Its analyses enable the user to realize simulations of future allocation and evaluate the associated cost. Although, the HR dashboard is unique, it provides job-related analyses for the 20 directions (HR, Finance, Street cleansing, Real estate, Culture, IT, Children care, Social, Purchase). To ease cross functional data sharing, Keyrus has been defining the ministry s decision making platform and assists the ministry in the Big data technology selection process. Il s'agit de professionnaliser le contrôle de gestion stratégique des services judiciaires afin de promouvoir une meilleure adéquation entre les moyens alloués aux juridictions et leur activité, en pilotant leur performance via un jeu d'indicateurs, dans le respect du principe d'indépendance du pouvoir judiciaire. Il doit fournir aux 800 utilisateurs, répartis dans les différentes juridictions et dans l'administration centrale, un système identique d'indicateurs corrélant des données budgétaires, en matière de ressources humaines et d'activité civile. In order to monitor and manage career prospects, UCANSS is monitoring and defining employees training plan, salary management to comply with the bipartite contract Convention de Gestion- COGE signed with the state for a 3 years period. Keyrus assisted UCANSS in designing & implementing the solution in an agile mode. In a 6 months time the solution is up & running. It deals with wages, training, recruitment and workforce analysis for 155 000 employees. It aimed at sharing activity analyses (73 millions activities per year) and providing standard reports. A data exploration component was set for expert users to run activity analyses. Those two features are available at national, regional and hospital scale. They provide infra annual data of different kinds: financial data, activity and quality. RENFORCEMENT DE L EFFICACITÉ DU SYSTÈME DE SOIN PAR LE PARTAGE D INFORMATIONS DE PRODUCTION DE SOIN ET D UN SYSTÈME D ANALYSE UNIFIÉ Pour encourager l amélioration de la performance du système de santé et notamment la production de soin hospitalier, l ARS a déployé un système unifié d analyse d activité, réalisé par Keyrus. Ce système consolide les 73 millions d actes de soins réalisés annuellement auprès de 11 Millions de patients dans les 1500 hôpitaux. Ce système fournit de façon pluri-annuelle des informations financières, d activités et de qualité des soins. SETTING UP NEW FINANCE AND OPERATION MONITORING SOLUTION The second largest regional hospital has to cope with new regulations issued by both the Ministry of Health and the Ministry of Finance to improve service quality and the use of financial resources. It aims at improving the efficiency of the investments in new medical devices (Magnetic Resonance, automatic biochemical analyzer ) & reduce the escalation of operating costs. The solution implemented contributes to improve operational management practices and address new regulations rules. Cela doit permettre de mieux employer les financements et les ressources absorbés par l investissement dans les nouveaux matériels médicaux, de même que limiter l augmentation des coûts de fonctionnement. La solution mise en place a aidé à renforcer le management opérationnel et à répondre aux nouveaux enjeux réglementaires. After defining technology and buying licenses for most government departments, Keyrus and its partner named Global have been in charge of understanding more precisely the needs of each dept and developing the application for the use of main executive and managers of its sector. We started the development in April 2013 and have developed within 12 months more than 50 applications with just a team of 15 people. To increase management quality, EMAE needs to have HR and budget data in a reliable mode, and produce automated dash board. HR and budget data were not accessible. By implementing Keyrus expertise, the final platform not only allows to have a standard reporting for HR and Budget, but also to implement security rules and hierarchical data organization that allow to have top management data view and detailed data level access for budget and historical data for HR. The different data sources needed to be merged in order to set up a unique fare. Keyrus has reviewed the global data architecture to integrate information stored in various databases (Oracle, Microsoft SQL, DB2..) as well as e-text files. The new integrated architecture using new technology brought two major benefits: for people s finance, data loading process for 2 millions records takes only 9 minutes instead of 5 hours; a unified HR database requires 1 hour for replication instead of 12 hours. The goal is to track key performance indicators on the efficiency and reliability of its distribution network.
