5 Permafrost in France Report n 1 Foreword In a context of changing climate, the cryosphere has gained a high symbolic value as a visible sign of climate warming, as a valuable indicator of smoothed temperature trends, and last but not least, as a vanishing heritage of our beautiful mountainworld and of arctic deserts. If glaciers have been observed and measured for more than a century, the interest in permafrost is much more recent. The first continuous permafrost monitoring operations in the Alps were initiated in Switzerland some thirty years ago and extended monitoring networks have developed for only ten years. In France, periglacial research has a long tradition in the Arctic, and several detailed regional studies developed in the Alps too in the 1980 s, but no monitoring series have been continued. Except one: the surface displacement measurements on the Laurichard rock glacier have been regularly performed since 1983, making it one of the longest available displacement records in the Alps. Beside this, France has been almost totally absent from the alpine permafrost research, as well as in the European PACE network. This first report Permafrost in France represents thus an important milestone in the French mountain permafrost research. It results from the research efforts developed since 2002 mainly by two teams and their associated partners. But it is also the first achievement of the PermaFRANCE network, the French network for long term monitoring of permafrost and frost related phenomena, a research network created this year. Hopefully, this report will be the first of a long series of permafrost monitoring reports. The PermaFRANCE network represents the French contribution to the Alpine network PermaNET and to the worldwide GTN-P, the Global Terrestrial Network for Permafrost. That is the reason why the English language has been chosen. The aim of this report is not only to provide French users, but also alpine and global databases and the international scientific community with data on the effects of climate change. The objective of the PermaFRANCE network will be in the future to monitor not only permafrost, but also seasonal frost and frost/thaw cycles, in order to account for the whole range of frost related phenomena. For this first report, however, choices had to be made. This report focuses on monitoring of surface temperatures and of surface dynamics in permafrost areas, and it presents the whole available time series. The first map of permafrost distribution for the French Alps is reproduced too, but it will be published in detail elsewhere. Results from other methods, such as geophysical investiga- 1

6 PermaFrance Network tions or boreholes, and for lower periglacial belts, will be presented in further reports. In spite of its name Permafrost in France, this report focuses on the Alps. Permafrost is locally present in the Pyrenees too, but no instrumented site is available yet. Considering the whole French territory, permafrost may also be present in some Austral territories, but these are definitely too remote places! Maybe one day... The monitoring efforts summarized in this report would not have been possible without financial support. The main funding came from the Interreg Alcotra and Alpine Space programs and from the Fondation MAIF and the Region Rhône-Alpes. Other essential contributions have been two phd fundings, the addition of many small contributions from universities, research labs, and the active support of partners hosting some monitoring sites, namely the Ecrins and Vanoise National Parks and some ski resorts. 7 Permafrost in France Report n 1 Préface Dans un contexte de changement climatique, la cryosphère a acquis une haute valeur symbolique en tant que signe visible du réchauffement climatique, comme indicateur lissé des tendances d évolution des températures, et, dernier mais non des moindres, en tant qu héritage menacé de la beauté de nos montagnes et des déserts arctiques. Si les glaciers sont observés et mesurés depuis plus d un siècle, l intérêt pour le permafrost est beaucoup plus récent. Les premières opérations de mesures continues du permafrost dans les Alpes ont été initiées en Suisse il y a une trentaine d années, et des réseaux coordonnés de suivi ne se développent que depuis dix ans. En France, il existe une longue tradition de recherche périglaciaire en Arctique. Dans les Alpes, plusieurs études régionales fouillées ont été menées également dans les années , mais aucune série d observation n a été poursuivie. Sauf une : les mesures de déplacement de surface du glacier rocheux de Laurichard ont été régulièrement répétées depuis 1979, ce qui en fait l une des plus longues séries des Alpes. A cette exception près, la France a été presque totalement absente de la recherche sur le permafrost alpin, de même que du réseau européen PACE. Ce premier rapport Permafrost in France est donc à marquer d une pierre blanche. Il résulte d un important effort de recherche mené depuis 2002, principalement par deux équipes et leurs partenaires associés. C est aussi la première réalisation du réseau PermaFRANCE, le réseau français d observation à long terme du permafrost et des phénomènes associés au gel, une réseau de recherche formellement créé cette année. Nous espérons que ce rapport sera le premier d une longue série de comptes-rendus d observation du permafrost. Le réseau PermaFRANCE représente la contribution française au réseau alpin PermaNET ainsi qu au réseau mondial GTN-P, le Global Terrestrial Network for Permafrost. C est la raison pour laquelle la langue première de ce rapport est l anglais. Son objectif est non seulement de fournir des informations aux milieux concernés de France, mais aussi de pourvoir les bases de données alpines et mondiales et la communauté scientifique internationale en données sur les effets du changement climatique. L objectif du réseau PermaFRANCE est l observation et le suivi non seulement du permafrost, mais à terme aussi du gel saisonnier et des cycles gel/dégel, de façon à appréhender l ensemble des processus liés au gel. Pour ce premier rapport, des choix ont toutefois dû être faits. Ce rapport est 3

8 PermaFrance Network donc centré sur le suivi des températures de surface et sur celui des dynamiques de surface en zones de permafrost, et il présente l ensemble des séries temporelles disponibles. La première carte de distribution potentielle du permafrost dans les Alpes françaises y est également reproduite. Elle sera publiée en détail ailleurs. Les résultats d autres méthodes, telles que la géophysique ou les données de forages, ainsi que pour les étages périglaciaires inférieurs, feront l objet de rapports ultérieurs. Bien qu intitulé Permafrost in France, ce rapport se limite aux Alpes. Du permafrost est présent aussi localement dans les Pyrénées, mais aucun site n y est instrumenté à ce jour. Si l on prend en compte la totalité du territoire français, le permafrost est susceptible d être présent également dans certains territoires des TAAF, mais leur éloignement est rédhibitoire! Peut-être qu un jour Les opérations de suivi résumées dans ce rapport n auraient pas été possibles sans soutiens financiers et institutionnels. 11 Permafrost in France Report n 1 1 The PermaFRANCE network A French long term monitoring network of permafrost and frost related processes, named PermaFRANCE, has been set up informally since 2007 and officialized in It represents the French contribution to the Alpine wide PermaNET network, and to the Global Terrestrial Network on Permafrost (GTN-P). 1.1 Objectives The PermaFRANCE network will not only focus on permafrost, but also on all frost related phenomena at different altitudinal levels, including both thermal monitoring and process observation and monitoring: continuous and discontinuous permafrost in rock walls : - thermal monitoring is mainly performed at the Aiguille du Midi (Mont Blanc massif) and includes rock surface temperature (RST) and temperature profiles in medium depth boreholes (10 m) ; - inventorying and observation of rockfall activity in high mountain rock walls : this action concerns the whole Mont Blanc area and is based on a historical inventory and on an observation of current activity based on a network of observers and contributors ; discontinuous permafrost in surficial deposits and flat bedrock : - thermal monitoring is performed on five rock glacier sites and includes ground surface temperature (GST) and annual BTS campaigns on some sites. Two medium depth boreholes (15 m) have been made in 2009 on one site, and equipped for thermal profile monitoring. A deep borehole (100 m) will be made in summer 2010 at 45 N latitude ; - geophysical monitoring is performed on 4 sites : repeated vertical electrical soundings have been performed on some sites for 20 years, and have been complemented since 2007 by electrical resistivity tomography (ERT) and refraction seismic ; - surficial displacements of rock glaciers : surficial displacements are measured either by classical geodesy or by DGPS on 6 rock glaciers ; sporadic permafrost at middle altitudes : - an inventory of cold scree slopes and biological investigations on soil and tree growth (dendrogeomorphology) have already been achieved ; - a thermal monitoring should be initiated on selected sites in 2010 ; 7

12 PermaFrance Network seasonal frost and frost/thaw cycles at middle and low altitudes (infra-periglacial belt) : - the effect of frost/thaw cycles on rock weathering has been monitored on various lithologies for several years ; - a network of seasonal frost monitoring sites (frost occurrence and frost depth) at different altitudes is not yet implemented, but is in discussion. The objective is to gain a complete view of frost related phenomena, of their distribution over altitude, and of their evolution at different altitudinal levels. It is actually expected that some phenomena will migrate to higher altitudes and evolve accordingly, in intensity and frequency. 1.2 Structure and partners The network has the structure of a GIS (Groupement d Intérêt Scientifique) named PermaFRANCE. The PermaFRANCE network is mainly supported by three research laboratories: PACTE (UMR 5194)/Institut de Géographie Alpine, at the Université de Grenoble; EDYTEM (UMR 5204) at the Université de Savoie; PRODIG (UMR 8586) at the Université Paris 7. Several other partners (labs, private companies, individuals, institutions) will be progressively associated. Financial support is provided by several research projects: the PERMAdataROCK project (Interreg Alcotra, ) provided financing for the initiation of permafrost investigations in rockfaces in the Mont Blanc area; the project Risques induits par la dégradation du permafrost (Fondation MAIF, ) supports the geophysical investigations and the monitoring of rock glaciers; the PermaNET project (European Territorial Cooperation Alpine Space, ) provides support for both monitoring in rockfaces and on rock glaciers, as well as for the building of an alpine network; the project Permafrost et changement climatique (Région Rhône-Alpes, CIBLE 2008) provides additional support for the boreholes. For further financing, the goal is to be recognized as a long term observation service (SOERE), a status that would ensure the financing for several years. 8

13 Permafrost in France Report n Monitoring sites The PermaFRANCE network relies on a set of monitoring sites, chosen in order to match the scientific goals of the network, but also the logistic capacities of the partners: for permafrost in rockfaces, investigations are concentrated in the Mont Blanc massif; for permafrost in surficial deposits, investigations are made on several sites distributed over the northern and southern French Alps. Ideally, the network should be designed in order to appraise the North-South as well as the continentality gradients; for cold scree slopes, the investigations will focus on the most representative sites at different altitudes. Every site is placed under the responsability of one PermaFRANCE partner, who is in charge of the maintenance, the data retrieval, interpretation and storage. Table 1 is a recapitulative list of the monitoring sites. 9

15 Permafrost in France Report n 1 1 Le réseau PermaFRANCE Un réseau français d observation à long terme du permafrost et des phénomènes liés au gel, appelé PermaFRANCE, a été constitué informellement depuis 2007, et officialisé en Il représente la contribution française au réseau alpin PermaNET et au réseau mondial GTN-P (Global Terrestrial Network for Permafrost). 1.1 Objectifs Le réseau PermaFRANCE vise le suivi non seulement du permafrost, mais de tous les phénomènes liés au gel à différents niveaux d altitude, et inclut tant le suivi de l évolution thermique que l observation et le suivi des processus: permafrost continu et discontinu en parois rocheuses : - le suivi thermique est mené principalement à l Aiguille du Midi et sur divers sites du massif du Mont Blanc. Il inclut la mesure de la température de surface de la roche (RST) et des profils de température dans des forages de moyenne profondeur (10 m) ; - recensement et documentation des écroulements dans les parois rocheuses d altitude : cette action concerne l ensemble du massif du Mont Blanc. Elle se base sur un inventaire historique ainsi que sur une observation de l activité actuelle grâce à un réseau d observateurs et de contributeurs ; permafrost discontinu en formations superficielles et sur surfaces rocheuses planes : - un suivi thermique est mené sur cinq sites de glaciers rocheux. Il inclut la mesure de la température de surface du sol (GST) et des campagnes de cartographie annuelle BTS sur certains sites. Deux forages de moyenne profondeur (15 m) on été réalisés en 2009 sur un des sites, et équipés pour la mesure du profil de température. Un forage profond (100 m) est prévu en 2010 à 45 de latitude Nord ; - un monitoring géophysique est réalisé sur quatre sites : des sondages électriques verticaux ont été répétés sur certains sites depuis 20 ans, et ont été complétés depuis 2007 par des tomographies électriques et de la sismique réfraction ; - les déplacements de surface de glaciers rocheux sont mesurés sur sept glaciers rocheux, soit par géodésie classique soit par DGPS ; 11

16 PermaFrance Network permafrost sporadique à moyenne altitude : - un inventaire des éboulis froids, ainsi que des observations biologiques sur l évolution des sols et la croissance des arbres (dendrogéomorphologie) ont déjà été réalisés ; - un suivi thermique devrait être engagé en 2010 sur des sites choisis ; gel saisonnier et cycles gel/dégel à moyenne et basse altitude (étage infrapériglaciaire) : - l effet des cycles gel/dégel sur la météorisation des roches a été suivi sur diverses lithologie pendant quelques années ; - un réseau de sites instrumentés pour le suivi du gel saisonnier (occurrence et profondeur de gel) à différentes altitudes est en projet, mais n a pas encore été mis en œuvre. Le but est d obtenir une vue d ensemble des phénomènes liés au gel, de leur distribution en fonction de l altitude, et de leur évolution à différents niveaux d altitude. Il est en effet vraisemblable que certains phénomènes vont migrer vers des altitudes plus élevées et évoluer en intensité et en fréquence. 1.2 Structure et partenaires du réseau Le réseau sera structuré en un GIS (Groupement d Intérêt Scientifique) nommé PermaFRANCE. Le réseau PermaFRANCE est soutenu principalement par trois laboratoires de recherche : - PACTE (UMR 5194), à l Institut de Géographie Alpine, Université de Grenoble ; - EDYTEM (UMR 5204), à l Université de Savoie ; - PRODIG (UMR 8586), à l Université de Paris 7. Pour assurer le financement à long terme, l objectif est de faire labelliser le réseau PermaFRANCE comme SOERE (Système d Observation et d expérimentation, sur le long terme, pour la Recherche en Environnement). 1.3 Sites instrumentés Le réseau PermaFRANCE s appuie sur un ensemble de sites instrumentés, sélectionnés en fonction des objectifs scientifiques du réseau, mais aussi des moyens logistiques des partenaires : - pour le permafrost en parois rocheuses, les recherches sont concentrées dans le massif du Mont Blanc ; - pour le permafrost en formations superficielles, les recherches sont menées sur plusieurs sites répartis dans les Alpes du Nord et les Alpes du Sud françaises. Idéalement, le réseau devrait à terme permettre d appréhender les gradients Nord-Sud et de continentalité ; - pour les éboulis froids, les recherches se concentreront sur les sites les plus représentatifs à divers niveaux d altitude. Chaque site est sous la responsabilité de l un des partenaires de PermaFRANCE, qui en assure la maintenance, le relevé des données, leur interprétation et leur archivage. Le tableau 1 donne une liste récapitulative des sites instrumentés. 13

18 PermaFrance Network 2 Distribution of mountain permafrost in France 2.1 [ m. asl.] supra-glacial rockfaces The permafrost in supra-glacial rockfaces is mainly present in the massives of Mont Blanc, Vanoise and Ecrins. The occurrence of that type of spatially continuous permafrost is mainly attested by the presence of hanging glaciers and steep snowy covered rockwalls. The distribution of permafrost in rockfaces can be estimated using surface energy balance models that predict the mean rock surface temperature as it has been attempted in the Mont Blanc massif. 2.2 [ m. asl.] debris accumulations The permafrost in debris accumulations (essentially scree slopes and moraines) is widely present in the Alps, especially where glaciers are reduced or absent. The main geomorphological evidence of the occurrence of that type of permafrost is the presence of rock glaciers, which are defined as a mixture of debris and ice that slowly deforms along the slope and displays a typical morphology (figure 1). 14 figure 1 : the rock glacier complex of the Route Valley (Hautes-Alpes). 19 Permafrost in France Report n 1 A statistico-empirical model has been developed in order to assess the potential distribution of that type of permafrost. The model is based on rock glacier inventories and uses two parameters derived from DEM (Digital Elevation Model) to assess the presence/absence of permafrost (Bodin et al., 2008): the two micro-climatic control parameters are the direct incoming potential solar radiation (calculated with the Solar Analyst module of ArcGIS) and the altitude, used as proxy for the MAAT. Both parameters are derived from the 50 m DEM of the French topographical survey IGN (BD ALTI); the model is calibrated on the rock glacier inventory of the Combeynot massif (at 45 N., under average climatic conditions for the French Alps) : value pairs of radiation and altitude have been extracted for rock glacier roots and fronts; two linear regressions have been defined, one for the roots and one for the fronts of the rock glaciers, and generalized to the entire French Alps, as threshold values of permafrost presence/absence; glaciers have been masked with Corine Land Cover data; the distribution map has been validated with the rock glacier inventories of the Vanoise and Mercantour massives. The potential permafrost area in the French Alps, according to this modelling, represents ca 1300 km² (after substraction of glacier areas, figure 1). 2.3 [ m. asl.] infra-periglacial scree slopes Permafrost can be found at low altitude, in spots where the local conditions lead to an overcooling of the ground. Observations of that type of sporadic permafrost have been made in many karst caves or cold scree slopes. 15

21 Permafrost in France Report n 1 2 Distribution du pergélisol de montagne en France 2.1 [ m] Parois rocheuses supra-glaciaires Le permafrost en parois rocheuses supra-glaciaires est surtout présent dans les massifs du Mont Blanc, de la Vanoise et des Ecrins. La présence de ce type de permafrost continu est attestée principalement par la présence de glaciers suspendus et de pentes glacées raides. La distribution du permafrost de paroi peut être estimée en utilisant un modèle de bilan d énergie de surface, qui calcule les températures annuelles moyennes à la surface de la roche. Une modélisation de ce type a été réalisée sur le massif du Mont Blanc. 2.2 [ m] Formations superficielles Le permafrost dans les formations superficielles (éboulis et moraines principalement) est largement présent dans les Alpes, surtout dans les régions où les glaciers sont de taille réduite ou absents. La principale manifestation géomorphologique de la présence de ce type de permafrost est le développement de glaciers rocheux, qui sont constitués d un mélange de débris rocheux et de glace affecté d un fluage lent vers l aval et présentant une morphologie de surface typique (figure 1). Un modèle statistico-empirique a été développé pour modéliser la distribution potentielle de ce type de permafrost. Le modèle est basé sur des inventaires de glaciers rocheux et utilise deux paramètres dérivés du relief pour calculer la présence/absence de permafrost (Bodin et al., 2008): les deux paramètres de contrôle micro-climatiques sont la radiation solaire incidente potentielle (calculée à l aide du module Solar Analyst d ArcGIS) et l altitude, utilisée ici comme valeur approchée de la température moyenne annuelle de l air. Les deux paramètres sont dérivés du MNA à 50 m de l IGN (BD ALTI) ; le modèle a été calibré sur l inventaire de glaciers rocheux du massif du Combeynot : des couples de valeurs de radiation et d altitude ont été extraits aux racines et aux fronts des glaciers rocheux actifs; deux régressions linéaires altitude/radiation ont ainsi été définies, une pour les fronts et une pour les racines, et généralisées à l ensemble des Alpes françaises, pour définir les seuils de présence/absence de permafrost ; les glaciers ont été masqués sur la base des données Corine Land Cover ; 17

22 PermaFrance Network la carte de distribution a été validée par comparaison avec l inventaire des glaciers rocheux de la Vanoise et du Mercantour. La surface de permafrost potentielle des Alpes françaises représente, d après le résultat de cette modélisation, environ 1300 km2 (après déduction des surfaces englacées, figure 1). 2.3 [ m] Eboulis de l étage infra-périglaciaire Un permafrost sporadique peut être trouvé à basse altitude, en des endroits où les conditions locales conduisent à un surrefroidissement du sol. C est le cas en particulier dans des éboulis ventilés (ou «éboulis froids») et dans des glacières karstiques. 18

23 Permafrost in France Report n 1 3 Weather and climate The climate controls the mountain permafrost state and evolution on two main temporal scales: on long-term scale (from decade to millennia), the evolution of the surface radiation balance (which can be approximated by the mean atmospheric temperature) influences the possibility for permafrost to develop in a specific altitudinal range, to maintain or to degrade and disappear; on mid-term scale (from seasonal to interannual), the combination between air temperature fluctuations and snow cover thickness and history influences the permafrost thermal state and dynamics. The monthly datasets from 4 mid- and high-altitude meteorological stations, hereafter called reference stations, from the Météo France network (convention between Climathèque de Météo France and Université Joseph Fourier) have been used to determine the main climatic trends between 1961 and 2009 in the French Alps (table 2). Ranging between 1400 and 2300 m asl., the stations are assumed to be representative of a transect (from N 44 to N 46 ) as well as of regional influences like orographic and Mediterranean effects. In addition, the nivo-meteorological conditions of the hydrological years to have been determined using monthly reports of Météo France, annual winter reports from the Centre d'etude de la Neige (Météo France), the previously mentioned datasets from the reference stations, and, when available, datasets from automatic snow thickness stations from the Nivôse network (Météo France). 24 PermaFrance Network 3 Données climatiques et météorologiques Le climat contrôle l état et l évolution du pergélisol de montagne à deux échelles temporelles principales : à long terme (de la décennie au millénaire), l évolution du bilan radiatif à la surface du sol (qui, en simplifiant, peut être approché par la température moyenne de l air) influence les possibilités de développement, de maintien ou de dégradation du pergélisol au sein d une tranche altitudinale donnée ; à moyen terme (de l échelle saisonnière à inter-annuelle), la combinaison des fluctuations de la température de l air et du couvert neigeux (épaisseur et développement au cours de l hiver) constituent les deux principaux contrôles de la température du pergélisol et de sa dynamique (écoulement, bilan volumique). Les données mensuelles de 4 stations météorologiques du réseau Météo France, ci-après désignées stations de référence (acquises grâce à la convention entre la Climathèque de Météo France et l Université Joseph Fourier), situées de moyenne et haute montagne, ont servi à déterminer les principales tendances climatiques entre 1961 et 2009 dans les Alpes françaises (tableau 2). S étalant entre 1400 et 2300 m d altitude, ces stations sont supposées représentatives des conditions le long d un transect latitudinal (de 44 à 46 N) ainsi que des influences régionales, liées par exemple aux effets orographiques ou aux influences méditerranéennes. En complément, les conditions nivo-météorologiques des années hydrologiques à ont été déterminées en utilisant les rapports mensuels de Météo France, les bilans hivernaux du Centre d Etude de la Neige (Météo France), les données mentionnées précédemment, et, lorsqu elles sont disponibles, les données d épaisseur de la neige fournies par les stations automatiques du réseau Nivôse de Météo France.
