RESPONSABLE DE PROGRAMMES DESCRIPTION DU POSTE ET PROFIL RECHERCHE United Way France recherche un/une responsable des programmes pour son développement en France. La mission : Le/la responsable de programmes est garant de la qualité des actions d impact social de United Way en France. A ce titre, il/elle gère l ensemble des programmes de United Way, développe de nouveaux programmes, en assure la mise en place et le bon déroulement, selon les objectifs définis par la direction de United Way avec les partenaires. A ce titre, la personne recrutée gèrera plus particulièrement : Conception et coordination Définir et proposer avec l équipe United Way, de nouveaux programmes d impact à destination des jeunes, pour la réussite à l école, en adéquation avec les engagements sociétaux des entreprises partenaires Recherche et animation d un réseau d associations locales, gestion des relations avec tous les acteurs Créer, organiser, participer des événements dans le cadre des programmes et pour favoriser l interactivité entre les parties prenantes Evaluation Concevoir le modèle d évaluation dès la conception du programme Intégrer les bons outils d évaluation dès l implantation du programme et le reporting régulier Sensibiliser les parties prenantes à l intérêt de la mesure d impact Analyser les données et rédiger les rapports d évaluation Et aussi : Finance et budget : s assurer de la cohérence entre le programme et les finances engagées, gérer les budgets de programmes et calendriers, assurer la transparence des dépenses. Communication et visibilité : représentation locale sur les différents sites d implantation des programmes, partage et documentation de son travail pour les besoins de communication et de visibilité de la structure (participe à la rédaction de supports, web, brochures, communiqués etc.) Expérience / compétences / qualités recherchées : Minimum 3/5 ans d expérience professionnelle en entreprise ou dans une structure internationale, afin d être opérationnel immédiatement (de préférence dans l un des secteurs suivants : développement, management de programmes en France ou à l international, relation clients, marketing-communication, ou fundraising stratégique ) Expérience du développement de programmes (de la conception à la réalisation Compétences dans la mise en place d outils d évaluation et de mesure Diplôme de l enseignement supérieur en adéquation avec la mission Excellentes capacités informatiques (suite Microsoft notamment Powerpoint, Internet ) Compétences rédactionnelles Excellente capacités relationnelles pour interagir avec différents publics Capacité à prendre des initiatives et à évoluer anglais écrit et parlé (bilinguisme un plus) autonomie, organisation, réactivité, adaptabilité, esprit d équipe, créativité sensibilité aux enjeux sociétaux, expérience du bénévolat Conditions : Disponibilité : immédiate Poste à temps partiel, (3/4 jours par semaine) Lieu : Paris et déplacements en France principalement Rémunération et statut : à discuter Envoyer CV + lettre motivation. PROGRAM MANAGER Strong experience in programme development and documented skills in formulation of programme/project proposal as well as budgets and reports. Overall the HoP is responsible for ensuring that the programme is well designed, donor compliant and respect DRC accountability principles OVERALL OBJECTIVE The Head of Programme (HoP) has overall responsibility for the implementation and the development of the DRC Iraq programme under the supervision of the Country Director (CD). The HoP will be the direct manager of relevant Project Managers. BACKGROUND DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven programme offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, opt and a Regional Office in Amman, Jordan. The Danish Refugee Council (DRC) started working in Iraq in 2003 and is currently operating a programme in the whole country, involving around 160 national staff and 10 internationals staff. The Iraq programme has developed over the last years from a programme focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Shelters, Education/WASH and Capacity Building. DUTIES Programme Delivery The HoP provides leadership in the design and delivery of DRC Iraq programme. The HoP is responsible for the quality of programme delivery. S/he supports the development of in country expertise in each sector as well as supporting the agenda for capacity building of national staff. Overall the HoP is responsible for ensuring that the programme is well designed, donor compliant and respect DRC accountability principles (HAP). Safety and Security The HoP will ensure that all staff members are compliant with safety and security regulations provided by DRC. S/he will ensure that staff will contribute with necessary support to the Safety and Security Advisor. Proposal Writing & Reporting Lead proposal writing processes from a programme perspective and coordinate with other departments (e.g, Operation, Safety and Finance and Administration). Ensure that all internal and external reports are provided in a timely fashion in collaboration with relevant staff. Monitoring & Evaluation Support the development of an appropriate M&E structure and ensure that programme management tools and systems are relevant. Develop internal mechanisms for institutional learning and memory. Improve the quality of services provided, through supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of DRC and other best practice guidelines. Finance & Administration Ensure that budgets are designed in accordance with needs. Ensure that expenditures are planned and properly managed. Manage DRC Programme staff and ensure that all staff members have relevant work plans, job
descriptions and that performance reviews take place. Ensure that DRC management principles are disseminated and adequately applied. Representation Attend meetings in coordination with the CD; with Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation as required. Media/PR/Visibility Support the CD in the development of communication materials, including project and programme brochures, case studies as well as press releases. QUALIFICATIONS Minimum 7 years of experience Overseas (including 2 years at Senior management level) in complex emergencies, preferably with refugees and/or IDPs Relevant university degree (Master or Post graduate), preferably in international relations and/or development, political science or management. Strong experience in programme development and documented skills in formulation of programme/project proposal as well as budgets and reports. Ability to use Logical Framework Approach as a tool in programme/project design and follow up. Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of beneficiaries, pursuing values of internationally recognised and universal character in a, post-conflict context with a strong respect of local culture and tradition Experience of strategic programming and planning, field implementation, monitoring and implementation.
