Déclaration internationale de la société civile Le développement doit passer avant la facilitation du commerce à l OMC Mise à jour le 30 Juillet 2014 Chers ministres du commerce et ambassadeurs à l OMC, Nous vous écrivons pour exhorter les membres de l OMC à conditionner l entrée en vigueur de l accord sur la facilitation du commerce (AFC) à la conclusion et la réalisation du mandat de développement des négociations de Doha. En tant que membres de 259* organisations de la société civile et les syndicats de plus de 150 pays du Nord et Sud globaux, nous plaidons depuis longtemps pour un cadre commercial global durable et socialement juste. Depuis la création de l OMC, les pays en développement ont fait des propositions positives pour améliorer les règles du système commercial global en faveur du développement. Malheureusement, depuis le lancement du cycle de Doha, nous assistons aux tentatives, souvent couronnées de succès, des pays développés d éliminer des propositions prodéveloppement essentielles, présentées par des pays en développement et des pays les moins avancés (PMA), au profit de demandes d accès au marché qui bénéficient aux entreprises exportatrices et importatrices des pays développés. Les résultats de la 9ème conférence ministérielle de l OMC à Bali étaient tout aussi déséquilibrés. Les questions urgentes pour les pays en développement, comme la proposition du G33 de permettre aux pays en développement d investir dans la sécurité alimentaire, ont été mises de côté et les propositions des PMA ont été acceptées seulement comme «bonnes intentions». Par contre, l agenda des pays développés, reflétée dans l accord sur la facilitation du commerce (AFC), a été adopté avec des règles contraignantes qui ont des conséquences importantes en termes de régulation, de capital et de coûts et qui pourraient détourner des ressources limitées de besoins de développement prioritaire, tels que la santé, l éducation et les investissements dans les infrastructures domestiques dans les PMA et les pays en développement. En même temps, il y a eu un manque d engagements contraignants de la part des pays développés en termes de contributions financières concrètes, additionnelles et à long terme, pour soutenir la mise en œuvre de cet accord, bien que cela ait été promis dès le lancement des négociations sur la facilitation du commerce. Ainsi, s il entre en vigueur comme accord isolé, indépendamment des autres questions importantes pour les pays en développement et les PMA, l AFC déséquilibrera encore plus les règles commerciales de l OMC en faveur des pays développés et de leurs multinationales. Les pays en développement et les membres PMA de l OMC ont raison de demander que l AFC n entre en vigueur qu après la réalisation de l engagement unique dans le cas du programme de travail de Doha et notamment de son mandat de développement. Il faut se rappeler que les pays en développement n ont accepté de lancer le cycle de Doha qu à condition que le développement soit au centre du mandat. Ce serait inconscient que les demandes de libéralisation des pays développés constituent une «moisson précoce» aux dépends de la conclusion de règles contraignantes sur la sécurité alimentaire, les questions des PMA et d autres propositions urgentes pro-développement qui requièrent l attention pleine et immédiate des membres de l OMC.
Les pays en développement et les PMA ont fait des propositions concrètes sur le mandat de développement, y compris les questions de mise en œuvre, le renforcement et l opérationnalisation du traitement spécial et différencié (TSD) et l agriculture et c est à ces questions qu il faut donner de nouveau la priorité dans l agenda. En particulier, les règles agricoles doivent être changées pour garantir aux pays en développement l espace politique nécessaire pour investir dans une augmentation de la production agricole, notamment chez les petits paysans, pour atteindre la sécurité alimentaire. Beaucoup de ces propositions sont semblables à celles émises par la société civile pour transformer le régime commercial actuel et qui sont détaillées dans la déclaration sur le changement de cap signée par des centaines d organisation qui travaillent dans le réseau Notre monde n est pas à vendre (OWINFS). Nous exhortons donc les membres de l OMC à conditionner l entrée en vigueur de l AFC à la conclusion et la réalisation du mandat de développement et aux négociations ultérieures nécessaires pour transformer le régime commercial global. De plus, nous avons été très déçus par l attitude pressante du nouveau directeur général de l OMC, Roberto Azevêdo, dans ses interventions sur l AFC, notamment son discours devant le Comité sur les négociations commerciales du 25 juin 2014. Nous exhortons vivement les membres de l OMC à assurer un fonctionnement adéquat du secrétariat de l OMC pour respecter la caractéristique de cette organisation, qui devrait être «pilotée par les membres.» * La version originale envoyé le 18 Juillet inclus 156 signataires.
