Director s Message The Institute s first year of activity, 2002 3, was devoted mainly to establishing its infrastructure and organization, so it was 2003 4 before regular activities really began in the areas of research, dissemination of knowledge, and making representations before political and community stakeholders. Hiring two researchers, one in the field of public administration and policy and the other in community development, enabled us to respond to several requests for research and to begin a number of other research projects that are already bearing fruit. We also hired a research coordinator specializing in the health of francophones, made possible by a contribution from the Consortium national de formation en santé (CNFS), which will enable us to create synergies in this area of research. Discussions with the Quebec Community Groups Network Research will allow us to further develop research activities on the anglophone minority in Quebec. Through our numerous representation activities, the Institute has become better known among political and community stakeholders concerned with linguistic minorities. A young institute such as ours has to work doubly hard in its early years to win a place on the research scene. In this respect, the Institute is counting on its strategy of developing and leading, within the limits of its capacity, a network of research associates who can create research projects in partnership. The role of the Institute is to serve as an information exchange for research opportunities and needs and to facilitate the networking and sharing of resources in order to better ensure the development of research on linguistic minorities. Its goal is to become the nexus for research on linguistic minorities in Canada. Rodrigue Landry The Institute is determined to play a strategic role not just in the field of research but also in the transfer of knowledge to those responsible for public policies and government programs dealing with minority official language communities. We must remember, however, that in the long term, the Institute s credibility and reputation will depend on the excellence of its research. Activities in 2003 4 Research Activities The CIRLM undertook several research projects, some in partnership with other research centres and community organizations. Seven projects were carried out on exogamy, education, and the language of service on the Internet. Two noteworthy achievements Prix France-Acadie 2003: Rodrigue Landry and Serge Rousselle, Éducation et droits collectifs, Au-delà de l article 23 de la Charte (Moncton: Les Éditions de la francophonie, 2003). It has been mentioned several times in the media. A socio-community marketing project is planned so that the study can lead to concrete action. Seven other projects on education, governance and social capital, public policy, the vitality of minority communities, identity, mobility, and urbanization are presently under way involving university and community partners. In addition, four projects are being developed in the areas of education, health, economic development, and youth. Hiring a research coordinator in the field of health indicates a major development in this sector of research. The designation of champions in the areas of economics and education also hints at major developments in these sectors. Dissemination of Knowledge Despite its youth, the Institute s activities have already led to numerous publications. Two books, seven reports, ten scientific articles, and two sets of conference proceedings have been or will be published this year. Also, the CIRLM has organized five conferences as well as produced fifteen scientific briefs and presentations and twenty briefs to community or government agencies. Members of the network are kept informed of the Institute s research opportunities and activities through a mailing list. As well, several partnerships have been established with research and community bodies. Landry, R. List of research partners Fédération de la jeunesse canadiennefrançaise. It shares resources with the Institute and has planned applications for research grants on youth. Two researchers from this organization work out of the Institute s facilities. Interdisciplinary Research Center on Citizenship and Minorities (CIRCEM), University of Ottawa. It has partnered in four projects that are either finished or under way. Commission nationale des parents francophones. One study was carried out and other projects are planned. It has presented and disseminated the study Libérer le potentiel caché de l exogamie. Centre de recherche et de développement en éducation (CRDE), Université de Moncton. It has participated in an analysis of research for the Council of Ministers of Education, Canada, the Canadian Teachers Federation, the Commission nationale des parents francophones, the Fédération des conseils scolaires francophones and the CIRLM study Action Plan for Offi cial Languages. Canadian Teachers Federation (CTF). It has produced one survey and two publications. Fédération nationale des conseils scolaires francophones. A needs analysis is under way. Fédération canadienne pour l alphabétisation en français and the Canadian Language and Literacy Research Network. A three-way partnership has been organized to carry out three literature searches on several themes related to literacy. Canadian Public Health Association. It has planned a Canadian conference on literacy and health for October 2004. Atlantic Metropolis. Discussions are under way to set up a partnership. Missisquoi Institute. It no longer exists, but partnership projects were discussed and should be carried out under a new structure. Consortium national de formation en santé. The CIRLM s director sits on the Comité conjoint de recherche (with the Société santé en français). It shared in the hiring of a research coordinator on health. Centre de recherche en linguistique appliquée. It proposed a research project. Other partners will be approached. Institut des initiatives stratégiques en recherche et en développement. A formal partnership agreement has been signed. It shares information and cooperates in the development of joint projects. Centre de leadership en éducation. A protocol to establish a partnership agreement is under discussion. Quebec Community Groups Network Research (QCGNR). It has a seat on the steering committee and is helping to define a research agenda. Annual Report, 2003 2004 9

Directory The CIRLM has created a directory of researchers specializing in linguistic minorities. It is accessible on-line (www.umoncton.ca/icrml). The directory will be augmented by new registrations, which can now be done directly on the Web site. In partnership with the Consortium national de formation en santé (CNFS), the CIRLM has begun work on a directory of researchers specializing in the health of francophone minorities in Canada. Administrative Activities Hiring The CIRLM hired two researchers in 2003: one is interested in public administration and policy, the other in community development. These researchers are already engaged in several research projects. Daniel Bourgeois, Public administration and policy Éric Forgues, Community development The CIRLM has also hired a research coordinator focusing on the health of francophone minorities, thanks to a partnership between the CIRLM and the CNFS. Francine Desbiens will be the link allowing us to organize researchers around strategic areas of health research. Documents Annual Report, 2003 2004. The CIRLM produced a research policy, the final version of which was adopted by its board in November 2003. A business plan for 2004 5 to 2006 7 was also designed to direct the CIRLM s activities and development over the next three years. An activity report covering the period from June to November 2003 was produced in November 2003 for the CIRLM s board. The CIRLM produced a brochure introducing the Institute. Representation and Visibility Representation The CIRLM participated in various activities to represent and position itself in the field of research. On thirty occasions we represented the CIRLM, promoting research and the dissemination of knowledge on minority official language populations in Canada, before the federal and provincial governments, research councils and bodies, university institutions, and national and provincial community organizations. Web site A Web site was created to introduce the Institute, its activities, and partners. It serves as a networking tool for researchers concerned with questions relating to linguistic minorities. The directory can be found on the Web site. A newsletter is sent regularly to members of the directory and to partners to keep them informed about the Institute s activities. The Institute presents success stories from minority communities. Media Interviews were conducted by Radio-Canada (Moncton, Sudbury, Ottawa, Halifax), the CBC (Moncton, Fredericton), Rogers Television, TFO, L Acadie Nouvelle, and the Telegraph Journal about the book Éducation et droits collectifs (written in collaboration with Serge Rousselle, winner of the Prix France-Acadie 2003) and the study Libérer le potentiel caché de l exogamie. There was also an interview with the CBC concerning the federal Conservative party s linguistic policy. As well, there were several press releases and articles in the written and audio-visual media about the CIRLM s research activities. As well, the CIRLM approached three journals about forming partnerships to publish the CIRLM s work. An agreement will be signed in 2004 5. Annual Report, 2003 2004 11
