This information provides insights as to the level of skills development in different economic sectors of New Brunswick. Such insight is imperative when developing New Brunswick workforce planning strategies. Apprenticeship and Certification remains committed to providing New Brunswickers a current, relevant and flexible apprenticeship program as well as a expedient certification service. 4 EXECUTIVE SUMMARY SOMMAIRE The Apprenticeship and Certification program has had another successful year and has maintained a steady flow of apprentices both entering and completing the program. With respect to the five year average, this reporting period has shown an increase in all activity levels. Tous les niveaux d activités ont démontré une augmentation au courant des cinq dernières années showed an increase in the number of apprentices who successfully completed the apprenticeship program. 587 Diplomas of Apprenticeship were awarded, an increase of 14% over the reporting period. The number of apprentices continuing in their apprenticeship program continues to increase. At the end of the year, 3902 apprentices remained active as compared to 3600 in the previous reporting year. 5 EXECUTIVE SUMMARY SOMMAIRE During , 997 Certificates of Qualification were issued. (See figure 2). There were 17 Letters of Authenticity issued in the Cabinetmaker occupation during this reporting period. En , 997 certificats d aptitude ont été délivrés. (Voir la figure 2). 6 EXECUTIVE SUMMARY SOMMAIRE This reporting period showed a modest increase in new registrations; 189 more than the previous year new apprentices registered into the program. (See figure 4) Durant la période de référence, on note une augmentation considérable des nouvelles inscriptions. Un total de 1344 nouveaux apprentis ont été inscrit au programme. 8 MISSION, VISION AND STRATEGIC OBJECTIVES MISSION, ÉNONCÉ ET OBJECTIFS STRATÉGIQUES The New Brunswick Apprenticeship and Occupational Certification Board is the ultimate advisory body appointed by the Minister of Post- Secondary Education, Training and Labour as an independent body equally representing industry employers and employees interests. The Board has both a policy advisory and a regulatory authority role on matters of apprenticeship and certification and is responsible for certifying specific levels of competency in a number of occupations. In response to the needs of the New Brunswick labour force and industries, the Board provides advice regarding policy direction and appropriate regulatory and monitoring mechanisms. It also promotes the development of training standards and certification in a number of occupations while ensuring recognition of competency at the provincial level. The Board consists of a presiding chairperson with equal representation of four members representing employers and four members representing employees. La Commision de l apprentisssage et de la certification professionnelle du Nouveau-Brunswick est un organisme consultatif dont les membres sont appointés par le ministre de l Éducation postsecondaire, de la Formation et du Travail pour représenter également les employeurs et les employés. Elle joue à la fois un rôle de conseillère administrative et d autorité en réglementation en matière d apprentissage et de certification professionnelle. Elle est responsable de l accréditation pour des niveaux précis de compétences dans un certain nombre de professions. Afin de répondre aux besoins de la main-d oeuvre et des industries du Nouveau-Brunswick, la Commission de l apprentissage et de la certification professionnelle offre des conseils en ce qui a trait à l orientation des politiques et aux mécanismes appropriés de réglementation et de surveillance. Elle encourage aussi l élaboration de normes de formation et la certification pour un certain nombre de professions, tout en assurant la reconnaissance des compétences dans la province. La Commission compte un président, et un nombre équivalent de quatre membres représentant les employeurs et quatre membres représentant les employés. 11 MISSION AND STRATEGIC OBJECTIVES MISSION ET OBJECTIFS STRATÉGIQUES The Department of Post-Seconday Education, Training and Labour, through the Apprenticeship and Certification Branch, administers the Apprenticeship and Occupational Certification Act and its General Regulation. Primarily, the Apprenticeship and Certification Branch ensures that the New Brunswick workforce in skilled trades is equipped with the necessary skills and knowledge to function effectively in the workplace in a global environment. Le ministère de l Éducation postsecondaire, de la Formation et du Travail, par l entremise de la Direction de l Apprentissage et de la certification, administre la Loi sur l Apprentissage et la Certification professionnelle et son règlement général. La Direction de l Apprentissage et certification cherche avant tout à assurer que la main d œuvre dans les métiers spécialisés du Nouveau-Brunswick est dotés d habiletés et connaissances qui leur permettront d œuvrer efficacement sur le marché du travail dans un environnement mondial. MISSION To identify the needs of the workforce and to provide quality apprenticeship learning, life-long skill development and certification opportunities in current and future designated occupations that are standardized, current and relevant to the needs of industry and its workforce in order to contribute to the economic and social enhancement of New Brunswick. STRATEGIC OBJECTIVES Continually increase the level of participation in the apprenticeship and certification programs by all stakeholders through the promotion of continuing education, accessibility and inclusiveness, and the embracement of emerging occupations and technologies. Maintain the highest level of skill development through the establishment and delivery of relevant and superior program standards, curriculum and evaluation services, and certification services. 16 OVERVIEW SURVOL The New Brunswick Apprenticeship program is available to all those who wish to further their education and are working in a designated occupation providing registration requirements are met. It is an industry-driven system that provides individuals with a diverse range of skills training as well as certification opportunities. The program involves day-to-day workplace training and experience under the guidance of a trainer (journeyperson) combined with technical training sessions that deal with topics pertaining to that particular occupation. The training period is designed to train apprentices on competencies required to work with the latest technologies relating to the profession. This combination of training gives an individual the opportunity to become highly skilled and proficient in his/her profession. Once all requirements of the program are met, the apprentice receives a Diploma of Apprenticeship as well as a Certificate of Qualification. Currently New Brunswick recognizes 44 occupations that are part of the Interprovincial Standards Program. The Interprovincial Red Seal is recognized by participating jurisdictions across Canada and allows the journeyperson additional mobility across the country. If the apprentice completes their apprenticeship program in a New Brunswick recognized Interprovincial Red Seal program, a Red Seal will be affixed to the Diploma of Apprenticeship and Certificate of Qualification. Le programme de formation par apprentissage du Nouveau-Brunswick est accessible à toutes les personnes qui veulent poursuivre leurs études et qui travaillent dans une profession désignée et que rencontre critères à l inscription. C est un système où l industrie est qui fournit aux participants une formation professionnelle très diversifiée ainsi que des possibilités de certification. Le programme comporte l acquisition quotidienne de formation et d expérience en cours d emploi sous le tutors d un compagnon qualifié ainsi que des séances de formation technique traitant de sujets qui s appliquent à la profession choisie. La période de formation vise à promulguer les competencies requises pour utilisée récentes technologies applicables à la profession. Cette combinaison de types de formation donne aux participants la possibilité d acquérir une grande compétence dans leur profession. Lorsque toutes les exigences du programme sont atteintes, l apprenti reçoit un diplôme d apprentissage et un certificat d aptitude. Présentement, le Nouveau-Brunswick reconnaît 44 professions qui font partie du Programme des normes interprovinciales. Les personnes qui se qualifient peuvent obtenir le sceau rouge interprovincial affixe à leur diplôme. Ce «sceau rouge» est reconnu par les juridictions canadiennes qui participent au Programme et permet au compagnon la mobilité à travers le pays. 13

18 CERTIFICATE OF QUALIFICATION CERTIFICAT D APTITUDE Under the New Brunswick Apprenticeship and Occupational Certification Act, it is possible for an individual to obtain a Certificate of Qualification in a designated occupation using one of the following five methods: completing an apprenticeship program and passing the certification examination; acquiring the required practical experience and time in the occupation and passing the certification examination. holding a Certificate of Qualification with Red Seal or Diploma of Apprenticeship with Red Seal from another Canadian jurisdiction in an occupation that is designated in New Brunswick; En vertu de la Loi sur l Apprentissage et de la Certification professionnelle du Nouveau- Brunswick, une personne peut obtenir un certificat d aptitude dans une profession désignée en satisfaisant à l une des cinq conditions suivantes : achever un programme de formation par apprentissage et réussir l examen de certification; acquérir le nombre d heures et l experience pratique requis dans la profession et réussir l examen de certification; détenir un Certificat d aptitude avec Sceau rouge ou un diplôme d apprentissage avec Sceau rouge, délivré par une autre jurisdiction canadienne dans une profession designée au Nouveau-Brunswick; holding a Certificate of Qualification or a Diploma of Apprenticeship from another Canadian jurisdiction in a non-red seal occupation recognized in New Brunswick; or holding a Certificate of Qualification or a Diploma of Apprenticeship from another Country or State in an occupation recognized in New Brunswick and providing there is a reciprocal agreement with the Minister of Post- Secondary Education, Training and Labour. During , a total of 997 Certificates of Qualification (CQ) were issued. (See figure 6, page 21). 23 INTERPROVINCIAL EXAMINATIONS EXAMENS INTERPROVINCIAUX Journeypersons who qualify in an occupation recognized under the Interprovincial Red Seal Standards Program are eligible to have a Red Seal affixed to their certification documents. This allows the journeyperson to be employed in their occupation in all participating Canadian jurisdictions. During the reporting period, there were 557 Red Seals issued to completed apprentices and 254 issued to those who were trade qualified, for a total of 811 Interprovincial Red Seals. Table 3 provides this information along with the number of candidates and the percentage of those candidate who passed the examination. Les compagnons qui se qualifient dans une profession qui est reconnue sous le programme des normes Interprovinciales du Sceau rouge sont éligibles à obtenir un sceau rouge apposé à leur certificat. Ceci permet au compagnon de travailler dans leur profession dans toutes les jurisdictions participantes au Canada. 27 APPRENTICESHIP TRAINING OVERVIEW SURVOL DE LA FORMATION PAR APPRENTISSAGE The apprenticeship program is a continuous process whereby new apprentices replace the apprentices who have graduated. For a variety of reasons some registrations are cancelled or terminated before the individuals receive their diploma, while other previously cancelled or terminated registrations are reinstated allowing the individuals to reintegrate into the apprenticeship program. There were 3598 individuals registered into apprenticeship programs as of April 1, 2008 and 3903 registered as of March 31, There was a slight increase in the number of individuals registering into an apprenticeship program. During this reporting period there were 1344 new registrations compared to 1155 during the same period last year. The number of apprentices cancelling or terminating from the program remained essentially the same as during During the following activities took place: Le programme de formation par apprentissage est un processus continu par lequel les nouveaux apprentis remplacent les apprentis qui ont completé leur formation. Certaines inscriptions sont annulées ou résiliées avant que les individus aient reçu leurs diplômes, tandis que d autres qui avaient été annulées sont réapprouvées, permettant alors aux apprentis de se réintégrer au programme de formation par apprentissage.
