3 1 - A global presentation of the French railways system since 1997 Law Nr created RFF as a state-owned company, both : owner of the French railway network independent infrastructure manager RFF bills SNCF as a railway undertaking (RU) SNCF as a RU operates 4 main business units : passenger main lines passenger regional services passenger regional services (Ile-de-France Region) freight French regional authorities : responsible for passenger regional services partly reimbursed by the State in the frame of the decentralization 3

11 3 - The Charging Policy 3.5 Charging and development projects RFF responsible for economic analysis According to the law , RFF cannot accept any development project if no balance between new costs and new charges If no balance : government or local authorities may provide subsidies RFF also allowed to charge mark-ups 11

12 3 - The Charging Policy 3.6 Perspectives from 2004 to 2008 French State has planned to make RFF reach as from 2008 the small balance between charges incomes and maintenance - operation costs Consequently, RFF has been allowed to increase its prices for 2004 and 2005, particularly for the use of regional lines III - The Charging Policy 12
