Web: http://services.mesrs.dz/tempus/inde%20entree.htm Le programme Erasmus Mundus en Algérie i L'objectif du programme Erasmus Mundus est de promouvoir l'enseignement supérieur européen, pour aider à améliorer et à renforcer les perspectives de carrière des étudiants et promouvoir la compréhension interculturelle par la coopération avec les pays tiers, conformément au objectifs de la politique etérieure de l'ue afin de contribuer au développement durable des pays tiers dans le domaine de l'enseignement supérieur. Cet objectif se réalise à travers trois actions: - Action 1 - Programmes conjoints Erasmus Mundus (Masters et Doctorats conjoints) - avec bourses - Action 2 - Erasmus Mundus Partenariats (e-eternal Cooperation Window) - avec bourses - Action 3 - Projets d'attractivité Erasmus Mundus I. Action 1 - Programmes conjoints Erasmus Mundus (Masters et Doctorats conjoints) - avec bourses I.1. Programmes d Etudes Conjoints Les programmes conjoints Erasmus Mundus sont eploités par des consortiums d'établissements d'enseignement supérieur (EES) de l'ue et (depuis 2009) dans le reste du monde. Ils offrent un cours intégré et des diplômes conjoints ou multiples après étude ou recherche dans deu ou plusieurs établissements d'enseignement supérieur. Les Masters et Doctorats conjoints sont sélectionnés chaque année suite à un appel à propositions. Il y a actuellement 130 Masters et Doctorats offrant 34 offres de bourses d études et de recherche financées par l'ue au étudiants et chercheurs. Les établissements de pays tiers ont été autorisés à participer à des consortiums depuis 2009. Une institution algérienne a été impliquée en tant que partenaire à part entière dans un consortium sélectionné en. C est l Université Mentouri de Constantine. Mobilité relevant de l'action 1 Chaque année, les étudiants du monde entier peuvent postuler pour des bourses Erasmus Mundus pour Masters et Doctorats. Au cours des di sélections annuelles jusqu'en 2013, un total de 50 étudiants algériens ont été sélectionnés. Les Masters Erasmus Mundus (EMMC) peuvent également inviter des spécialistes pour enseigner ou des chercheurs au sein des EMMC. Jusqu'à présent, 16 EMMC chercheurs de l'algérie ont pris part au programme. Quatre sélections annuelles ont été faites pour les doctorants. Seule la dernière (2013) comprenait un ressortissant algérien. Bureau National Tempus 1

Les trois projets agréés en 2007, 2008 et 2009 sont clos. 12 projets sont toujours en cours. Les années 2012 et 2013 comptent 4 projets chacune ce qui prouvent l intérêt grandissant qu accorde les universités algériennes au programme Erasmus Mundus. IMAGEEN 2007 321 v 6.000.000 * Mobilités prévues Quinze partenariats impliquant les institutions Algériennes ont été organisés depuis 2007 à 2013. 15 institutions algériennes font partie des consortia que partenaires dans les sept sélections annuelles à ce jour (Action 2) et leur contribution effective est prouvée par le nombre de projets (15) tel que le montre l Annee 2. Un partenaire eterne fait partie du consortium du projet BATTUTA. II.2. Partenariats des projets Sous l'action 2, les partenariats Erasmus Mundus réunissent les établissements d'enseignement supérieur de l'europe d'une part, et d autre part ceu d'une région particulière dans le monde. Ensemble, les partenariats gèrent les flu de mobilité entre les deu régions pour une gamme de niveau universitaires - Licence, Master, Doctorat, Postdoctorat et pour le Personnel Académique. Trois pays du Maghreb - Algérie, Maroc et Tunisie sont sélectionnés comme une région (lot géographique 1) sous partenariats Erasmus Mundus et fenêtres de coopération etérieure depuis la sélection 2007. Pour les sélections 2007-2010, un partenariat par an a été choisi, coordonné dans chaque cas en 2007 par l'université de Nice Sophia Antipolis et, depuis 2008, par l'université de Montpellier (AVERROES). Averroès a été sélectionné pour la 4 eme fois en. A partir de l'appel à propositions de 2012, l'algérie a été regroupée dans un lot régional plus vaste qui comprend également l'egypte, le Maroc, la Tunisie et la Libye. L appel à propositions 2012 a sélectionné quatre partenariats et a l intention de financer au moins 700 bourses de mobilité. Les partenariats coordonnés par l'université de Grenade (Al-Idrisi) ainsi que par l université britannique Cardiff Metropolitan University (EU-METALLIC II) ont été sélectionnés 2 fois Les partenariats ont été tenus d'inclure au moins cinq établissements d'enseignement supérieur d'au moins trois de ces cinq pays. Les partenariats ont été récompensés avec des points de sélection supplémentaires si elles comprenaient les cinq pays. II.2.1. Contribution des Institutions Algériennes au partenariats 15 institutions universitaires sont actives dans les partenariats des projets Erasmus Mundus alors que 10 d entre elles activent comme associées dans d autres projets. Au total 25 institutions sont associées. UN seul partenaire eterne (Chambre de Commerce et d Industrie du Dahra, Mostaganem) participe comme partenaire eterne à part entière dans le projet BATTUTA et comme Associé dans le projet EU-METALLIC II. Les partenaires eternes sont aussi présents comme associés. 4 autres partenaires eternes participent au différents projets L Université de Bejaia est en tête de liste avec 7 projets suivie de l Université de Constantine avec 5 projets (Tableau 3). Les universités de Mostaganem, USTO Oran, Boumerdès, USTO Oran et Alger 1 sont présentes dans 3 partenariats chacune. Mobilité des ressortissants Algériens vers les établissements d'enseignement supérieur Européens Les partenariats sélectionnés au titre de l'appel à propositions 2012 ont commencé la sélection des étudiants et du personnel à partir de septembre 2012. Un certain nombre de partenariats sélectionnés en peut également toujours être ouvert pour les étudiants ou le personnel algérien et à participer pour la mobilité sous l'action 2. Les partenariats sélectionnés au cours des années 2007-2012 ont organisé ou envisagent d'organiser la mobilité pour les nombres suivants de ressortissants algériens (* chiffres pour 2010, et 2012 représentent la mobilité prévue les partenariats) dans le Tableau 4. Mobilité des ressortissants Européens vers les établissements d'enseignement supérieur Algériens La mobilité des étudiants Européens dans le cadre des partenariats n est pas aussi importante que celle des étudiants Algériens comme le montre le Tableau 5. 18 étudiants Européens seulement ont été accueillis par les universités algériennes alors que 600 ressortissants Algériens (rapport 3/100). Le rapport du personnel et post doctorant est meilleur et s élève à 7 pour 100. Cinq universités algériennes ont accueilli ces étudiants. Ce Bureau National Tempus 6

Action 1- Programmes conjoints Erasmus Mundus (Masters et Doctorats conjoints) Parmi les 4 projets soumis dans la région du voisinage sud, figure une université Algérienne (Université de Constantine) avec un projet (EDAMUS Sustainable Management of Food Quality ) soumis en. La mobilité relevant de l Action 1 est estimée à 67 relativement faible comparée à l Egypte (239), la Tunisie (101) et le Maroc (77). Elle ne représente que 14% du total des mobilités octroyées pour le Voisinage Sud. Mobilités Action 2 Erasmus Mundus Partenariats (e-eternal Cooperation Window) II.4.2.1. Mobilité Sud-Nord La mobilité relative à l Action 2 est égale à 612 durant la période 2007-2013correspondant à un pourcentage de 13% relatif à toute la région du Voisinage Sud relativement faible derrière l Egypte (16%) et le Maroc (14%). Si on considère le Lot 1, ce tau augmente légèrement pour l Algérie (23%) mais reste toujours inferieur à celui de l Egypte (29%) et du Maroc (25%). Le tableau 7 epose les mobilités réalisées par les pays partenaires dans le cadre de l Action 2. Mobilité Nord-Sud Les institutions Algériennes ne sont pas très sollicitées par les étudiants Européens. Le nombre d étudiants (28) ayant choisi l Algérie ne représentent que 7% du nombre total des Bureau National Tempus 8

Le Maroc est la destination la plus prisée aussi bien dans tous les pays du voisinage sud (27%) et dans le Lot 1 (49%) comme le montre le Tableau 8. Action 3 - Projets d'attractivité Erasmus Mundus Cette action du programme finance des projets pour renforcer l'attractivité, le profil, l'image et la visibilité de l'enseignement supérieur européen dans le monde. Action 3 fournit un soutien au activités liées à la dimension internationale de tous les aspects de l'enseignement supérieur tels que la promotion, l'accessibilité, l'assurance qualité, la reconnaissance des crédits, la reconnaissance mutuelle des qualifications, le développement des programmes d'études et la mobilité. Elle vise également la diffusion des résultats et les eemples de bonnes pratiques du programme ainsi que l eploitation de ces résultats au niveau institutionnel et individuel. L Enseignement Supérieur Algérien contribue à cette Action 3 avec 1 projet auquel est associée l Université de Constantine. La Tunisie est associée à 9 projets alors que le Maroc contribue avec 6 projets. La liste complète des projets par pays est donnée dans l Annee 6. Reconnaissance Tous les partenaires ont fait des efforts manifestes pour aller au-delà des eigences minimales de fournir au étudiants une série de documents visant à la reconnaissance des études à l'étranger (contrat d'études, supplément au diplôme et relevé de notes), et de viser la pleine reconnaissance soit des crédits ou du diplôme. Des résultats très positifs proviennent du partenariat AVERROES dans le lot 1 (Maroc, Tunisie et Algérie) où la reconnaissance est garantie à tous les niveau et où 90% des doctorants s inscrivent à un programme de recherche en cotutelle. IV.2. Questions transversales Les questions transversales, notamment la participation des groupes défavorisés, les handicapés et la participation équilibrée des deu sees ont été prises en considération lors de la sélection des partenariats. Des résultats rassurants quant à un programme de mobilité équilibrée des deu sees ont été rencontrés dans les partenariats couvrant toute la région de l'enpi (Instrument Européen de Voisinage et de Partenariat). Il est particulièrement encourageant de noter que les partenariats pour la Palestine, la Jordanie, la Syrie et le Liban ont réussi à atteindre une répartition de bourses équilibrée entre hommes et femmes dans une région qui a été caractérisée par une faible participation des femmes candidates. Les partenariats néanmoins ayant fait face à plusieurs abandons inattendus de femmes candidates ont été signalés pour des raisons culturelles, en particulier dans les pays du Maghreb. IV.3. Lutte contre la fuite des cerveau A ce stade, les mesures mises en place pour éviter tout risque de fuite des cerveau sont adéquates et encourageantes dans la plupart des partenariats. Un très bon eemple est fourni par les partenariats AVERROES: les étudiants sont invités à maintenir des liens avec leur université d'origine, ils reçoivent du soutien pour trouver un emploi et une étroite coopération est encouragée avec les partenaires du programme PACEIM (Programme d'aide à la Création d'entreprises Innovantes en Méditerranée). IV.4. Groupes vulnérables Des partenariats ont mis en place des mesures visant à surmonter les obstacles potentiels à atteindre les groupes vulnérables (Target Group III), provoqués par des situations politiques/sociales souvent fragiles et instables dans la région. Toutes les bourses TGIII ont été octroyées en Lots 3B et 4 respectivement en Palestine, Jordanie, Syrie et au Liban. IV.5. Pérennité La pérennité est souvent abordée à travers la mise en place d'accords bilatérau académiques entre l'ue et les partenaires des pays tiers, ainsi que l'investissement des synergies eistantes en participant à un autre programme comme TEMPUS. Dans certains cas, les ministres de l'éducation locau ont été consultés et mis au courant de l'intérêt que la coopération et l'échange d'étudiants avec les universités de l'ue apporteraient à leur propre pays. The overall aim of this proposal is coherent with the priorities of EMA2. The Arab Spring has made it clear that young people are asking for more and better opportunities to study and work; to move about the world; and to learn and to create new knowledge and enterprises. HE mobility is a key policy area as MENA nations address the need for a strong skills base to underpin the economic and social development of the region s disparate economies. The consortium has set clear objectives which will contribute to the mutual enrichment of the third country and EU HE teaching and learning capacity. The consortium is unique in its selection of Associate partners which include the Ministries of Education and Chambers of Commerce who will help in identifying TG 2 students. There is also a strong determination to promote the TG3 students using Scholars at Risk and a Moroccan NGO which specialises in these matters. The project will establish a renewed institution-based mobility and cooperation network among 19 North African and EU partner universities and 6 associate universities supported by 3 associate institutions and the Ministries of Higher Education in the region. It will allow 288 undergraduate, master and doctoral students, post-doctoral fellows and academic and administrative staff to gain valuable eperience, knowledge and contacts abroad. Some students will even return to their home countries holding a relevant master or doctoral degree. The project focuses strongly on regional needs and the development of specific and relevant areas. It will provide improved education and training opportunities for vulnerable groups and socio-economically disadvantaged students and promote equal access to higher education for students from less developed areas. The project will - set up an sustainable mobility and cooperation network focusing on regional needs- promote the forthcoming EU educational programme and help to prepare the partner and associate universities for increased mobility flows- train a pool of 288 men and women- provide improved education and training opportunities for vulnerable groups and socio-economically disadvantaged students and scholars- promote equal access to higher education for students and scholars from less developed areas- foster the teaching and research capacity at the partner universitiespromote mutual understanding and enhanced political, cultural, educational and economic linkage between the European Union and North Africa- transfer knowledge, knowhow and eperience among the partners- set up, promote and support international cooperation cells in research, teaching and administration- promote common areas of higher education and eplore opportunities for the development of joint degree programmes and co-supervision of doctoral candidates- set up an alumni network- detect and benefit from synergies with partner projects. UNetBA will enable and organize mobility of 234 Maghreb nationals (Undergraduate, Master, Doctorate, post-doc and staff) to EU universities and 20 European Post doctorates and Staff to universities. Each of the 13 Maghreb partner-universities will send to EU partner-universities undergraduate, masters, doctoral and post-doctoral students and staff members academic/administrative. This mobility will have significant impact on the capacity of the Maghreb partner universities. The main instruments of the project will be that knowledge of students and teachers gained in European universities will be distributed at home universities to enhance the results of the project. Mobility under the UNetBA project is open to all fields of study, yet subject areas within the Business and Administration fields will be encouraged. Hence, the objective of the UNetBA project is the strengthening the potential of education system in all fields of studies, with an emphasis on business, management, tourism and enterprises - provision of the modern education techniques, best world practices and wide range of specific literature within the selected field. The Battuta project is built around a consortium of 20 institutions (9 in Europe, 11 in Maghreb). This project aims to build ties between institutions on both shores of Mediterranean. It will organize the implementation of more than 200 mobilities during 48 months. These mobilities concern students: all levels and all fields of study and staff: academic and administrative. The purpose of Battuta project is to reinforce eisting cooperation between many EU institutions en TC institutions. It also aims to empower low or no-eperienced universities in Maghreb such as to strengthen their capacities in managing international projects. AL FIHRI programme aims to contribute to the development of human resources and the international cooperation capacity of Higher Education Institutions by putting forward a mobility scheme of 203 people and by: - Aligning its strategy to the eisting initiatives towards interregional harmonization of the Higher Education System in North Africa. - Supporting gender, social and regional equality. - Enhancing qualitative development and changes in training quality and tracks. - Fostering the development of sustainable academic networks at the regional, consortium and bilateral level. - Promoting the academic staff training and scientific researchers - Improving competitiveness and entrepreneurship. - Implying institutional leaders with the aim of developing cooperation into the overall institutional internationalisation strategy. - To better adapt the institutions from Lot 1 countries to contribute to national development needs and to respond to globalization challenges. - To better integrate the Third-Country universities within the Euro-Mediterranean area. - To contribute to the mutual enrichment of societies by developing the qualifications of the three target groups at all levels. The mobility plan in this action was designed with the aim of deploying the horizontal principles of the European Union for economic & social development in Third-Countries through the cooperation in higher education, research & innovation and around the thematic area Greent IT for the benefit of Civil Society. The proposal promotes European HEI as centres of ecellence in learning & research around Green IT and drives this ecellence to North Africa countries in order to contribute to their better governance & social cohesion but also to connect Arab countries to the global economy. To detect and benefit from synergies with partner projects The project objective is to contribute to the challenges proposed in the TCs plans of development and National Indicative Plans (focused in the development of the technological and the industrial world) as well as to meet the needs and constraints resulting from the geographical proimity of the countries involved (environmental, political and social shared problems). Academically speaking the project aims at the promotion of joint degrees between the TC and the EU institutions and to the emergence of innovative degrees in the TC institutions.
