It has been a very exciting year for CGA-NB. Strategic Plan Members were invited to a strategic planning session on January 12 th in Miramichi. Those who could not attend were able to participate through the completion of a survey. We were pleased with the level of participation and the feedback that was received. The result was a new three-year strategic plan that was approved by the Board. Our 2008-2011 Strategic Plan Let s Speak Out identifies three key priorities that the Association will focus on over the next three years: raising the public s awareness of the CGA brand; growing the Association s membership; and developing and promoting professional development opportunities. CGA New Brunswick Governance A Governance Committee, chaired by our past-president Francine Jean, FCGA was established. After an extensive review of how CGA-NB is governed, the Board accepted a number of recommendations that will serve to enhance the overall governance of our Association. Volunteers and Staff There is a tremendous amount of work required to ensure that CGA New Brunswick continues to operate as an independent self-regulating professional association. The Association would not continue to thrive without the collective efforts of our volunteers and staff. We would like to acknowledge the CGA NB Board of Governors and its committees, our Chapter Presidents and their Boards, our Conference Committees, our Exam Coordinators, Luc Page, Paula Godbout and all of the volunteers who work to ensure that CGA New Brunswick continues to move forward. Thank-you! Nous sommes heureux de présenter le rapport annuel 2007-2008 de l Association des comptables généraux accrédités du Nouveau-Brunswick. L exercice 2007-2008 a été une année très intéressante pour CGA-NB. Plan stratégique Les membres ont été invités à une séance de planification stratégique le 12 janvier à Miramichi. Les membres qui n ont pas pu y assister ont pu participer à l exercice de planification en répondant à un questionnaire. La participation et les réactions recueillies ont été très satisfaisantes. Le tout a donné lieu à un nouveau plan stratégique triennal qui a été approuvé par le Conseil d administration. Notre plan stratégique 2008-2011 intitulé Faisons-nous entendre définit trois grandes priorités sur lesquelles l Association s attardera au cours des trois prochaines années, soit : mieux faire connaître au public le titre de CGA; augmenter le nombre de membres de l Association; élargir et promouvoir les possibilités de perfectionnement professionnel. Gouvernance de CGA Nouveau-Brunswick Nous avons créé un Comité sur la gouvernance dont la présidence a été confiée à notre présidente sortante Francine Jean, FCGA. Après avoir attentivement étudié le fonctionnement de notre Association, le Conseil d administration a accepté plusieurs recommandations qui permettront d améliorer la gouvernance générale de CGA-NB. Bénévoles et personnel Il faut beaucoup de travail pour permettre à CGA Nouveau- Brunswick de fonctionner en tant qu association professionnelle autoréglementée. L Association ne pourrait pas continuer à se développer sans les efforts collectifs de nos bénévoles et de notre personnel. Nous tenons à remercier notre Conseil d administration et ses comités, les présidents et les conseils d administration des sections, les comités du congrès, les coordonnateurs des examens, Luc Page, Paula Godbout et tous les bénévoles qui contribuent au progrès de CGA Nouveau-Brunswick. Annual Report Rapport annuel 2007-2008 Page 3 Marketing The 2007-2008 Marketing Plan reflected the Association s Strategic Goals. Our focus was two fold: trying to attract more students to the CGA program of studies and trying to improve the visibility of the CGA designation. The intention is to increase the number of CGAs in the province in an environment with a significant number of retiring members and fewer students available. Over the course of the past year, we have visited numerous post secondary educational institutions and many high schools. In many cases, a CGA member from the local community has attended these sessions with students, teachers, instructors, professors and administrators. Our efforts have seen results as the number of new students increased from 76 to 105. To improve the visibility of the CGA designation within the business community we have partnered with large businesses and continue to meet annually with our MLAs to discuss items of mutual interest and to show the breadth depth and value of the CGA designation. We have taken advantage of all national advertising and promotions that align with our growth and visibility strategies. We have worked co-operatively with CGA NS on topics and strategies of mutual interest and have cost shared on some initiatives. The Accounting for my future DVD project which was developed to attract interest from high school students has had another successful year. All three accounting organizations are happy with the process, the results, the feedback and the co-operative spirit that has been behind this. Again this year, five ipods were given away to 5 lucky students as part of our Accounting for my future contest. This past year, four new partners were recruited for the Partners in Employment Program. We continued placing ads in several publications including the Atlantic Business Magazine and the Top 50 CEOs issue. As well, we continued to sponsor Chamber of Commerce events. These marketing & advertising initiatives will increase the visibility of the Association and will benefit our Association as we try to increase our membership in this competitive environment. Nous avons essayé, d une part, de recruter des étudiants pour le programme d études de CGA et, d autre part, d étendre la renommée du titre de CGA. Nous souhaitons augmenter le nombre de CGA dans la province, et ce malgré que de nombreux membres prendront leur retraite et que le nombre d étudiants CGA diminue. Souvent, un CGA de l endroit assistait à la séance à laquelle étaient conviés étudiants, enseignants et administrateurs. Nos efforts ont porté fruit, car le nombre de nouveaux étudiants est passé 76 à 105. Pour mieux faire connaître le titre de CGA dans le monde des affaires, nous avons créé des partenariats avec de grandes entreprises et nous continuons de rencontrer des membres de l Assemblée législative pour discuter de sujets d intérêt commun et pour mettre en lumière la portée et la valeur du titre de CGA. Nous avons profité de toutes les possibilités de publicité nationale qui étaient en harmonie avec nos stratégies de croissance et d amélioration de notre renommée. Nous avons coopéré avec CGA-NS sur certaines questions et stratégies d intérêt commun et partagé les coûts de certaines initiatives. Le DVD La comptabilité pour mon avenir, qui vise à susciter l intérêt des élèves du secondaire, a connu une autre belle année. Les trois associations de comptables sont heureuses de la démarche du projet, des résultats, des réactions reçues et de l esprit de coopération qui soustend le projet. Cette année encore, cinq ipod ont été offerts à cinq élèves chanceux qui ont participé au concours La comptabilité pour mon avenir. Dans la dernière année, quatre nouveaux partenaires ont adhéré au programme Partenaires en emploi. Nous avons continué à mettre des annonces dans plusieurs publications, notamment le numéro du Atlantic Business Magazine qui mettait en vedette les 50 meilleurs PDG. Nous avons aussi continué à commanditer des activités des chambres de commerce. Ces mesures de marketing et de publicité augmenteront la renommée de notre Association et faciliteront notre tâche d augmenter le nombre de nos membres dans un contexte très concurrentiel. The Past President award was granted to Francine Jean, FCGA. We were thrilled to have Laurie Neathway and Jody Middleton, co-chairing the Public Practitioners Advisory Council. CGA-NB maintains an open door policy to work with the Public Practitioners to achieve advances in administrative policy relevant to the knowledge, training, and functions that are unique to Public Practice. A member and student survey was conducted electronically using Survey Monkey in October 2007 to all members and students with active email addresses. This information was summarized and used as key data in the formulation of a revised Strategic Plan for 2008-2011. The clear messages drawn from the survey results are that our members and students would like our chapter mandates to change their focus from PD offering to enhancing the image of CGA in the local communities, providing a mechanism for networking, and providing a mentorship base that will continue to grow our student enrollment. I feel the incorporation of a humaninterest biographical story into each of the CGA-NB newsletter issues assisted in promoting CGA within our own membership by highlighting the extraordinary lives that our members lead on a daily basis. We truly are proud to be associated with such exceptional colleagues. The promotion of the new CGA-Canada webinar professional development offerings to our membership via email saw great results. We are happy to know that our members have embraced these new technology offerings. The most exciting update is with respect to Mentorship. CGA-NB will be launching a revised mentorship program for the fall of 2008 with training to be offered during our conference. Thanks to all of those members and students who continue to volunteer to make our Association the best. Trisha Fournier-Hoyt, CGA, Chair Services aux membres et aux étudiants Dans la dernière année, le Comité a travaillé à l amélioration des relations et a offert du soutien à nos experts-comptables, à nos étudiants et à nos membres en général, tout en faisant mieux connaître notre Association au public. Nous sommes heureux que Laurie Neathway et Jody Middleton aient accepté de coprésider le Comité consultatif sur l expertise comptable. CGA-NB suit une politique de porte ouverte dans son travail avec les experts-comptables pour faire progresser les politiques administratives pertinentes à leurs connaissances, à leur formation et à leurs fonctions particulières. En octobre 2007, à l aide du logiciel SurveyMonkey, nous avons mené un sondage auprès de tous nos membres et étudiants qui avaient une adresse de courriel active. Les données recueillies, une fois résumées, ont servi à la révision du plan stratégique 2008-2011. Il ressort clairement du sondage que nos membres et nos étudiants souhaitent que les sections délaissent un peu le perfectionnement professionnel pour mettre l accent plutôt sur l amélioration de l image des CGA dans les localités, sur le réseautage et sur la création d un bassin de mentors pour faciliter le recrutement d étudiants. À mon avis, l ajout d une rubrique de nature biographique dans chaque numéro du bulletin de CGA-NB a aidé à promouvoir le titre de CGA parmi nos membres en mettant en vedette des membres qui vivent une vie extraordinaire au quotidien. Nous pouvons réellement être fiers d avoir des collègues aussi exceptionnels. La promotion des nouveaux webinaires de CGA-Canada par courriel auprès de nos membres a donné d excellents résultats. Nous sommes heureux de voir que nos membres font bon accueil à ces nouveaux outils technologiques. La plus heureuse nouvelle a trait au mentorat. En effet, CGA-NB lancera un programme de mentorat révisé à l automne 2008. Une formation sera d ailleurs offerte à ce sujet à notre congrès. Annual Report Rapport annuel 2007-2008 Public Affairs - Affaires publiques The annual Conference seems to get bigger and better each year with the Moncton Chapter playing host this past year. Congratulations to the organizing committee on a job well-done. The highlight of the Conference for many people was the Saturday night gala. We saw 24 students welcomed into the CGA NB fold in front of proud family members, fellow CGAs and invited guests. In keeping with previous conferences, the Chapter Presidents were hosted in a working luncheon session. Significant feedback was provided on the mentorship program, marketing initiatives and professional development activities. As a result of recommendations of the Governance Committee, significant changes will be made to the committee structures that should result in greater inclusion and participation at the grassroots level. Let s Speak Out CGA NB. National Professional Standards Nationally, CGA Canada has been very busy on a number of fronts, including changes to our Code of Ethical Principles and Rules of Conduct as well as discussions of developments in the accounting profession. One of the highlights for the year, both nationally and provincially, was a two-day seminar in International Financial Reporting Standards sponsored by CGA Canada and the ACCAs. Four sessions were held across the country and Moncton was chosen as one of these cities thanks to the support provided by CGA NB and the New Brunswick Securities Commission. À cette occasion, CGA-NB a accueilli dans ses rangs 24 étudiants devant des membres de leur famille remplis de fierté, d autres CGA et des personnes invitées. Des échanges très valables ont eu lieu sur le programme de mentorat, les initiatives de marketing et les activités de perfectionnement professionnel. À la suite de recommandations du Comité sur la gouvernance, d importants changements seront faits à la structure des comités qui devraient permettre une inclusion et une participation accrues de la base. Faisons-nous entendre CGA-NB! Normes professionnelles nationale Au niveau national, CGA-Canada a été très occupée sur de nombreux fronts. Elle a notamment apporté des changements au Code des principes d éthique et règles de conduite et tenu des discussions sur l évolution de la profession de comptable. L atelier de deux jours sur les normes internationales d information financière organisé par CGA-Canada et l ACCA a été un des faits saillants de l année, tant au niveau national que provincial. Cet atelier a été offert à quatre endroits au pays, notamment à Moncton grâce au soutien de CGA-NB et de la Commission des valeurs mobilières du Nouveau-Brunswick. Not only was it the year to celebrate the 100 th Year of the CGA designation in Canada but it was a year that saw CGAC recognized for two awards Top 100 employers in Canada and top 40 employers in BC. The year began with the membership accepting the new two tier Governance Model at the Annual General Meeting. The new model will go into action October 2008. A new Affiliation Agreement was signed to recognize the new governance structure and a significant change was made to the Annex that will see CGAC begin to be active in the advertising arena to establish a national brand for the CGA designation. CGAC purchased a new building located in Burnaby, B.C. to house its head office. Moving from leased office space into our own new building demonstrates the maturity of our association and will be a legacy for our members well into the future. On the international front CGAC and the affiliates followed up on the ACCA Mutual Recognition Agreement (MRA) with yet another MRA this time with CPA Australia. These two Mutual Recognition Agreements continue to increase CGA s visibility and importance on the international scene as well as giving mobility opportunities to our members and to those from other countries who plan on moving to Canada. CGAC secured a contract to produce and develop the Quality Control Guide for the International Federation of Accountants (IFAC); a significant achievement. And finally CGAC is a leader in research having completed 3 significant papers this year. 1) Fading Productivity: Canada s Declining Productivity Growth. 2) Where Does the Money Go; The Increased Reliance on Debt and Consumption and 3) The Federal Surplus; Surprise or Strategy. D une part, nous avons célébré le centenaire du titre de CGA au Canada et, d autre part, CGA- Canada a été nommée parmi les 100 meilleurs employeurs au Canada et les 40 meilleurs employeurs en C.-B. Le début de l année a été marqué par l adoption d un nouveau modèle de gouvernance à deux volets lors de notre assemblée générale annuelle. Le nouveau modèle sera mis en place en octobre 2008. Une nouvelle entente d affiliation a été conclue pour reconnaître la nouvelle structure de gouvernance, et son annexe a été modifiée de façon importante pour permettre à CGA-Canada de faire de la publicité pour créer une image de marque nationale pour le titre de CGA. CGA-Canada a acheté un nouvel immeuble à Burnaby, en C.-B., pour abriter son siège social. Le fait de quitter des locaux loués pour nous installer dans notre propre immeuble témoigne de la maturité de notre Association. Cette nouvelle acquisition sera un héritage pour nos membres pendant de nombreuses années. Sur la scène internationale, CGA-Canada et ses organismes affiliés ont donné suite à l entente de reconnaissance mutuelle conclue avec l ACCA et ont conclu une entente semblable avec CPA Australia. Ces deux ententes de reconnaissance mutuelle ont permis d étendre la renommée et l importance des CGA à l échelle internationale et ouvrent des portes à nos membres, ainsi qu aux CGA d autres pays qui veulent s établir au Canada. CGA-Canada a décroché un contrat pour élaborer et produire le guide du contrôle de la qualité de la Fédération internationale des comptables, ce qui est une grande réalisation. Pour terminer, je souligne que CGA- Canada, qui est aussi un chef de file en recherche, a produit trois importants rapports de recherche cette année qui s intitulent 1) Productivité en déclin : Comprendre le défi qui se pose au Canada; 2) Où va l'argent? Significant Accounting Policy a) Amortization of Capital Assets Amortization of equipment and software is calculated using the straightline method at the rate of 20% per year. b) Use of estimates The presentation of financial statements in accordance with Canadian generally accepted accounting principles requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosures of contingencies at the date of the financial statements and the reported amounts of revenues and expenses during the period. Actual results could differ from those estimates. c) Financial Instruments Short-term financial instruments are classified as held for trading. Held for trading financial assets or liabilities are reported at fair value at each balance sheet date, and any change in fair value is recognized in revenues and expenses in the period during which the change occurs. Long term investments are classified as available for sale. They are reported at fair value at each balance sheet date, and any change in fair value is recognized in the Statement of change in net assets. 2. National Assessment The assessment from the Certified General Accountants' Association of Canada for the current financial year was $245 per member ($245 per member for the 2006/2007 year). 4. Scholarship Trust Fund The Association established a charitable trust fund to provide scholarships to students graduating from New Brunswick universities and community colleges. 5. CGASS Agreement Under an agreement with CGA Student Services Maritime Region Inc., CGA-NB has transferred its authority to CGASS to provide education programs to its students. Operating surpluses are the property of the member provinces. The following schedule details the changes in CGA-NB's portion of CGASS's Equity as reported in CGASS's June 30, 2007 and 2006 audited financial statements. These amounts are NOT included in CGA-NB's Members' Equity in these financial statements. Accord conclu avec SECGA Un accord conclu avec Services aux étudiants CGA Région Maritimes Inc. accorde à cette dernière les pouvoirs de CGA-NB visant la formation de ses étudiants. SECGA a accumulé des excédents d'exploitation qui appartiennent aux associations provinciales membres. Le tableau suivant présente la modification de la quote-part de CGA-NB de l'avoir de SECGA tel qu'il a été déclaré dans les états financiers vérifiés de SECGA en date du 30 juin 2007 et 2006.
