3 FINAL IBU OPEN EUROPEAN BIATHLON CUP EDITORIAL Editorial par le président du comité d organisation de la coupe d Europe, Christian PERRET As President of the Organizing committee, Christian PERRET 3 Les organisateurs de la finale de la Coupe d'europe de Biathlon 2007/2008, se félicitent de la tâche qui leur a été confiée par l'international Biathlon Union et se réjouissent à l'idée de recevoir les meilleurs compétiteurs mondiaux d'un sport en plein développement comme le Biathlon. Toute une région de moyenne montagne intégrant le Plateau de Retord, le Valromey et le Plateau d'hauteville, s'est d'emblée mobilisée et a rassemblé ses compétences et ses atouts pour mettre en place ce qui sera l'un des évènements sportifs majeurs de l'année en cours. Le Conseil Général de l'ain a accepté de soutenir largement cette manifestation et constituera notre principal soutien et notre premier partenaire secondé en cela par de nombreuses collectivités locales, des organismes publics et un panel important de représentants du monde social, économique, agricole et touristique, qui ont bien voulu accepter de faire un effort exceptionnel pour permettre la réalisation de ce rassemblement. Depuis de nombreuses années, cette contrée, peu connue du grand public, représente l'un des creusets des Equipes de France de Ski, qu'ils soient compétiteurs ou entraîneurs, et compte dans ses rangs de nombreux médaillés olympiques et champions du monde de Biathlon. Du 12 au 16 MARS 2008, aux Plans d'hotonnes, les représentants des meilleures nations mondiales auront l'occasion de découvrir cette région -pays d'origine de nos champions- jadis mise en valeur par les peuples gallo-romains et aujourd'hui animée par des résidents volontaires et opiniâtres au sein de magnifiques villages aux imposantes maisons de pierres parfaitement intégrées dans le paysage. Le Comité d'organisation, composé exclusivement de bénévoles, passionnés par le sport en général et le Biathlon en particulier, sera heureux de vous accueillir comme il se doit pour 5 jours de liesse et de plaisir et en vous espérant nombreux. The organizers of the final of the 2007 / 2008 IBU open European biathlon cup are pleased with the task the International Biathlon Union has given to them and are looking forward to welcome the world best competitors of a booming sport like biathlon. All a region of mid- mountains including : - Plateau de Retord, Valromey and the Plateau d Hauteville, has immediately mobilized and gathered its expertise and strengths to set up what will be one of the major sporting events for the current year. The Conseil Général de l Ain (General Council of Ain) has accepted to widely support this happening. It will be our principal supporter and our first partner also assisted in this by many local communities, public organizations and a great number of representatives of the world social, economic, agricultural and tourism. All of them have consented to make an exceptional effort to enable the realization of this assembling. Since numerous years, this region little known to the general public, is one of the cradles of skiing teams of France, whether competitors or coaches, and has in its ranks many olympic medal-winners and world champions of biathlon. From 12 to march 16, 2008, at Les Plans d Hotonnes, representatives of the world s best nations will have the opportunity to discover this region the country of origin of our champions one enhanced by gallo-roman peoples and today by voluntary and obstinate residents in magnificent villages with their imposing large stone built houses perfectly integrated into the landscape. The organization committee, composed entirely of volunteers, passionately fond of sport in general and biathlon in particular, will be happy to welcome you as it should be, for five days of overwhelming joy and pleasure and hope to see you very numerous 3

4 Editorial par le maire d'hotonnes, Jean Claude MINET As the Mayor of Hotonnes, Jean Claude MINET 4 La commune d Hotonnes va accueillir au mois de mars une finale de coupe d Europe de Biathlon aux Plans d Hotonnes. Cette compétition sera l occasion de faire connaître notre station à de nombreuses nations qui participent à ce grand événement et je leur souhaite la bienvenue. Je remercie l IUB d avoir donné l agrément à ce magnifique stade que beaucoup nous envient. Les commerçants et les hébergeurs devraient avoir des retombées économiques non négligeables. Je tiens à féliciter les personnes qui ont tout mis en œuvre pour que cette manifestation puisse se réaliser dans de bonnes conditions. Je dis également un grand bravo à tous les bénévoles sans qui cette épreuve n aurait pu voir le jour. Que tous les participants et visiteurs gardent un grand souvenir de ce passage dans notre région ô combien magnifique. The village of Hotonnes will host in March the final of the IBU Open European biathlon cup at Les Plans d Hotonnes. This competition will provide an opportunity to publicize our mountain resort to many nations involved in this great event and I wish them the bienvenue. I thank the International Biathlon Union to have given us its approval for this magnificent stadium that many people envy us. Vendors and lodging-house keepers should have sigificant economic benefits. I want to congratulate those who have made every effort to ensure that this event can be achieved in the best conditions. I say also a great bravo to all the volunteers without whom this event would not have been possible. A cette occasion, les plus grandes nations du ski nordique se retrouveront aux Plans d Hotonnes pour l ultime épreuve de la saison. Principal partenaire du mouvement sportif départemental, le Conseil général de l Ain est heureux de s associer à cet événement et de participer à la promotion d un sport qui compte plusieurs médaillés olympiques dans notre département. 5 Editorial par le président de la Fédération Française de Ski, Alain METHIAZ As President of the French Ski federation, Alain METHIAZ 5 La fédération française de ski développe depuis de très nombreuse années la pratique du biathlon au sein de ses clubs.ce développement et cette promotion, alliés au travail des athlètes et des entraîneurs, ont permis à notre fédération de posséder aujourd hui l une des meilleures équipes de biathlon sur le plan international. La station des Plans d Hotonnes s est engagée activement depuis plusieurs années dans la promotion du biathlon. L attribution par l IBU de l organisation de la finale de la coupe d Europe au mois de mars prochain est une reconnaissance des énormes efforts fournis par tous pour que la France s affirme comme un pays majeur dans l organisation de compétitions internationales. Organiser un tel événement nécessite de rassembler les compétences de tous, bénévoles et professionnels, pour permettre une totale et parfaite réussite. J adresse tous mes encouragements aux organisateurs et aux compétiteurs pour que cette finale, qui saura garder dans un esprit compétitif une véritable dimension humaine, reste gravée dans nos mémoires. Je souhaite la bienvenue et adresse mes encouragements aux biathlètes de toutes les nations qui nous font l honneur de participer à cette finale. During many years, the French Ski Federation has been developing biathlon activity in its clubs. This development and promotion, together with the work of the athletes and trainers has allowed us to have one of the best international biathlon teams. The Plans d Hotonnes resort has been active in the biathlon promotion for several years. The attribution, from the IBU, of the organization of the European Cup final during March next year, is an acknowledgement of the enormous efforts supplied by all in order to let France confirm itself as a major country in the organization of international competitions. Organizing such an event requires gathering competence from all, volunteers and professionals to lead to a complete and perfect success. I adress all my encouragements to the organizators and competitors so that this final, which will be kept in a competitive spirit within a real human dimension, will remain engraved in our memory. I welcome and send my encouragements to the biathletes from all the nations who will honour us in participating in this final. May their efforts be rewarded by contentment and emotion felt by all the competitors after crossing the finishing line. Mot de Sandrine BAILLY, Athlète de haut niveau, marraine de la coupe d'europe As the Europ Cup godmother, Sandrine BAILLY Je m entraîne sur le stade international de biathlon des plans d Hotonnes toute l année et j ai appris avec beaucoup de plaisir l attribution de cette finale en France Grâce au club sportif Valromey Retord, au Groupement d intérêt public du plateau de Retord, au comité de ski du Lyonnais-Pays de l Ain, aux communautés de communes du Valromey et du plateau d Hauteville, au département de l Ain, à la région Rhône Alpes, à nos partenaires ainsi que tous les bénévoles, ce site permet depuis des années d accueillir des compétitions nationales été comme hiver avec une organisation irréprochable. Je suis certaine que cette finale de coupe d Europe sera une réussite. 9 9 A.9 SECURITE DES ARMES Rifles safety rules Dans le stade, les consignes de sécurité sont celles définies par les articles 8.5 à des règles de courses et de compétitions de l I.B.U. A l extérieur du stade et dans les logements ainsi que lors des déplacements, les règles appliquées sont celles imposées par la Fédération Française de ski: 1. La carabine doit toujours être dans sa housse 2. La culasse doit être ouverte 3. Nous vous rappelons que les équipes ne doivent pas quitter leur pays sans les visas de transit nécessaires et les visas pour rentrer en France. Les quantités de chaque médicament doivent être compatibles avec un usage personnel et avec la durée du séjour The importation medicine is subject to an authorization by the French Agency of medical Safety and medical Products (AFSSAPS). The team doctor must raise, in English or in French only, on a official letterhead of the national federation, a request of medicine importation specifying: the name of the event, the date, the doctor s name, the address, fax and phone number, the name of the team, the names of products by category, the chemical composition or the International Common Denomination, the quantity of the different products This declaration must be signed by the team doctor and send before by fax to Organization Committee To import own medicine, the athletes must have doctor s prescription.
