2 ICOMOS nouvelles news Message from the President of ICOMOS Dear Colleagues, The 15th General Assembly and Scientific Symposium of ICOMOS will take place from 17 to 21 October 2005 in Xi an. This old imperial city reflects both the glory of the past and the dynamic vigour of today s modern China. Our Chinese ICOMOS colleagues and the authorities of Xi an City are working hard to ensure that our General Assembly will be an unforgettable event and look forward to welcoming you and to showing you their achievements in the preservation of their cultural heritage. The present issue of ICOMOS News introduces the programme of the General Assembly developed in the past months together with our Chinese hosts. The title of the scientific symposium is: Monuments and sites in their setting Conserving cultural heritage in changing townscapes and landscapes. All over the world questions arise on how to deal with the environment of monuments and sites. Such questions are not only of particular interest to China, where largescale economic development continues at breathtaking speed and our colleagues are faced with unprecedented challenges in all fields of monument conservation. Under these circumstances the Principles for the Conservation of Heritage Sites in China, edited by Zhang Bai, President of ICOMOS China, will of course play a major role in our discussions. Besides, I hope that a host of contributions to the symposium will come from the members of our National and International Scientific Committees. This second General Assembly in Asia after Sri Lanka in 1993 will enable our members to become acquainted with the outstanding cultural treasures of China in general and with the cultural heritage of the Province of Shaanxi in particular. The latter is a region where I was active for more than a decade in my former function as Curator General of the Bavarian State Conservation Office. The opportunity not just to visit these monuments and sites but to actually take part in their preservation in close co-operation with the Museum of the Terracotta Army and the Office for the Protection of Cultural Properties in Shaanxi Province has been one of the outstanding experiences of my career. Since its accidental discovery in 1974 during the digging of a well shaft the famous Terracotta Army of the First Chinese Emperor Qin Shihuang ( BC) has fascinated millions of people all over the world and, like the Great Wall, has become a synonym of the outstanding achievements of Chinese culture. Considering the fact that these sculptures were in wet soil for over 2000 years the analysis and the preservation of the polychromy of the Terracotta Army has been an extraordinary challenge to modern conservation science. Whereas at the beginning of our co-operation the structural consolidation of the partition walls between the individual rows of terracotta figures was a main problem, attention quickly shifted to the almost unsolvable problems of the polychromy. The results of the long years of Chinese-German co-operation can be found in the new ICOMOS series Monuments and Sites (The Terracotta Army of the First Chinese Emperor Qin Shihuang, vol. II, 2001). The state of research on this topic was also presented in 1999 at an international conference coorganised by ICOMOS Germany and published in the same ICOMOS series (The Polychromy of Antique Sculptures and the Terracotta Army of the First Chinese Emperor, vol. III, 2002). Part of our projects in Shaanxi Province was the rescue operation for the grotto temple of the Great Buddha (Dafosi) in Binxian (published in the ICOMOS Journals of the German National Committee, vol. XVII, 1996). The grotto with the Buddha presented extreme challenges and new methods had to be applied. Despite the difficult task to be mastered, in the course of the five years of research at Dafosi it was possible to develop a conservation programme since then successfully completed that protects the grotto and its three main figures against collapsing and the dangers of earthquakes. The experiences gained from saving the Great Buddha of Dafosi were a crucial prerequisite for the attempts started in 2002 by an international ICOMOS team to save the remains of the Bamiyan Buddhas, which had been blown up by the Taliban. Dear Colleagues, I hope to have the opportunity to provide you with some more information on this international co-operation when we all meet in Xi an and the Province of Shaanxi on the occasion of the General Assembly. As President of ICOMOS it is an honour and a pleasure to heartily invite you to this General Assembly, which I am sure will be organised in an exemplary way by our host Zhang Bai and his colleagues. After all, at this 15 th General Assembly the 40 th anniversary of ICOMOS will not only enable us to look back at the history of our non-governmental organisation, which began with the Venice Charter, but also to look ahead to a future where we all should combine our efforts to fight for the preservation of the world s cultural heritage. 3 3 Message du Président de l ICOMOS Chers Collègues, La 15ème Assemblée Générale et le Symposium Scientifique de l ICOMOS auront lieu du 17 au 21 octobre 2005 à Xi an. Cette ancienne ville impériale reflète à la fois la gloire du passé et le dynamisme de la Chine moderne d aujourd hui. Nos collègues Chinois de l ICOMOS et les autorités de la ville de Xi an ne ménagent aucun effort pour s assurer que notre Assemblée Générale soit un événement inoubliable et, se réjouissent de pouvoir vous accueillir et vous présenter les réussites les plus significatives qu ils ont réalisées dans la sauvegarde de leur patrimoine culturel. Ce numéro des Nouvelles de l ICOMOS vous présente le programme de l Assemblée Générale élaboré durant les derniers mois en collaboration avec nos hôtes chinois. Le thème du symposium scientifique sera : Monuments et Sites dans leur milieu conserver le patrimoine culturel dans des villes et des paysages en mutation. De par le monde, la question de comment traiter l environnement des monuments et des sites se pose. Ces questions présentent un intérêt particulier pas seulement pour la Chine, où un formidable développement économique se poursuit à vive allure et où nos collègues font face à des défis sans précédent dans tous les domaines de la conservation des monuments. Dans ce contexte, les Principes pour la conservation des sites du patrimoine en Chine, édités par Zhang Bai, Président d ICOMOS Chine, prendront évidement une place majeure dans nos discussions. D autre part, j espère que les membres de nos Comités Nationaux et Scientifiques Internationaux enverront de très nombreuses contributions pour le symposium. Cette deuxième Assemblée Générale en Asie faisant suite à celle qui s est tenue au Sri Lanka en 1993 permettra à nos membres de découvrir les trésors culturels remarquables de la Chine et plus précisément le patrimoine culturel de la Province de Shaanxi. Cette région est l une de celle où j ai travaillé durant plus d une décennie lorsque j occupais le poste de Conservateur général du Bureau de la Conservation de l Etat de Bavière. L occasion qui m a été offerte non seulement de visiter ces monuments et sites mais aussi de participer concrètement à leur sauvegarde en étroite coopération avec le Musée de l Armée en terre cuite et le Bureau pour la Protection des Biens culturels de la Province de Shaanxi, a été l une des plus belles expériences de ma carrière. Depuis sa découverte accidentelle en 1974 lors du forage d un puits, la fameuse Armée de Terre cuite du Premier Empereur Chinois Qin Shihuang ( avant J.-C.) a fasciné des millions de personnes à travers le monde et, comme la Grande Muraille, fait partie des réalisations exceptionnelles de la culture Chinoise. Ces sculptures ayant été enfouies durant plus de 2000 ans dans la terre humide, l analyse et la sauvegarde de la polychromie de l Armée en terre cuite ont constitué un défi extraordinaire pour la science moderne de la conservation. Alors qu au début de notre coopération la consolidation structurelle des murs de partition entre les rangées individuelles des figures en terre cuite était le problème majeur, notre attention s est rapidement portée vers des problèmes quasiment insolubles liés à la polychromie. Les résultats des longues années de coopération entre la Chine et l Allemagne sont présentés dans la nouvelle série de publication de l ICOMOS Monuments et Sites (The Terracotta Army of the First Chinese Emperor Qin Shihuang, vol. II, 2001). L avancement des recherches sur ce sujet a aussi été présenté en 1999 à l occasion d une conférence internationale coorganisée par ICOMOS Allemagne dont les actes ont été publiés dans la même série de l ICOMOS. Les opérations de sauvetage du temple grotte du Grand Bouddha (Dafosi) à Binxian était l un de nos projets dans la Province du Shaanxi (publié dans les Cahiers du Comité National Allemand de l ICOMOS, vol. XVII, 1996). Le sauvetage de la grotte et du Bouddha a constitué un défi extrême et de nouvelles méthodes ont du être mises en oeuvre. Malgré la difficulté de la tâche à accomplir, il a été possible durant les cinq années qu ont duré les recherches à Dafosi de développer un programme de conservation depuis achevé avec succès qui protège la grotte et les trois sculptures principales des affaissements et des dangers sismiques. L expérience acquise grâce à la sauvegarde du Grand Bouddha de Dafosi a constitué une base indispensable aux essais lancés en 2002 par une équipe internationale de l ICOMOS pour sauver les restes des Bouddhas de Bamiyan, détruits par les Talibans. J espère, Chers Collègues, avoir l opportunité de vous donner davantage d informations sur cette coopération internationale quand nous nous verrons à Xi an et dans la province de Shaanxi lors de notre Assemblée Générale. En tant que Président de l ICOMOS, j ai l honneur et le plaisir de vous inviter chaleureusement à cette Assemblée Générale, qui, j en suis sûr, sera organisée de manière exemplaire par notre hôte Zhang Bai et ses collègues. Pour finir, notre 15 ème Assemblée Générale, durant laquelle nous célèbrerons le 40 ème anniversaire de l ICOMOS, nous permettra non seulement de revenir sur l histoire de notre organisation non-gouvernementale, qui commence avec la Charte de Venise, mais aussi de nous projeter dans un futur où nous devrons tous joindre nos efforts et nous battre pour la sauvegarde du patrimoine culturel à travers le monde. As Mayor of Xi an, a municipal city in the People s Republic of China, I sincerely invite all of you to come to our city and attend this important meeting, destined to be a memorable event marking an important occasion in your organisation s history. Xi an is an ancient and beautiful city, which has played a central role in the development of oriental civilization. The atmosphere of the city reflects its 3,000 year old history and countless ancient monuments and remains bear witness to the fact that it was the capital of 13 Chinese dynasties. The appeal of today s Xi an lies in the harmonious synthesis which has developed between the historic and the modern. We will be greatly honoured by your visit. The outstanding cultural heritage of the city, the graceful landscapes that surround it and the enthusiasm of our citizens will provide you with long-lasting memories. Its cultural heritage is the prime testimony of the country s distinguished past and the bearer of its rich civilization. Great attention has been paid to the protection of cultural heritage and remarkable progress has been attained. To date, a comprehensive legal system with at its core the Law of the People s Republic of China on the Protection of Cultural Heritage accompanied by series of special laws and regulations has been established. China is also State Party to four important international conventions in the field of cultural heritage protection, which are of increasing importance to the preservation of the cultural heritage shared by all humankind. This article presents some of China s achievements in the protection of cultural heritage, in particular in archaeology and site protection, maintenance and restoration, and conservation science and technology so that our colleagues can gain a basic appreciation. Archaeological surveys, excavations and research are well organized and much importance is attached to their scientific management. Work on the protection of archaeological sites has been strengthened and steady progress has been achieved in the field of archaeology in general. Field archaeology, particularly in remote frontier areas, underwater archaeology and the use of aerial photography projects are being implemented step by step according to established plans and are accompanied by the creation of appropriate infrastructure. These efforts have led to a series of important academic successes. Chinese archaeology has entered into a new phase cultural heritage sites have been placed under national protection, nearly 7000 under provincial protection, and over under city or county protection. A total of 101 cities, including Beijing, Xi an and Luoyang, are listed by the State Council as Cities of Recognized Historical and Cultural Value. Over 6000 restoration projects have been carried out across the country resulting in fundamental achievements that have ensured that the major monuments and sites listed at the national level are protected against all kinds of threats. The country possesses over 2200 museums which organise up to exhibitions each year, receiving 150 million visitors. Museums play a major role in social education. China has achieved remarkable results in the field of science and technology applied to the conservation of cultural heritage. Steady scientific and technological progress has been made in the field of conservation and some techniques have reached the highest international standards. 7 7 La protection du patrimoine en Chine La Chine peut s enorgueillir d une longue et illustre histoire. Son patrimoine culturel est un témoignage essentiel de l histoire insigne de ce pays et le porteur de sa remarquable civilisation. Une grande attention a été portée à la protection du patrimoine culturel et des progrès considérables ont été réalisés. A ce jour, un système législatif complet, fondé sur la Loi de la République Populaire de Chine sur la Protection du Patrimoine culturel et enrichi d une série de lois et de réglementations spéciales, a été établi. La Chine est aussi signataire de quatre importantes conventions internationales en matière de protection du patrimoine culturel qui jouent un rôle de plus en plus important dans la sauvegarde du patrimoine culturel partagé par toute l humanité. Cet article vise à mettre en pleine lumière les avancés de la Chine en matière de protection du patrimoine culturel et plus particulièrement dans le domaine de l archéologie et de la protection des sites, de l entretien et de la restauration, mais également des sciences et des technologies de la conservation, de manière à ce que nos collègues puissent se faire une première idée. 9 9 The Xi an Organizing Committee for the 15 th ICOMOS General Assembly Brief Introduction to Xi an Xi an is located in the central part of China and lies near the River Wei in the Guanzhong Plain on the middle reaches of the Yellow River. It is surrounded to the south by the Qinling mountain range, to the north by the River Wei, while the Huashan mountains stand at its east, and the highest peak of the Taibai mountains at its west. Set at 424 meters above sea level the region enjoys a mild climate with four distinctive seasons. The relief of the area consists of mountains, rivers, plains and plateaus. The city of Xi an is composed of 9 districts and 4 outlying counties covering a total area of 9983 square kilometres with a population of about 7.2 million, of which 5.1 million live in the urban zone. Xi an was called Chang an in ancient times. Universally reputed as a cultural and historical city, she is considered alongside with Cairo, Rome and Athens to be one of the four ancient capitals of the world. Xi an is one of the cradles of Chinese civilization and a birthplace of humanity. In this region was discovered the earliest pithecanthropine hominid fossil (with both human and simian characteristics) in northern Asia - Lantian man - who lived around 11 million years ago. Our 6000 year old ancestors, the matriarchal clan community of the Banpo lived on farming and hunting in this area during the Neolithic age. Beginning in the 11 th century BC with the Western Zhou dynasty, a society based on slavery, up to the apogee of the imperial period under the Tang dynasty, Xi an was for 1100 years the capital of 13 dynasties under the Zhou, the Qin, the Han, and the Tang. Eastern terminus of the old Silk Road and first metropolis in the world with a population exceeding 1 million, Xi an became the respected symbol of oriental civilization and thus contributed greatly to the development of human civilization. Its prominent place in history has bequeathed Xi an with a great number of remains. There are 2944 registered sites inside the city and in its surrounding area, of which 34 are national monuments. Among these, the Tomb of Qin Shihuang which is inscribed on UNESCO s World Heritage List and whose terracotta warriors and horses have been called the Eighth Wonder in the World. Xi an has witnessed many different periods in the development of human society. Each has left its traces and together these create a kind of museum of Chinese history. The prosperous periods, especially during the Zhou, the Qin, the Han and the Tang dynasties, have left a large number of monuments in Xi an such as the ruins of the Zhou dynasty town of Fenhao, the remains of the Epang palaces built under the Qin, the city wall of Chang an erected under the Han dynasty and the site of the Daming palaces dating from the Tang period, to name only but a few. Her School of Painting and Drawing, the so called Chan an School, influenced this art in China during more than 400 years and the city welcomed a great many famous Chinese discoverers in particular in the technical field. All these achievements contributed to the progress of civilization in China and throughout the world. Today Xi an enjoys international recognition for its culture and history and is a famous tourist attraction. Main city on the upper and middle reaches of the Yellow River and bridge of the Eurasian continent, the city is open and modern combining in a unique manner culture, education, scientific, technological, commercial, educational and tourism development. Au sud de la ville s étend la chaîne des montagnes Qinling, et au nord la rivière Wei, les montagnes Huashan sont à l est et le pic culminant des montagnes Taibai à l ouest. La région se trouve à 424 mètres au dessus du niveau de la mer et bénéficie de quatre saisons distinctes au climat doux. Le relief de la région consiste en des montagnes, rivières, plaines et plateaux. La ville de Xi an compte 9 districts et 4 comtés excentrés, l ensemble couvrant une superficie de kilomètres carrés, et environ 7.2 millions d habitants dont une population urbaine de 5.1 millions. Xi an était connue autrefois sous le nom de Chang an. Il s agit d une ville historique et culturelle célèbre qui partage avec le Caire, Rome et Athènes la renommée d une des «quatre capitales anciennes» du monde. Xi an est l un des berceaux de la civilisation chinoise et de la genèse de l humanité. Dans cette région, nous avons découvert le plus ancien fossile d hominidé pithécanthropien (présentant à la fois des caractères hominidés et simiens) du nord de l Asie l homme de Lantian datant d environ 11 millions d années. Nos ancêtres vieux de années - le clan matriarcal des Banpo - vivaient de la chasse et de l agriculture au Néolithique. Du début du XIème siècle avant notre ère, avec la dynastie des Zhou de l Ouest qui développèrent une société où se pratiquait l esclavage, et jusqu à l apogée de la période impériale sous la dynastie des Tang, c est-à-dire sur un laps de temps de plus de ans, treize dynasties successives, celle des Zhou, des Qin, des Han et des Tan, ont établi leur capitale à Xi an. Limite orientale de l ancienne Route de la Soie et première métropole mondiale avec une population dépassant 1 million d habitants, Xi an est devenue le symbole reconnu de la civilisation orientale et a énormément contribué au développement de la civilisation. Son rôle de tout premier plan dans l histoire à légué a Xi an un grand nombre de témoignages. On compte vestiges et sites classés à l intérieur et aux alentours de la ville, dont 34 monuments nationaux. Parmi ceux-ci, se trouve le tombeau de Qin Shihuang qui est inscrit au Patrimoine mondial de l UNESCO ; ses guerriers et chevaux en terre cuite ont été appelés «la huitième merveille du monde». Xi an a connu plusieurs périodes de développement de la société humaniste. Chacune d entre elles a laissé des témoignages qui forment ainsi réunis une manière de «musée de l histoire de la Chine». Les dynasties prospères, en particuliers celles des Zhou, des Qin, des Han et des Tang, ont laissé un grand nombre de monuments à Xi an telles les ruines de la ville de Fenhao des Zhou, les vestiges des palais Epang des Qin, la muraille de la ville de Chang an datant de la dynastie des Han, le site des palais de Daming construits par les Tang, pour n en citer que quelques uns. 12 ICOMOS nouvelles news Rethinking the notion of setting in changing landscapes Why have we chosen the setting of monuments and sites as our topic for discussion during the forthcoming International Scientific Symposium to be held on the occasion of the 15th General Assembly of ICOMOS in Xi an, China? Because most monuments and sites in developing countries in general, and in Asia in particular, are surrounded by changing landscapes and we must share the nature of the problem and the possible solutions for safeguarding our common cultural heritage. For example, Hanoi, oldest metropolis in South East Asia, founded in 1010 and capital of Vietnam, is now witnessing vast changes in economic and social terms. Figure 1. shows the quiet and somehow sleepy Hang Dao Street, the main commercial road of the historic area of Hanoi, in 1988, while Figure 2. illustrates the substantial change undergone by this street due to the concentration of commercial and business activity in Hang Dao Street is the backbone of the historic quarter of ancient Hanoi, comprising 36 streets, and local government is aware of the need to conserve the special character of the locality. Hanoi is not an exceptional example. Many parts of urban Vietnam, and other Asian cities for example in China and Indonesia, are also striving for economic transformation, which generates a series of conflicts between the old and the new. The economy is booming in many parts of Asia, and this is causing a fundamental change in urban landscapes as well as in lifestyles in many Asian cities. Various types of tangible and intangible cultural heritage, for which Asia has become famous, are at risk due to changes in both the physical and psychological environment. At the same time, Asia is characterized by its vast diversity. Major religious faiths, such as Christianity, Islam, Hinduism, Buddhism and Taoism, were all born in Asian or Arab regions. Asia boasts the highest mountain and the deepest sea. It has the world s most and second most populous countries, China and India; the world s largest Muslim population in Indonesia; the world s second largest economy, Japan; and the world s second largest English speaking country, the Philippines. The cultural heritage of most Asian countries is made up of several layers, including among other Hang Dao Street, Hanoi in 1988 La rue Hang Dao, Hanoi, en 1988

13 13 indigenous spiritual beliefs, Hinduism, Islam, Buddhism, Western colonial culture and rapid modernization during these last two to three decades. In particular, high population density is considered to be the single most influential feature in Asia. By 2025, there will be ten or more metropolises in Asia with a population exceeding 20 million. The population in the Tokyo Metropolitan Region today is around 3.3 million, the largest in the world. These figures suggest that many Asian megalopolises will eventually become unmanageable from an administrative viewpoint. High population density may lead to great difficulties in protecting cultural heritage in our modern times and discussing the current situations throughout Asia can provide a full overview of problems encountered and possible solutions, or at least the path towards these. Protecting urban structure and conventional buildings is proving more difficult year after year. In parallel, much traditional folk cultural heritage is beginning to disappear in many parts of the region due to the prevailing modern lifestyles and social change in community activities. For example, most of the urban settlements in the Kathmandu Valley World Heritage Site are under heavy development pressure to replace traditional shop houses by multi-storey reinforced concrete buildings that are not very sympathetic to the surrounding area. This problem may lead to the redefinition of the boundaries of the protected World Heritage zone. The proposed tunnel construction beneath the ancient Nara Palace site, in Japan, also listed as World Heritage, could deteriorate the landscape of the site and possibly change the level of the water table which may cause the destruction of the Hang Dao Street, Hanoi in 2003 La rue Hang Dao, Hanoi, en 2003 archaeological remains at the site. This highway tunnel is seen as the sole solution to the traffic congestion in the Nara area, where the considerable number of archaeological sites already designated as protected zones prevent easy solutions for the provision of infrastructure. The old town of Lijiang, a World Heritage site in the Yunnan Province of China, was in 2000 receiving some 2.4 million domestic tourists and hundreds of thousands of international tourists, with an annual increase of 30 %. This sudden rise in mainly domestic tourism resulted in a fundamental structural change to this tiny village which went from being a quiet minority settlement to becoming a bustling commercial centre with a major influx of settlement by other major ethnic groups. The building of high rise flats behind the Byodo-in Shrine in Kyoto, Japan, again a World Heritage Site, has raised much controversy with regards to protecting an authentic landscape as a whole, while the construction of a high rise office building in Lhasa, China, has lead to numerous strong appeals to safeguard the background scenery of the massive Potala Palace, also inscribed on the World Heritage List. A gradual change of the landscape may be inevitable in our modern society. However, we have to keep a close watch on the speed and the direction of change. The changing landscapes in the rapidly growing Asia can provide us with a wide variety of discussion topics on how and for what reason we should conserve cultural heritage in this modern society. Parce que la majorité des monuments et des sites dans les pays en voie de développement, et en Asie en particulier, se trouvent au sein de paysages en mutation et que nous devons partager nos réflexions sur la nature du problème et sur les solutions possibles pour sauvegarder notre patrimoine commun. Par exemple, Hanoi, la plus ancienne métropole de l Asie du Sud-est, fondée en 1010 et capitale du Viet Nam, est actuellement le témoin de transformations très importantes en termes économiques et sociaux. L image 1 illustre la rue plutôt calme et tranquille de Hang Dao, principale artère commerçante du quartier historique de Hanoi, en 1988, alors que l image 2 illustre la métamorphose importante de cette même rue due à de la concentration d activités commerciales en La rue Hang Dao constitue la colonne vertébrale du quartier historique du vieux Hanoi, lequel est composé de 36 rues. L administration locale est consciente de la nécessité de préserver le caractère spécifique du lieu. Hanoi n est pas une exception. Un grand nombre de zones urbaines du Viet Nam, et d autres villes asiatiques, en Chine et en Indonésie par exemple, luttent pour la transformation économique, ce qui engendre une série de conflits entre l ancien et le nouveau. L économie d une grande partie de l Asie est en plein essor, et ceci a pour conséquence un changement fondamental des paysages urbains et des modes de vie dans la plupart des villes asiatiques. Divers types de patrimoine matériel et immatériel, qui ont conféré à l Asie sa renommée, sont en danger à cause des bouleversements à la fois de l environnement physique et psychologique. Dans le même temps, l Asie se caractérise par une grande diversité. Les grandes religions, comme le Christianisme, l Islam, l Hindouisme, le Bouddhisme et le Taoïsme trouvent leurs racines dans les régions asiatiques et arabes. L Asie abrite la montagne la plus haute et la mer la plus profonde. Elle inclut le premier et le deuxième pays les plus peuplés du monde, la Chine et l Inde ; la plus grande population musulmane en Indonésie ; la deuxième économie du monde au Japon et le deuxième pays Anglophone du monde, les Philippines. Le patrimoine culturel de la majorité des pays asiatiques se compose de différentes strates, incluant entre autres les croyances spirituelles indigènes, l Hindouisme, l Islam, le Bouddhisme, la culture coloniale occidentale et la modernisation rapide durant les deux ou trois dernières décennies. Plus précisément, la forte densité de la population est considérée comme étant un facteur déterminant en Asie. En 2025, il y aura plus d une dizaine de métropoles dépassant les 20 millions d habitants. Aujourd hui, la population de la zone métropolitaine de Tokyo, la plus grande au monde, compte 3.3 millions d habitants. Ces chiffres suggèrent que de nombreuses métropoles asiatiques deviendront finalement ingérables du point de vue administratif. La densité élevée de la population peut entraîner de grandes difficultés dans la protection du patrimoine à notre époque et, discuter des situations actuelles à travers l Asie peut nous donner une vue d ensemble des problèmes rencontrés et des solutions possibles, ou au moins nous indiquer le chemin à suivre. Protéger la structure urbaine et les bâtiments classiques devient de plus en plus difficile chaque année. Parallèlement à cela, une grande partie du patrimoine culturel traditionnel et populaire

Par exemple, la majorité des implantations urbaines du site du Patrimoine mondial de la vallée de Katmandu subissent une forte pression du développement qui pousse à remplacer les maisons traditionnelles des commerçants par des immeubles à plusieurs étages en béton armé qui ne sont pas en harmonie avec la zone environnante. Ce problème conduira éventuellement à une redéfinition des limites de la zone protégée au titre du Patrimoine mondial. La proposition de construction d un tunnel passant sous le site de l ancien Palais de Nara au Japon, également inscrit au Patrimoine mondial, pourrait dégrader le paysage du site et affecter le niveau de la nappe phréatique ce qui pourrait détruire les vestiges archéologiques du site. Ce tunnel d autoroute est vu comme étant l unique solution aux embouteillages rencontrés dans la zone de Nara, où un nombre considérable de sites archéologiques déjà désignés en tant que zones protégées empêchent la mise en œuvre de solutions de facilité pour construire des infrastructures. La vielle ville de Lijiang, un site du Patrimoine mondial dans la province du Yunnan en Chine, recevait en 2000 environ 2.4 millions de touristes chinois et des centaines de milliers de touristes internationaux, avec une augmentation annuelle de 30 %. Cette augmentation soudaine notamment du tourisme national a eu pour effet un changement structurel fondamental pour ce petit village qui, d une tranquille bourgade habitée par une minorité, est devenu un centre de commerce animé submergé par un afflux d habitants d autres groupes ethniques majoritaires. La construction de tours d habitation derrière le sanctuaire Byodo-in à Kyoto au Japon, également site du Patrimoine mondial, a suscité une grande controverse quant à la protection d un paysage authentique dans son ensemble. De même l édification d une tour de bureaux à Lhassa, en Chine, a eu pour conséquence le lancement de nombreux appels pour sauvegarder le paysage environnant de l imposant palais du Potala, aussi sur la Liste du Patrimoine mondial. Une transformation progressive du paysage est peut être inévitable dans notre société moderne. Cependant, nous devons rester vigilants quant à la vitesse et à la direction que prend ce changement. Les paysages en mutation dans l Asie en pleine croissance peuvent nous fournir un grande nombre de sujets de discussion sur le comment et le pourquoi nous devons conserver notre patrimoine culturel dans notre société moderne. 16 ICOMOS nouvelles news Changing the setting can mean changing the impact - the case of Vienna Everybody understands the meaning of setting in the world of the theatre. It implies providing the right background for the play, musical or opera. The problems involved in creating the appropriate atmosphere, lighting and furniture are well-known and familiar and can make or break the staging. In modern stage directing the question of finding the suitable setting, which can deliver the desired impact, is a delicate matter. With its minimalist set design and alienated costumes the modern stage creates distancing effects and estrangement. Vienne/Vienna, Albertina: Museum of Graphic Arts. Un symbole de la «manie des toits» actuelle à Vienne. But changing the setting of a city is not comparable to shifting the setting of a stage. Stages can be easily varied, that is their advantage. They are mobile and need not provide historic and traditional identity. However, in the context of the city, new constructions and alterations cannot simply be carried away as can be the set on a stage, when no longer in demand. Let us leave the stage and theatre and transfer these ideas to cityscapes, townscapes and landscapes which have developed over hundreds of years. Here too it is impossible to modify the setting without changing the impact. The setting is subjected to alterations and adaptations that reduce the historic impact. Roof space and high rise buildings are examples of this process, which in particular has begun to transform the face of Vienna. Economic pressure, urban development and change of use have lead to a dwindling significance and decrease in the value of architectural heritage and to the dominance of modernity and modern lifestyle as factors of social prestige. The seduction exerted by technology, materials and design is obvious. Apart from the damage caused by the war, much of the roofscape remained intact. However, the last few decades have witnessed the development of this area, with dramatic consequences especially during recent years. New types of construction have appeared on the rooftops of Vienna. The city above the city reflects how this newly discovered building zone is dominated by affluent society and its representatives and in this sense is an expression of social and economic power. This means that socially and economically privileged groups shape the city. The city above the city is a kind of gated community which is placed above the socially and economically lower classes in more than just a metaphorical sense. Draufsetzen (to set on top

17 17 of), the title of an exhibition held during 2004 in Vienna, almost postulated this new building activity in a positive and encouraging manner. The buildings most affected by these aggressive additions are those built during the second half of the 19 th century. Although usually not subject to preservation laws, these historic buildings have without doubt fulfilled an important role in the city. Through these roof additions the general appearance of Vienna the continuity created by the original façades of these structures is being lost. A mixture of architecture will profoundly disturb the ensemble these buildings constitute and ruin the general historic authenticity the city conveys. Another issue with regards to the compatibility of the setting is the question of high rise buildings and skyscrapers. It is not a matter of whether they should or should not be built, but rather where they the overall coherence is being sacrificed. The challenge is therefore to provide adequate space and an appropriate location for modern constructions giving them the setting they need which allows them to expand without causing conflict and so creates compatible arrangements of buildings. This would be a welcome turn in the developments that can be seen today. Continuing to simply fill the spaces without consideration of the whole is poor policy. The slow eradication of the old, thus gradually creating a new setting, may abruptly end in the search for the former setting which can no longer be reproduced at the snap of a finger as is possible on stage. The most urgent task today is therefore to find a way to correct this development and safeguard the historic sites and the identity they provide. L environnement est soumis à des transformations et à des adaptations qui ont un impact négatif sur l effet historique. La ligne de toitures et les tours sont des exemples de ce processus qui a notamment façonné un nouveau visage à la ville de Vienne. La pression économique, le développement urbain et le changement dans les usages ont entraîné une diminution de l importance et une baisse de la valeur du patrimoine architectural et ont abouti à une domination de la modernité et des modes de vie modernes comme facteurs de prestige social. L attrait de la technologie, des matériaux et du design est évident. Jusqu au début de la deuxième guerre mondiale, Vienne s est agrandie en accroissant sa superficie. A l exception des dommages dus à la guerre, la ligne de faîte de Vienne était restée intacte. Mais les dernières décennies ont connu une exploitation de cet espace qui a produit des effets dramatiques surtout durant les dernières années. De nouveaux types de construction ont fait leur apparition sur les toits de Vienne. «La ville au-dessus de la ville» est le reflet de la domination qu exerce sur cette nouvelle zone de construction la société aisée et leurs représentants et constitue dans ce sens une expression de leur puissance sociale. Cela signifie que les couches privilégiées socialement et

19 19 Vienne/Vienna, Schulerstraße économiquement dessine la ville. «La ville au-dessus de la ville» est d une certaine manière une «ville verrouillée» qui se place «au-dessus» des classes populaires, et ce pas seulement sur le plan métaphorique. L exposition Draufsetzen (se situer au-dessus) qui s est déroulée à Vienne en 2004 a fait habilement de cette nouvelle activité de construction un postulat positif et excitant. Les bâtiments touchés par ces ajouts agressifs sont principalement ceux construits au cours de la deuxième moitié du XIXe siècle. Même s ils ne sont pas protégés par la législation sur la sauvegarde du patrimoine, ces édifices historiques ont joué sans aucun doute un rôle important dans la ville. Ces constructions sur les toits sont en train de défigurer l apparence générale de Vienne la continuité créée par les façades d origine de ces structures. Cette architecture hybride va profondément perturber l ensemble constitué par ces édifices et va détruire l authenticité historique générale qui se dégageait de la ville. Un autre sujet relatif à l harmonie de l environnement est la question des tours et des gratteciels. Il ne s agit pas de débattre du bien fondé de leur construction, mais plutôt de savoir où les situer dans le cadre du paysage urbain. L absence de planification appropriée qui pourrait aboutir à la réalisation d une harmonie heureuse entre le cadre historique et les nouvelles données de l environnement a mis à rude épreuve les centres historiques des villes. L influence de l argent et les pressions économiques ont laissé la place au désordre et à un mélange de structures juxtaposées qui ont sacrifié l effet d harmonie et la cohérence générale. Le défi consiste donc à trouver l espace suffisant et un emplacement convenable pour les constructions modernes tout en leur offrant le milieu nécessaire à leur expansion sans causer de conflits et ainsi créer des ensembles de bâtiments compatibles. Continuer à remplir les espaces sans prendre en compte l ensemble est une mauvaise politique. La lente éradication de l ancien qui crée progressivement un milieu nouveau pourrait prendre fin brutalement avec l espoir de retrouver le cadre ancien qu on ne pourra pas reproduire «d un claquement de doigts» comme on peut le faire au théâtre. Il est donc de notre devoir aujourd hui de corriger cette évolution et de protéger les sites historiques et l identité qu ils créent. 20 ICOMOS nouvelles news SCIENTIFIC SYMPOSIUM CALL FOR PAPERS Main theme of the Scientific Symposium Monuments and sites in their setting - Conserving cultural heritage in changing townscapes and landscapes In 2005, ICOMOS is marking the 40 th anniversary of its foundation. Since its inception, as an organisation created to foster and promote scientific and professional exchange related to the care and conservation of immoveable cultural heritage, ICOMOS s focus has largely been on the conservation of individual heritage places, such as monuments, sites, ensembles or landscapes. Yet this focus has always been complemented by particular concern for the relationship between places and their setting, and the crucial role setting plays in the overall significance of cultural heritage. The notion of setting is mentioned in the Venice Charter of 1964, the seminal text that underpinned the foundation of ICOMOS. Assessment of setting is also a key element in the process of evaluating the value and authenticity of potential cultural World Heritage sites, within the framework of the World Heritage Convention, for which ICOMOS acts as adviser to UNESCO World Heritage Committee. Setting is also referred to in several ICOMOS Charters, Guidelines and Principles such as the Charter on the Conservation of Historic Towns and Urban Areas (1987), the Charter for the Protection and Management of Underwater Archaeological Heritage (1996), Guidelines on Education and Training (1993), Principles for Recording (1996), and the International Charter on Cultural Tourism (1999). Many National Committee documents, such as the respected Burra Charter of Australia ICOMOS, include articles that encompass setting. Setting has also been addressed indirectly in several Scientific Symposia at previous ICOMOS General Assemblies, for example in Sofia (Bulgaria) in 1996, in the context of the impact of social change, and in Victoria Falls (Zimbabwe) in 2003, as part of an exploration into the relationship between intangible heritage and monuments and sites. Yet, in spite of the persistent interest in this topic, examples from around the world indicate that progress made in the way monuments, sites and other types of heritage places are conserved and managed has not always been paralleled by similar progress in the way settings are defined, protected and sustained.. Settings seem to be in need of a better set of tools to help with their definition, documentation, protection and management. Setting is not just about physical protection; it may also have a cultural or social dimension. Tools need to acknowledge both the tangible and the intangible aspects of setting. They also need to reflect the complexity of ownership, legal structures, economic and social pressures that impinge on the physical and cultural settings of immoveable heritage assets, with which ICOMOS members are involved. Moveable objects such as collections or archives can be conserved in special institutions that provide them with appropriately controlled environments. This option does not exist for historic buildings, ancient cities, gardens, archaeological sites or larger ensembles like landscapes or heritage routes that ICOMOS was been created to focus on. In such places, settings often encompass dynamic social, economic and cultural communities that contribute to, or are part of, the value and significance of individual heritage places. Increasing concerns over the impact of rapid development on our environment, is supporting the need to broaden attention from a narrow focus on individual sites or places to a more spatial approach which reflects, and works to engage with, wider cultural, social and economic forces. What is also emerging is the need to go beyond a strictly aesthetic approach to both places and their settings, as this has often created confusion between longterm conservation and short-lived fashions and has failed to reflect the need for heritage sites to remain as dynamic entities. All this is bringing into focus the expectation that we consider not
