2 Résumé Les réseaux de distribution actuels sont en cours des modifications majeures. Ces changements sont dus à l intégration prochaine des sources de production décentralisée et des stockages dans les réseaux moyenne tension (MT) et basse tension (BT) [1.1]. En effet, l opération et la structure des réseaux de distribution sont adaptées au flux de puissance unidirectionnel, provenant de la connexion au réseau de transport. Avec l insertion des sources décentralisées, les flux de puissance deviennent bidirectionnels, nécessitant la modification des systèmes de protection, des caractéristiques du système, ainsi que du mode de gestion [1.2]. Notamment, la gestion centralisée, bien adaptée à l exploitation radiale et à source unique d énergie, se trouve remise en question vis-à-vis de la gestion et de la coordination des nombreuses unités de production décentralisée. A cela s ajoute inévitablement le contexte du marché d électricité libéralisé. La collecte et le traitement des mesures, la distribution simultanée de consignes et leur coordination deviennent alors extrêmement compliqués. Il en va de même pour la gestion de l information et l élaboration d un modèle de marché intégrant la production des sources décentralisées (y compris stochastiques). La totalité du système doit être gérée en temps réel, tout en garantissant la qualité de l énergie fournie, le haut niveau de protection de l information et les temps de réaction extrêmement réduits. Ceci exigerait une puissance de calcul démesurée et une viabilité extrême des réseaux de communication [1.3]. Les erreurs de mesure, les prévisions erronées et les failles du système de communication pourraient alors avoir des conséquences importantes pour tout le réseau. Dans cette optique, la démarche adoptée dans ce travail est ciblée sur l optimisation de la gestion décentralisée. Le concept d optimisation décentralisé est créé en se basant sur l approche multi-agents. Cette approche permet d intégrer les notions de compétition et de collaboration. Elle est caractérisée par sa robustesse et sa flexibilité, tout en se servant du minimum de données échangées. Le concept élaboré offre une approche de gestion décentralisée dans le contexte de la planification ainsi que de l exploitation temps réel. Il offre aussi une excellente base pour la conception du modèle de marché ciblé sur l intégration et la compétitivité des sources d énergie décentralisée. La méthode propose l optimisation en deux phases: intra-zonale et inter-zonale, basées sur une méthode originale de définition des zones. Le flux d information à gérer se voit ainsi localisé par clusters du réseau incluant de la production décentralisée et du stockage. Ceci offre une partielle autonomie à chaque cluster, la possibilité de l optimisation en parallèle, tout en permettant la coopération entre les différentes zones du réseau ainsi créées. Cette démarche a été appliquée avec succès aux différents problèmes des réseaux de distribution, à savoir : la gestion des unités et le dispatching économique, le contrôle de la tension, ainsi que la reconfiguration suite à un black-out. Toutefois, il apparait, suite à cette recherche, que le degré de décentralisation doit être choisi de manière appropriée afin de continuer à assurer un fonctionnement adéquat du système. 3 Abstract Distribution systems are now fundamentally changing. This is due to the fact that a lot of small size dispersed generation units (DG) are expected to be installed at the distribution level, that is, in the medium voltage (MV) and low voltage (LV) networks [1.1]. The problems arise from the current design features of distribution networks, which were not supposed to include energy sources. At this level, until now, the energy is bought from the wholesale market, transported through a transmission system and delivered to the customers through a distribution system. This primary objective is compatible with the arborescent operational network configuration, the conditions of protection and security assessment design, the wire characteristics, and also the type of customer service. Since the distribution grid is used strictly in openloop mode and has no energy sources, the currents are unidirectional and consequently the top-down centralized management model is the strait-forward choice. With the introduction of dispersed energy resources, the network may need reinforcement and the grid protection schemes should be adapted to bidirectional energy flows [1.1, 1.2]. In this case, the amount of information to be treated centrally would grow considerably [1.3], due to the number of generation equipments inserted into the grid. Large amounts of data would need to be collected, treated simultaneously and provided quickly for further processing. The presence of stochastic energy sources and the reliance on the communication system could compromise the centralized grid operation and the security of supply. In this respect, the decentralized approach is adopted in this study to both energy management planning (day-ahead) and on-line operation. The decentralized energy management system is built using a multi-agent approach. This approach allows for the simultaneous integration of competition and collaboration among the actors. It is characterized by a high flexibility and robustness, while using minimum data exchange. Since generation sources at the MV/LV level are of relatively small capacity, their generation is normally consumed locally. This specificity and the arborescent topology (feeders with laterals) tend to create zones containing some local generation corresponding to local energy needs. The multi-agent approach is thus applied to clusters of active distribution networks at two levels: intrazonal and interzonal, based on an original definition of zones. This framework offers a partial autonomy to each cluster and allows for parallel optimization and for cooperation among several independent entities. The decentralized approach was successfully applied to several distribution network problems, such as: unit commitment and dispatch, voltage profile control and supply restoration after a blackout. It seems however evident from this study that an appropriate centralization degree should be preserved in order to maintain an adequate system operation.
