2 2. BUDGET PLATEFORME NB : Les estimations qui suivent ont été préparées à partir de l offre UBITECH : voir ci-après l offre et un tableau récapitulatif. Pour les coûts concernant des tiers - certains frais fixes sont à payer que la Plateforme soit utilisée ou non ; - certains frais sont optionnels et dépendent soit d un choix (soit de l utilisation de la Plateforme et de l infrastructure nécessaire pour un temps de réponse adapté au débit engendré («<= 1 request/minute» = débit <± 600 sollicitations/jour ; «<= 10 requests/minute» = débit <± sollicitations/jour ; «<= 100 requests/minute» = débit <± sollicitations/jour ; «> 100 requests/minute» = débit > sollicitations/jour). Résolution du Bureau concernant la répartition des dépenses de la Plateforme CIEC (adoptée le 2 février 2012 et diffusée par LC 1/2012). 4 To: Commission Internationale de l Etat Civil Athens, February 12 th, 2013 Subject: Techno-economical Offer Regarding Maintenance, Technical Support and Helpdesk Services of the ICCS-CIEC Data Exchange Platform Dear Secretary General and Deputy Secretary General, Following our discussions and meetings I would like to present you our techno-financial offer concerning our Maintenance, Technical Support and Helpdesk Services that can be provided by our company towards the smooth and effective operation of the ICCS-CIEC Data Exchange Platform. Moreover, the specific offer covers in detail the 3 rd party costs that are related to hardware and software components in terms of infrastructure. Briefly, our following proposal focuses on the detailed presentation of the set of support services that can be provided accompanied by the respective costs. 5 Types of Maintenance The various types of Maintenance that are being offered by UBITECH are presented below: Technical Maintenance of the platform (software updates, bug fixing, and platform availability) Technical Support (administration of the platform s back office procedures e.g. certificates generation, maintenance, updates, deletions, users maintenance) 2 nd Level Helpdesk Services (helpdesk offered to the country managers) New Country Entrance in the implemented platform 3 rd Party Costs for Hosting, Security Services, and Service Level Agreements (generated by third parties covering the specific services) General Terms The below-mentioned costs are referring to yearly fees and costs for the various types of services and infrastructure. The below-mentioned costs are applied after the expiration of the guarantee offered by UBITECH through its offer. Thus, the specific costs may apply starting from July The costs described below are presented on a yearly basis. Thus, for the first year only (2014) the costs for services will be reduced by 50% (except some software licenses or hardware that needs to be purchased), since they will cover the second half of Costs for Technical Maintenance Title Description Cost Technical Maintenance 2. Costs for Technical Support The specific maintenance covers the activities regarding the Technical Maintenance of the ICCS-CIEC Data Exchange Platform in terms of software version updates (not new features), bug fixing releases, as well as the software platform availability. The Technical Maintenance will ensure the upto-date versions of the various software components, as well as its continuous flawless operation. This activity will ensure the smooth operation of the ICCS-CIEC Data Exchange Platform in terms of availability, scalability and software modules interoperation. 13% of the Project Contract Title Description Cost Technical Support The specific maintenance covers the activities regarding the Technical Support of the smooth operation of the ICCS-CIEC Data Exchange Platform in terms of office certificates issuance, renewal, revocation, as well as the respective operations for the Users Lists (synchronized in the platform). This activity includes the Platform Administration from the Users perspective (back-office procedures). The specific activity will cover the total administration of the platform in terms of certificates management, user synchronization procedures and all the required administration actions for its operation. The proposed cost model applies for up to 8 participating countries. Costs for 2nd Level Helpdesk Services Title Description Cost Helpdesk Services Costs for New Country Entrance The specific maintenance covers the activities regarding the availability of Helpdesk Activities to the Country Managers of the participating countries in the ICCS-CIEC Data Exchange Platform. The Helpdesk Services will be provided by appointed personnel covering the requests posed by the Country Managers (Country Managers will be responsible, after the respective training, to handle the 1 st Level Helpdesk Services). The proposed cost model applies for up to 8 participating countries. Once the participating countries become more than 8, the specific cost item will be renegotiated. The costs for Helpdesk Services, of course, will be applied IF and only IF the ICCE-CIEC Data Exchange Platform is being used by at least two (2) countries per year per participating country ( minimum charge) Title Description Cost New Country Registration The costs required in terms of effort to study and implement all the required software and execute the respective procedures for the integration of the infrastructure of a new country into the ICCS-CIEC Data Exchange Platform. 4. Costs for 3 rd Party Costs for Hosting, Security Services, and Service Level Agreements per country The specific type of costs are related to 3 rd party costs needed for hardware equipment and software licenses that are required in order to build the ICCS-CIEC infrastructure that will host and operate the Data Exchange Platform. The prices presented are offered by the products/services vendors in January 2013, and are subject to any changes until the time of purchase. Thus, they will be updated by UBITECH the time of purchase, which is the date of signature of the specific Maintenance Contract. The complete infrastructure will be hosted by a data centre in the Netherlands (inside European Union) that will ensure its smooth and secure operation. A. It will host the application, as well as the complete set of software infrastructure and the required security modules. The Technical Specifications of the specific server are: CPU Processor: Intel Dual Core G6950 Memory: 8GB DDR3 Hard Disk: 2x250 GB SATA 2 These characteristics are determined for the specific server. If the specific server is not available by the time of the purchase, UBITECH will select a similar available option both in terms of technical specifications and cost. C. Software Infrastructure (only for reference; the respective price is included in Cost Calculations) O1. The costs presented in A. will be paid only once since they constitute software licenses. The Generic Hosting services will be paid yearly. 2. The costs in D. are covering the load to be forwarded to ICCS-CIEC Data Exchange Platform during its operation. The specific costs include both the B. and C. Costs and are yearly-based. B. and C. are not to be paid separately. Of course, depending the load and utilization of the platform, ONLY one option will be payable since, it will constitute the best appropriate option for the infrastructure. The D. part of the table presents the various options, depending on the load and utilization of the ICCS-CIEC Data Exchange Platform. In terms of the various options, the following terms are defined: a. Request: is the whole process of requesting a Civil Status Document. The selection is not affected by the yearly amount of «requests», but their frequency in small time intervals, e.g. minute. This metric constitutes an indicator that affects our selection in terms of hardware and software infrastructure. b. Next Business Day: there is going to be a Service Level Agreement that will ensure that ICCS-CIEC, as client, will receive from Oracle support services within the Next Business Day that any problem might occur, the maximum. c. Best Effort: in this case, the support services will be provided as soon as possible. This means, that ORACLE does not guarantee the time interval to establish communication with us, in order to solve any problem that may occur. 3.
