Friday, 16 May 2014 DANIELI to supply most modern Colour Coating Line in Russia On 28th February 2014 DANIELI was awarded a contract by LYSVA METALLURGICAL PLANT ZAO, Russia to supply a new 110,000 tonne per year capacity state of the art Colour Coating Line which will produce painted coils of strip sizes 1000 mm to 1500 mm width, 0.3 mm to 1.5 mm thickness with Polyurethane, Poly vinyidene fluoride, Epoxy, Polyester, Clear coatings, etc. This unique CCL will be located in Lysva which is a town in Perm Region, Russia and will be a strategic project to produce high quality pre painted coils. DANIELI was awarded the entire EPC supply of the mechanical, electrical and control systems. As per DANIELI well known strategy, manufacturing of the mechanical equipment will be done in its workshops in Italy, Thailand, China and India depending on logistics as well as workload of these workshops. To ensure the highest quality standards and meeting the delivery schedules, all DANIELI workshops worldwide are controlled from its Head Quarter in Buttrio, Italy. This state of the art colour coating line has been conceived and designed mainly to meet ever demanding market requirements in terms of product quality and productivity coupled with optimum plant configuration and layout with ease of operation, low maintenance & operating costs, fast learning curve, highest concern for safety and environment protection. This line will be equipped with 3 coaters and 3 curing systems with modern technology of thermal oxidizer. Prime coating is performed in coater and oven 1, finish coating or base coating at oven and coater 2 and clear coat at oven/coater 3. Three (3) in line printing machines are also provided to get all possible kind of pattern on substrate. Therefore this line is capable to be operated in two modes of operation i.e., printing and painting to cater the all kind of pre painted material means complete range of product for white goods, automotive, industrial building, etc. With an aggressive implementation schedule of only 20 months, the plant is expected to be operational during the third quarter of 2015 creating another landmark for DANIELI for supply of such unique and innovative processing lines adding a lot of flexibility of operation to suit the market demands. Mr Robrecht Himpe of ArcelorMittal addresses European Steel Day as new EUROFER president Mr Robrecht Himpe, executive vice president at ArcelorMittal Europe, addressed hundreds of delegates at European Steel Day as the new president of EUROFER, the European Steel Association. He identified three targets for his presidency, to ensure the future of the steel industry in Europe: market demand, trade, and energy and climate. With steel demand in Europe still 25% below pre crisis levels despite positive signs of a moderate recovery in the EU economy Mr Himpe reminded delegates that rising steel consumption of European steel, together with support from policymakers, is needed to create an internationally competitive environment for the industry: We are all aware that industry is the backbone of the European economy. Being at the beginning of the supply chain, the steel industry has a special position in the manufacturing industry in Europe, accounting for more than 350,000 direct jobs and 1.5 million indirect jobs through the supply chain. As such a major employer in the region, Mr Himpe called on the European Commission (EC) to take the steel industry into account, as a strategic sector for the EU economy: He said In many EC announcements, including the Steel Action plan, there has been progress in recognising the need for a European industrial renaissance. It is therefore surprising that in some of its main policies, the EU has not yet started to take into account that the steel industry and European policymaking will achieve more by creating a win win situation to serve Europe, its manufacturing industries, its people and governments. Now we still see proposals that damage industry, this should be improved urgently. Mr Himpe reiterated the need for a proper industrial policy for Europe, to ensure a return to growth for the industry: The European Commission s 2030 energy and climate plan alone will not support much needed economic growth. Having already significantly reduced greenhouse gas emissions in Europe, the EU steel industry is ready to play its part in helping to further reduce CO2 emissions, in line with the Commission s 2030 energy and climate plan. Speaking about his energy and climate priority, he addressed the need for fairness in CO2 reduction targets: We favour a global climate deal to create a global level playing field, including with China as the new number one economy and CO2 emitter in the world. But as long as there are no comparable efforts made in the other major economies, there should be no extra EU unilateral targets. He also welcomed the recent introduction of a pilot emissions trading system (ETS) in China and in other regions. Linking the industry s responsibility to further reduce CO2 emissions with the need for economic growth which will in turn provide the revenue needed to fund the investments required to drive down emissions from steelmaking he said: Looking ahead, realistic targets should now be set for the foundation industries including the steel industry, in common with other emissions trading systems around the world. The EU steel industry can further reduce emissions beyond what it has already achieved, provided significant technological investments are made. This investment requires improving economic conditions that will come with higher steel demand and manufacturing growth, which in turn requires a global level playing field for trade. A realistic energy and climate plan, together with an industrial policy and fairer trade policies, should create a framework that encourages Europe s economic growth in a number of different ways, not in a one size fits all way as the energy and climate plan currently proposes. On trade, Mr Himpe said that it is essential to take the necessary steps to ensure that steel imports enter the EU market on a fair basis: We fully support a fair level playing field, which allows local producers to compete under the

same conditions in domestic and international markets. EUROFERwas founded in 1976 and has 59 direct member companies and national associations, representing 528 production facilities in 24 EU member states. voestalpine CEO Wolfgang Eder was the previous EUROFER president, serving for four years. Source Strategic Research Institute, Steel Guru New report shows continued harm from unfair imports into US AISI The American Iron and Steel Institute said that a new report (Surging Steel Imports Put Up to Half a Million US Jobs at Risk) released reaffirms that the rising tide of foreign steel imports is harming the US steel industry and diminishing the industry s ability to fully recover from the recession. The report was released in a press conference with the Economic Policy Institute, the Alliance for American Manufacturing (AAM), Senators Sherrod Brown and Jeff Sessions and the law offices of Stewart and Stewart. Mr Thomas J Gibson president and CEO of AISI said that This issue is the number one concern of our members the steelmaking companies of North America. We applaud Senators Brown and Sessions and the research done by EPI, which confirms that the steel industry continues to face significant trade and competitive challenges from foreign government trade distorting policies and practices and, that a more effective US trade policy is needed to level the playing field and preserve and strengthen our nation s manufacturing base. Mr Gibson said that As noted in the report released today, it is critical that policymakers work to ensure that the trade laws are strictly enforced. We will continue to advocate for the government to go after unfair trade practices whenever and wherever they occur and for policy initiatives that address the state controlled and subsidized foreign steel industries that are fueling this surge that is adversely impacting our workers and our industry. Source Strategic Research Institute, Steel Guru French investors to get state loan if win Ascometal bid Reuters reported that a group of French investors led by former finance ministry official Mr Frank Supplisson will get state funding if it wins a bid to buy the assets of bankrupt specialty steelmaker Ascometal. Mr Arnaud Montebourg industry minister of France said that The group will get EUR 35 million state loan if its bid is selected by the Nanterre commercial court later this month. Three other groups have bid for the assets: Brazil's Gerdau the largest steelmaker in the Americas and two private equity groups linked to Ascometal's former shareholder and financiers. Gerdau's 86 million bid includes EUR 55.5 million in capital and EUR 40 million in long term debt. The Brazilian steel giant would rehire 1,585 of Ascometal's workers and take on an extra 166 people. Before the bankruptcy, Ascometal employed 1,900 people. The group around Supplisson, who was deputy chief of staff to former finance minister Mr Christine Lagarde, said that its bid included EUR 55.5 million in capital and EUR 40 million in long term debt. EU and US aim for 2015 trade deal, exclude financial services Today @ 08:48 - By Benjamin Fox BRUSSELS Trade negotiators will look to complete an EU US trade deal before the end of 2015, senior officials have agreed. But a deal will not include financial services, after the US ambassador all but ruled out discussion of harmonising financial regulation. "We don't see the need for financial services to be part of TTIP [the Transatlantic Trade and Investment Partnership]" the US ambassador to the EU, Anthony Gardner, told Europe's trade commissioner Karel de Gucht and delegates at the European Business Summit in Brussels on Thursday (15 May), "The [US] Treasury has been very clear on this and I don't see much chance of them changing their position," he added. The move came as a disappointment to De Gucht, who had called for financial services to be part of a deal just minutes earlier. But it does not come as a surprise. The Americans are unwilling to put financial services on the table on the grounds that EU financial regulation is less strict than the so called Dodd Frank bill adopted in 2010 in response to the 2008 financial crisis. Recent experiences of trans Atlantic co operation in financial regulation have not been promising. In talks separate to the TTIP, the EU and US in February could only reach agreement on how to regulate the multitrillion dollar derivatives market at the 11th hour following a tense showdown between regulators. It is the first policy area to be excluded from discussion by the Americans. The EU has already made clear that the audiovisual and culture sectors cannot be part of the talks, at the insistence of the French government. Meanwhile, all participants agreed that they faced an uphill battle to convince a sceptical public of the merits of a trade deal, which the European Commission estimates could be worth up to 100 billion for the EU alone. Earlier, police had prevented anti TTIP protestors from accessing the summit in central Brussels and made a number of arrests. Inside the summit, supporters of a trade accord accused their opponents of spreading "myths" and "lies" about its implications. "Our opponents are killing this," said Tim Bennett, director general of the Transatlantic Business Council. "We've been too timid... talking only to people who are already convinced," commented Gardner, adding that "we need to go after these myths and destroy them". De Gucht complained that TTIP had become a victim of the EU election campaign. "This debate has got caught up with the European election campaign. Part of the left, Greens and far left see TTIP as something to be beaten," he said, adding that he was "amazed" when Martin Schulz, the socialist candidate for the Commission presidency, had called for trade talks to be postponed. The US ambassador did agree with De Gucht that officials should look to complete negotiations on a deal by the end of 2015 despite the disagreements.

"It is obvious that there will be no major breakthroughs before the US mid terms [Congress and Senate elections in November]," said De Gucht, adding that "we should agree on a political timeline to get an agreement in 2015. The political deadline is the end of next year." The fifth round of talks on TTIP will take place next week in Washington DC.

Ascometal : Bercy croise le fer avec le tribunal de commerce Par Ingrid Feuerstein 15/05 06:00 mis à jour à 11:19 L administrateur judiciaire préfère le brésilien Gerdau. L Etat soutient l offre de Frank Supplisson. Le dossier Ascometal prend une tournure de plus en plus inattendue. Alors que se déroulait hier l'audience au tribunal de commerce, l administrateur judiciaire a de façon étonnante exprimé sa préférence pour l un des candidats, le brésilien Gerdau, sachant que la décision finale est attendue pour le début de semaine prochaine. Quelques heures plus tard, nouveau coup de théâtre : l Etat a répliqué en annonçant sa préférence pour un autre repreneur potentiel, le consortium mené par Frank Supplisson, l ancien directeur de cabinet d Eric Besson à l industrie. «L intérêt national général impose que seule la solution renforçant notre économie soit retenue», a écrit le commissaire au Redressement productif de la région Ile-de- France, Mathieu Aufauvre, dans une lettre au procureur du tribunal de commerce de Nanterre, dont l AFP a obtenu copie. Une incursion dans les affaires de la justice qui a visiblement fait frémir dans les couloirs du tribunal... Pour l Etat, cette offre est la seule à reprendre l ensemble des six sites et à maintenir le centre de décision en France. Pourtant, le principal investisseur dans cette offre dite «française» n est autre qu un fonds de retournement, Davidson Kempner Capital Management, même si des industriels français et un groupe suédois participent aussi au tour de table. Dans le même temps, un troisième candidat, le fonds de retournement Anchorage, qui s est allié à l algérien Cevital, a sensiblement relevé son offre, en promettant un investissement de 100 millions d euros en fonds propres dans le sidérurgiste en difficulté. Critère prépondérant : la pérennité de l offre Chez les syndicats, il n y a pas non plus consensus. La CGT et la CFDT ont manifesté leur préférence pour l offre des industriels français, craignant une casse sociale avec Gerdau compte-tenu la fermeture de l aciérie et du laminoir de Fos. La CFE-CGC s est rangée du côté brésilien, avançant qu il s agit de l offre la plus solide financièrement. Pour l instant, ce sont les offres de Frank Supplisson et de Gerdau qui tiennent la corde. Selon une source proche du dossier, les deux autres candidatures (l une venant de l ancien actionnaire Apollo et l autre portée par les anciens créanciers via Anchorage) n avaient leur chance qu en l absence d alternative solide, vu qu ils ont mené l entreprise au redressement judiciaire. Pour l administrateur, le critère prépondérant sera la pérennité de l offre, devant le volet social et le prix. Or, selon nos informations, Frank Supplisson devait encore fournir cette semaine des documents prouvant qu il avait bien les financements. Ingrid Feuerstein

Le sidérurgiste marocain Maghreb Steel réclame de nouvelles mesures antidumping Par Nasser Djama - Publié le 15 mai 2014, à 13h30 Fadel Sekkat, président de l'aciériste marocain Maghreb Steel, interrogé par le site d'information Media 24, loin de se satisfaire des mesures anti-dumping le protégeant sur le marché marocain en réclame d'autres sur les tôles laminées à froid.. "Quand une industrie nationale se trouve en difficulté, il faut la soutenir, c est une obligation", a déclaré Fadel Sekkat, PDG du groupe sidérurgiste Maghreb Steel au site d'information marocain Media 24 le 14 mai, faisant référence aux droits antidumping sur les importations de certains aciers plats instaurés l'an dernier par le gouvernement du royaume. Satisfait des mesures prises par le Ministère délégué chargé du commerce extérieur (MDCCE) concernant les tôles d acier laminé à chaud, Fadel Sekkat estime que "les tôles d acier laminé à froid font également l objet d un dumping, selon nous, même si elles ne font pas encore l objet d une protection. Nous avons déposé une requête auprès du MDCCE dans ce sens, une enquête est en cours et nous attendons la décision du ministère." "GUEGUERRE ENTRE INDUSTRIELS ET IMPORTATEURS" Selon le patron de ce groupe basé près de Casablanca et qui connaît de graves difficultés financières, les protestations des utilisateurs marocains d'acier ou des sidérurgistes comme ArcelorMittal contre ces mesures qui ont bénéficié à Maghreb Steel et sont accusées de déséquilibrer le marché ne sont autre qu'une "guéguerre entre industriels et importateurs". "Ce dont Maghreb Steel a besoin, c est d une mesure parapluie qui lui permette de patienter jusqu à la fin de la crise et du dumping de ses concurrents", indique Fadel Sekkat au site Media 24. Pour rappel, la première requête de Maghreb Steel date du 20 novembre 2012. Après avoir diligenté une enquête antidumping concernant les importations de tôles d acier laminé à chaud originaire de l Union européenne (UE) et de la Turquie, le gouvernement marocain a jugé la plainte recevable et a ensuite appliqué des droits antidumping à ce sujet. ARCELORMITTAL, TATA STEEL OU EVRAZ Ainsi, on retrouve dans la liste des entreprises concernées, des européens comme ArcelorMittal, Tata Steel ou Evraz, les turques Erdemir et Colakoglu et des importateurs au Maroc comme Arcelor Serv, Comaprom ou Toufer. Le rapport estimait que les marges de sous-cotation pour l'année 2012 s'élevait à 29,12% pour ArcelorMittal, 29,87% pour Steel Link, 24,82% pour Erdemir et 30,89% pour Colakoglu.
