Report of the Midland Accessibility Advisory Committee Meeting held Monday, March 3, 2014, at 1:00 p.m. in the Municipal Office Council Chambers. Present: Regrets: R. Mable (Chair), C. Boucher, T. Stadt, E. Appleton Councillor G. Canning F. Moreau Also Present: S. Berriault, Director of Public Works R. Dalziel, Manager of Maintenance Operations R. Ignas, Transportation Supervisor, Community Reach K. Desroches, Deputy Clerk/Senior Executive Assistant 1. Call to Order R. Mable called the meeting to order at 1:10 p.m. 2. Declarations of Pecuniary Interest No declarations were made at this time. 3. Review of Report The Committee reviewed the report of the meeting held February 3, 2014. It was then, Moved by E. Appleton Seconded by C. Boucher THAT the Minutes of the Midland Accessibility Advisory Committee meeting held February 3, 2014, be adopted as printed and circulated. CARRIED.

4. Public Meeting Re. Multi-Year Plan and Progress Report R. Mable called the meeting to order and advised that the purpose of the meeting was to receive feedback from the public on the Town of Midland s Multi-Year Accessibility Plan, most particularly the Transportation Component, as well as the Town of Midland s 2013 Annual Progress Report. R. Mable further noted that the public meeting was being held in accordance with section 41 of Integrated Accessibility Standards Regulation 191/11. K. Desroches confirmed that notice of the meeting was posted on the Town s website, internal and external notice boards, and in the February 6, 2014, Town page. No written comments were received regarding the Town s Multi-Year Plan and Progress Report. As there was no one from the public present, R. Mable invited members of the Midland Accessibility Advisory Committee to comment. T. Stadt raised concern for the safety of individuals crossing William Street to attend the bus stop near Javelin Co-operative Homes. S. Berriault noted that the Town s conventional transit bus route has been altered and is now dropping off and picking up passengers at the driveway to Javelin Co-operative Homes, as well as the Real Canadian Superstore. These minor changes to the north and south bus routes are being done on a three month trial basis which commenced on March 1, 2014. R. Mable raised concern for the safety of pedestrians being dropped off at the bus shelter located in the Walmart parking lot. S. Berriault advised that the shelter was placed in its current location to ensure equal proximity to the other stores and businesses. Also, there were traffic and safety concerns associated with driving to the front doors of the Walmart Store. Additionally, the timing schedule would be impacted. C. Boucher questioned why the Town would purchase fully accessible buses for its conventional transit service yet not pick up passengers in wheelchairs. S. Berriault noted that picking up passengers in wheelchairs would cause significant scheduling delays and that the specialized transit service was established to accommodate people with wheelchairs. R. Ignas noted that the specialized transit service is very efficient and available on demand for residents. C. Boucher commented on the Town s Standards for Barrier Free Design of Municipal Facilities and suggested it be revamped to only include those specifications that are not contained within the Building Code. As no further comments were brought forward, the public meeting was declared closed. 5. Customer Feedback Form The Committee reviewed a draft Customer Feedback Form. The Committee expressed support of the form as presented. K. Desroches advised that copies of the Customer Feedback Form would be available to the public at all municipal facilities, on the conventional and specialized transit buses, and on the Town s website. The Committee recommended that the form be placed on the website in a format that allows for completion of the form electronically and directed K. Desroches to investigate feasibility of same. 6. Site Plan Application Highway 12 Commercial Development Real Capital Partners The Committee reviewed a report dated February 24, 2014, from Planning and Building Services, regarding an amendment to the Site Plan to permit six (6) commercial buildings and associated parking, a stormwater management pond, and public road dedication. The Committee expressed no concerns and supported the plan as presented. 7. Yonge and King Street Intersection K. Desroches advised that the Committee s recommendations to Council proposing that the Accessible Pedestrian Signal be extended at the intersection to allow additional crossing time for pedestrians, the installation of additional signage to alert drivers to be cautious of pedestrian traffic, and the repainting of pedestrian crossing lines using a ladder or zebra crossing style to increase their visibility, was supported by Council at their February 18, 2014, Council meeting. 8. New Website K. Desroches advised that L. Symmes, GIS/IT Manager, will be making a presentation to the Committee at the April 7, 2014, meeting. K. Desroches encouraged Committee members to access the site and provide feedback. 9. Next Meeting Monday, April 7, 2014, at 1:00 p.m. in the Council Chambers. 10. INTER-OFFICE MEMORANDUM To: Technical Review Committee From: Planning and Building Services Department Subject: Site Plan Control Approval SPA-04-11 and Zoning By-law Amendment ZBA-11-11- 520 Hugel Avenue (Hugel Lofts Inc.) Date: March 10, 2014 The Town received two applications in October 2011 submitted by Axiis Architects on behalf of the owner Hugel Lofts Inc. for the property at 520 Hugel Avenue. The two applications were for Site Plan Control Approval (File No. SPA-04-11) and a Zoning Bylaw Amendment application to remove the Holding H Symbol (File No. ZBA-11-11). Council supported the approval of both applications in November of 2011, subject to minor revisions. In late 2013, Quantum Engineering prepared revised drawings which have been submitted for approval to the Town. The updated Site Plan does not include the revisions as requested in 2011 and based on the Planning and Building Services Department review includes the following three minor changes: 1) Reconfiguration of the barrier free access ramp to provide access to and from the front of the building and the rear parking area. 2) The garbage enclosure has been relocated to the east side of the building adjacent to Borsa Lane. 3) Removal of any landscaping features. Subject Property The property is legally described as Lot 1 and Part of Lot 2, and Part of a 14 foot lane on the north side of Hardres Street (now known as Hugel Avenue), Registered Plan 306, in the Town of Midland. The property has 26.0 metres of frontage onto Hugel Avenue, 48.0 metres in length for an area of 0.12 hectares. Currently located on the property is a two storey building which is the former site of the Midland YMCA. In the basement of the building is an existing commercial business (billiards hall). Background The property was subject to a rezoning in 2009 to permit residential uses on the ground floor of the existing building and to permit the residential floor area on the second to exceed the floor area of the ground floor commercial uses. The zoning amendment was approved by passage of By-law 2009-58. The Site Plan application and Removal of the Holding H Symbol application was reactivated in 2011 with minor changes to the drawings and once again reactivated in late 2013. The Site Plan submitted with the applications indicates that all the main floor of the building will be used for commercial uses.

2 The Site Plan illustrates the following: Three (3) commercial units having a total Gross Floor Area (GFA) of 672 square metres (2 storey units in Unit A and B). Nine (9) residential units having a GFA of 667 square metres (1 and 2 bedroom units,4-2 storey units 2-5 inclusive). 9 parking spaces. Accessibility ramp on the west side of the building to the sidewalk and to rear parking area. Outdoor Garbage enclosure. Demolition of a 1 storey garage at the rear of the building. Landscaping including sod, tree and shrub plantings at the front of the building. Submitted with the application are the following sets of drawings: o Site Plan The property is zoned Downtown Core Commercial Exception Zone - DC-F2-3. Within that zone, there are no requirements for the provision of parking for the residential component of the buildings. The Holding H Symbol cannot be removed until the required development agreements (Site Plan) have been completed. Full sized drawings and technical reports are attached to this Memo for the following Departments: Public Works/Engineering Fire Department Please review the application and the attached material. The Application will be reviewed and discussed at the MARCH 18, 2014 Staff TECHNICAL REVIEW COMMITTEE and we ask that you bring this report and all drawings and reports to the meeting. Please snow be gone! At last September s SCAN now SMART- meeting that we told the group that we had received a small grant from United Way from which we are now in the process of developing two distinctively different training/informational sessions. One is focused on business, helping them to understand that there are economic benefits from being accessible, it complies with the provincial laws and is simply the right thing to do. Before the tourism season starts would be a good time. The other is focused on mature adults and seniors and discusses the need to consider making changes to their homes that allow them to live within their homes longer. Several municipality AAC s expressed interest last Sept in having us partner and do these sessions during National Access Awareness Week and they have now booked Tuesday, May 27 th and Wednesday, May 28 th. Before we offer these to other municipalities, I wondered if the Town of Midland would be interested. We d need your support re a location and with making suggestions on how to engage the public advising them of the event etc. But no cost! Do you think there d be interest? Just a thought! Give it some thought and let me know. If NAAW is not a good week, we are available to do these public sessions is April June 2014 and September 2014 March 2015. Update from the Second Independent AODA Reviewer, Dean Mayo Moran of the University of Toronto Faculty of Law The second Independent Review of the Accessibility for Ontarians with Disabilities Act is well underway, and I welcome your comments and thoughts regarding Ontario s progress in achieving the accessibility goals set out in the legislation. Dean Mayo Moran Update from the Accessibility Standards Advisory Council/Standards Development Committee The Accessibility for Ontarians with Disabilities Act (AODA) requires the review of each accessibility standard five years after it becomes law to determine whether the standard is working as intended and to allow for adjustments to be made as required. 2

In 2013, the Accessibility Standards Advisory Council/Standard Development Committee (ASAC/SDC) began the review of the Accessible Customer Service Standard, the first accessibility standard to be made into regulation under the AODA. Based on its review, the Standards Development Committee has developed its initial proposed changes to the Customer Service Standard and is now seeking public comments prior to finalizing its recommendations to government. Public feedback will be accepted from March 3, 2014 to April 16, 2014. Please visit ontario.ca/accesson starting March 3 for information on the committee s initial proposed changes, and how to provide your feedback. The ASAC/SDC would greatly appreciate your participation in the public feedback process and thanks you in advance for contributing towards improving accessibility in the province of Ontario. Mise au point du Comité d élaboration des normes du Conseil consultatif des normes d accessibilité Conformément à la Loi sur l accessibilité pour les personnes handicapées de l Ontario (LAPHO), chaque norme d accessibilité doit être révisée cinq ans après son entrée en vigueur afin que l on détermine si elle produit les effets escomptés, et que l on apporte les corrections nécessaires au besoin. En 2013, le Comité d élaboration des normes du Conseil consultatif des normes d accessibilité (CEN- CCNA) a commencé l examen de la Norme d accessibilité pour les services à la clientèle, soit le premier règlement sur les normes d accessibilité pris en application de la LAPHO. À la suite de cet examen, le CEN a proposé des changements à apporter à la Norme; il souhaite maintenant connaître l avis du public avant de transmettre ses recommandations définitives au gouvernement. Vous pourrez lui faire connaître votre opinion à ce sujet du 3 mars au 16 avril 2014.
