Message from the President On behalf of the Board of Trustees, I am pleased to present the Annual Report of the New Brunswick Community College Foundation, for the fiscal year ending March 31, 2009. As you will see in these pages, the year just ended was both worrisome, given the high fluctuations of the world financial markets, and successful, given the continued progress of our policy development, the continued inflow of donations despite the economic downturn and our continued ability to present scholarship and bursary awards to NBCC and CCNB students. Although our investments did suffer, the prudence of the Board and the professionalism of our investment managers have mitigated the impact. We will continue to balance investment risk with our goal to help students in need. I d also like to congratulate this past year s award winners, and to wish them every success in their chosen fields. They are the people for whom the Foundation exists. Michel Thériault Chairman, Board of Trustees Message du Président Au nom du conseil de fiduciaires, il me fait plaisir de vous présenter le rapport annuel de la Fondation du Collège communautaire du Nouveau-Brunswick pour l année financière terminée le 31 mars 2009. Comme vous le constaterez dans le rapport, l année financière qui vient de se terminer a été inquiétante, en raison des grandes fluctuations dans les marchés financiers du monde, mais fructueuse, vu le progrès continu de notre élaboration des politiques, l entrée continue de dons malgré le ralentissement économique et le maintien de notre capacité à offrir des bourses d études aux étudiants des CCNB et des NBCC. Quoique nos investissements aient souffert, la prudence de notre conseil et le professionnalisme de nos gestionnaires de placements ont atténué l impact. Nous continuerons d établir un équilibre entre le risque d investissement et notre objectif d aider les étudiants dans le besoin. Board of Trustees The Foundation s first permanent Board of Trustees was also appointed in the summer of 2007. The stewardship of the Foundation, as well as the protection and proper usage of its assets are indeed in good hands with these folks! Guy Laviolette Charlo Jim Jordan Saint John John Harvie Moncton Mélanie Gallagher Saint John Dan Fraser Adminstrator - Administrateur Fredericton Finances Finances Over the course of the Winter of 2008, the Foundation developed and adopted its Endowment Management and Investment Policy, in order to create a framework whereby the capital received through donations and other sources could be prudently invested in order to generate income for the purposes of: A)-making scholarship awards, B)-protecting the capital against inflation, and C)-growing the total amount of the capital. In order to further these objectives, the Board chose a professional investment firm, through a fairly intensive selection process, to manage the investments of the capital on its behalf. Louisbourg Investments, a good Maritime company based in Moncton, was selected in the Summer of 2008, and Au cours de l hiver 2008, la Fondation a établi et adopté sa Politique de gestion des dotations et des placements afin de créer un cadre où le capital reçu sous forme de dons et provenant d autres sources pourrait être investi de façon prudente afin de générer un revenu aux fins : de création de bourses d études; de protection du capital contre l inflation; d augmentation du montant total du capital. Afin de favoriser la réalisation de ces objectifs, le Conseil a choisi une société de placement professionnelle, à l aide d un processus de sélection assez détaillé, pour gérer les placements de capital pour lui. Placements Louisbourg, excellente compagnie des Maritimes dont le siège social est à Moncton, a été choisie à l été 2008. C est ainsi que 1,5 million de dollars 6

$1.5M dollars of the accumulated capital was placed in its care (the remainder, approximately $1.1M at the time, was placed in a 5-year GIC at the Caisse Populaire Beauséjour). The audited financial statements (posted on the Foundation website), will show that our investments suffered somewhat because of the world-wide financial crisis of last year. Nonetheless, through the prudent management of the Board of Trustees, and with the services of Louisbourg Investments, the capital account had begun to rebound by the end of March (a trend which has continued through the Summer). It is hoped that the recovery will be complete by the end of the calendar year, and that positive income can start to be earned in early 2010. (Note: because annual awards are based on money earned in the previous year, the Foundation was still able to present over 130 of them in academic 08-09; more on this later in this report.) Throughout the year in question (April 2008 to March 2009), and despite the hard financial times, donors continued to honour their pledges. The cash received from donations amounted to $537,669. The New Brunswick Opportunities Fund also kicked in the maximum matching contributions for the year, or $250,000. Of the total received, $756,000 was added to the investment account at Louisbourg, with the remainder going to the GIC at the Caisse Populaire. The GIC did earn over $45,000 in the year just ended, and this, coupled with donations from anonymous parties who wish them disbursed in the upcoming academic year (as opposed to holding them in the endowment fund), will enable the Foundation to again issue over 130 awards in the 2009-10 academic year. du capital accumulé a été placé sous sa tutelle (le restant, environ 1,1 million de dollars à ce moment, a été placé dans un compte de placement garanti pour cinq ans à la Caisse populaire Beauséjour). Les fonds reçus en dons se sont élevés à 537 669 $. Le Fonds d accès à l enseignement postsecondaire du Nouveau-Brunswick a aussi contribué une contrepartie aux contributions pour l année, à concurrence de 250 000 $. Du montant total reçu, 756 000 $ a été versé dans le compte de placement chez Placements Louisbourg, et le reste a été versé dans le compte de placement garanti de la Caisse populaire. Le compte de placement garanti a rapporté plus de 45 000 $ pour l année qui vient de se terminer, et ceci, en plus des dons de parties anonymes qui souhaitent les voir répartis également pour l année collégiale à venir (au lieu de les laisser dans le fonds de dotation), ce qui permettra à la Fondation de donner, encore une fois, plus de 130 bourses dans l année collégiale 2009-2010. 7
