BACKGROUND The Operational Logistic Planning and Support Programme Office (LK) Airfield Services Section provides logistic support to the NATO Coalition Forces in Resolute Support and KFOR Operations. Airfield Services Consultant Technical Expert is required to provide technical assistance for contract administration, supervision and quality assurance tasks. SUMMARY The consultant is responsible to the Branch Chief, Section Chief, Head of Office, or delegated representative for performing/executing his/her duties. More precisely, he/she is responsible for performing/executing the following tasks: MAIN DELIVERABLES/SCOPE OF WORK To be capable of defining and creating the scope/content for Statement of Works (SOW s) from defined customer technical statements of requirement. Engaging in project management tasks required in support of SOW production or enhancement. Provision of contract compliance oversight and engagement, to manage the service delivery of the contract SOW by the service deliverer. Engaging with the customer and service delivery provider to ensure that performance targets will be met; satisfactorily and managed effectively. The ability to apply quality assurance and Key Performance Indicator metrics to SOW s. Assisting the Airfield Services team during any periods of pre award assessment and due diligence tasks with regard to evaluating service deliverer technical submissions. Providing Subject Matter Expert (SME) evaluations in direct support of contract oversight and nonconformity matters to ensure positive resolutions. As an SME, providing technical evaluations whilst supporting missions, enforcing safe methods of work and create the requisite reports/analysis to support any actions required. Capable of understanding cost related budgets, invoicing processes to allow for accurate invoice control checks and financial forecasting. Delivering any other tasks commensurate with the role of Technical Expert as directed by Agency management and, subject to the agreement of any national authorities of the incumbent during times of crisis or war, remaining within the service of the Agency.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE To have completed technical training or an equivalent education or equivalent (relevant) work experience. Be experienced in the creation and production of technical administrative written documents such as SOW s and Standard Operating Procedures (SOP s). Demonstrate experience of working with information systems and/or platforms including personal computers and MS type office software platforms Be confident in delivering briefings and engaging in discussions both orally and in writing. The principle working language is English, one of two NATO recognized languages. Other language skill sets would be recognized, but not are essential to the placement. Previous exposure to working in an expeditionary type environment such as military/humanitarian deployments would be desirable. Proven operational experience of working within one or more of the following three groups: Group 1: Site Airfield Services such as Aircraft ground handling, passenger and cargo handling, ATC/ATM/FSO and Emergency services (medical and fire crash rescue). Group 2. Site Support Operations such as Supply support activities, Billeting, Vehicle and equipment maintenance, CIS Help Desk, Motor transport and wildlife management (to include airfield supervision). Group 3.
