Ce règlement vise à définir la zone ou les zones où seront permis ces usages sur le territoire de la municipalité du Canton de Harrington. Le même projet de règlement vise à modifier quelques normes incompatibles aux dispositions afin de légiférer de manière harmonieuse l aménagement du territoire Entre autres : La permission à un terrain bâti de recevoir pour deux (2) semaines consécutives une (1) roulotte comme usage temporaire; Séance ordinaire du 14 avril 2014 Regular session of April 14, 2014 Page 63

7 L obligation à ce que les clôtures, haies, murs, murets et végétation soient à une distance d un mètre et demi (1.5 m.) de la ligne de rue en marge avant et ceci, pour tous les usages; À régulariser la notion et les normes d implantation de l entreposage; À limiter l implantation d un bâtiment accessoire à un périmètre d au plus de 50 mètres du bâtiment principal; À accorder à la personne ayant un certificat d autorisation en vertu de la Loi sur la qualité de l'environnement, de la Loi sur la conservation et la mise en valeur de la Faune, de la Loi sur le régime des eaux et de toute autre loi l autorisation de faire les travaux prévus dans ce certificat incluant les travaux dans la rive et le littoral. A NOTICE OF MOTION is given by councillor Brian Hudgin to the effect that it will be presented at a subsequent sitting, a draft by-law modifying the zoning By-law ( ) of the effect of limiting the usages R104: (rustic camping), R105: Rudimentary camping, facilities offering accommodation in camps, tent platform or tepees) and R204: Campground (trailers, motor homes, tents). This By-law will aim to define zone(s) where these usages will be authorized on the territory of the Township of Harrington. The proposed By-law will also modify norms having standards that are incompatible to the regulation of harmonious development of the territory Such as: The permission to place on a constructed land, one (1) temporary trailer for a period of two (2) consecutive weeks per year; The requirement that the installation of fences, hedges, walls, low walls, trees and shrubs is at a distance of one and a half meters (1.5 m.) from the street line in the front margin, and this for all usages; To regulate the concept and installation of storage standards; To limit the erecting of an accessory building to an area of not more than fifty meters (50 m) from the main building; To authorize a person with a certificate of authorization under the Environment Quality Act, the Wild-life Conservation Act, the Watercourses Act and any other law, to execute work identified in the certificate, including in the shore and the shoreline. 9.2 AVIS DE MOTION D UN RÈGLEMENT CONCERNANT LES NUISANCES NOTICE OF MOTION OF A BY-LAW REGARDING NUISANCES Séance ordinaire du 14 avril 2014 Regular session of April 14, 2014 Page 64

ADMINISTRATION R DÉPÔT DU CERTIFICAT SUITE AU REGISTRE TENU LE 7 MARS 2014 CONCERNANT LE RÈGLEMENT D EMPRUNT RELATIF AU PROJET DE CONSTRUCTION D UN GARAGE MUNICIPAL ET DE BUREAUX ADMINISTRATIFS TABLING OF THE CERTIFICATE FOLLOWING THE REGISTER HELD ON MARCH 7, 2014 REGARDING THE LOAN BY-LAW PERTAINING TO THE PROJECT FOR THE CONSTRUCTION OF A MUNICIPAL GARAGE AND ADMINISTRATIVE OFFICES IL EST PROPOSÉ par Madame la Conseillère Gabrielle Parr, appuyé par Monsieur le Conseiller Brian Hudgin et résolu d accepter le dépôt du certificat suite au registre tenu le 7 mars 2014 concernant le règlement d emprunt relatif au projet de construction d un garage municipal et de bureaux administratifs, autorisant une dépense de cinq cent cinquante-quatre mille dollars (554,000 $) et décrétant un emprunt pour en défrayer le coût. Le nombre de demandes requis pour que le règlement numéro RE fasse l objet d un scrutin référendaire était de cent trente-six (136). Le nombre de signatures sur le registre est égal à quatre-vingt huit (88). Conséquemment, le règlement numéro RE est réputé approuvé par les personnes habiles à voter. IT IS PROPOSED BY Councillor Gabrielle Parr, seconded by Councillor Brian Hudgin and resolved to accept the certificate following the register held March 7, 2014 regarding the loan by-law pertaining to the project for the construction of a municipal garage and administrative offices authorizing an expense of five hundred fifty-four thousand dollars ($ 554,000) and authorizing a loan to defray the cost. 11 WHEREAS there are significant impacts on quality of life of residents as well as the quality of the environment, the wildlife, the flora present and on the value of waterfront properties when the water levels are lowered; CONSIDÉRANT QUE de nombreuses plaintes de citoyens inquiets ont été reçues; WHEREAS numerous complaints from concerned citizens were received; CONSIDÉRANT QUE le Conseil désire le bien-être, la sécurité et une bonne qualité de vie pour ses citoyens; WHEREAS Council wants the citizens to be well, be safe and have a good quality of life; CONSIDÉRANT QUE les riverains ont toujours remis les poutrelles après la crue du printemps et ceci depuis plus de quarante ans sans aucun impact négatif; WHEREAS the neighboring residents have always replaced the planks in the dam after the spring flooding for over forty years, without any negative impact; CONSIDÉRANT QU aucune communication n a été reçue par la municipalité après l inspection par les ingénieurs du Centre d expertise hydrique du Québec (CEHQ) du 17 juillet 2012; CONSIDERING THAT no communication was received by the Municipality after the engineer s inspection done by the Centre for water expertise of Québec (CEHQ) on July 17, 2012; EN CONSÉQUENCE, il est proposé par Madame la Conseillère Gabrielle Parr, appuyé par Monsieur le Conseiller Richard Francoeur et résolu que la municipalité du Canton de Harrington, fasse la demande au propriétaire actuel du barrage, Revenu Québec pour : transmettre une copie du rapport du CEHQ faisant suite à l inspection du 17 juillet 2012; replacer les poutrelles du barrage après la crue du printemps 2014 afin d assurer la qualité de l'environnement et la sécurité du public touché par les baisses du niveau de l'eau du bassin tel qu elles étaient au printemps THEREFORE, it is proposed by Councillor Gabrielle Parr, seconded by Councillor Richard Francoeur and resolved that the Township of Harrington to ask the current owner of the Lost River dam, Revenu Québec, to forward a copy the CEHQ report that followed the inspection done on July 17, 2012 to replace the planks of the dam after the spring flooding period in order to endure the quality of the environment and the security of the public affected by low water levels of the water basin, and this, as it was done in the spring of Séance ordinaire du 14 avril 2014 Regular session of April 14, 2014 Page 68

12 R APPUI À LA MUNICIPALITÉ DE WENTWORTH-NORD RELATIVEMENT À LA DEMANDE DE RÉFECTION DE PONTS SUR LE TERRITOIRE DE LADITE MUNICIPALITÉ SUPPORT FOR THE MUNICIPALITY OF WENTWORTH- NORD CONCERNING THEIR REQUEST FOR THE REPAIRS OF BRIDGES WITHIN THE TERRITORY OF THE SAID MUNICIPALITY CONSIDÉRANT QU il existe une entente d entraide entre la Municipalité du Canton de Harrington et la Municipalité de Wentworth-Nord eu égard aux services de protection contres les incendies; WHEREAS there exists a mutual aid agreement between the Municipality of the Township of Harrington and the Municipality of Wentworth-Nord concerning fire protection services; CONSIDÉRANT QUE les limites placées sur les charges portantes des ponts et ponceux du chemin St-Michel et de la Route 327 sur le territoire de Wentworth-Nord ont un impact sur la qualité des services offerts à la Municipalité du Canton de Harrington, soit de déneigement et d urgence; WHEREAS the limitations placed on the weight allowances of bridges and culverts on St-Michel road and on Route 327 within the territory of Wentworth-Nord have an impact on the quality of services offered to the Municipality of the Township of Harrington, more specifically on snow removal and emergency services; CONSIDÉRANT QUE la Municipalité de Wentworth-Nord a fait part à la Municipalité du Canton de Harrington de leur demande au ministère des Transports du Québec et aux instances gouvernementales de la région; WHEREAS the Municipality of Wentworth-Nord has informed the Municipality of the Township of Harrington of the request they have made to the Quebec Ministry of Transport and to local government agencies; EN CONSÉQUENCE, il est proposé par Monsieur le Conseiller Richard Francoeur, appuyé par Madame la Conseillère Chantal Scapino et résolu que le conseil de la Municipalité du Canton de Harrington : appuie la Municipalité de Wentworth-Nord eu égard à la demande de réparation des infrastructures de ponts et de ponceaux sur leur territoire mandate la directrice générale à faire parvenir une demande au ministère des Transports du Québec et au Député d Argenteuil, monsieur Yves St-Denis, afin de réitérer l importance de faire les travaux de réparation desdites infrastructures, dans les meilleurs délais, afin d assurer que les capacités portantes initiales des infrastructures concernées soient rétablies. THEREFORE, on the proposal of Councillor Richard Francoeur, seconded by Councillor Chantal Scapino, it is unanimously resolved and agreed that the Municipality of Township of Harrington informs the Ministry of Transport of the use of the compensation for the regular and preventive maintenance of local roads 1 and 2 as well bridge elements located on these roads under the municipality s responsibility, in accordance with the objectives of the Programme of assistance to the maintenance of the local road network.
