-même subi en 2009 une évaluation complémentaire d EA pour vérifier la mise en œuvre du contrôle des sites localisés à l étranger des organismes certificateurs qu il a accrédités. Cette évaluation complémentaire n a relevé aucun écart. En outre, le Cofrac a aussi été évalué par le FALB (Federation of Accreditation and Licensing Bodies) dans le cadre de l accréditation des vérificateurs environnementaux pour l application du Règlement Européen EMAS III (Eco Audit). Les quelques écarts (remarques) relevés ont été traités. Au niveau international, de la même façon, le Cofrac a poursuivi sa participation active aux travaux d ILAC (International Laboratory Accreditation Cooperation) et d IAF (International Accreditation Forum). Le Directeur Général du Cofrac a continué à exercer la présidence d ILAC et à participer aux réunions du Comité Exécutif d IAF. Les deux organisations coopèrent de plus en plus étroitement, mais ont refusé à une courte majorité de fusionner en une seule malgré l énergie consacrée en ce sens par les accréditeurs européens. Enfin, le Cofrac a aussi participé à quelques actions de coopération technique dans les pays en voie de développement et a poursuivi ses prestations d accréditation à l étranger en évitant toute concurrence avec d autres accréditeurs. Communication A l occasion du quinzième anniversaire de sa création, le Cofrac a organisé une conférence de presse le 30 juin 2009 au cours de laquelle ont pu être présentés ses activités, son rôle et ses missions ainsi que les principaux développements en cours ou à venir. A la suite de celle-ci, il a été amené à répondre à de nombreuses sollicitations de la part de journalistes. Il a aussi travaillé sur la communication interne en célébrant ses quinze années d existence le 9 juin, jour symbolique de l «International Accreditation Day». Il a organisé le 4ème «Forum Certification» en octobre, permettant ainsi un échange fructueux entre la structure permanente et les organismes certificateurs accrédités. Par ailleurs, le Cofrac a continué à participer à des colloques, 1 Rapport d activité 2009 Annual report 2009 the certification bodies which it has accredited located abroad. This complementary assessment did not bring any divergences to light. Furthermore, Cofrac was also assessed by the FALB (Federation of Accreditation and Licensing Bodies) within the framework of accreditation of environmental inspectors for application of the European EMAS III (Eco Audit) Regulation. The few divergences (observations) brought to light have been handled. In the same way internationally, Cofrac continued its active involvement in the work of ILAC (International Laboratory Accreditation Cooperation) and IAF (International Accreditation Forum). Cofrac's General Director continued his tenure as Chairman of ILAC and took part in the meetings of the IAF Executive Committee. The two organisations cooperate more and more closely, but refused to merge into a single body by a small majority despite the energy devoted to this issue by European accreditors. Finally, Cofrac was also involved in a number of technical cooperation actions in the developing countries and continued its accreditation services abroad, avoiding any competition with other accreditors. Communication On the fifteenth anniversary of its creation, Cofrac called a press conference on 30 June 2009 during which it took the opportunity to present its activities, its role and its missions as well as the primary current or future developments. After this press conference, it dealt with a number of requests from journalists. It also worked on internal communication, celebrating its fifteen years of existence on 9 June, a symbolic day known as International Accreditation Day. It organised the 4th Certification Forum in October, thus fostering a fruitful exchange of views between permanent staff and accredited certification bodies. In addition, Cofrac continued to take part in symposia, conferences and other events dealing with questions of quality and conformity evaluation, in particular a round table on accreditation during the 14th International Metrology Conference held in Paris at the end of June and the Journées Internationales de la Biologie (JIB) in November. 8

Son site Internet a été régulièrement mis à jour et des travaux concernant sa restructuration avec une nouvelle arborescence ont été entamés. Structure permanente Au 31 décembre 2009, la structure permanente comptait 83 collaborateurs représentant 78,3 «équivalents temps plein» contre 75,6 au 31 décembre Cette augmentation de l effectif est notamment liée à la mise en place de la nouvelle section Santé Humaine. In addition, the IT tool used to manage accreditation files was installed to meet the needs of the Laboratories and Healthcare Sections which, following on from the other Sections, will in turn start to use it in

9 Laboratoires Faits marquants et développements Si l année 2008 avait été marquée par la publication au Journal Officiel du décret reconnaissant le Cofrac comme «l instance nationale d accréditation», l année 2009 restera celle qui a vu la création de la section Santé Humaine, portant ainsi provisoirement à 5 le nombre de sections du Cofrac (ce nombre étant destiné à revenir à 4 fin 2010 lors de la fusion des sections Certification). En octobre 2009 naissait en effet la section Santé Humaine du Cofrac, dédiée à l accréditation des laboratoires de biologie médicale qui sera obligatoire au 1er novembre 2016 en application de l ordonnance du 13 janvier 2010 prise en application de la loi Hôpital Patients Santé Territoires (HPST). Les quatre pôles de la section Laboratoires connaissent une hausse du nombre total d entités accréditées et permettent à la section de franchir le cap des 1700 entités accréditées à fin Les nombres d accréditations initiales et d évaluations restent relativement stables et la section continue de gérer une soixantaine d accréditations à l étranger et dans les DOM- TOM. Un groupe de réflexion a vu le jour en 2009, conformément au souhait exprimé par le Comité de Section, dans le but de réfléchir à l évolution éventuelle des pratiques en matière d accréditation sur les portées flexibles. La création de ce groupe de réflexion fait suite à la parution du document EA 2/15 (EA Requirements for the Accreditation of Flexible Scopes). Concernant le système d information (SI), la section a notamment poursuivi l important travail de nomenclature (thématique par domaines/ sous-domaines/familles) et revu les modalités de migration vers le nouveau SI. 2 Rapport d activité 2009 Annual report 2009 Highlights and Developments If the highlight in 2008 was the publication of the Decree in the Official Journal recognising Cofrac as the national accreditation authority, 2009 will always be the year that saw the creation of the Healthcare Section, thus bringing the provisional number of Sections at Cofrac to five (this number being destined to revert to four at the end of 2010 with the merger of the Certification Sections). Indeed, in October 2009, Cofrac's Healthcare Section did come into being and is dedicated to the accreditation of medical biology laboratories, which will be compulsory as of 1 November 2016 upon implementation of the Order of 13 January 2010 enacted in application of the Hospital Patients Health Territories (HPST - Hôpital Patients Santé Territoires) Law. Laboratories The four poles in the Laboratories Section experienced a rise in the total number of accredited entities and allowed the Section to pass the 1700 accredited entities threshold at the end of The number of initial accreditations and assessments remained relatively stable and the Section continues to manage sixty or so accreditations from abroad and in the French Overseas Departments and Territories. A think tank came into being in 2009, in accordance with the wish expressed by the Section Committee, with the objective of considering any changes in practices with regards to accreditation of flexible scopes. The creation of this think tank follows the publication of document EA 2/15 (EA Requirements for the Accreditation of Flexible Scopes). Regarding the information system (IT), the Section continued to pursue the considerable work on listings (thematic by fields/sub-fields/ family) and reviewed the methods of migration to the new IT. 10

10 A signaler également les travaux de la Commission Technique d Accréditation pour les Comparaisons Interlaboratoires (CTA CIL) qui se sont poursuivis sur l amélioration de l expression des portées d accréditation des OCIL (Organisateurs de Comparaisons Interlaboratoires) pour permettre leur intégration dans le nouveau SI. L année 2009 a été marquée pour le pôle Biologie-Biochimie par la concrétisation du projet de réforme de la biologie médicale mené par la DGS (Direction Générale de la Santé) sur la base des travaux initiés en Outre le nécessaire accompagnement pour préparer le transfert des activités de biologie médicale vers la nouvelle section Santé Humaine, le pôle a connu une réorganisation interne suite au départ de deux responsables d accréditation vers cette même section. Le pôle a accrédité en 2009 le premier laboratoire sur la base du LAB REF 15 (document d exigences spécifiques sur les analyses en vue du paiement du lait en fonction de sa composition et de sa qualité hygiénique et sanitaire), d autres demandes d accréditation ayant suivi a vu pour le pôle Chimie-Environnement la poursuite du déploiement du nouveau dispositif d évaluation de la conformité aux Bonnes Pratiques d Expérimentation (BPE) pour le compte de la Direction Générale de l Alimentation (DGAl), réalisant 25 évaluations sur l année entière aura également été l occasion de finaliser la mise en œuvre du nouveau dispositif de vérification des critères d agrément des laboratoires réalisant des analyses dans le domaine de l eau et des milieux aquatiques au titre du Code de l Environnement (environ 160 laboratoires concernés). A noter enfin les premières accréditations dans le domaine de caractérisation des émissions chimiques des produits de construction et pour de nouveaux indices dans le domaine des analyses biologiques des milieux aquatiques. De nombreuses demandes d accréditation et premières évaluations dans de nouveaux domaines techniques marquent 2009 pour le pôle Mécanique. Parmi ces derniers et sans prétendre à l exhaustivité, on peut citer notamment les compteurs de quantité de gaz, la métrologie des bancs d essais textiles, la vérification des pénétromètres, les essais sur les capteurs solaires ou encore les mesures sur les machines à mesurer tridimensionnelles. Il faut souligner le développement d une accréditation en métrologie légale pour les organismes de pesage (70 organismes concernés dont plusieurs groupements) et l instruction des premières demandes correspondantes et aussi rappeler que c est en 2009 qu ont eu lieu les premiers échanges avec The work of the Technical Accreditation Commission for Interlaboratories Comparisons (CTA CIL, Commission Technique d Accréditation Comparaisons Interlaboratoires) should also be mentioned, which continued on improving the expression of accreditation s scopes of the ILCPs (Interlaboratories Comparisons Providers) to allow their integration in the new IT. For the Biology-Biochemistry pole, 2009 was marked by the finalization of the planned reform of medical biology conducted by the General Health Department (DGS, Direction Générale de la Santé) based on work initiated in In addition of the supervision needed in order to prepare the ground for the transfer of medical biology activities to the new Healthcare Section aside, the pole underwent internal reorganization following the departure of two accreditation managers to this same Section. In 2009, the pole accredited the first laboratory on the basis of LAB REF 15 (the specific requirements document on analysis with a view to payment on milk according to its composition and hygienic and sanitary quality). Other accreditation requests followed. For the Chemistry-Environment pole, 2009 saw the continued deployment of the new conformity assessment on Good Experimentation Practices (GEP) on behalf of the General Food Department (DGAl, Direction Générale de l Alimentation), completing 25 assessments over the year also presented the opportunity to finalize implementation of the new checking system regarding the agreement criteria for laboratories carrying out analysis in the field of water and aquatic environments under the Environment Code (approximately 160 laboratories affected). Finally, the first accreditations in the field of characterization of chemical emissions of construction products and for new indices in the field of biological analysis of aquatic environments should also be noted. Numerous accreditation requests and initial assessments in new technical fields marked 2009 in the Mechanics pole. Among them, and without claiming to be exhaustive, we can, in particular, mention gas quantity meters, the metrology of textile testing benches, the checking of penetrometers, the tests on solar collectors and the measurements on three-dimensional measuring machines. We should underline the development of an accreditation in legal metrology for weighing bodies (70 bodies affected, including several groupings) and the formalities for the corresponding first requests. We should also remind that it was in 2009 that the first exchanges with the Administration took place, intended 11

Le pôle Physique-Electricité a poursuivi en 2009 sa collaboration avec la Direction Générale du Travail (DGT), notamment à l occasion des travaux préparatoires d accréditation d organismes procédant à des relevés photométriques sur les lieux de travail. C est le cas également avec la participation à la mise en place et à l exploitation d une procédure d analyse du fonctionnement du dispositif d accréditation des laboratoires dans le domaine de la dosimétrie des travailleurs exposés aux rayonnements ionisants. A la demande de l ANTS (Agence Nationale des Titres Sécurisés), le pôle s est aussi impliqué dans le cadre de réunions de travail pour l élaboration d un schéma de certification des titres sécurisés faisant intervenir l accréditation des laboratoires de tests de conformité des niveaux transport, protocole et applicatif des titres sécurisés. Santé Humaine La section Santé Humaine a été créée le 1er octobre 2009 au Cofrac pour prendre en charge, dans un premier temps, l accréditation réglementaire des laboratoires de biologie médicale. Composée à sa création d un responsable de Section, de deux responsables d accréditation et d une secrétaire, tous quatre venus de la section Laboratoires, la Section s est étoffée en toute fin d année avec l arrivée d une nouvelle secrétaire et d un troisième responsable d accréditation. Cette période a permis notamment de commencer à préparer le corpus documentaire nécessaire et le transfert des 156 dossiers d accréditation précédemment gérés par la section Laboratoires. Inspection L activité de la section reste très soutenue en 2009 avec une quarantaine d accréditations initiales délivrées, le total d entités accréditées cumulé approchant désormais les 300 (en hausse de près de 15%). Les nouvelles accréditations concernent notamment le contrôle de certaines catégories d installations classées pour la protection de l environnement soumises à déclaration ou celui de l étanchéité des réservoirs enterrés de liquides inflammables pour le compte du MEEDDM (Ministère de l Ecologie, de l Energie, du Developpement Durable et la Mer), le contrôle des réseaux d assainissement neufs ou encore le contrôle de qualité externe de dispositifs médicaux pour le compte de l AFSSAPS (Agence Française de Sécurité Sanitaire des Produits de Santé). Outre le développement par la section d une accréditation pour le contrôle périodique des chaudières de puissance comprise entre 400 kw et 20MW pour le compte du MEEDDM et celui d une 2 Rapport d activité 2009 Annual report 2009 to develop an accreditation for checking digital tachographs (370 bodies affected). In 2009, the Physics-Electricity pole continued its collaboration with the General Employment Department (DGT), particularly regarding work preparatory to the accreditation of bodies carrying out photometric readings in the workplace. This was also the case with the participation in setting up and operating a procedure to analyse the functioning of the laboratory accreditation system in the field of the dosimetry of workers exposed to ionising radiation. At the request of the French National Agency for Secure Identity Documents (ANTS, Agence Nationale des Titres Sécurisés), the pole also took part in work meetings to draft a certification scheme for secure identity documents involving the accreditation of conformity testing laboratories regarding transport, protocol and application of secure identity documents. Healthcare Cofrac's Healthcare Section was created on 1st October 2009 to handle, in the first instance, the statutory accreditation of medical biology laboratories. Composed on creation of a Section manager, two accreditation managers and a secretary, all four from the Laboratories Section, the Section was expanded at the very end of the year to include a new secretary and a third accreditation manager. In particular, this period allowed time to make a start on preparing the corpus of documentation needed and transfer 156 accreditation files previously managed by the Laboratories Section. Inspection Activity in the Section is still continued to be very busy in 2009 with forty initial accreditations issued. The total number of accredited entities is now nearing 300 (a rise of near 15%). New accreditations concern, in particular, the inspection of some classified installation categories for the protection of the environment subject to declaration or of the leakproofness of underground tanks containing inflammable liquids on behalf of the French Ministry for Ecology, Energy, Sustainable Development and the Sea (MEEDDM, Ministère de l Ecologie, de l Energie, du Developpement Durable et la Mer), the inspection of new sanitation networks and the inspection of external quality of medical systems on behalf of the French Health Product Safety Agency (AFSSAPS, Agence Française de Sécurité Sanitaire des Produits de Santé). Apart from the Section's development of an accreditation for the periodic inspection of boilers with an output of between 400 kw and 20MW on behalf of the MEEDDM and of an accreditation for the inspection of food-related activities at points of sale to the public regarding the health safety of foodstuffs in accordance with the RAS (Retail Audit Standard), we cannot, of course, overlook 12

Les premiers organismes accrédités dans ce domaine le sont à compter du 1er janvier Certification L activité des sections Certification (CEPE : Certification d Entreprises et de Personnels et Environnement ; CPS : Certification de Produits et Services) reste stable en termes de nombre d entités accréditées sur l année 2009 (103 accrédités contre 105 en 2008). En Certification de Produits et Services, les fusions d organismes certificateurs de produits agricoles se sont poursuivies, élément qui explique en partie cette stabilité car ayant pour résultat une légère diminution du nombre d entités accréditées. Dans le cadre de la réforme du Code de la Consommation, la mise en œuvre de la procédure d accréditation obligatoire a entraîné de nombreuses extensions et une quinzaine de demandes d accréditation initiales. Côté CEPE, l activité a été notablement marquée en 2009 par plusieurs évaluations externes : celle du FALB (Federation of Accreditation and Licensing Bodies) pour l accréditation selon le Règlement Européen Eco Audit (EMAS III) lors de laquelle quelques écarts, traités depuis, ont été notés et celle du GIFAS (Groupement des Industries Françaises Aéronautiques et Spatiales) donnant lieu à un écart lui aussi traité depuis. À noter également l évaluation par la coordination européenne des industriels donneurs d ordre de l aérospatial (EU OPMT) pour laquelle un résultat favorable (un écart mineur constaté) a pu être obtenu. Enfin, les sections CEPE et CPS ont toutes deux fait l objet d une évaluation complémentaire de la part d EA (suite de l audit du Cofrac en 2008) dont l objectif était de vérifier la mise en œuvre du contrôle des sites localisés à l étranger où sont réalisées des activités de certification dites essentielles. Le résultat est là encore favorable, aucun écart n ayant été relevé. the major development in 2009 in a new field: services in tourism area (cf. page 7). In Certification of Products and Services, the mergers of bodies certifying agricultural products continued, a point that partially explains this stability as it has resulted in a slight fall-off in the number of accredited bodies. In the context of the reform of the Consumer Code, the implementation of the compulsory accreditation procedure brought about numerous extensions and fifteen initial accreditation requests. French Aerospace Industries Association (GIFAS, Groupement des Industries Françaises Aéronautiques et Spatiales), revealing one finding, which has also since been dealt with. Also worthy of note is the assessment by the European aerospace industries coordination body for which a favourable result (one minor finding observed) was obtained. Finally, the CEPE and CPS Sections both underwent a complementary assessment by EA (following the audit of Cofrac in 2008), the objective of which was to check implementation of the inspection of sites located abroad where so-called essential certification activities are conducted. Here again, the result was favourable as no findings came to light. For CEPE, activity was marked significantly in 2009 by several external assessments: of the FALB (Federation of Accreditation and Licensing Bodies) for accreditation in accordance with the European Eco Audit regulation (EMAS III) during which a number of findings, since dealt with, were noted, and of the 13

La politique de renforcement du suivi des évaluateurs initiée en 2007 se poursuit et 2009 restera une année riche de ce point de vue. Globalement, sur l année entière, le Cofrac a procédé, toutes activités et sections confondues, aux qualifications ou renouvellements de qualification suivants : 91 renouvellements de qualification d évaluateurs techniques, 88 nouvelles qualifications d évaluateurs techniques, 35 renouvellements de qualification d évaluateurs qualiticiens, 18 nouvelles qualifications d évaluateurs qualiticiens juniors, 11 nouvelles qualifications d évaluateurs qualiticiens responsables d évaluation. Au-delà de ces éléments chiffrés, l ensemble des sections du Cofrac a régulièrement assuré, comme il le fait chaque année, la tenue des Assemblées Générales et des réunions d harmonisation organisées à l attention de ses évaluateurs et experts techniques. Among them, we can make particular mention of the three sessions organised by the Laboratories Section between June and October 2009 to train 48 technical assessors on the standard, ISO/IEC 17025, the harmonization meeting for technical assessors qualified to conduct the technical inspection of heavy goods vehicles (Inspection) or the one in February 2009 for the assessors of Interlaboratories Comparisons Providers (ILCP), which helped to clarify the points raised during ILCP assessments thanks to valuable feedback and thus improve the accreditation process. 14

14 Exigences et Pratiques Anouvelle section nouveau corpus documentaire! C est ainsi que la section Santé Humaine s est attelée, dans les semaines qui ont suivi sa création au dernier trimestre 2009, à la rédaction de ses premiers documents estampillés SH (règlement particulier SH REF 00, règlement de fonctionnement des commissions SH REF 03, règlement d accréditation SH REF 05 etc.) tous parus dans le courant du dernier trimestre de l année. La section Laboratoires a connu une année riche en révisions, une grande partie de ses documents arrivant en phase de révision bisannuelle (travail qui se poursuivra en 2010, l intégralité de ces documents ne pouvant être révisés sur la seule année 2009). De nombreux documents (GTA, guides techniques d accréditation ; DES, documents d exigences spécifiques ou encore documents d information) ont ainsi été révisés dans ce cadre. Concernant particulièrement les documents de référence de la section, une partie d entre eux a également été révisée : c est le cas du LAB REF 00 (suite au transfert des activités d accréditation liées à la santé humaine), du LAB REF 02 (intégration d une politique relative à l aspect prélèvements/échantillonnages élaborée fin 2008) ainsi que des LAB REF 05, 06 et 07 (dont le contenu a été refondu). Dans le même temps, un certain nombre de GTA et de DES ont été publiés dans le but de répondre aux besoins exprimés par les Pouvoirs Publics. Citons enfin la révision totale du LAB CIL REF 05 dans le domaine des Comparaisons Interlaboratoires. Déjà évoquée par ailleurs, l ouverture à l accréditation du nouveau domaine des services en Inspection s est accompagnée fort logiquement de la création du programme d accréditation correspondant, en l occurrence et en l espèce ici le INS REF 20 relatif à la réalisation des inspections de classement des établissements hôteliers. D autres documents ont également vu le jour dans la section en 2009 et pour la même raison (démarrage d une nouvelle activité d accréditation) : ainsi en est-il du programme d accréditation INS REF 19 pour la vérification de l état de conformité des équipements de travail sur demande de l Inspection du Travail développé pour le compte de la DGT (Direction Générale du Travail). La publication de ce programme marque l arrêt à compter de 2010 des procédures d agréments mises en œuvre par la DGT qui s appuiera désormais directement sur l accréditation des organismes en charge de ce type de vérifications. Les sections Certification ont elles aussi connu un certain nombre d évolutions dans leurs pratiques d accréditation. Signalons ainsi en section CEPE l évolution de schémas d accréditation telle que celle relative à la certification de la Visite Médicale suite à l ouverture de celle-ci aux établissements hospitaliers. 4 Rapport d activité 2009 Annual report 2009 Requirements & Practices Anew Section needs its own body of documentation! And so it was that the Healthcare Section got down, in the weeks following its creation in the final quarter of 2009, to drafting its first documents with the SH stamp (SH as Santé Humaine; special regulations SH REF 00, commission operation regulations SH REF 03, accreditation regulations SH REF 05, etc.), all published in the course of the final quarter of the year. The Laboratories Section experienced a year rich in revisions, a large part of its documentation falling due for biennial revision (a job that will continue in 2010 as it was impossible to review all of these documents in 2009 alone). Numerous documents (GTA, Guides Techniques d Accréditation; Technical Accreditation Guides; DES, Document d Exigences Spécifiques; Specific Requirements Documents and Information Documents) were thus revised in this context. With particular regard to the Section's reference documents, some of them were also revised: this was the case of LAB REF 00 (following the transfer of accreditation activities related to healthcare), LAB REF 02 (integration of a policy on sampling issues drafted at the end of 2008) and LAB REF 05, 06 and 07 (in which the content was remodelled). At the same time, a certain number of GTAs and DESs were published in order to meet the needs expressed by the National Authorities. Finally, we should mention the total revision of LAB CIL REF 05 in the field of Interlaboratories Comparisons. Already discussed elsewhere, the opening of the new field of services to accreditation in Inspection was quite logically accompanied by the creation of the corresponding accreditation programme, in this instance and in point of fact INS REF 20 on the performance of classification inspections on hotel establishments. Other documents also came into being in the Section in 2009 for the same reason (start-up of a new accreditation activity): this was the case of the accreditation programme, INS REF 19, for checking the status of conformity of work facilities at the request of the Employment s Inspection developed on behalf of the General Employment Department (DGT, Direction Générale du Travail). The publication of this programme marks the discontinuation, in 2010, of the approval procedures implemented by the DGT, which will in future be based directly on the accreditation of the bodies in charge of this type of checking. The Certification Sections too underwent a certain number of changes in their accreditation practices. We can thus mention the change in the CEPE Section of accreditation schemes such as the one on the certification of the Health Inspection subsequent to its extension to hospital establishments. 15
