The program manager will be in involved in all dimensions of cooperation including policy dialogue, preparation, implementation, monitoring, evaluation of interventions in these fields as well as in other social sectors, e.g. health or employment, if required. Education, including TVET and skills development as part of it, is one of three focal sectors for EU develop-ment cooperation in Somalia. Since 2012, support to the education sector has shifted from a project to a sector-wide approach including primary, secondary and tertiary education, teacher training, technical and vocational educational training and capacity building of education administrations, which are all included in single inter-ventions in several geographical regions of Somalia. The incumbent will contribute to policy dialogue and institutional capacity development in the areas of educa-tion, including TVET, mainly with government authorities, implementing and development partners, education administrations and institutes as well as relevant private actors. Considerable engagement and consultations with the Government at national and sub-national levels will be necessary to ensure expansion and increased quality of education and training opportunities in all regions of Somalia. 02/10/2015 1 / 5
Fonctions & responsabilités + ANALYSE POLITIQUE - Sector analysis, strategy formulation and programming To participate in policy dialogue with all relevant stakeholders and donors in particular the So-mali Federal Government, regional governments, EU Member States, donors, international organisations, NGOs and private sector in Somalia. To contribute to sector analysis and to the definition of a sector strategy for the European Com-mission in the fields of TVET and general education. + GESTION de PROJETS, PROGRAMMES et PROCESSUS - Delegation s project cycle management Identify, analyse and negotiate programmes and projects, provide sectoral support, in close co-operation with the Somali administrations, relevant partners, other colleagues and, where re-quired, with relevant colleagues at headquarters. Prepare programmes/projects for presentation to the Inter-service Quality Support Groups, and follow up on their recommendations. Draft or oversee work plans for the implementation of the programmes/projects funded and en-sure continuous coordination with implementing agencies. Monitor the implementation of programmes/projects within Somalia in line with the conditions set out in their legal basis. Assess half-yearly and final implementation reports and provide analysis on implications on efficiency, effectiveness, impact and sustainability and corrective measures where appropriate. + GESTION de PROJETS, PROGRAMMES et PROCESSUS - Preparation and management of calls for proposals/tender Prepare calls for proposals and, to a lesser extent, calls for tender, including the drafting of guidelines. Manage and monitor calls for proposals/tenders, participate in the evaluation process. Negotiate technical and financial aspects of contracts linked to the projects. + GESTION de PROJETS, PROGRAMMES et PROCESSUS - Management of contracts Ensure efficient implementation of projects/programmes by implementing partners. Ensure networking and coordination among various EU-funded projects and projects funded from other sources. Monitor the expenditure as reported in financial reports and provide reasonable assurance that claimed costs correspond to the work (to be) accomplished. Validate payment requests. Verify that the programmes/projects are managed in accordance with the rules set out by the Commission on financial and contractual management. Provide necessary information for audit and control by Commission services, ROM consultants, or the European Court of Auditors. + GESTION de la QUALITÉ et ÉVALUATION - Evaluation management Organise and lead the various evaluations foreseen in the Regulations (ex-ante, mid-term, ex-post), including the drafting of terms of reference. Carry out internal evaluations and impact assessments; disseminate the results to stakeholders and to the public. Carry out meta-evaluations or syntheses of programme-level and policy-level evaluations. Promote and monitor feedback of evaluation findings and recommendations into the legislative, budgetary and strategic programming processes of the external relations family. Manage steering groups, chair meetings, and supervise the execution of each phase of the evaluation. Carry out quality assessment of studies and evaluation reports. 02/10/2015 2 / 5
+ RELATIONS EXTÉRIEURES - Harmonisation, Alignment and Coordination and networks Organise, set up and/or lead/participate in EU level or wider donor level meetings in relation to the assigned topics, or when requested by a superior. Liaise with specialised networks and Member States organisations. Contribute constructively to achieving the objectives of the New Deal. + COMMUNICATION et PUBLICATION - External communication, visibility, EC programming and reporting documents Provide inputs during the preparation / review / evaluation of country and regional strategy programs, Annual Management Plans/EAMR, multi-annual programming, ad-hoc thematic reporting. Inform about and explain the activities of the EU Delegation in the TVET and education sectors to third parties; cooperate with the Press and Information Officer, including with contributions for new media; participate in and/or contribute to the preparation of visibility events. Execute any other tasks assigned by the Head of Section, Head of Cooperation or Head of Delegation. Exigences du poste Expérience Expérience relative au poste: au moins 5 ans Degré: souhaitable Experience: Minimum of 5 years professional experience in the field of TVET and/or general education. Experience with work in fragile States would be an asset. Autre Most of the EU Somalia Delegation team is based in Nairobi, Kenya and the development cooperation will re-main in Kenya in the medium term, with regular travels to the field (on average one working day in five).
