Opening plenary SÉanCe plénière D OUVerTUre peter eigen Chair, extractive industries Transparency initiative richard BOUCher Deputy Secretary general, Organisation for economic Cooperation and Development Prof Dr Peter Eigen is the Chair of the Extractive IndustriesTransparency Initiative (EITI). A lawyer by training, he has worked in economic development for 5 years, mainly as aworld Bank manager of programs in Africa and Latin America. He was the Director of the Regional Mission for Eastern Africa of theworld Bank (1988-1991). Under Ford Foundation sponsorship, Dr Eigen provided legal and technical assistance to the governments of Botswana and Namibia. In 1993, Dr Eigen foundedtransparency International (TI), a non-governmental organization promoting transparency and accountability in international development. He has continued to serve TI as Chair of the Board (1993-005) and is currently Chair of the Advisory Council. In 005, Dr Eigen chaired the International Advisory Group of the EITI and became Chair in 006. In 007, he founded the Berlin Civil Society Center and chairs its Board. Dr Eigen is member of the boards of Kabissa, whose mission it is to help African civil society organizations put internet and communications technology to work for the benefit of the people they serve and the Center for International Environmental Law, providing environmental legal services. Since 007, Eigen has been a member of Kofi Annan's Africa Progress Panel. In 009, he joined the Management Board of the African Legal Support Facility of the African Development Bank. Le professeur Peter Eigen est le Président de l Initiative pour latransparence dans les Industries Extractives (ITIE). Avocat de formation, il travaille dans le domaine du développement économique depuis 5 ans, étant principalement affecté à la direction de programmes de la Banque mondiale en Afrique et en Amérique latine. De 1988 à 1991, il fut directeur de la mission régionale pour l Afrique de l Est de la Banque mondiale. Grâce au concours de la Fondation Ford, M. Eigen fournit une assistance juridique et technique aux gouvernements du Botswana et de la Namibie. En 1993, il fonde Transparency International (TI), une ONG cherchant à promouvoir la transparence et la redevabilité dans le développement international. Continuant à servir cette organisation, il en préside le conseil d administration de 1993 à 005 et assure actuellement la présidence du conseil consultatif. En 005, M. Boucher was appointed Deputy Secretary-General of the Organization for Economic Cooperation and Development (OECD) in 009. Among his responsibilities, Ambassador Boucher spearheads the OECD s enhanced engagement and accession processes. Ambassador Boucher is a senior foreign policy executive who has managed worldwide teams, programs and strategies and brings extensive experience in emerging economies. With over thirty years dedicated to working in foreign policy, he has consistently had challenging assignments and achieved the highest rank in the United States Foreign Service, Career Ambassador. He served consecutive terms as the US Ambassador to Cyprus and Consul General in Hong Kong (1993-1999). In 1999, he served as the US Senior Official for Asia-Pacific Economic Co-operation promoting more open trade and an improved investment climate. Ambassador Boucher is the longest-serving Assistant Secretary for Public Affairs in the US Department of State s history and worked under Secretaries of State Madeline Albright, Colin Powell and Condeleezza Rice (000-005). In this capacity, he crafted the US public approach on critical world issues. As Assistant Secretary of State for South and Central Asia, Ambassador Boucher was involved in high-level negotiations throughout the region, from Kazakhstan to India (006-009).

Il fut consécutivement ambassadeur à Chypre et consul général à Hong Kong (1993-1999). En 1999, il est représentant supérieur à la Coopération Asie-Pacifique, promouvant une plus grande ouverture dans les échanges commerciaux et un climat d investissement amélioré. M. Boucher est le secrétaire assistant aux Affaires publiques à l ancienneté la plus élevée de l histoire du Département d État américain. Her Excellency Roza Otunbayeva was sworn in as the President of the Kyrgyz Republic in July 010. President Otunbayeva served as the country s interim leader and Chair of the Provisional Government following the April 010 Tulip Revolution. President Otunbayeva s political career began in 1981, and she rose quickly through the Communist Party ranks. She served as foreign minister, and is the first and only woman to have held this role in the history of modern Kyrgyzstan. In 199, she became both foreign minister and deputy prime minister of the newly independent Kyrgyzstan. President Otunbayeva also served as the Kyrgyz ambassador to the United States and Canada, and to the United Kingdom, and as deputy head of the United Nations special mission to Georgia. In 007, President Otunbayeva was elected to the parliament, where she served until the 010. ChriSTOphe De Margerie Chief executive Officer, TOTal peter VOSer Chief executive Officer, royal Dutch Shell Christophe de Margerie was appointed Chairman and Chief Executive Officer of Total in 010. Mr de Margerie joined the Total Group after graduating from the École Supérieure de Commerce in Paris in 1974. He served in several positions in the Group s Finance Department and Exploration & Production division. Mr de Margerie became President of Total Middle East in 1995 before joining the Group s Executive Committee as the President of the Exploration & Production division in 1999. He then became Senior Executive Vice President of Exploration & Production of the new TotalFinaElf group in 000. In 00 he became President of the Exploration & Production division of Total. He was appointed a member of the Board of Directors by the Shareholders Meeting held in 006 and became Chief Executive Officer of Total in 007. Mr de Margerie is also a Knight of the Legion of Honor and an Officer of the Ordre National du Mérite. Christophe de Margerie a été nommé Président-directeur général de Total en 010. M. de Margerie est également Chevalier de la Légion d Honneur et Officier de l Ordre National du Mérite. Peter Voser has been Chief Executive Officer of Royal Dutch Shell since July 009. Mr Voser joined Shell in 198 and went on to work in a number of finance and business roles in Switzerland, the United Kingdom, Argentina and Chile. After returning to London in 1997, he became the Group Chief Internal Auditor. In 1999, he was appointed CFO of Shell Europe Oil Products. He became CFO of the Global Oil Products Business in early 001 and a member of the Oil Products Executive Committee. Before his appointment as CEO, Mr Voser had been Chief Financial Officer (CFO) and an Executive Director of Royal Dutch Shell. He previously served as CFO of the Royal Dutch/Shell Group of Companies (004-005). Mr Voser was a member of the Supervisory Board of Aegon N.V. (004-006). He served on the Board of Directors of UBS AG (005-010) and was a member of the Swiss Federal Auditor Oversight Authority (006-010). Since April 010 he has been a director of Catalyst, a non-profit organisation that works to build inclusive environments and expand opportunities for women and business. He will be proposed for appointment to the Board of Directors of Roche at the 011 Annual General Meeting. Mr Voser is also active in a number of international and bilateral organisations, including the European Round Table of Industrialists and The Business Council. 4

In 00, Mr Taylor co-launched with George Soros the Publish What You Pay Campaign. Mr Taylor also formerly worked at the Environmental Investigation Agency. He is a human rights defender and a key Catholic figure in the Central African region. Bishop Portelle-Mbuyu advocates for democratization and transparency in the management of oil revenues, crucial to lift African people in resource-rich countries out of poverty. Monseigneur Louis Portella-Mbuyu est l évêque du diocèse de Kinkala, en République du Congo. Chantre des droits de l homme et personnalité ecclésiastique de premier plan en Afrique centrale, Monseigneur Portella-Mbuyu s est également fait l avocat de la transparence et de la démocratie dans la gestion des recettes pétrolières, qu il juge vitales pour réduire la pauvreté parmi les populations des pays africains riches en ressources. Autant de questions sur lesquelles il a souvent interpellé le gouvernement congolais et les entreprises extractives. Shahmar Movsumov is Executive Director of the State Oil Fund of the Republic of Azerbaijan, appointed by President Ilham Aliyev in 006. Prior to his appointment, Mr Movsumov had an extensive career at the National Bank of Azerbaijan, where he began his career in 1995. He held several leading positions at the central bank, most recently serving as Executive Director. He was responsible for implementing monetary policy, coordinating international cooperation affairs, monetary management and development of financial markets. He was also a member of the National Bank s Investment Committee. Mr Movsumov is the originator of the Azerbaijani models of mortgage crediting, upon which were based the country's 005 concept of mortgage crediting and packaging of relevant legislation. He chairs the National Committee on international Extractive Industries Transparency Initiative (EITI) and is a member of the EITI Board. 6

Abdoul Aziz Askia is the Permanent Secretary for the Niger Extractives Industries Transparency Initiative (EITI), a role to which he was appointed in 007. He is also a member of the EITI Board. Mr Askia was previously in charge of the infrastructure program for the European Commission s delegation to Niger, where he was responsible for implementation of mining program and support for the transportation program (003-007). Prior to that, Mr Askia was a technical advisor to the Ministry of Mines and Energy (1999-00). He also worked at the National Office of Mineral Resources as Managing Director (1997-1999). Trained as a geologist, Mr Askia has held several positions as an engineer for companies in Niger, including SOMAIR and Tassa N Taghalgue. He has served on the boards of several associations and companies, including SOMAIR, Akouta, the Niger Islamic Trade and Investment Bank, and the Etruscan-Onarem Association Abdoul Aziz Askia est le Secrétaire permanent de l Initiative pour la Transparence dans les Industries Extractives au Niger, poste auquel il a été nommé en 007. radhika Sarin international Coordinator, publish What you pay STUarT BrOOKS Manager international relations, Chevron Radhika Sarin is the International Coordinator of Publish What You Pay, a global civil society coalition that campaigns for the transparent and accountable management of extractive industry revenues. Ms Sarin supports the work of coalition members, coordinates advocacy efforts, and fosters learning and exchange within the coalition. She has been working in the field of environment and development for the past ten years. She worked previously in Washington, DC as a researcher at the Worldwatch Institute, a leading environmental think-tank, and later as a campaigner for Earthworks, promoting efforts to incorporate social, environmental and human rights criteria into mining policies and practices. She also coordinated a global campaign aimed at cleaning up the gold industry which spurred the creation of a multi-stakeholder group of retailers, mining companies and NGOs called the Initiative for Responsible Mining Assurance seeking to establish an independent assurance mechanism to verify compliance of best practice standards at mining operations. Ms Sarin also serves on the EITI Board. Radhika Sarin est la coordinatrice internationale de Publiez Ce Que Vous Payez, une coalition de la société civile qui milite pour une gestion transparente et responsable des recettes du secteur extractif. Mme Sarin siège également au Conseil d administration de l ITIE. Stuart Brooks is the London-based International Relations Manager for Chevron, an oil and gas company headquartered in California. Mr Brooks is responsible for input to a wide-range of political and social policy issues. Mr Brooks has been involved with the Extractive Industries Transparency Initiative (EITI) since its inception and is currently the EITI s longest-serving, continuous Board member. Prior to joining Chevron in 00, Mr Brooks served in the British Foreign Service, with postings to Brazil, Portugal, Russia, Sweden, and Austria. 8

Dr Zedillo is currently the Chair of Oversight Board of the Natural Resources Charter, which is a set of economic principles for governments and societies on how to best manage the opportunities created by natural resources for development. Dr Zedillo is also Director of the Yale Center for the Study of Globalization. He is a Professor at Yale in the field of international economics and politics, as well as in international and area studies, and is also Professor Adjunct of Forestry and Environmental Studies. Dr Zedillo was previously with the Central Bank of Mexico (1978-1987)He served the National Government of Mexico as Undersecretary of Budget (1987-1988) and was Secretary of Economic Programming and Budget Education (1988-199). Prior to his presidency, Dr Zedillo was appointed Secretary of Education in 199. Dr Zedillo is the Chair of the Board of the Global Development Network. He is also a member of numerous other boards, including the World Economic Forum, The Trilateral Commission, the International Advisory Board to the Council on Foreign Relations and the International Crisis Group. S.E. M. Ernesto Zedillo est ancien Président du Mexique (1994-000). Ms Lagarde became the first ever woman to hold the post of Finance and Economy Minister of a G7 country. In this role, Ms Lagarde is in charge of France's economic policy in the challenging context of one of the most severe crisis since WWII. In 008, she chaired the ECOFIN council, which gathers the Finance Ministers of the European Union. Under Ms Lagarde s leadership, unprecedented measures to support the financial system as well as the European economies were adopted. Following her studies in law, Ms Lagarde was admitted to the Paris Bar and joined the international law firm of Baker & McKenzie as an associate, specializing in Labour and Anti-trust Law. Ms Lagarde became Chairman of the Global Executive Committee of Baker & Mckenzie in 1999, and subsequently Chairman of the Global Strategic Committee in 004. She served as Minister of Foreign Trade (005-007) and Minister for Agriculture and Fisheries (007. She is Chevalier of the Legion of Honour. His Excellency FrançoisYangouvonda Bozizé is the president of the Central African Republic since 003. President Bozizé initiated a number of political and economic reforms that have lead to his re-election to a second term in early 011. He has led the Central African Republic through a tumultuous period and worked over the last seven years to consolidate peace in the region. At a regional level, President Bozizé also presided as the President of the Economic and Monetary Community of Central Africa in 010. President Bozizé rose through the ranks of the Central African military to become a Brigadier General in 1975. Throughout his military and political career, he has played key roles in successive governments including Minister of Defense (1979-1981), Minister of Communication (1981-198), and Army Chief of Staff (1997-001). 10

Mr Brownell, along with colleagues, founded Green Advocates in 001 following law school; it is the country s first and only environmental law organization. Under Mr Brownell s leadership, Green Advocates is leading other civil society organizations to end slave-style and child labor at the Bridgestone/Firestone rubber plantation in Liberia, which led to filing a complaint against the company under the US Alien Tort Claims Act. Among other accomplishments, he advocated for UN Security Council sanctions on Liberia s timber exports, a UN travel ban and asset freeze on corrupt government officials and Charles Taylor s business associates. Dr Gupta was previously Senior Advisor in the Fiscal Affairs Department, Assistant Director in the African Department; Assistant Director and Chief in the Expenditure Policy Division of the Fiscal Affairs Department; and Economist in the European Department. Dr Gupta has led IMF missions to over 0 countries in Africa, Asia, Europe and the Middle East and represented the IMF in numerous international meetings and seminars. In the fiscal area, the missions have focused on public expenditure policy, pensions, fiscal decentralization, fiscal transparency, public financial management, and public-private partnerships. His current research interests include fiscal policy in developing countries, including commodity exporters, and the interface between fiscal policy and the financial sector in both advanced and emerging countries. As part of this work he championed development of the Seven Questions to Sustainability How to Assess the Contribution of Mining and Mineral Activities. He has written, spoken, and taught extensively on the issue of applied sustainability, particularly in terms of practical application in the mining industry. She coordinates with RWI management and staff around the globe on ongoing monitoring, advocacy, research and technical assistance projects, while building a strong RWI portfolio to strategically promote better extractive industry governance. RWI focuses its Asia Pacific work on the ASEAN Regional Cooperation, which includes Brunei Darussalam, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam. RWI also supports activities in Papua New Guinea, Timor Leste and is networking closely with institutions in Australia. Ms. Kirana previously served as head of the secretariat of the World Bank Group Extractive Industries Review and as a campaigner with Greenpeace International. Her prior work in Indonesia focused on promoting biodiversity sustainability in the agriculture and forestry sectors. She founded a leading sustainable agriculture NGO, Gita Pertiwi, and has worked to strengthen civil society communications and advocacy skills throughout the archipelago. Karin Lissakers is Director of the Revenue Watch Institute, a US-based organization that promotes the responsible management of oil, gas and mineral resources for the public good. She has held senior posts in the US government, academia and several think tanks. Ms Lissakers was United States Executive Director on the Board of the International Monetary Fund (1993-001), representing the Fund s largest shareholder during a period of turmoil in international markets and a US-led campaign to redesign the international financial architecture and reform the IMF, including opening its policies and practices to public scrutiny. She served as deputy director of the Policy Planning Staff of the US Department of State and was staff director of the foreign economic policy subcommittee of the US Senate Committee on Foreign Relations, the first woman to hold such a post. She taught at Columbia University for many years, lecturing on international financial markets, regulation and public policy and heading the international business and banking studies program at the graduate School of International and Public Affairs. She has promoted the Extractive Industries Transparency Initiative (EITI) in the Kyrgyz Republic since 004. HDC Tree of Life coordinates a coalition of more than twenty NGOs throughout the country who promote EITI. This consortium was actively involved in stakeholder dialogues regarding EITI, informed communities in mining areas about EITI, and monitored the implementation of EITI by the Kyrgyz government and companies. Ms Moldogazieva previously served as an alternate member of the EITI board (006-009). She is author of several textbooks, manuals, monographs and articles on environmental and transparency issues, radioactive tailings in Kyrgyzstan and sustainable development. Ms Moldogazieva previously worked for the National Academy of Sciences of Kyrgyz Republic (1977-1994). She, together with several of her colleagues, was awarded the State Premium of Kyrgyzstan Prize on their work related to the impacts the extreme conditions have on humans and the environment. She is an active advocate for increased involvement by civil society to identify and carry out activities to implement the EITI in Cameroon and strengthen the credibility of the implementation process. He is spearheading petroleum sector reform with the creation of the National Petroleum Authority, National Oil Company, and an Institute of Petroleum and Geology. Secretary Pires is also augmenting previous efforts by introducing the Timor-Leste Transparency Model to ensure that citizens are well informed about the petroleum sector. He also has developed a strong After Oil policy, encouraging the Timor-Leste government and citizens to see oil as an engine of growth for economic development, while also urging the government to invest in the non-oil sector and discouraging the nation s oil dependency. Secretary Pires left East Timor during the civil unrest, during which time he followed closely the political development of East Timor, paying particular attention to the development of the natural resources sector. He returned to East Timor in 1999 to serve as the Timorese Resistance National Congress as technical advisor on natural resources and later becoming the natural resources advisor for President Xanana Gusmão until 007. Prior to this he was the Vice President of the European Commission for Transport (008-010). Nada Villermain-Lécolier is Head of Responsible Investment (RI) strategy at Le Fonds de réserve pour les retraites (FRR), or the French Pension Reserve Fund, a 37 billion state-owned fund. She has held this position since 007 and during her tenure has elaborated a multi-year RI strategy, based on the integration of environmental, social and governance (ESG) issues into all asset classes, voting, engagement, and extra-financial risk monitoring. FRR is a signatory of the United Nations-backed Principles for Responsible Investment (UNPRI) initiative, which is a network of international investors working to put RI principles into practice, which reflect the view that ESG issues can affect the performance of investment portfolios and therefore must be given appropriate consideration, by investors if they are to fulfil their fiduciary duty. FRR also supports research and other initiatives within the area of ESG. Ms Villermain-Lécolier was Head of Asset Management Selection at FRR where portfolio management is externalised, and Investment Director (003-007). Before joining FRR, Ms Villermain-Lécolier occupied many positions within Caisse des dépôts Group including portfolio manager, equity analyst, and economist. Ms Villermain-Lécolier has been a member of the French Society of Financial Analysts (SFAF) since 1998, and she is involved in many working groups within the UNPRI and in other international organisations. He is also a member of the EITI Board. Mr Warner presently holds several leadership positions in Liberian civil society organizations, including as a member of the boards of the Center for Transparency and Accountability, the Federation of LiberianYouth, and AIESEC-Liberia. He formerly served as President of the Liberia National Students Union and as Chairman of the Board of Directors of Green Advocates. Mr Warner also served the Liberian public sector in a number of managerial positions at the Liberia Telecommunications Corporation and the Central Bank of Liberia. He presently is an Assistant Professor of Law at the Louis Arthur Grimes School of Law at the University of Liberia. Mr. Warner is a member of the Liberian Supreme Court Bar, the Liberia National Bar, and the New York Bar. T. His Excellency Omar Zakhilwal is the Minister of Finance of the Islamic Republic of Afghanistan as well as the Chief Economic Advisor to President Hamid Karzai. Prior to his current position, Dr Zakhiwal served as the President of the Afghanistan Investment Support Agency, a member of the Supreme Council of Da Afghanistan Bank, Acting Minister of Transport and Civil Aviation, and the Chief Advisor to the Minister of Rural Development of Afghanistan. Since 003, Dr Zakhilwal has been part of many initiatives pertaining to economics and development issues in the country. He was the author of the first Afghanistan National Human Development Report, released by UNDP in February 007. He also worked as an Afghan counterpart to the Ottawa based North-South community-led development project in sustainable peace building, as well as on a number of other development related initiatives. Additionally, he has consulted for the World Bank, UNDP, Canadian International Development Agency and other organizations. Dr Zakhilwal has written numerous articles on political, economic and social issues pertaining to Afghanistan for such prominent newspapers, magazines and journals including the New York Times and the Wall Street Journal. 5
