Cross Border Cooperation (CBC) for the southern Neighbourhood 2007-2013 The Cross Border Cooperation (CBC) programmes support joint projects between EU Member States and partner countries. The participating countries have together defined the objectives, priorities, and actions to be addressed in each programme based on a needs analysis of the programme area and four key objectives of the CBC strategy (promote economic and social development in border areas, address common challenges, ensure efficient and secure borders, and promote people-to-people cooperation). The exact eligibility criteria for the participants will be set out for each call for proposals. Joint Managing Authorities launch calls for proposals, award and sign grant contracts. The calls are published on each individual programme website. 4
In the southern neighbourhood the following programmes exist: Sea-Crossing Programmes The Spain-Morocco Programme The Italy-Tunisia Programme Sea-Basin Programme The Mediterranean Sea Programme: The ENPI CBC Mediterranean Sea Basin Programme has a budget of 173 million for the 2007 2013 period, covering all cooperation domains, coming from the European Regional Development Fund and the ENPI. Projects can be funded up to a maximum of 90% while partners have to provide a minimum of 10% cofinancing. Transport is one of the cooperation domains. Cooperation projects in the past included: - SKY HIGHWAYS - Improve the procedures at Mediterranean ports - MEDiterranean NETwork of sea motorways and INTERmodal supply chains MED-NET-INTER - Centre for the coordination and management of Sustainable Mobility (passengers and goods) Services to/from small Mediterranean islands 5. Neighbourhood Investment Facility (NIF) For the period 2007-2013 a total amount of 700 was available under the NIF (in the entire neighbourhood region). These funds also involve the transport sector. No distinction or predefined allocation between the Eastern and Southern neighbourhood exists. The NIF provides grant support for lending operations led by European multilateral development finance institutions and also bilateral development finance institutions of the EU Member States. The NIF approves grants for investment co-financing, loan guarantee cost financing, interest rate subsidies, risk capital operations and technical assistance packages. The objective is to associate European Commission and EU Member State grants with consortia of European Finance Institutions in order to finance very large investment projects in the ENPI region.
