3 Le message de la Présidente du Conseil d Administration A message from the Chair of the Board Un bilan positif En décembre 2012, la Fondation a encaissé les dernières tranches des contributions au capital qui lui ont été promises, emmenant la valeur du portefeuille placé auprès de la banque JP Morgan à USD. Ces encaissements signalent la concrétisation complète des objectifs de capitalisation de la Fondation fixés lors de sa création et font de la Fondation l un des plus importants fonds de dotation environnementaux du continent africain. in. L année 2013 fut alors la première année que la Fondation ait fait fructifier la totalité de son capital. En 2013, la Fondation a contribué à la conservation et à la protection de 37% des aires protégées de Madagascar. Dans ce cadre, elle a débloqué USD (calculés sur le niveau de capitalisation à fin 2012) en faveur de 21 aires protégées pour une superficie de 2 millions d hectares sur les hectares du Système des Aires Protégées de Madagascar. Des sites appuyés par la Fondation, 6 sont classés Patrimoine Mondial de l UNESCO. Le taux d endémisme est très élevé dans ces aires protégées et la biodiversité est très vulnérable face aux menaces du changement climatique. Les impacts directs du changement climatique sur les espèces peuvent être la migration des espèces en altitude, l extinction des espèces endémiques vivant dans des niches écologiques très étroites ou encore la réduction de la reproductivité des lémuriens. La perte de biodiversité et le changement climatique ne peuvent être traités efficacement que si le lien entre populations, biodiversité et changement climatique est établi, ce qui exige la participation des décideurs politiques, de la société civile, des scientifiques, du secteur privé et du public. La Fondation continuera à travailler pour le renforcement de ces liens. Les actions de la Fondation s inscrivent également dans le cadre de la vision REDD+, dans la mesure où nos activités de gestion des forêts permettent de maintenir leurs services éco systémiques et de favoriser l accroissement des stocks de carbone forestiers. Le crédit carbone est une source de financement encore à exploiter à Madagascar et la Fondation est prête à jouer son rôle d instrument de pérennisation de cette éventuelle source de financement. Le contexte économique et social qui a prévalu à Madagascar depuis quelques années et jusqu en 2013 a été difficile. La pauvreté humaine s est accrue. L environnement s est dégradé et les ressources naturelles laissées sous pression extrême ; d abord par l habitant pour survivre au quotidien, ensuite par le trafiquant pour s enrichir illicitement. Cette double attaque a nécessairement conforté le choix de nos actions d appui et d accompagnement financiers à travers les opérateurs de terrain. Des actions à l international sont menées, notamment dans le cadre de la gestion rationnelle du bois de rose. Ces démarches ont engendré des résolutions fédératives de plusieurs entités pour la bonne cause de nos ressources naturelles, et les résultats sont attendus dans le cadre d un calendrier officiel de l Etat malagasy en concertation avec des instances internationales. Des réalisations marquantes Durant ces nombreuses années, la Fondation a connu une croissance positive et les objectifs fixés ont été atteints. Nous pouvons être fiers de ces réalisations, et de la place occupée par la Fondation sur le plan national comme international. Dans l optique de la bonne gouvernance et de mise en oeuvre de l alternance envisagée par nos fondateurs, nous avons procédé en 2013 au renouvellement d un tiers des membres du Conseil d Administration. Nous sommes aujourd hui entourés d une équipe d experts et de spécialistes venant de divers domaines, dont l expérience ne peut que venir renforcer le savoir-faire de la Fondation. Et le défi continue Le succès de la Fondation ne peut l être qu avec l engagement de tous : partenaires financiers et politiques en amont et partenaires techniques en aval, que nous remercions vivement pour leur collaboration professionnelle et amicale. La consolidation et la pérennisation de notre Institution s inscrivent dans un contexte plus large de visions nationale et internationale. Nous ne constituons qu un morceau du puzzle et comptons continuer nos actions, en partenariat avec toutes les parties prenantes, sur l indispensable protection équilibrée de notre environnement dans la durée. Positive results In December 2012, the Foundation collected the final installments of capital contributions that had been promised, bringing the value of the portfolio invested with JP Morgan to 54,950,040 USD. These disbursements marked the full realization of the objectives of capitalization of the Foundation set at its creation and making the Foundation one of the largest environmental endowment funds of the African continent. The year 2013 was the first year for the Foundation to fully invest its entire target endowment. In 2013, the Foundation has contributed to the conservation and protection of 37% of Madagascar s protected areas. In this context, it has allocated 1.4 million USD (based on the level of capitalization at the end of 2012) for 21 protected areas covering an area of 2 million hectares of the 5,200,915 hectares of the Protected Areas System of Madagascar. Six of the sites supported by the Foundation are classified as World Heritage by UNESCO. The rate of endemism is very high in these protected areas and biodiversity is highly vulnerable to climate change threats. The direct impacts of climate change on species could be species migration in altitude, the extinction of endemic species living in very narrow niches or reducing the reproducibility of lemurs. Biodiversity loss and climate change can t be treated effectively if the relationship between populations, biodiversity and climate change is established, which requires the involvement of policy makers, civil society, scientists, the private sector and the public. The Foundation will continue to work to strengthen these links. The actions of the Foundation are also part of REDD+ vision, as our forest management activities can maintain their ecosystem services and promote increasing of forest carbon stocks. Carbon credit is a source of funding which could be exploited in Madagascar and the Foundation is ready to play its role as an instrument for sustainably funnel this potential source of funding. Economic and social context that prevailed in Madagascar for several years until 2013 was difficult. Human poverty has increased. The environment is degraded and natural resources left under extreme pressure; first by people for their everyday survival, then by the trafficker to enrich themselves illegally. This double attack necessarily confirmed our choice to give financial support through the field operators of targeted sites. Several activities are conducted in an international scale, particularly in the context of rational management of rosewood. These efforts have resulted in several resolutions for the good cause of protecting our natural resources, and results are expected within a formal schedule of the Malagasy Government in consultation with international bodies. Outstanding achievements During these years, the Foundation has experienced positive growth and objectives have been achieved. We can be proud of these achievements, and the place occupied by the Foundation on the national and international level. In the context of good governance and implementation of leadership renewal envisioned by our founders, we elected in 2013 the three new members of the Board of trustees, out of nine. Today we are supported by a team of experts and specialists from various fields, whose experience can only strengthen the existing expertise of the Foundation. And the challenge continues The success of the Foundation cannot be achieved without the commitment of all: financial and political partners upstream and technical partners downstream. We are very grateful for their professional and friendly collaboration. The consolidation and sustainability of our institution is part of a wider context of national and international visions. We are only one piece of the puzzle and look forward to continuing our work in partnership with all stakeholders for the sustainable protection of our environment. 6 CHAPITRE 01 LES IMPACTS DE NOS FINANCEMENTS Evolution des financements octroyés et leurs impacts sur la conservation de la biodiversité et le bien être des communautés locales Au titre de l année 2013, la Fondation compte 21 Aires Protégées (AP) dans son portefeuille. Depuis 2011, des indicateurs ont été mis en place, récoltés et enregistrés. Ces indicateurs permettent de suivre l évolution mais surtout de mesurer les impacts des financements octroyés au fil des années. Le graphique ci-dessous donne une vue d ensemble des financements octroyés depuis USD Evolution of the grants provided and their impacts on the biodiversity conservation and the welfare of the local communities In 2013, the Foundation had 21 Protected Areas (PAs) in its portfolio. Since 2011, indicators have been established, collected and recorded. These indicators have helped to monitor the evolution but also to measure the impact of funding granted over the years. The graph below gives an overview of the fundings since La Fondation contribue à la préservation des principaux écosystèmes (plus de 24 types d écosystèmes) représentatifs de la Grande Ile tels que les forêts denses humides (environ ha), les forêts sèches ( ha), les forêts littorales ( ha), les zones humides ( ha), les récifs coralliens, les herbiers phanérogames, les mangroves ( ha) Les 21 AP financées abritent 18 espèces de plantes vasculaires en danger critique (CR) sur les 102 présentes à Madagascar et 20 espèces de vertébrés (CR) sur les 47. Par ailleurs, la plupart de ces aires protégées jouent un rôle fondamental en tant que réservoir d eau, stockage de carbone, réserve génétique, barrière cyclonique et réserve de ressources naturelles. Ainsi de par leur existence ces aires protégées permettent à plus d un million de personnes de subvenir à leurs besoins. Réalisations 2013 Au titre de l année 2013, la Fondation a octroyé une enveloppe d un peu moins de USD en faveur de 21 aires protégées soit une superficie totale d environ 1,9 millions d hectares sur ha du SAPM. Elle contribue à la conservation et à la protection de 37% de la superficie d AP totale créée. Le portefeuille de la Fondation est divisé en trois : il y a les cinq AP financées sur le Sinking Fund ( USD), les douze AP financées sur les revenus du capital ( USD) et les quatre NAP financées sur les fonds obtenus du Helmsley Charitable Trust ( USD). Ses appuis assurent principalement le payement des charges salariales et le frais de fonctionnement des AP. Comme indiqué dans le graphique ci-dessous, une part est réservée aux appuis au développement, à la conservation, à l éducation et à l écotourisme. The Foundation contributes to the preservation of major ecosystems (more than 24 types of ecosystems ) representative of the Island such as rain forests (about 800,000 ha), dry forests (314,000 ha), coastal forests (13,200 ha), wetlands (86,000 ha), coral reefs, phanerogam seagrass beds, mangroves (35,136 ha)... The 21 PAs financed are home to 18 species of critically endangered (CR) vascular plants out of the 102 present in Madagascar and 20 vertebrate species (CR) out of the 47. Moreover, most of these protected areas play a key role as water reserve, carbon pools, genetic stock, barrier against cyclones and natural resource base. And by their existence, protected areas help more than one million people to meet their needs achievement In 2013, the Foundation awarded an envelope of slightly less than $ 1.4 million for 21 protected areas covering a total area of about 1.9 million hectares out of the SAPM s 5,200,915 ha. It contributes to the conservation and protection of 37% of the total area of PAs created. The portfolio of the Foundation is divided into three portions : five PAs are financed from the Sinking Fund (USD 519,572), twelve PAs financed from the capital income (USD 731,491) and the four NPAs financed out of the Helmsley Charitable Trust (USD 128,358). Its support mainly provides for the payroll and the PAs operating costs. As shown in the graph below, a part is reserved to support development, conservation, education and ecotourism. Ainsi, le personnel a pu mener à bien toutes les activités comme les surveillances et contrôles, les suivis écologiques, l entretien des infrastructures de conservation Les activités de sensibilisation et d éducation environnementale sont cruciales pour assurer l adhésion des communautés et ont une part non négligeable dans le plan de travail. Ces sites mettent aussi en œuvre des activités écotouristiques pour réduire leur dépendance aux bailleurs de fonds afin de s acheminer petit à petit vers une autonomie financière comme le PN d Andringitra. Thus, the staff has been able to carry out all activities such as surveillance and control, ecological monitoring, maintenance of the conservation infrastructure... Sensitisation activities and environmental education are crucial to ensure community ownership and have a significant share in the work plan. These sites also implement ecotourism activities to reduce their dependence on donors in order to move gradually towards financial autonomy as is the case with Andringitra NP. D une part, elle rapportera des intérêts, d autre part elle permettra de faire face à un engagement (futur et connu) en capital, au remboursement d emprunts, d actions ou tout autre endettement à l échéance. A sinking fund is a fund established by an economic entity by setting aside revenue over a period of time to fund a future capital expense, or repayment of a long-term debt. Le financement Helmsley porte sur 4 parcs : Ambohidray, Itremo, Montagne des Français, Antrema. Il a deux objectifs :» La sécurisation institutionnelle des 4 NAP en les appuyant dans les procédures d obtention de statut de protection définitif ;» L accompagnement des communautés dans l amélioration de leur condition de vie à travers des activités génératrices de revenus tout en réduisant leur dépendance vis-à-vis de l exploitation des ressources naturelles. Aires Protégées Protected Areas NAP ITREMO (gérée par MBG-Kew) Le protocole de mise en protection définitive a été obtenu et l EIE a été réalisée. NAP ANTREMA (gérée par MNHN) Après avoir obtenu son permis environnemental et son cahier de charge en septembre 2013, la NPA Antrema a obtenu la validation de sa mise en protection définitive auprès de la Direction Régionale du MEF de la Région Boeny. L institutionnalisation est en cours. NAP AMBOHIDRAY (gérée par ACCE) Conventions en MGA (Part 2013) Amount / Conventions MGA (Part 2013) Des représentants de la Direction Générale des Forêts du Ministère de l Environnement et des Forêts (MEF) ont effectué une descente massive à Ambohidray lors de la cérémonie de lancement officiel de la NPA. Des infrastructures de marquage des limites, comprenant des panneaux métalliques et en béton ont été installées afin de conscientiser la population riveraine. NAP MONTAGNE DES FRANÇAIS (gérée par SAGE) Des inventaires des ressources naturelles ont été effectués pour servir de base de l EIE. Le Plan d Aménagement et de Gestion, ainsi que le Plan de Gestion Environnementale et de Sauvegarde Sociale, deux éléments indispensables pour la réalisation de l EIE sont en cours de finalisation et seront soumis prochainement à l ONE. La réalisation de l EIE est prévue cette année. D un autre côté, 25 bornes de délimitation ont été mises en place, afin de renforcer la sécurisation physique de la NPA. Helmsley funding is dedicated to 4 parks : Ambohidray, Itremo, Montagne des Français, Antrema. It aims to achieve the following objectives :» The first one is the institutional security of 4 NPAs supporting them in the process of obtaining permanent protection status ;» And the second objective aims to support communities in improving their living conditions through income-generating activities while reducing their dependence on the exploitation of natural resources. Engagements 2013 Disbursements 2013 NAP ITREMO (managed by MBG-Kew) The protocol to access the status of permanent protection has been achieved and the Environmental Impact Assessment has been completed. NAP ANTREMA (managed by MNHN) After securing its environmental permit and the specification documents in September 2013, the NPA of Antrema obtained the validation of its permanent protection from the MEF Regional Directorate of the Boeny Region. The case was submitted to the Directorate of System of Protected Areas for advice ; the latter will forward it to the Cabinet for institutionalization. NAP AMBOHIDRAY (managed by ACCE) Taux d utilisation Utilization rate Ambohidray / ACCE % Antrema / MNHN % Itremo / RBG-Kew % Montagne des Français / SAGE % Representatives of the Directorate General of Forests, Ministry of Environment and Forests (MEF) undertook an impressing field visit to Ambohidray during the official launch ceremony of the NPA. Some infrastructure boundary markers comprising a concrete panel were installed to sensitize the local population. NAP MONTAGNE DES FRANÇAIS (managed by SAGE) Inventories of natural resources have been made to serve as a basis to the EIA. The development and the Management Plan and the Environmental Management Plan and Social Safeguard, two indispensable elements for the completion of the EIA, are being finalized and will be submitted shortly to ONE. The completion of the EIA is expected this year. On the other hand, 25 marker billboards have been put up to enhance the physical security of the NPA

8 LES IMPACTS DE NOS FINANCEMENTS IMPACTS OF OUR FUNDING Aires Protégées financées à partir des revenus du capital Les appuis de la Fondation sont principalement focalisés sur les activités de conservation, de développement, à la prise en charge des coûts récurrents et à l accompagnement vers l autonomie financière des AP. Au titre de l année 2013, 12 parcs sont financés par la Fondation à partir des revenus du capital. NAP ANALALAVA L objectif principal de l appui de la Fondation porte sur l obtention d un statut de protection définitif de la NAP. Ainsi, une re-délimitation de la NAP a été réalisée et le PAG imprimé et dupliqué. Afin d améliorer l état de la biodiversité une plantation de 7350 plants autochtones a été effectuée et 6,64 ha de zone de propagation des espèces envahissantes cartographiés. La sensibilisation des communautés a été renforcée par le biais de diverses activités. Grâce à leur implication, 12 km de pare feu ont pu être également nettoyés et 03 patrouilles journalières effectuées. Pour réduire la dépendance de la communauté par rapport aux ressources forestières plantules d eucalyptus ont été plantés. Une partie du financement a parmi d assurer les charges salariales et les frais de fonctionnement du site. Analalava est une petite AP qui détient une dizaine d espèces végétales inscrites sur la liste rouge de l UICN située à proximité de la grande ville de Tamatave. PN ANDOHAHELA La prise en charge des frais de fonctionnement et des charges salariales du personnel d Andohahela par la Fondation leur a permis d effectuer les activités comme les surveillances et contrôles, les suivis écologiques, l entretien des infrastructures de conservation Les activités écotouristiques font également parties des activités développées afin de réduire la dépendance du parc envers les bailleurs et s acheminer petit à petit vers une autonomie financière. Ainsi, les principales réalisations sont : la surveillance de carreaux; la matérialisation de 79,5 km de limites externes, 05 km de limites noyau dur, l entretien de 25 km de pare feux, 40 km de limites externes, la construction et l entretien d 01 poste de garde et la mise en place de 07 km de circuits aux normes ainsi que l aménagement ent et l entretien de site de camping, 08 km de circuits et de poste d accueil. Protected areas financed out of the capital revenue Support from the Foundation mainly focus on activities aiming at conservation and development, management of recurrent costs, and support to the financial autonomy of PAs. In 2013, 12 parks have been financed by the Foundation out of the capital revenue. ANALALAVA NPA The prime objective of the Foundation support focuses on securing the NPA permanent protection status. Thus, a re-delineation of the NPA was performed and the GAP printed and duplicated. To improve the state of the biodiversity, 7,350 indigenous plants have been planted and 6.64 ha area of invasive species mapped. To further raise the awareness of the community, various activities have been carried out. Through their involvement, 12 km firewalls have been be cleaned and 03 daily patrolling operations conducted. To reduce the community dependence on forest resources eucalyptus seedlings have been planted. Last, as a contribution to the operating costs, the Foundation grants helped pay salaries and employers contributions, the fuel and maintenance of the rolling stock, rents and communications costs for a proper functioning of the NPA. ANDOHAHELA NP The Foundation contributed fully to the operating costs of Andohahela and the staff payroll. This enabled them to perform activities such as surveillance and environmental monitoring, maintenance of conservation infrastructure. Ecotourism activities are also part of the activities developed in view of reducing the park s dependence on donors and for them to gradually move towards financial autonomy. Il a également permis d appuyer les activités de développement telles que la plantation de plantules (dont seulement ont poussés), la construction de 05 cases villageoises qui est actuellement en cours. Enfin, le financement a permis la prise en charge de six mois de salaires permettant à l équipe gestionnaire d effectuer leur travail. COMPLEXE MANGOKY IHOTRY Le site est parmi le plus vaste complexe de zones humides avec une superficie d environ hectares. Dans le cadre de la mise en œuvre de la stratégie de développement, 07 opérateurs économiques ont été contactés aboutissant à la signature de 02 contrats. Grâce à la promotion des activités non agricoles, comme la production de sel, des emplois ont été créés pour les communautés non membres des groupements. Quant aux membres des groupements, ceux-ci ont bénéficié de renforcement de capacité en technique de production. Pour ce qui est de la conservation, les missions de suivi, de descentes sur sites, de contrôle des zonages et des activités autours des noyaux durs ont été réalisées. Un schéma d aménagement du lac Ihotry a été établi intégrant les résultats de l étude piscicole. De plus, le comité d exécution du DINA a été mis en place et est fonctionnel pour gérer l utilisation des ressources du Lac Ihotry. La nouvelle structure du VOI Ihotry a également été formalisée et regroupe 07 associations. Afin de renforcer les capacités et d impliquer les communautés locales dans les activités de développement, 31 émissions ont été réalisées concernant l information globale sur la NAP et sa gestion, ainsi que les problèmes liés à la conservation et le renforcement de la gestion du Lac Ihotry notamment la redynamisation du VOI. 9 LES IMPACTS DE NOS FINANCEMENTS IMPACTS OF OUR FUNDING COMPLEXE MAHAVAVY-KINKONY MAHAVAVY-KINKONY COMPLEX PN MANANARA MANANARA NP L appui de la Fondation a permis le développement 03 filières dont le miel, le raphia et le poisson fumé. Ceux-ci ont attirés des investisseurs étrangers et ont abouti à la signature de 08 contrats. Plusieurs formations ont également été octroyés aux membres des associations pour renforcer leur capacité dont 05 ateliers pour les membres bénéficiaires de la filière raphia et 01 atelier pour ceux de la filière miel. Deux missions de suivi mensuel ont également été réalisées par les animateurs locaux et responsables du programme de développement. L AG du MMZ a reçu un renforcement de capacité dans l élaboration et la mise en œuvre de leur PTA Au niveau siège, un responsable financier a été recruté et une formation relative à la gestion des opérations a été dispensée à l équipe du service comptable et au coordonnateur de programme. Quant à la conservation, 02 panneaux d indication ont été mis en place à l entrée du pont Manakara et Morafeno/Namakia. Les agents de contrôles effectuent régulièrement des suivis et des contrôles dans le complexe afin de sécuriser la NAP. Enfin, le financement de la Fondation a permis de payer le loyer et les salaires des personnels que ce soit au niveau du site ou au niveau du siège. Le complexe est un refuge pour plus de 150 espèces d oiseaux et d une trentaine de poisson. PN MAKIRA La Fondation intervient au niveau de trois principaux axes au sein du Parc Naturel de Makira en assurant le fonctionnement et la gestion de l AP, en améliorant les conditions de vie des communautés riveraines et en appuyant des activités de conservation de l AP. Ainsi, de par ses appuis, la Fondation a contribué au bon fonctionnement du site car la surveillance a été assurée, les salaires et les coûts récurrents ont été sécurisés et payés. Par ailleurs, grâce à la construction d une infrastructure d irrigation, 110 ha de rizières sont maintenant exploités avec la technique SRI/SRA, permettant d avoir un meilleur rendement agricole. Les indicateurs d impacts sur la biodiversité indiquent le maintien de la santé de la biodiversité malgré une augmentation ation minime de la perte en rêts. On note aussi une recrudescence de l exploita- fotion des bois précieux dans les zones périphériques. Les indicateurs relatifs au développement révèlent bien la motivation des communautés locales dans la gestion du Parc. Malgré ces efforts, le PN subit une forte exploitation de coupe de bois de rose difficilement maitrisable sans une stratégie claire des dirigeants étatiques. PN MASOALA Au titre de l année 2013, la Fondation a apporté son appui financier au PN Masoala permettant d assurer les activités de conservation terrestre et marine, l achat des équipements et matériels de conservation ainsi que la prise en charge des frais de fonctionnement et des salaires du personnel. Les principales réalisations en termes de conservation terrestre portent sur l entretien de 11km de pare feu, la construction de 02 postes de gardes, l octroi des tenues aux agents et CLP. Pour ce qui est de la conservation marine, les activités réalisées portent sur le suivi écologique marin et la surveillance et contrôle par les brigades. Enfin, les salaires et appointement du personnel ont été payés ainsi que les frais médicaux ce qui ont permis à l équipe de mener à bien les différentes activités du plan de travail. Masoala fait partie des sites où la biodiversité est une des plus élevée à Madagascar pour ne citer que les milliers d espèces végétales avec plus de 50 espèces de palmier endémiques. NAP ORONJIA Grâce au financement de la Fondation les gestionnaires ont pu mener à bien les activités de conservation puisque les frais de fonctionnement et les charges salariales ont été assurés. ORONJIA NPA With the grants from the Foundation, the managers could carry out conservation activities : the wages, the employers contributions, the rent, the communication costs, the fuel casts and maintenance of equipment were provided. So many activities were developed : small stock farming, market gardening generating profits through the sales of

Coté conservation, 15 réunions du COGEP et du COPIL ont eu lieu, ainsi que 02 descentes sur terrain renforçant l implication des autorités. Aussi, le CODINA a été mis en place et opérationnel. Il y a eu 88 patrouilles participatives dont 08 avec les membres du CODINA. En termes de reboisement, plantules d Eucalyptus et d Acacia ont été produites et mises en terre pour renouveler les bois de chauffe et d énergie fortement utilisés. Ce site est fortement exposé à de nombreuses pressions, il sert notamment de puits de charbon de la ville de Diego. C est une des rares zones protégées de la région. PN RANOMAFANA La contribution financière de la Fondation au sein du PN Ranomafana a permis de lutter contre les différentes pressions qui pèsent sur le parc. Des activités de conservation comme les suivis écologiques, la restauration de 2 hectares, les surveillances et contrôles, l entretien des infrastructures de conservation, les activités écotouristiques et activités de sensibilisation ont pu être effectuées. Les impacts se ressentent dans la diminution des exploitants d or au sein du parc et d une forte participation des communautés locales aux activités menées. RNI TSARATANANA L appui de la Fondation a permis d assurer la prise en charge des salaires du personnel. C est une des raisons principales pour lesquelles la Fondation a focalisé ses efforts et une partie de ses financements à la sécurisation institutionnelle des NAP, et que l atelier des bénéficiaires de 2013 a été organisé sur le thème «Obtention du statut de protection définitif». Les perspectives de la Fondation seront donc d aider au mieux les NAP dans le processus d obtention de leur statut de protection définitif. En outre, elle vise aussi à promouvoir la participation effective et motivée des communautés locales de base dans la protection et la gestion rationnelle nelle des ressources naturelles. Ainsi en 2013, les réalisations principales au niveau de la Fondation ont été :» Des formations et renforcements de capacités sur différents thèmes : marketing, finance, gouvernance ;» Le renouvellement des matériels de bureau. Fonds d amortissement Sinking Fund KFW La Fondation a géré depuis sa création un sinking fund issu de la remise de dette allemande dont le contrat a été signé en Avril Ce sinking fund s élève à un total de EUR que l Etat doit débloquer en faveur de la Fondation par tranche annuelle de EUR jusqu en A fin décembre 2013, l Etat doit un arriéré de EUR. Financement de la part de Helmsley Charitable Trust La Fondation a pu signer une convention de don avec la Fondation Helmsley en Juillet Il s agit d un sinking fund de USD sur 3 ans destiné à sécuriser 4 nouvelles aires protégées pour que, d une part, elles obtiennent leurs statuts de protection définitive, et d autre part qu elles mettent tent en place les structures et outils de base nécessaires pour une bonne gestion et une intégration des communautés locales. C est au cours de cet atelier qui a réuni les promoteurs gestionnaires des aires protégées que la FAPBM a procédé à la signature des conventions de financement au titre de l année Le thème de l atelier a été : «Accompagnement pour l obtention du statut de protection définitif». Rencontre avec les contributeurs au capital La 11 ème rencontre entre le Conseil d Administration et les contributeurs au capital de la Fondation s est tenue à l hôtel Colbert, Antananarivo, le 31 mai Aucours de cette rencontre, l on a procédé à l accueil et à la présentation des nouveaux membres du Conseil d Administration de la Fondation. Cette rencontre a été l occasion pour les contributeurs au capital de suivre les activités 2012 de la Fondation, et les financements pour chaque site, ainsi que la situation du portefeuille. Les discussions ont également porté sur les perspectives à moyen terme de la Fondation. Strengthening partnerships and exchanges with essential stakeholders Beneficiaries Workshop Like every year, the Foundation met with its beneficiaries in a workshop on December 16. During this workshop MBF brought together developers and managers of protected areas and signed the 2014 financing agreements. The theme of the workshop was : «Support for obtaining the final status of protection». Meeting with contributors to the capital The 11 th meeting between the Board of Trustees and the contributors to the capital of the Foundation was held at Hotel Colbert, Antananarivo, on May 31, It was during this meeting that the new members of the Board of Trustees were introduced. Comité de pilotage relatif au bois de rose La Fondation en tant que membre du comité de pilotage de bois de rose a participé aux stratégies d éradication de l exploitation de bois de rose. Afin d arriver à l objectif 0 stock, 3 études sous financement Banque Mondiale ont été lancées. Ces études seront financées par le Financement Additionnel du Projet d appui au Troisième Programme environnemental (PE3), et permettront d obtenir les informations requises sur les coûts et bonnes pratiques méthodologiques pour diverses options possibles, en tenant compte du contexte politique local. Ceci inclut aussi bien les options à court terme pour gérer les stocks existants que les étapes requises pour liquider les stocks dans le respect des principes de bonne gouvernance et de transparence, ou encore les impacts long terme sur la gouvernance forestière à Madagascar. More active presence on national and international levels UICN La FAPBM a rejoint l UICN depuis novembre 2013 et est donc désormais membre officiel. Il est important pour la Fondation de faire partie d un réseau mondial influant pour relever avec efficacité, l un des défis majeurs mondiaux actuels que représentent la protection de la nature et l utilisation durable des ressources naturelles. L UICN organise tous les 10 ans le Congrès Mondial sur les Parcs, et la prochaine édition se tiendra à Sydney, en Australie du 12 au 19 Novembre La Fondation coordonnera la participation de la délé- gation malgache à ce congrès. Union of Technical and Financial Partners for the Environment (CCPTF-E) As a member of CCPTF-E, the Foundation actively collaborated to setting up strategies regarding :» Preparation of the 16th COP of CITES ;» Action Plan of GTCC (Thematic Group, climate change) ;» REDD + Technical assistance. Rosewood steering committee As a member of the Rosewood Steering Committee, the Foundation has taken part to strategies aiming at stopping rosewood exploitation. In order to achieve the «0 stock» objective, 3 studies have been initiated under World Bank funding. These studies will be financed by the Additional Funding Support Project to the Third Environmental Program ( EP3 ), and will get the required information on the costs and good methodological practices for various options, taking into account the local political context. This includes both shortterm options to manage the existing and the steps required to liquidate the inventory in accordance with the principles of good governance and transparency, or the long-term impacts on forest governance on the Madagascar stocks. IUCN Madagascar Biodiversity Fund joined IUCN in November 2013 and is now an official member. It is important for the Foundation to be part of a global network with influential efficiency, one of the current major global challenges that the conservation and sustainable use of natural resources represent. Every 10 years, IUCN convenes the World Parks Congress, and the next edition will be held in Sydney, Australia from 12 to 19 November The Foundation will coordinate the participation of the Malagasy delegation to this conference.

15 PARTENARIATS ET IMPLICATIONS, REFLETS D UN ACTEUR DE RÉFÉRENCE PARTNERSHIPS AND IMPLICATIONS, TRADEMARKS OF A KEY PLAYER Le consortium africain des fonds environnementaux (CAFE) Madagascar a accueilli les 19 et 20 septembre 2013, la troisième assemblée générale du réseau CAFE. L assemblée s est tenue à Antsirànana, sous le thème «Les fonds environnementaux, un mécanisme pérenne du développement durable». Le CAFE compte actuellement 16 fonds fiduciaires Africains. La FAPBM est membre fondateur, et fait partie du comité exécutif du CAFE. Cette pertinente initiative qui a regroupé les membres du réseau d Afrique, d Amérique Latine et des Caraïbes à travers le RedLac, ainsi que les Experts de la région, animateurs de commissions thématiques, autour d une large plate-forme de réflexion et d échanges, a permis d une part, d enrichir les informations évolutives relatives aux objectifs d Aichi, et les marchés financiers internationaux, et d autre part de mettre en place les standards de qualité des fonds environnementaux sur le financement des aires protégées. Une équipe de la FAPBM constituant le comité d organisation de l événement, a fait le déplacement sur place. De cette assemblée, le réseau ainsi que ses membres ont retenu l importance du renforcement de la communication et du partage de bonnes pratiques intramembres et avec les partenaires, de la recherche d appuis pour soutenir les fonds à appliquer les standards de gouvernance et notamment pour les points relatifs à la finance et le placement. L organisation de cet événement a également été une opportunité pour la FAPBM de faire des actions de levée de fonds dans le cadre du CAFE. Le budget a été couvert à 80%. Consortium of African Funds for the Environment (CAFE) Madagascar hosted the third General Assembly of CAFÉ from 19 to 20 September The meeting was held in Antsiranana, under the theme «Environmental Funds, a permanent mechanism for sustainable development». CAFE currently has 16 African trust funds. Madagascar Biodiversity Fund (MBF) is a founding member and member of the CAFE Executive Committee. Célébration de la journée mondiale pour l environnement JME Cette année, Madagascar a célébré la journée mondiale pour l environnement le samedi 8 juin 2013, dans la ville d eaux Antsirabe sur le thème «Pensez-mangezpréservez». L équipe de la Fondation a donc participé à l événement dans le cadre d une mission sur place. Le vernissage du stand a été effectué en présence du premier Ministre Chef du Gouvernement Célébration de la Journée Internationale pour la Biodiversité les 21 et 22 mai 2013 Cette année, le thème retenu pour la célébration de la journée internationale pour la biodiversité est «eau et biodiversité». La Fondation s est associée à la DGEF pour la conception d un publireportage générique reprenant les séquences de notre film institutionnel. Ce publi-reportage a été diffusé sur la chaîne nationale TVM en prime time. Foire du savoir HAYZARA Pour la 1 ère fois à Madagascar s est tenu le vendredi 29 novembre 2013, une foire du savoir, portant sur le thème «Conserver durablement la biodiversité à Madagascar». L événement a été placé sous le parrainage du Président de l Université d Antananarivo. Conscients des enjeux liés à la préservation de la biodiversité, la Fondation pour les Aires Protégées et la Biodiversité de Madagascar, le WWF, L Alliance Voahary Gasy et HAYZARA ont réuni leurs efforts pour rassembler les partenaires ayant des expertises dans le domaine de la biodiversité afin d échanger et de discuter de leur expérience sur le terrain, durant une journée consacrée à la foire du savoir. Une conférence débat sur des publications liées à l environnement et à la biodiversité a accueilli le grand public, réunissant des enseignants chercheurs, des professeurs et des étudiants des universités. Celebration of the World Environment Day - WED This year, Madagascar celebrated the World Environment Day on Saturday June 8, 2013, in the spa town of Antsirabe on the theme «Think- eatpreserve.» The team of the Foundation took part in the event as part of an on-site visit. Celebration of the International Day for Biological Diversity, May In 2013, the theme for the celebration of the International Day for Biodiversity is «Water and Biodiversity». The Foundation associated with DGEF to design a generic infomercial showing the sequences of our corporate film. This infomercial was broadcasted on TVM national channel in prime time. HAYZARA knowledge fair For the first time in Madagascar, a knowledge fair was held Friday, November 29, 2013, on the theme «Conserving biodiversity sustainably in Madagascar». The event was sponsored by the President of the University of Antananarivo. Aware of the issues related to the preservation of biodiversity, Madagascar Biodiversity Fund, WWF, The Alliance Voahary Gasy and HAYZARA pooled their efforts to bring together partners with expertise in the field of biodiversity, to exchange and discuss their field experiences, during a day dedicated to the knowledge fair. 16 PARTENARIATS ET IMPLICATIONS, REFLETS D UN ACTEUR DE RÉFÉRENCE PARTNERSHIPS AND IMPLICATIONS, TRADEMARKS OF A KEY PLAYER UNESCO La 37 ème session du Comité du Patrimoine Mondial (CPM) s est tenue à Phnom Penh (Cambodge), du 16 juin au 27 juin La Fondation a été en charge du site naturel «Forêt Humides de l Atsinanana» Cette 37 ème session a été fondamentale pour Madagascar car plusieurs points le concernant ont été inscrits dans l ordre du jour notamment la soumission du site culturel «Zoma de l Isandra» en tant que bien du patrimoine mondial et l évaluation de l état d avancement des mesures correctives émises en 2010 pour le retrait du bien «Forêt Humides de l Atsinanana» de la liste des sites en péril ainsi que le budget relatif à la mise en œuvre du plan d action. Pour la première fois, par le biais de la Fondation, Madagascar a intégré l Association des naturalistes «Green machine». C est un cercle de spécialistes des sites naturels permettant de faire du lobbying et de constituer un réseau. Les membres fondateurs de «Green machine» sont les dirigeants de l UICN et les experts de l UNESCO qui ont été rejoint par la suite par les différents ONG environnementaux comme WWF et les Etats Parties. C est aussi un cercle d échanges sur les sujets clés environnementaux du patrimoine mondial. Lors de cette 37 ème session, la FAPBM a aussi assisté à de nombreux side event dont ceux de l UICN qui ont porté sur «World Heritage and Aichi Target 11 : critère IX et X» et «Terrestrial Biodiversity and the World Heritage List : Identifying broad gaps and potential candidate sites for inclusion in the natural World Heritage network». RedLAC Le RedLAC, établi officiellement en 1999, est une communauté de connaissance et de coopération formée par les fonds environnementaux d Amérique Latine et des Caraïbes. Il est dédié à la protection et à l utilisation durable et équitable des ressources naturelles de la région. Actuellement, le RedLAC comprend 22 fondations membres issues de 16 pays. L Assemblée Générale est tenue une fois par an et elle est combinée avec un atelier de renforcement de capacité au profit des fonds environnementaux. UNESCO The 37 th session of the World Heritage Committee (WHC) was held in Phnom Penh (Cambodia), from June 16 to June 27, MBF was in charge of the natural site «Moist Forest Atsinanana». It is dedicated to the protection and the sustainable and equitable use of natural resources in the region. Currently, the foundation RedLAC comprises 22 members from 16 countries. The General Assembly is held once a year and it is combined with a capacity building workshop for the benefit of environmental funds. The MBF participated in the 15 th General Assembly RedLAC, in San Jose (Costa Rica) on November 4 to 7, 2013, and has participated in a capacity building workshop whose theme was «resource mobilization for environmental funds». La FAPBM a participé à la 15 ème Assemblée Générale du RedLAC, à San Jose (Costa Rica) du 04 au 07 novembre 2013, et a participé a un atelier de renforcement de capacité dont le thème portait sur «mobilisation des ressources pour les fonds environnementaux». La participation de la Fondation à des rencontres de niveau international, comme celui de la 15 ème Assemblée Générale du RedLAC permet à l institution non seulement de renforcer ses outils de gestion mais aussi de se positionner face aux enjeux et opportunités émergents. Des avancées ont également été faites en termes de fundraising, notamment dans le cadre des négociations pour un nouvel apport de GCF - Conservation International au capital de la Fondation. Une relation de proximité avec la presse Un petit déjeuner de presse a été organisé au cours du mois de juillet 2013 pour instaurer une relation de confiance avec la presse. Un quizz a été distribué aux journalistes pour mesurer leur niveau de connaissance et de compréhension des activités de la Fondation. Une présentation détaillée des activités de la Fondation a été faite, et l agenda des principaux événements auxquels la Fondation a participé au cours du second semestre 2013 a été présenté. Le petit déjeuner de presse offre l avantage d instaurer un rapport direct avec les journalistes et contribue efficacement à maitriser la communication à destination du grand public. 17 CHAPITRE 04 GOUVERNANCE Conseil d Administration Board of Trustees Le Conseil d Administration de la FAPBM est actuellement présidé par Sahondra RABENARIVO qui est entré en fonction après le vote du Conseil du 10 mars La Vice-Présidence a été confiée à Alain RASO- LOFONDRAIBE. Le Conseil d Administration a pour prérogative d orienter et de définir la politique stratégique de la Fondation. Il est composé de personnalités de la société civile et du secteur privé malgache. Par ailleurs, et pour permettre un suivi régulier de ses activités et entretenir de bonnes relations avec ses donateurs, le Conseil d Administration rencontre annuellement les principaux contributeurs au capital. Ces réunions sont l occasion de faire le point sur la situation mais surtout de discuter des perspectives, les recommandations des donateurs sont prises en compte. Le Conseil d Administration se constitue de 9 membres. La durée du mandat des administrateurs est de 4 ans, renouvelable 1 fois. Par la suite, le conseil d administration se renouvelle par tiers tous les 2 ans par cooptation. Un membre du conseil d administration ayant accompli un mandat est rééligible une seule fois. Le conseil d administration s est réuni 7 fois en Le comité exécutif est constitué du Président, du Vice-Président et du Trésorier. Les membres sont élus pour une période de deux ans et sont rééligibles dans les limites de la durée de leur mandat respectif. Elle est titulaire d un Ph-D de l Université de Montréal (Canada), d Etudes Post-doctorales de l Université de California (Los Angeles) et d un Doctorat Habilité à Diriger des Recherches (HDR). is President of the University of Antsiranana. Between 2007 and 2009, she held various positions in the government departments. She holds a Ph D from the University of Montreal (Canada), the Post-doctoral studies at the University of California (Los Angeles) and a PhD Ability to supervise research (HDR). Sahondra RAJOELINA est Senior Directeur des Opérations de Conservation International à Madagascar. Durant ces 20 ans de carrière pour Conservation International à Madagascar, elle a été en charge de la gestion de projets puis en charge la Direction des Opérations. Elle est titulaire d un Doctorat de l Institut National Polytechnique de Toulouse/ ENSAT Biotechnologie Végétale. is Senior Operations Director of Conservation International in Madagascar. Elle est également enseignante à l Ecole Supérieure des Sciences Agronomiques et à la Faculté des Droits Economie et Gestion de l Université d Antananarivo. Elle est membre des groupes de travail sur l accès aux ressources génétiques et le partage des bénéfices découlant de l exploitation de la biodiversité au sein de la «Convention sur la Diversité Biologique».Elle est titulaire d un doctorat en Sciences Agronomiques. is Executive Director of the Support Service Management Environment (SAGE). She is also a teacher at the School of Agricultural Sciences of the Faculty of Human Economics and Management of Antananarivo. Abdoul Cheikh ABDALLAH est Directeur Général du Ministère du Tourisme, après avoir été Chef du service de la Pérennisation financière puis coordonnateur du Projet de Conservation et de Restauration du Corridor forestier Ankeniheny-Mantadia-Zahamena, au sein du Ministère de l Environnement et des Forêts. Il est également Administrateur de plusieurs entreprises publiques. Il est titulaire d une Maitrise en Economie et d un Diplôme d études supérieures en Management. is the Managing Director of the Ministry of tourism. 19 Le message du Directeur Exécutif Message from the Executive Director Des engagements concrets pour la protection de la biodiversité Un bilan très positif malgré la crise politique, et le contexte socio-économique difficile qui perdure dans le pays depuis aires protégées réparties dans toute l île bénéficient désormais de nos financements, une croissance significative du montant de nos financements de 63% par rapport à 2012, et la surface des aires protégées estimée à 2 millions hectares. Nous pouvons être fiers de nos réalisations, et cela nous conforte dans nos ambitions. Cette année, nous avons eu l immense privilège de co-organiser l Assemblée Générale du Consortium Africain des Fonds pour l Environnement (CAFE), dont nous sommes membre fondateur. Madagascar a été le pays d accueil, l Assemblée Générale s est tenue à Antsirànana, sous le thème «Les Fonds environnementaux, un mécanisme pérenne du développement durable». Cette rencontre a été riche en échanges et partage d informations. Le réseau, ainsi que les membres, ont retenu l importance du renforcement de capacités des membres, et le partage de bonnes pratiques. De nouvelles sources de financements 2013 a permis de saisir des opportunités en termes de levée de fonds. Cette année a été marquée par l arrivée d un nouveau bailleur de fonds, Helmsley Charitable Trust, une Fondation américaine basée à New York. 4 nouveaux parcs bénéficient désormais de l appui de cette Fondation. Les financements octroyés serviront à impliquer davantage les communautés locales dans la gestion des ressources naturelles, et à diversifier les moyens de subsistance économiques, pour réduire les pressions sur les ressources naturelles et favoriser le bien-être humain. Ce financement va également servir à appuyer les gestionnaires pour l obtention du statut définitif de ces aires protégées. Les perspectives 2014 Pour renforcer notre présence à l international, 2014, verra également notre participation au Congrès mondial pour les parcs, qui se tiendra à Sydney en Australie durant le mois de novembre.le Congrès organisé par l Union Internationale pour la Conservation de la Nature, ou l UICN, dont nous sommes officiellement membre depuis 2013, est un forum international historique sur les aires protégées, qui n a lieu que tous les dix ans. Lors de la dernière édition, à Durban, Afrique du Sud, le Président de la République de Madagascar a annoncé la «vision de Durban», un triplement des aires protégées de Madagascar, qui a conduit à la création du Système des Aires Protégées de Madagascar, ou SAPM. La Fondation envisage de conduire la délégation Malgache pour participer à ce congrès. L occasion pour Madagascar de mettre en valeur les réussites et les échecs de l île dans la mise en œuvre de la vision de Durban. Au cours des prochaines années, nous démontrerons dans quelle mesure des écosystèmes restaurés et bien gérés contribuent à lutter contre les changements climatiques et la pauvreté, à garantir l alimentation et la sécurité énergétique, et à renforcer la résilience contre les catastrophes naturelles. Par ailleurs, la Fondation est actuellement en négociation avec une autre Fondation Américaine de renom, ainsi qu avec un bailleur majeur qui va apporter une contribution supplémentaire à notre capital.. Cette démarche devrait aboutir durant l année 2014, ce qui impliquera donc l accroissement du montant des financements octroyés. A very positive result despite the political crisis and the difficult socio-economic conditions that persisted in the country since protected areas in the island are now supported by the Foundation, a growing amount of our funding by 63% compared to 2012, and the surface of protected areas estimated at 2 million hectares. We can be proud of our achievements, and it reinforces our ambitions. This year we had the privilege to co-host the General Assembly of the African Consortium Fund for the Environment (CAFE), which we are a founding member. Madagascar was the host country, the General Assembly was held in Antsiranana, under the theme «Environmental Fund, a permanent mechanism for sustainable development». This meeting was rich in exchanges and sharing of information. The network, and members are now involved in the importance of capacity building of members and sharing best practices. New sources of funding resulted in the seizure of opportunities in terms of fundraising. This year was marked by the arrival of a new donor, Helmsley Charitable Trust, an American Foundation based in New York. 4 new parks now have the support of the Foundation. Financing provided will be used to involve local communities in the management of natural resources, and diversify economic livelihoods to reduce pressure on natural resources and promote human well-being. This funding will also be used to support managers in obtaining the final status of these protected areas. Outlook 2014 To strengthen our international presence, in 2014, we will take part in the World Parks Congress, which will be held in Sydney, Australia during the month of November. The Congress is hosted by the International Union for Conservation of Nature or IUCN and is a historic international forum on protected areas, taking place only every decade. At the last edition in Durban, South Africa, the President of the Republic of Madagascar announced the Durban Vision, a tripling of the protected areas of Madagascar, which led to the establishment of the Protected Areas System of Madagascar or SAPM. It is a great privilege for the Madagascar Biodiversity Fund to coordinate the participation of the Malagasy delegation to this Congress. This is a unique, opportunity for Madagascar to share its expertise and experiences, and to contribute positively to, and learn from, the solutions that will be adopted for the conservation of nature. It is an opportunity for Madagascar to highlight the successes and failures of the island in the implementation of the Durban vision. In the coming years, we will demonstrate to what extent restored and managed ecosystems contribute to the fight against climate change and poverty, ensure food and energy security, and strengthen resilience against natural disasters. In addition, the Foundation is currently negotiating with another renowned American Foundation, as well as a major donor that will further contribute to our capital.
