PAYS-BAS / NETHERLANDS Mark Rutte Prime Minister and Minister of General Affairs Personal details Full name: Mark Rutte Place and date of birth: The Hague, 14 February 1967 Place of residence: The Hague Civil status: unmarried Education 1984 Secondary school, The Hague 1984-1992 Degree in Dutch history, Leiden University Career On graduating in 1992, Mark Rutte joined Unilever, where he worked as a human resources manager and was responsible for staff training. Mr. Rutte was also in charge of several reorganisations. In 1997 Mr. Rutte became personnel manager of Van den Bergh Nederland (Calvé), part of Unilever, where he also worked on a reorganisation. In 2002 he was appointed director of human resources at the IGLOMora Group BV, a Unilever subsidiary. From 22 July 2002 to 17 June 2004 Mr Rutte was State Secretary for Social Affairs and Employment in the first and second Balkenende governments. Between these governments he was a member of the House of Representatives for the People's Party for Freedom and Democracy (VVD) from 30 January 2003 to 27 May 2003. From 17 June 2004 to 7 July 2006 he was State Secretary for Education, Culture and Science in the second Balkenende government. From 29 June 2006 to 8 October 2010 Mark Rutte was the leader of the VVD parliamentary party. From 14 October 2010 to 5 November 2012 Mr Rutte was Prime Minister and Minister of General Affairs in the Rutte-Verhagen government. On 5 November 2012 Mark Rutte was appointed Prime Minister and Minister of General Affairs in the Rutte-Asscher government. Party political positions and outside activities Mark Rutte was national chair of the JOVD, the youth organisation of the VVD, from 1988 to 1991, and a member of the VVD party executive from 1993 to 1997. He led the VVD campaign for the March 2006 municipal elections. Since September 2008, Mark Rutte has worked as a guest teacher at the Johan de Witt group of schools in The Hague, teaching Dutch and social studies. 3

PAYS-BAS / NETHERLANDS Henk Kamp Minister of Economic Affairs From 1972 to 1977 Mr. Kamp worked for two wholesalers. Following his training in Utrecht, from 1980 he worked as an investigator at the Fiscal Information and Investigation Service (FIOD). From 1986 to 1994 he served on the municipal executive of Borculo. In the same period he was a member of Gelderland provincial council, representing the People's Party for Freedom and Democracy (VVD). In 1994 Mr Kamp became a member of the House of Representatives, also for the VVD. The subjects he covered included asylum and immigration policy, integration, and social affairs and employment. From 22 July 2002, Mr Kamp was Minister of Housing, Spatial Planning and the Environment in the first Balkenende government. He also took over the portfolio of Minister of Defence on 12 December 2002. He was Minister of Defence in the second and third Balkenende governments (27 May 2003-22 February 2007). From 30 November 2006 to 18 December 2008, Mr. Kamp returned to the House of Representatives, where he was the VVD's spokesperson on immigration and integration policy. On 1 January 2009 he was appointed Commissioner for Bonaire, St Eustatius and Saba. On 14 October 2010, Henk Kamp was appointed Minister of Social Affairs and Employment in the Rutte- Verhagen government. From 13 September to 30 October 2012, Mr. Kamp acted as mediator in the formation of the present government together with Wouter Bos. On 5 November 2012, Henk Kamp was appointed Minister of Economic Affairs in the Rutte-Asscher government. 4

PAYS-BAS / NETHERLANDS Lilianne Ploumen Minister for Foreign Trade and Development Cooperation Place and date of birth: Maastricht, 12 July 1962 Place of residence: Amsterdam Civil status: married, two children Education: Master s Degrees in Social History (1988) and Strategic Marketing Management (1992) Career In 1983, while still at university, Lilianne Ploumen became a community outreach worker in the Crooswijk area of Rotterdam. Two years later she joined the Institute of Psychological Market Research (IPM), working in the statistics department and as a research project leader. IPM focuses on research-based consultancy. From 1990 to 1992, she was a marketing and research manager for Foster Parents Plan in Amsterdam. Ms. Ploumen then moved to PLAN, the London-based umbrella organisation, in 1993. In 1995, she founded Ploumen Projecten, an organisation specialising in market research and innovation for commercial and non-profit clients. In the same year she also began working as a fundraising coordinator for Mama Cash, an international fund supporting women s initiatives, going on to become director of the organisation from 1996 to 2001. From 2001 to 2007, Ms. Ploumen worked for the development organisation Cordaid, first as head of quality and strategy and later as director of international programmes. She was Chair of the Labour Party (PvdA) from October 2007 to January 2012. On 5 November 2012, Lilianne Ploumen was appointed Minister for Foreign Trade and Development Cooperation in the Rutte-Asscher government. Party political positions and outside activities Lilianne Ploumen previously held the position of Vice Chair of the Evert Vermeer Foundation, and was a member of the Labour Party s South-North Committee (advising on international cooperation). She has also been a board member of feminist organisation Opzij and Women Inc. and member of the Stop Aids Now! supervisory board. 5

From 1999 to 2002, she was a member of the municipal executive of Leiden, with responsibility for economic affairs. On 22 July 2002, she was appointed State Secretary for Transport, Public Works and Water Management in the first Balkenende government, and also held this office in the second and third Balkenende governments. She was responsible for aviation and water management and, from May 2003, for railways. From April 2007 to October 2010, she worked for Achmea Zorg healthcare insurers where she was the director responsible for contracts with care providers. On 14 October 2010, she was appointed Minister of Infrastructure and the Environment in the Rutte-Verhagen government. On 5 November 2012, she was appointed Minister of Infrastructure and the Environment in the Rutte-Asscher government. Party political positions and outside activities From 1991 to 1994, Ms. Schultz van Haegen was an assistant to the members of the VVD serving on Leiden municipal council. From 1994 to 2002, she was herself a member of Leiden municipal council, leading the VVD group for a few months in 1999. The positions she has held include memberships of the supervisory board of Ballast Nedam, the board of Life Sciences Incubator Leiden, the supervisory board of the World Population Foundation and the Chair of the Netherlands Institute for Sound and Vision. Minister Schultz is the current Chair of the Advisory Council of the World Bank s Global Water Practice, Vice Chair of the High-level Experts and Leaders Panel of the United Nations Secretary-General s Advisory Board on Water and Sanitation (UNSGAB) and a member of the Global Agenda Councils on Infrastructure and Water for the World Economic Forum. 6

AUSTRALIE / AUSTRALIA Steven Ciobo Parliamentary Secretary to the Minister for Foreign Affairs and the Minister for Trade and Investment Steven Ciobo was sworn in as the Parliamentary Secretary to the Minister for Foreign Affairs and Parliamentary Secretary to the Minister for Trade and Investment on 23 December 2014. Mr. Ciobo was first elected as the Member for Moncrieff in the Australian Parliament in 2001. He served as the Parliamentary Secretary to the Treasurer from September 2013 to December 2014. During this time Mr Ciobo made the ultimate assessment of Australia s national interest on some 800 applications for foreign investment worth around AUD150 billion. He also served as an Alternate Governor to the World Bank, Asian Development Bank and European Bank for Reconstruction and Development. Adopting a recommendation of the 2007 Inquiry into the current and future directions of Australia s services export sector by the House of Representatives Standing Committee on Economics, Mr. Ciobo joined the Nelson Opposition frontbench as the Shadow Minister for the Service Economy. He subsequently served on the frontbench of the Turnbull and Abbott Oppositions, including in the small business and tourism portfolios. Before entering Parliament, Mr Ciobo built a professional career as an executive in the economic reform unit at international firms Coopers & Lybrand and, later, PricewaterhouseCoopers. He holds a Bachelor of Commerce and a Bachelor of Laws from Bond University, as well as a Master of Laws from the Queensland University of Technology. Mr. Ciobo is married with two children. 11

AUSTRALIE / AUSTRALIA Brian Pontifex Ambassador and Permanent Representative to the OECD Prior to his appointment to the post of the Ambassador and Permanent Representative of Australia to the OECD Mr. Pontifex held the position of Chief of Staff at the Office of the Premier of Western Australia, the Hon. Colin Barnett, MLA. From 2007 to 2010 Mr. Pontifex occupied the post of General Manager, Corporate Affairs, for the Browse LNG Development, Woodside Energy Limited. Between 2004 and 2007, he worked as a Legal Adviser specialising in anti-corruption in the OECD Secretariat in Paris (2005-07) and as a consultant for the Australian Attorney-General s Department to the OECD Working Group on Combating Bribery, in International Business Transactions (2004-05). Mr. Pontifex has also served as Chief of Staff to the Australian Minister for Justice and Customs, Senator Chirs Ellison (2003-04), and as Senator Ellison s Ministerial Adviser (2002-03). Mr. Pontifex worked for a number of years as a Barrister and Solicitor with Freehills in Perth, Western Australia (1995-2002). Mr. Pontifex holds a Bachelor of Arts with Honours from the University of Western Australia and a Bachelor of Law with Honours from the Australian National University. He also holds a Masters in International Law from the University of Edinburgh. Mr Pontifex has been admitted to the Supreme Court of Western Australia as a Barrister and Solicitor. 12

AUTRICHE / AUSTRIA Marlies Stubits-Weidinger Ambassador to the OECD Ambassador Marlies Stubits-Weidinger took up her duties as Permanent Representative of Austria to the OECD on 6 August 2013. Ms. Stubits-Weidinger was born on 8 August 1968 in Austria. She holds a Master in Law from the University of Vienna (1995). In December 2010, Ms. Stubits-Weidinger obtained of Master of Business Administration (MBA) in Leadership and Social Management from the ARGE Bildungsmanagement/Sigmund Freud University (SFU) in Vienna, before obtaining a Master of Science (MSc) in Coaching and Organisational Development from the same University. Ms. Stubits-Weidinger has been a lecturer for European and International Law since 1997, first at the University of Vienna and since 2006 at the University of Applied Sciences in Burgenland, Eisenstadt. Ms. Stubits-Weidinger began her career at the Federal Chancellery in Vienna where she was appointed, from 1997 to 2000, Head of the Office and Advisor for International and European Affairs to the Minister for Women s Affairs and Consumer Protection, Ms Barbara Prammer. Between February and May 2000, she was the Head of International and European Affairs Unit at the Federal Ministry for Social Security and Generations in Vienna. She then served at the Regional Government of the Burgenland in Eisenstadt as Head of the Cabinet of the Federal Governor of the Burgenland, Karl Stix, before serving as Head of the Office and spokesperson of Ms. Verena Dunst, Member of the Regional Government. From 2003 to 2011, Ms. Stubits-Weidinger occupied several important positions at the Oesterreichische Nationalbank (OeNB). In 2003, she was appointed Expert for EU and international financial institutions in the Department for European Intregration and International Financial Institutions in Vienna; from 2004 to 2011, she was Chief Representative of the OeNB at the Permanent Representation of Austria to the European Union in Brussels, alongside being appointed, from 2010 to 2011, Senior Advisor to the Vice- Governor of the Austrian Central Bank in Vienna, Mr. Wolfgang Duchatczek. From October 2011 until her nomination as Permanent Representative of Austria to the OECD, Ambassador Marlies Stubits-Weidinger was Deputy Head of the Cabinet of the Federal Chancellor, Mr. Werner Faymann, and Head of the Office of the Secretary of State, Mr. Josef Ostermayer. 14

BELGIQUE / BELGIUM Yves Haesendonck Ambassadeur auprès de l OCDE Monsieur l Ambassadeur Yves Haesendonck a pris ses fonctions en qualité de Représentant permanent de la Belgique auprès de l OCDE le 5 septembre 2011. Né le 9 janvier 1956 à Leuven, en Belgique, M. Haesendonck est titulaire d une maîtrise en traduction. M. Haesendonck est entré au Ministère des Affaires étrangères en 1979 en qualité d Attaché à la Direction générale de la chancellerie. De 1980 à 1981, il a occupé les fonctions d Attaché au Cabinet du ministre du commerce extérieur. De 1981 à 1985, il a été en poste à Bagdad (Irak) en tant que Secrétaire d ambassade, puis de 1985 à 1988, à Prague (Tchécoslovaquie) où il a occupé les fonctions de Premier Secrétaire d ambassade. Ensuite, il a été Conseiller d ambassade à Pretoria (Afrique du Sud) de 1988 à 1991. Nommé au poste d Ambassadeur de la Belgique à Addis-Abeba (Éthiopie) en 1991, il y est resté jusqu en 1994. En 1995, il a été Directeur de cabinet adjoint du ministre du Commerce extérieur et des Affaires européennes. Puis, de 1995 à 1999, il a occupé le poste de Directeur de cabinet du ministre des Affaires étrangères. En 1999, M. Haesendonck a été nommé Ambassadeur, Représentant permanent auprès de l Union de l Europe Occidentale. Ensuite, de 2001 à 2005, il a été Ambassadeur, Représentant permanent auprès de l Unesco. Promu Ambassadeur de première classe en 2005, il a été nommé Adjoint du Secrétaire général du Ministère des Affaires étrangères. De 2007 jusqu à sa nomination en qualité de Représentant permanent de la Belgique auprès de l OCDE, M. Haesendonck était Ambassadeur, Représentant permanent auprès des Institutions internationales à La Haye. Depuis 1999, M. Haesendonck est Président du Conseil d administration de la Coopération technique belge (CTB) et depuis 2006, Administrateur de la Société belge pour les investissements dans les pays en développement (BIO). M. Haesendonck est marié. 16

BRESIL / BRAZIL Joaquim Levy Minister of Finance Joaquim Vieira Ferreira Levy has been Brazil s Finance Minister since 1 January 2015. He holds a PhD in Economics from the University of Chicago, a Master s Degree in Economics from the Fundação Getúlio Vargas and a BS in Naval Architecture from the Universidade Federal do Rio de Janeiro. For many years, he worked in multilateral institutions such as the IMF, IADB and the ECB. In the public sector, he served as Chief Economist at Brazil s Ministry of Planning in 2001-2002, as Treasury Secretary for Brazil from 2003 to 2006, and as Finance Secretary of the State of Rio de Janeiro from 2007 to 2010. Joaquim Levy also worked as Chief Strategist and CEO at BRAM-Bradesco Asset Management from 2010 to 2014. 17

BRESIL / BRAZIL Mauro Vieira Minister of Foreign Affairs Mauro Vieira holds a Bachelor degree in Law from the Fluminense Federal University in 1973, and in 1974 he graduated from the Brazilian Diplomatic Academy - Rio Branco Institute. He was Ambassador of Brazil in Washington, D.C., from 2010 to January 2015 and in Buenos Aires from 2004 to 2010. At the Ministry of Foreign Affairs, Ambassador Vieira served as: Coordinator for International Acts; Assistant to the Secretary General; Assistant to the Minister of Foreign Affairs; Chief of Staff for the Secretary General; and Chief of Staff for the Minister of Foreign Affairs. From January 2003 to May 2006, he was the Representative of the Ministry of Foreign Affairs at the Itaipu Binational Executive Board of Directors. Ambassador Vieira has also worked in other government agencies such as the Ministry of Science and Technology, as Deputy Secretary General for Science and Technology; and at Ministry of Social Security and Social Assistance, as National Secretary of the Administration at the Institute of Social Security. Abroad, he served at the Embassy of Brazil in Washington D.C. (1978-1982); at the Permanent Mission of Brazil to the Latin American Integration Association (LAIA/ALADI) in Montevideo (1982-1985); at the Embassy of Brazil in Mexico City (1990-1992); at the Embassy of Brazil in Paris (1995-1999); and as Ambassador at the Embassy of Brazil in Buenos Aires (2004-2010), and at the Embassy of Brazil in Washington, D.C. (2010-2015). 18

CANADA Christine Hogan Deputy Minister of International Trade On 6 January 2015, the Prime Minister appointed Christine Hogan as Deputy Minister of International Trade, effective 21 January 2015. Prior to this appointment, Ms. Hogan served as Foreign and Defence Policy Advisor to the Prime Minister in the Privy Council Office. Ms. Hogan began her career with the Public Service of Canada in 1988 as a project officer working on Canada United States Great Lakes issues at Environment Canada. During her career she has contributed to a diverse set of public policy issues ranging from international relations and development to science and technology to environment and energy. Previously, Christine Hogan has served as Chief of Staff to the Deputy Minister of the Environment as well as Director of International Policy at Environment Canada, a senior advisor at Industry Canada and Director of Operations (Priorities and Planning) in the Privy Council Office. In 2007, Christine was appointed Vice-President of Strategic Policy and Performance at the former Canadian International Development Agency (CIDA), and in 2010, she returned to the Privy Council Office as Assistant Secretary to the Cabinet responsible for foreign and defence policy. Christine has also been a Visiting Executive with EnCana Corporation, based in Calgary, Alberta, and served as an advisor to the Executive Director of the United Nations Environment Programme (UNEP) in Nairobi, Kenya. She holds a Bachelor of Public Administration (Honours) degree from Carleton University (1987) and is a Yale University World Fellow (2002). 19

CANADA Michelle d Auray Ambassador to the OECD Ambassador Michelle d Auray took up her duties as Permanent Representative to the OECD on 27 March 2015. Ms. d Auray has broad and varied experience in government, with over 10 years as a Deputy Minister. Prior to her appointment as Canada s Ambassador and Permanent Representative to the OECD, Ms. d Auray was the Deputy Minister of Public Works and Government Services Canada, from 2012 to 2015. This department is the Government of Canada s principal procurement and real estate and asset management organization, including military procurement and the responsibility for the government s Defence Procurement Strategy, which she developed and implemented. From 2009 to 2012, she served as the first woman Secretary to the Treasury Board, where she was responsible for the Government s overall expenditure management system, and oversaw the one-year comprehensive expenditure review for the Government of Canada which led to savings of over CAN $6 billion in operations. Ms. d Auray was the first Chief Human Resources Officer for the Government of Canada, establishing the Office and role in 2009. From 2007 to 2009, she was the first woman Deputy Minister at Fisheries and Oceans Canada; and from 2004-2007, she was President of the Economic Development Agency of Canada for the Regions of Québec. Ms. d Auray started her professional career as the head of Canada s then-largest advocacy organization for cultural industries and the arts, from 1985 to 1989. She started her career in the Government of Canada s public service in 1990 at the National Film Board of Canada as director of Corporate Affairs, Distribution and Communications. From 1994 to 1996, she headed the Privy Council of Canada s Intergovernmental Communications Secretariat and from 1996 to 1997 was director general of communications for Industry Canada. In 1998, she headed the Government of Canada s Task Force on Electronic Commerce at Industry Canada and was responsible for the organization in Canada of the 1998 OECD Ministerial Conference on Electronic Commerce. This was followed by positions at Canadian Heritage as assistant deputy minister of strategic management (1999 to 2000) and at Treasury Board of Canada Secretariat as the Government s Chief Information Officer (2000 to 2004), where she headed the Government of Canada s on-line initiative that made Canada a world leader in electronic service delivery. 20
