The RIS3 horizontal measures The horizontal measures are used to identify the opportunities which are projects that have a real impact on the regional economy. Usefulness and challenges of the indicators in the RIS3 RIS3 involves designing the public action from evidence. New Focus on Results: What do you want to change? Identification of indicators : a long and iterative process The greatest difficulty lies not in the fact of finding indicators, but in finding the good ones and in remaining in the spirit of the intervention logic. Centre 2013 8 juillet 2015 14
Monitoring process Regional Innovation agency is in charge of following the indicators of the action plans. Monitoring each year to adapt the RIS3 As for our actual SRI, the pilots of measures will introduce the progress of each measure, as well as the indicators of realization and short result terms (if possible). The progress will be validated and debated by the Regional Innovation Strategy Committee and will be presented during the Regional Innovation Conference (5 th November). Centre 2013 8 juillet 2015 15
Some lessons from our experience Change management and involvement of the actors needed in the design of a policy of innovation, but also in its implementation... and in its monitoring and evaluation. Key role of the pilotes and in facilitating the process of entrepreneurial discovery, Importance of the link with the field to develop appropriate policy mix, and of strong relations between governance actors for coherent policy mix. Our advance by the early detection of the concept of 'smart specialisation' allow us to animate the entrepreneurial discovery, meet the players in the field and experience some of our hypothesis.
