4 INTRODUCTION This report presents an overview of secondary school graduation rates, by administrative region and school board. Graduation rates (the indicator) are provided for four cohorts according to the duration of studies (observation period) and sex. The additional information found in the appendix should foster a better understanding of the results. This information document is intended for educational institutions and the general public with a view to enabling: public and private educational institutions to have access to information for evaluating their educational practices, comparing their effectiveness over time and comparing their performance with that of other educational institutions the general public to have access to official Ministère information When the graduation rates of a specific school are compared to the rates in Québec as a whole, the different contexts and characteristics of that school must be considered as certain factors may affect the student results recorded. Such factors include: Family situation: The support and availability of parents, their financial situation and the family s standard of living in general are among the factors that may affect a student s academic achievement and whether the student pursues his or her studies until a diploma is earned. For example, studies have shown that the academic achievement of students from socioeconomic disadvantaged areas is generally lower. School boards have access to socioeconomic indicators for each of their schools and they should take these into consideration when reviewing results. Mother tongue: The proportion of students whose mother tongue is not the language of instruction may have an impact on academic results and on the graduation rate of an educational institution. Academic path and admission requirements: The path followed by students during their studies and the different admission requirements may help explain results. 1

GRADUATION RATES AND DIPLOMAS CONSIDERED This report presents the graduation rates for students under the age of 20 who obtained their first diploma in secondary school either in the youth or adult sector. Québec students generally complete their elementary and secondary studies in 11 years. They enter elementary school at age 6 and are 16 years old during their last year of secondary school. By following students until they are 19 years old, the graduation rates of students who spend longer than 11 years in elementary and secondary school are also taken into account. 1.1 Methodology To calculate graduation rates, a cohort of students first enrolled in Secondary I at the beginning of the observation period was followed. The graduation rate is calculated after 5, 6 and 7 years of study. For example, the graduation rate of the 2002 cohort was based on the proportion of students who had first enrolled in Secondary I at the beginning of the school year and who were issued their first diploma within or after 7 years of study, that is, in Thus, among the students of this cohort: o 59.4% received their first diploma in , after 5 years o 9.0% received their first diploma in , after 6 years o 3.5% received their first diploma in , after 7 years In sum, the graduation rate of the 2002 cohort is 71.9% after 7 years of secondary studies. 1.2 The diplomas considered The following diplomas are considered for the purposes of calculating graduation rates: the Secondary School Diploma (SSD), the Diploma of Vocational Studies (DVS, formerly known as the Secondary School Vocational Diploma or SSVD), the Secondary School Vocational Certificate (SSVC), the Attestation of Vocational Specialization (AVS), the Certificate in Life Skills and Work Skills Education, the Training Certificate for a Semiskilled Trade (TCST), and the Certificate in On-the-Job Training in a Recycling Facility. Only the first diploma obtained by the student is used to calculate the graduation rate. 2
6 2. RESULTS 2.1 Overview Table 1 presents the graduation rates of four cohorts: those of 2001, 2002, 2003 and For each one, the graduation rate is given by observation period and sex. In Table 1 only, the graduation rates for all of Québec, found at the beginning of the table, also specify the rates for students from public schools and private schools. The method used to calculate graduation rates cannot be applied to individual schools because of their limited number of enrollments, which would yield results of little statistical significance. The graduation rates for an administrative region include only the students in the school boards of that region. Graduation rates of English school boards are given in the region of the board s head office, even though some schools are located in another region. In fact, regardless of where students received their first diploma, they are recorded as having graduated from the school board where they first enrolled in Secondary I. 2.2 Findings Table 1 clearly demonstrates that the graduation rates increase if one or two additional years of study are taken into account. The 2001 cohort, which had a graduation rate of 61.0% after 5 years of study, showed an increase of 8.2 percentage points after 6 years, and an additional 3.1% after 7 years. Similarly, the graduation rate after 5 years of study for the 2002 cohort rose by 9.0 percentage points after 6 years and by 3.5 points after 7 years. The graduation rates for the four cohorts are relatively stable throughout the observation period. After 7 years of study, the graduation rates for the 2001 and 2002 cohorts were 72.3% and 71.9%, respectively. After 5 years of study, the 2004 cohort had a slightly higher graduation rate than the 2003 cohort, that is, 61.0% versus 60.6%, respectively. The gap between the graduation rates of girls and boys remains: After 7 years of study, the graduation rates for boys from the 2001 and 2002 cohorts were 65.9% and 65.6%, respectively, compared with 78.9% and 78.3% for the girls. 3

Estimates of these school leavers are based on observations in elementary school. Newly available data indicate that students re-enrolling in school after having interrupted their studies for at least one year have been included in these estimates. 2 The graduation rates by administrative region correspond to the weighted sum of the graduation rates of school boards falling under a given region. Only the graduation rates for the public school system are considered. 3 The graduation rates by school board are calculated on the basis of the school where the student first enrolled in Secondary I. 4 The results for all of Québec also include those for government schools. 5 The territory of these school boards extends into more than one administrative region. The graduation rates for these school boards are included in the administrative region under which the school boards fall. 7
