5 MISSIONS de l USTH définies dans l accord intergouvernemental Former les ressources humaines de haut niveau au service du développement socio-économique du Vietnam, en particulier dans les domaines des sciences et des technologies de pointe. Mener des formations et des recherches scientifiques et technologiques en étroite liaison avec les secteurs industriels et commerciaux. Ces missions font partie de la politique publique vietnamienne visant à créer un Nouveau Modèle d Université afin: d édifier une université d excellence de niveau international ; d accélérer la réforme du système vietnamien d enseignement supérieur ; de créer et de développer une coopération scientifique et technologique durable de très haut niveau, mutuellement profitable.

Le Conseil d'administration interne (Sénat) EXTRAIT DES STATUTS DE L USTH Le Conseil d'administration interne joue le rôle d intermédiaire entre le Conseil de l Université et le Recteur. Le mandat du Sénat suit celui du Recteur. Le Conseil d'administration interne a les tâches et les pouvoirs suivants: Conseiller et proposer au Conseil de l Université: La nomination et reconduite, la destitution ou l annulation du Recteur et des Vice-Recteurs; La création, la modification ou dissolution des départements, des groupes disciplinaires; Le plan de développement de l Université; L élaboration de nouveaux programmes de formation, la modification ou l annulation des programmes de formation et la matrice des diplômes; Le plan budgétaire; Le règlement de recrutement des enseignants, chercheurs; - La création des Conseils de recrutement des enseignants, chercheurs, du personnel admnistratif, technique et du Conseil local au titre des professeurs; Plan annuel et l envergure de recrutement des candidats Approuver le recrutement des enseignants, chercheurs, du personnel administratif technique, etc. Le président du Conseil de l Administration interne est le Recteur, il a le droit de convoquer les réunions de ce conseil, d en assurer la présidence, d en préparer l ordre du jour et d organiser le scrutin au Conseil de l Administration interne. En cas d absence, le Recteur délègue un Vice- Recteur pour présider le Sénat à sa place. Le Conseil d'administration interne se réunit au moins une fois tous les trois mois et prend des décisions en appliquant le principe de majorité des voix. Pendant les premières années, le Sénat peut être établi avec 12 membres : le Recteur, 02 Vice-Recteurs, 05 enseignants, 01 étudiant, 01 employé et 02 scientifiques renommés extérieurs.

41 10. Summary of the Main Recent Progresses of USTH a. USTH structure 35 Vietnamese members (including the two Vice-rectors) plus the 3 French members (Rector, Director General of Services (DGS) and Director of Research and Innovation (DRI)) by the end of b. UIU structure The University Implementation Unit for Hoa Lac High Tech Park is organizing and sharing the responsibilities for outputs 1 and 2 of the ADB project. c. General numbers for student enrolment We will recruit this year between 210 and 250 new students at USTH. The overall number of students at USTH in should tentatively be in the range , distributed half/half between the Undergraduate School and the 6 Masters. d. Bachelor Thanks to the very supporting recent visit of the French Agency for Evaluation of Research and Higher Education (AERES), our Bachelor curriculum and Diploma will be under evaluation for international accreditation by summer e. Masters The first graduated master students (5 in Nanotechnologies and 12 in Biotechnologies). 2 new masters: Space and Applications and Renewable Energies. Nuclear Energy Program of Vietnam... f. Research and Innovation technology Thanks to the MOET, tovast and to the financial support of France (1 Million USD in 2011 and 2012) for equipments, and thanks to the different agreements and supporting grants (MOST), research has effectively started in the BIO and EEO domains will start in Nano before the end of USTH will be the training center for Vietnam for Dassault Systems products, not only for our students but for all industry partners as well as administrations in Vietnam. A 3 years position for aspecialized professor is provided by the French Ministry of Higher Education and Research (starting summer 2013). g. Senate and Councils the Senate (12 members) has been established and firstly met on April 10, Several important issues have been validated in all fields of the University: h. International USTH has signed a main MOU with the higher education department of the MOES of Lao in the frame of the Strengthening Higher Education Program of ADB to welcome at USTH Master students from Lao. Since July 2012, USTH is a partner of an Erasmus Mundus Network (PANACEA) involving 10 European and 8 Asian Universities.

Demands of USTH to the Deputy Prime Minister Supporting the availability of the VAST Education and Services building for USTH by July 2013 Implementation of the last year of 322 and first year of 911 programs for USTH PhD s in France Validation of the internal regulation of spending, and ensuring the high salary level for returning PhD's from France on assistant professor positions at USTH. The first PhD students doing their thesis in France will come back by Fall 2013 to become Assistant Professors at USTH. In order that this very important step for the implementation and the development of USTH is succeeded we need two things: - validate the special financial mechanism so that we can issue the internal regulation for spending. - consider and approve the corresponding wages (1.000 USD/month) of these 21 assistant professors in the annual budget for 2013 in addition to the annual training cost of USD per student. Ability of UIU to Disburse ADB and Counterpart Funds. Up to now the UIU did not obtain its own seal from the Ministry of Public Security. AsecondconstraintontheUIU s ability to disburse funds is that the Ministry of Finance (MOF) considers the UIU a third-level implementation unit, which means that it cannot directly receive or spend ADB project funds.

Professors) 5 (mainly French Professors) Doctorate (PhD) in 3 years 8 USTH is the first public Vietnamese and ASIAN University to use the European Credit System for Curricula All courses are taught in English Master diploma are co-habilitated by French Universities and by USTH Our tuitions fees are low for an international university: y 1000 $/year (Bachelor), 1500 $/year (Masters)

What is the total USTH funding for projects? The total USTH funding for all 2013 projects includes: - 60 k$ for small expenditures, consumables, missions and per-diem - a maximum of 630 k$ for equipments in total. - salaries for PhD graduates under the FR-VN agreement - joining USTH after the completion and defence of their thesis. It does not include salaries for technicians, post-docs, or new PhD works although selected project will have priority for PhD funding in France under the VN-FR agreem. 3. How many projects will be funded in total? The number of projects should be 5 for the present call (on the basis of 12k$ maximum per project). But more can be funded if the applicants ask less financial support. 4. How many projects will be funded by department? One department may have a maximum of 2 projects funded for the present call, depending on the scientific quality, maturity of project, and how it matches the criteria. 5. 97 USTH Research Projects How will the projects be assessed? First, the PI will make a self-assessment of his own project by carefully describing how his project meets USTH criteria. Discussions with the evaluation committee will permit to improve his project. 98 13. What are the sustainability criteria? 10 sustainability criteria: USTH Research Projects Involvement of VN PhD graduates from France under the VN-FR USTH agreement. PhD graduates should be fully included in the research projects. Involvement of FR consortium members in the project Existence of a joint-project or MoU with FR and VN partners (LMI, GDRI, Joint Research Group, ) Perspectives for development of a VN and regional partnership ("VN consortium") Involvement of high potential young researchers. Existing funding or actual perspectives Compliance with the research strategy of each USTH Department Cooperation between Department of USTH Interaction with education: PhD and master training involvement of the French and Vietnamese lecturers of the six masters. Cooperation with international Universities, especially at Regional scale. Interactions with CNRS regional UMI s will be highly supported clear detail possible locations for the implementation of research project in partner laboratories.
