1 AUTUMN The 12th Assembly of CEC Trondheim, Norway, 25 June 2 July 2003 An Assembly can be judged from many aspects - as many, some might say, as the people who attended; in which case there were something like 800 different 12th Assemblies at Trondheim! Many people have told me how above all they appreciated the setting of Trondheim and the atmosphere of the gathering itself (blessed of course by good weather too). Others have complained about the tedium of business sessions which at times seemed to get bogged down in details of procedure rather than grappling with issues of substance. Tout cela a bien été fait à Trondheim. Le rapport du Comité d examen des directives, notamment, a défini des priorités au long terme ainsi que quelques nouveaux accents pour la réalisation de notre travail à venir - entre autres la décision de poursuivre le processus d intégration avec la Commission des églises auprès des Migrants en Europe (CEME). Tout aussi importante a été l élection du nouveau Comité central dont la moyenne d âge est sans nul doute la plus jeune de toute l histoire de la KEK. Lorsqu une Assemblée met un point d honneur à respecter, dans la mesure du possible, les quotas exigés pour la composition de ses organes directeurs, cela témoigne du fait que l organisation concernée prend son travail au sérieux et croit véritablement en son avenir. Cet aspect prend toute son importance à la lumière de l une des recommandations majeures en matière de directives qui évoque l engagement de la KEK à participer au large débat en cours sur la reconfiguration du mouvement oecuménique en y apportant sa propre contribution créative. Wieder andere meinten, dies alles gehöre zum Spiel bei solchen Versammlungen dazu und sei sowieso bei weitem wettgemacht worden durch die Inspiration der Gottesdienste, seien es die grossen Gottesdienste in der Nidaros Kathedrale oder die täglichen Morgen- und Abendgebete, die sowohl die Einheit wie die Vielfalt des Christenvolkes zeigten. Gemäss unserer Verfassung soll eine KEK-Vollversammlung die Gemeinschaft, sowie die gemeinsame Willensbildung und die Zusammenarbeit zwischen den Kirchen in Europa fördern, vor allem durch die Diskussion eines Generalthemas, durch Weisungen für die Arbeit der KEK, durch die Erstellung eines Finanzplans und die Wahl eines neuen Zentralausschusses. Dies alles wurde in Trondheim getan. Wir haben vor allem einen Bericht des Weisungsausschusses für Grundsatzfragen, der klar die ständigen Prioritäten und auch neuere Schwerpunkte in unserer zukünftigen Arbeit festlegt, wozu die Entscheidung gehört, den Integrationsprozess mit der Kommission der Kirchen für Migranten in Europa (KKME) weiterzuverfolgen. Von ebenso grosser Bedeutung war die Tatsache, dass in Trondheim ein Zentralausschuss gewählt wurde, der in die Geschichte der KEK mit Sicherheit als der mit dem jüngsten Durchschnittsalter eingeht. Wenn eine Vollversammlung darauf besteht, in ihren Leitungsgremien die erforderlichen Quoten so weit wie möglich zu erfüllen, dann bedeutet dies, dass die Organisation sich selbst ernst nimmt und wirklich an ihre Zukunft glaubt. Dies wird noch deutlicher angesichts einer der hauptsächlichen Grundsatzempfehlungen, die KEK möge sich mit ihrem eigenen fantasievollen und kreativen Beitrag an der weiteren Debatte um eine Neuordnung der ökumenischen Bewegung beteiligen. Keith Clements Generalsekretär der KEK Assembly highlights Eight hundred and fifty years ago, in 1153, Nidaros (the ancient name of Trondheim, Norway s third largest city) was established as an Archbishop s see, becoming the main Christian centre in the Nordic area. For one week, from 25 June to 2 July 2003, Trondheim has been the ecumenical capital of Europe, as the venue of the 12th Assembly of the Conference of European Churches (CEC) with the theme Jesus Christ heals and reconciles Our witness in Europe. CEC is Europe s regional ecumenical body, founded in 1959 and comprising some 125 Churches (Orthodox, Protestant, Anglican and Old Catholic) and 40 associated organisations. Over 800 participants took part in the Assembly: 270 delegates from the member churches, 80 delegated representatives from the associated organisations, plus observers, staff, stewards, media and visitors. The Assembly opened on Wednesday evening, 25 June, in the Spektrum congress centre. Christianity, said Metropolitan Jéremie of Switzerland, President of CEC, in his opening speech, has a message of hope for the world. In spite of the appearances and the difficulties, allow me to recognise with you that the dynamic of the real Christian spirit has been put on the move in Europe in a spirit of peace, of confidence and of stability. The General Secretary, Rev Dr Keith Clements, noted that CEC had been born into a divided Europe, seeking to unite Europe when it was divided militarily. Today CEC has a role in a much more open and complex Europe, and its task is to be as inclusive as possible. In detailing the life of CEC since the last Assembly (held in Graz, Austria, in 1997) Dr Clements, speaking by turns with the Associate General Secretary, Rev Rüdiger Noll, highlighted the formal completion of the integration process between CEC and the Euro- pean Ecumenical Commission on Church and Society (EECCS); the celebration of CEC s own fortieth anniversary at Nyborg Strand in September 1999; the CEC-CCEE Ecumenical Encounter at Strasbourg just after Easter 2001 and the launch of the Charta Oecumenica. The Assembly welcomed six new member churches and 17 associated organisations which have joined CEC since the last Assembly. On Thursday, 26 June, participants assembled in Trondheim s historic Nidaros Cathedral for the opening service, led by Finn Wagle, Bishop of Nidaros and Presiding Bishop of the Church of Norway (Lutheran), with the Orthodox Ecumenical Patriarch Bartholomew of Constantinople as preacher. King Harald of Norway and Prime Minister Kjell Magne Bondevik attended the service. A number of participants had brought bottles of water from their home countries, which were mingled in a bowl as a sign of the common baptism and faith of all Christians. After the service, delegates walked back to the Spektrum to listen to the keynote speech on the Assembly theme by Dr Kenneth Kaunda, former President of Zam- 2

3 The Assembly Hearings bia. This was followed by the inauguration of the Torg, a gathering place with information booths, Internet Café, music and cultural events. The work of the Assembly went on in the following days through: plenary sessions: several business sessions and three informational plenaries on the Charta Oecumenica, youth, and Europe; a series of 16 hearings on various subjects related to the Assembly theme and organised by partner organisations of CEC (see list); meetings in four sections, which discussed the inputs coming from the keynote speech, reports and hearings, and made proposals for the future work of CEC. The sections were: Growing in solidarity, Growing together in Europe, Growing witness in society and Growing fellowship between the churches. Worship was important to the Assembly. Morning and evening prayer were held in the Spektrum, reflecting different liturgical traditions: Protestant, Eastern Orthodox, Armenian, Pentecostal-Apostolic. An evening service was led by a group of Sami Lutherans (the indigenous people of Scandinavia) and another by the youth organisations. If we are to speak to Europe a word of healing and reconciliation, then, that word has to be God s work and not our own. What, as Christian communities, we have to offer to the world, is not a programme, not an ideology, but a person: the Theanthropos (God-man) Jesus Christ. The physical healing has become an inside journey, where the distances are abolished and a human being is resurrected to himself: Get up and go; your faith has made you well Beyond healing, there have been words exchanged, distances have been abolished, a confidence has been re-established, a dismissal has been made in order to continue on the road. Beyond healing, it is simply a resurrection. This is what salvation means. They are for us teachers of reconciliation, of forgiveness, of unity and of holiness. They teach us to pray continuously, to work continuously good deeds, but never count on ourselves more than on the grace of the living God shown in Jesus Christ. This is why there is no reconciliation possible in our world between powerful and powerless, historic oppressor and historic victim, simply in terms of the powerful becoming a little more benign, the oppressor relaxing their hold. Assembly participants gathered again in the Cathedral during the weekend for three Eucharistic services: the Protestant/Anglican service on Saturday evening: preaching was Rev Isabelle Graesslé, Moderator of the Company of Pastors of the Geneva Protestant Church, Switzerland; the Armenian liturgy early on Sunday morning, with Archbishop Vosskan Kalpakian presiding, followed by the Orthodox liturgy, with Metropolitan Jérémie of Switzerland presiding and Metropolitan Daniel of Moldavia and Bukovina, Romania, as preacher. A prayer vigil was held in the Cathedral during the night from Saturday to Sunday. From Monday on, the Assembly began to discuss reports from its Committees. It elected the new Central Committee, approved plans for an integration of CEC with the Churches Commission for Migrants in Europe (CCME), and adopted the report of the Policy Reference Committee on future priorities, the report of the Public Issues Committee and a Final Message to the churches. The closing service was held on the banks of the river Nidelven. Young people brought from the Cathedral the bowl with the water gathered at the opening service from all countries of Europe and poured it into the river. Then Orthodox and Armenian bishops blessed the waters of Nidelven, and Rowan Williams, the Anglican Archbishop of Canterbury, preached on the biblical story of the woman at the well. Thus, the Final Message states, the symbol of new life and living water, healing and reconciliation went through the whole Assembly and will follow us all back to our daily life in our countries and our Churches as a source of inspiration and hope. Plus de 800 participant-e-s y assistaient, parmi lesquels 270 délégué-e-s des Eglises membres, 80 représentant-e-s délégué-e-s par les organisations associées, ainsi que des observateurs/observatrices, les membres du staff, des professionnels des médias et des visiteurs. Au cours de la session d ouverture au Centre de conférences Spektrum, l Assemblée a souhaité la bienvenue aux six nouvelles Eglises membres et aux 17 organisations associées ayant rejoint la KEK depuis la dernière Assemblée générale qui s était tenue en 1997 à Graz en Austriche. Le culte d ouverture a été célébré le 26 juin dans la Cathédrale de Trondheim. Il était présidé par Finn Wagle, Evêque de Trondheim, et avait le Patriarche oecuménique de Constantinople, Bartholomée comme prédicateur. Sa Majesté le Roi Harald de Norvège et le Premier Ministre Kjell Magne Bondevik assistaient également au culte. Un autre aspect important de l Assemblée a été la vie cultuelle. Les prières du matin et du soir qui avaient lieu dans le Spektrum, reflétaient la diversité des traditions liturgiques. Au cours du week-end, trois services eucharistiques ont été célébrés dans la Cathédrale: un service protestant/anglican (prédicatrice: la Pasteure Isabelle Graesslé, Modératrice de la Compagnie des Pasteurs de l Eglise protestante de Genève, Suisse); une liturgie arménienne (présidée par l Archevêque Vosskan Kalpakian); une liturgie orthodoxe (présidée par le Métropolite Jérémie de Suisse, avec un sermon du Métropolite Daniel de Moldavie et de Bukovine, Roumanie). Une vigile de prière a été organisée à la Cathédrale durant la nuit de samedi à dimanche. A partir du lundi, l Assemblée s est consacrée à la discussion des rapports de son Comité, l élection du nouveau Comité central, l approbation des plans mis au point en vue de l intégration KEK-Commission des Eglises auprès des Migrants en Europe (CEME), l adoption du rapport du Comité d examen des directives (priorités futures) et du Message final à l attention des Eglises. Der Eröffnungsgottesdienst wurde am 26. Juni in der Kathedrale von Trondheim gehalten. Er wurde geleitet von Finn Wagle, dem Bischof von Trondheim. Die Predigt hielt der Ökumenische Patriarch von Konstantinopel, Bartholomeus. König Harald von Norwegen und Premierminister Kjell Magne Bondevik nahmen an dem Gottesdienst teil. Die Arbeit der Vollversammlung vollzog sich in: Plenarsitzungen: mehreren Geschäftssitzungen und drei informativen Plenarsitzungen zur Charta Oecumenica, sowie den Themen Jugend und Europa; einer Reihe von 16 Hearings zu verschiedenen mit dem Versammlungsthema verbundenen Themen, die von Partnerorganisationen der KEK organisiert wurden (siehe Liste auf Seite 3); 4

5 Vier Sektionen, die die Beiträge aus dem Hauptvortrag, den Berichten und Hearings diskutierten und Vorschläge für die künftige Arbeit machten. Ein weiterer wichtiger Aspekt der Vollversammlung war das gottesdienstliche Leben. Die Morgen- und Abendgebete wurden im Spektrum abgehalten und spiegelten unterschiedliche liturgische Traditionen. Am Wochenende wurden in der Kathedrale drei eucharistische Gottesdienste gefeiert: ein protestantisch/anglikanischer Gottesdienst (Predigerin: Pfrin Isabelle Graessle, Moderatorin der Vereinigung der Pfarrerinnen und Pfarrer der Protestantischen Kirche von Genf, Schweiz); eine armenische Liturgie am frühen Sonntagmorgen (Vorsitzender: Erzbischof Vosskan Kalpakian); eine orthodoxe Liturgie (Vorsitzender: Metropolit Jérémie von der Schweiz; Prediger: Metropolit Daniel von Moldawien und Bukowina, Rumänien). In der Nacht von Samstag auf Sonntag wurde in der Kathedrale eine Gebetswache gehalten. Ab Montag diskutierte die Vollversammlung die Berichte aus den Ausschüssen. Sie wählte den neuen Zentralausschuss, billigte Pläne für den Zusammenschluss der KEK mit der Kommission der Kirchen für Migranten in Europa (KKME), nahm den Bericht des Weisungsausschusses für Grundsatzfragen ( zu künftigen Prioritäten) und den Bericht des Ausschusses für Öffentliche Angelegenheiten, sowie eine Botschaft an die Kirchen entgegen. Der Schlussgottesdienst wurde am Flussufer des Nidelven gefeiert. Orthodoxe und armenische Bischöfe segneten des Wasser des Nidelven und Rowan Williams, Erzbischof von Canterbury, predigte über die biblische Geschichte der Frau am Brunnen. The Christian voice must be strengthened in Europe Churches in Europe face a common challenge: the secularisation of minds. While apathetic secularism is a problem, there is also a growing craving for spiritual values and spiritual experiences. There is a need for strengthening the Christian voice in this continent, affirmed the 12th CEC Assembly in the adopted final report of the Policy Reference Committee. To meet this need, the report sets out plans for the future work of CEC in the following areas: Living together as Churches in Europe CEC and Europe Facing global problems in a European perspective CEC as part of an ecumenical world The organisation of CEC and its relationship with its members. The tasks and visions of the Conference of European Churches must be grounded in the promise of the Gospel. Theological work is vital for CEC and its member churches. Theology will enable the churches to give an answer to everybody who asks you to give a reason for the hope that is in you. This involves respect for the dignity of all humankind. The Charta Oecumenica Guidelines for the growing co-operation among the churches in Europe provides the members of CEC and CCEE (Council of European Bishops Conferences) with a tool for cooperation between churches on local, national and European levels. The first recommendation of the report affirms support for the endeavour of a Third European Ecumenical Assembly in 2007 in Eastern Europe, as a joint project of CEC and CCEE. Other recommendations on issues around Living together as Churches in Europe include: the continuation of theological co-operation between various confessions within CEC, with special consideration given to intensify the process of clarification between Orthodox and other member Churches, as well as the co-operation between CEC and CCEE; the implementation of the commitments of the Charta Oecumenica on mission, making sure that Churches help each other and avoid competing with each other; attention to the relations between majority and minority churches and welcome to churches for migrants and ethnic minorities; dialogue with Islam through the CEC-CCEE committee on Relations with Islam in Europe; encouraging the creation of an ecumenical network of theological faculties in Europe. On CEC and Europe, the voice of the churches must be heard in spiritual and social matters and general ethical questions such as bio-ethics and the environment. Healing of memories is essential for harmony in Europe. Recommendations adopted included that through its Church and Society Commission (CSC), CEC should: keep membership informed about developments on the European level and present a common voice to institutions and political bodies; continue effective co-operation and work sharing with the Commission of the Bishops Conferences in the European Communities (COMECE) and other church offices in Brussels; monitor individual and collective religious freedom; encourage and enable its member Churches to pursue the debate on European integration, the implementation of the results of the Convention on the Future of Europe, the Intergovernmental Conference and the accession of new member states to the EU. In considering global problems in a European perspective, the Assembly acknowledged that globalisation concerns economics, politics and security issues. CEC will aim to strengthen Europe s sense of responsibility for the whole of humanity, particularly the poor and marginalised. Recommendations included: theological reflection on the relationship between vulnerability and security, including the question of shared values between European and American Churches; that CEC and its member Churches contribute to overcoming violence, including efforts to facilitate cease-fires and to support reconciliation. The structure of ecumenical co-operation in Europe and the world has to be reshaped to meet the needs of current member Churches. Christian young people in Europe and associated Christian youth organisations should be able to see themselves as integrated parts of CEC. The report recommends: to improve working methods, which should be based on the active participation of member churches and associated organisations; to strengthen communication and to develop the CEC Website; that CEC, in order to strengthen ecumenical work on migration, asylum issues and the work against racism in Europe, pursue the process of integration between CCME (Churches Commission for Migrants) and CEC; to establish a strategy group to evaluate work in the area of solidarity and diaconal service, as well as the work of the women s desk in order to develop strategies to promote the gender perspective; to evaluate the way the CEC Assembly is organised, in order to increase the quality of interaction and effective participation. La première recommandation de ce rapport affirme que la KEK appuie le projet d un Troisième Rassemblement oecuménique européen en 2007 en Europe de l Est, en tant que projet commun de la KEK et du CCEE. Voici quelques autres recommandations formulées dans l optique Vivre ensemble en tant qu Eglises d Europe : poursuite de la coopération théologique entre les différentes confessions représentées au sein de la KEK; mise en oeuvre des engagements de la Charta Oecumenica en matière de mission, en veillant à ce que les Eglises s entraident et n entrent pas en concurrence les unes avec les autres; attention prêtée aux relations entre Eglises majoritaires et minoritaires et accueil chaleureux réservé aux migrants et aux minorités ethniques au sein des Eglises; dialogue avec l Islam par l intermédiaire du Comité KEK-CCEE sur les Relations avec l Islam; encourager la création d un réseau oecuménique des facultés théologiques d Europe. Dans le domaine la KEK et l Europe, la voix des Eglises doit se faire entendre sur les questions d ordre spirituel et éthique, comme la bio-éthique et l environnement par exemple. La guérison des mémoires est essentielle pour l harmonie en Europe. Citons, parmi les recommandations adoptées, que la KEK, par le truchement de la Commission Eglise & Société, s engage à: tenir ses Eglises membres au courant de l évolution de la situation européenne et fasse entendre le point de vue commun des Eglises aux institutions européennes et aux organes politiques; poursuivre une coopération effective et un partage du travail avec la Commission des Episcopats dans la Communauté européenne (COME- CE) et les autres bureaux d Eglises basés à Bruxelles; suivre de près le maintien de la liberté religieuse, individuelle et collective; encourager ses Eglises membres à poursuivre le débat sur l intégration européenne, la mise en oeuvre des résultats de la Convention sur l Avenir de l Europe, les travaux de la prochaine Conférence intergouvernementale, l adhésion à l UE de nouveaux Etats - tout en leur donnant les moyens de le faire. En considérant les problèmes globaux dans une perspective européenne, l Assemblée a reconnu que la mondialisation a des répercussions sur les questions économiques, politiques et de sécurité. Voici un aperçu de ses recommandations dans cet ordre d idées: engager une réflexion théologique sur les relations existant entre la vulnérabilité et le concept de sécurité; la KEK et ses Eglises membres continuent à apporter leur contribution à la lutte contre la violence. La structure de la coopération oecuménique en Europe et dans le monde doit être reconfigurée afin de répondre aux besoins actuels des Eglises membres. Zum Thema KEK und Europa wurde betont, die Stimmen der Kirchen müssten sowohl in geistlichen als in sozialen Fragen und auch bei allgemeinen ethischen Fragen bezüglich Bioethik und Umwelt gehört werden. Das Heilen der Erinnerungen ist für die Harmonie in Europa wesentlich. Die angenommenen Empfehlungen beinhalteten, die KEK solle durch ihre Kommission Kirche und Gesellschaft: ihre Mitglieder über Entwicklungen auf europäischer Ebene informieren und in den europäischen Institutionen und politischen Gremien mit einer gemeinsamen Stimme reden; die wirksame Zusammenarbeit und Arbeitsteilung mit der Kommission der Bischofskonferenzen in der Europäischen Gemeinschaft (CO- MECE) und anderen Büros von Kirchen in Brüssel fortsetzen; die Erhaltung der individuellen und kollektiven Religionsfreiheit aufmerksam verfolgen; ihre Mitgliedskirchen ermutigen und befähigen, die Debatte über die europäische Integration, die Umsetzung der Ergebnisse des Konvents über die Zukunft Europas, die bevorstehende Regierungskonferenz und die Aufnahme von neuen Mitgliedsstaaten in die EU zu verfolgen. Bei der Behandlung weltweiter Probleme aus europäischer Sicht hat die Vollversammlung erkannt, dass Globalisierung nicht nur Wirtschaft und Politik betrifft, sondern auch Sicherheitsthemen. Der Bericht des Weisungsausschusses empfiehlt: eine theologisch begründete Reflexion über den Zusammenhang von Verwundbarkeit und Sicherheit; 6

Assoziierte christliche Jugendorganisationen sollten in der Lage sein, sich selbst als integralen Teil der KEK zu verstehen. Europe at a crossroads The 12th Assembly of CEC is being held at a time of significant change and vision. Europe has set itself to move from wounds to reconciliation; from hostility to hospitality; from self-centredness to a culture of open doors. Adopting the report of its Public Issues Committee, the Assembly affirmed that it welcomes the outcome of the European Union (EU) Convention on the Future of Europe as an important achievement an attempt to give the European Union a set of common values and objectives, including freedom, justice, peace, solidarity and civil participation. The Convention has approved a draft constitution for the enlarged EU. Speakers at the CEC Assembly showed particular appreciation for Article 51 of the proposed constitution, in which the European Union pledges to maintain an open, transparent and regular dialogue with the churches of Europe and other religious, philosophical and non-confessional organisations. If adopted, this article will mark the first time that churches and their identity and positive roles in society are formally recognised in a legally binding document of the EU. Although some of the delegates expressed their churches positions that the constitution should make Peace, justice and healing for the world Peace, justice and healing were common threads running through public issues statements adopted by the 12th Assembly of CEC. The Assembly s theme, Jesus Christ Heals and Reconciles: Our Witness in Europe, provided the theological context in which the Assembly spoke to conditions affecting Kosovo, indigenous peoples, the environment, the possibility of an Olympic truce in 2004 and the Middle East. On Kosovo, participants in the assembly expressed their deep concern over the continuing suffering in that community and widespread vandalism, desecration or destruction of houses of worship. The assembly called for prayers on behalf of these communities and for appropriate intervention by international authorities and peacekeeping forces. Noting that the CEC Assembly has been meeting in Trondheim, Norway, on the south brim of the old Nordic territories of the Sami people, participants challenged national authorities in the region to secure the rights of their indigenous people in accordance with International Law. Churches and governments were asked to work for a right distribution of land and water among the world s ethnic groups. French and Germany summary on page 8 clear mention of the Christian contribution to Europe, others felt that the preamble s current reference to the continent s religious heritage is sufficient. The CEC Assembly took no position on this constitutional issue, but underlined that in the spirit of the Charta Oecumenica, we are convinced that the spiritual heritage of Christianity constitutes an empowering source of inspiration and enrichment for Europe. Development of institutions of the New Europe brought a special focus on the EU this year, yet the CEC Assembly assured that its approach to Europe is not bounded by the present nor by the potential borders of the European Union. CEC is fully engaged with churches and other partners from the Atlantic to the Urals, from the North Cape to the Mediterranean and is an integral part of the global village in solidarity with all other regions of the world. CEC s concern, the statement continued, is not in European interests alone but must embrace care for the whole of God s creation and for the generations that will come after us. The assembly called for fruitful dialogue among churches, governments and people having different points of view on the foundations of social order and related value systems. Observing that various faith communities, such as Jews and Muslims, have contributed to the life of Europe for generations, CEC concludes that the richness of encounter with people from other faiths and cultures is a gift of God. In this international year of water, and following the world conference on Protecting the Riches of the Seas, the CEC Assembly issued a reminder that economic justice depends on sustainable management of our environment. Noting the danger of overfishing to fishing communities, CEC encouraged a new dialogue on marine resources involving science, business, religion and environmental activists. The assembly called on European churches to support the campaign for an Olympic truce that would suspend warfare throughout the world during the 2004 Olympic Games in Athens. This emphasis was also seen as a way of shifting the media s focus from the everincreasing commercialisation of the Games. On the subject of the Middle East, the assembly regretted the continuously deteriorating economy and social crisis in that region and yet discerned a glimmer of hope in the re-launching of the Middle East Peace Process following the fall of Saddam Hussein. Because dialogue is an important first step towards reconciliation and the healing of memory, the assembly promised that CEC would work with the Middle East Council of Churches and other religious bodies to promote the conditions necessary for democratisation, constitutionalism, economic reform and human rights. The assembly also called for the reunification of the island of Cyprus, which should be facilitated by the withdrawal of the occupying forces, for the wellbeing of all citizens of Cyprus, and the promotion of peaceful Christian-Islam co-existence. 7

8 L Europe a la croisée des chemins La 12ème Assemblée de la KEK se tient à un moment où l Europe est en pleine mutation et où sa vision est déterminante. L Europe s est engagée sur la voie de panser ses blessures et de se réconcilier, de renoncer à l hostilité au profit de l hospitalité, d abandonner son égocentrisme et de favoriser une culture des portes ouvertes. En adoptant le rapport du Comité des déclarations publiques, l Assemblée a affirmé qu elle saluait les résultats de la Convention de l Union européenne sur l Avenir de l Europe comme une réalisation importante... une tentative de doter l Union européenne d un ensemble de valeurs et d objectifs communs; incluant la liberté, la justice, la paix, la solidarité et la participation civile. La Convention a approuvé un projet de constitution pour une UE élargie. Les intervenants ayant pris la parole lors de l Assemblée de la KEK se sont félicités notamment de l Article 51 de ce projet de constitution par lequel l Union européenne plaide pour le maintien d un dialogue ouvert, transparent et régulier avec les Eglises d Europe et d autres organisations à caractère religieux, philosophique ou non-confessionnel. Si cet article est adopté, pour la première fois les Eglises ainsi que leur identité et leur rôle positif au sein de la société seront reconnus officiellement dans un document de l UE ayant force de loi. Tandis que certains délégué-e-s ont exprimé la position de leur Eglise qui aimerait que la Constitution mentionne clairement la contribution chrétienne en Europe, d autres ont estimé que la référence faite actuellement à l héritage religieux de notre continent par le Préambule était suffisante. L Assemblée de la KEK n a pas pris officiellement position sur cette question relative à la Constitution, mais a souligné que dans l état d esprit de la Charta Oecumenica, nous sommes intimement convaincus que l héritage spirituel du christianisme représente une force d inspiration enrichissante pour l Europe. Cette année, le développement des institutions de la nouvelle Europe a placé l UE sur le devant de la scène. L Assemblée de la KEK a toutefois affirmé que son approche de l Europe n est pas liée aux frontières actuelles ou potentielles de l Union européenne. La KEK s engage totalement, avec ses Eglises et d autres partenaires de l Atlantique à l Oural, du Cap Nord à la Méditerranée, faisant partie intégrante du village global en solidarité avec toutes les autres régions de notre monde.. La déclaration précisait encore que la KEK ne se préoccupe pas uniquement des intérêts européens mais que sa vision de l Europe implique également de prendre soin de l ensemble de la création de Dieu et des générations à venir. L Assemblée a appelé à un dialogue fructueux entre les Eglises, les gouvernements et les personnes ayant différents points de vue en ce qui concerne le fondement de l ordre social et les systèmes de valeurs correspondants. En faisant remarquer que diverses communautés de foi comme les juifs ou les musulmans contribuent depuis des générations à la vie de l Europe, la KEK a rappelé que la richesse de la rencontre avec des personnes d autres confessions et cultures est un don de Dieu. Europa ist bereit, sich über seine Wunden hinweg zu versöhnen, die Zeit der Feindseligkeit in Gastfreundschaft zu verkehren und seine Selbstbezogenheit in eine Kultur der offenen Türen zu verwandeln. Bei der Annahme des Berichts des Ausschusses für Öffentliche Angelegenheiten bestätigte die Vollversammlung, dass sie das Ergebnis des EU- Konvents über die Zukunft Europas als wichtigen Erfolg wertet... als einen Versuch, der Europäischen Union eine Reihe von gemeinsamen Werten und Zielsetzungen zu geben, einschliesslich Freiheit, Gerechtigkeit, Frieden, Solidarität und Beteiligung der Bürgerinnen und Bürger. Der Konvent hat einem Verfassungsentwurf für die erweiterte EU zugestimmt. Die KEK-Vollversammlung versicherte aber, dass ihr Verhältnis zu Europa weder an gegenwärtige noch an zukünftige Grenzen der Europäischen Union gebunden ist. Die KEK hat enge Beziehungen zu Kirchen und anderen Partnern vom Atlantik bis zum Ural und vom Nordkap bis zum Mittelmeer und ist ein integraler Bestandteil des globalen Dorfes in Solidarität mit allen anderen Regionen der Welt. Die Sorge der KEK, so fährt die Erklärung fort, gilt nicht allein europäischen Interessen, sondern muss die Sorge für die Gesamtheit von Gottes Schöpfung und für die nachfolgenden Generationen miteinschliessen. Die Vollversammlung rief dazu auf, zwischen Kirchen, Regierungen und Menschen mit unterschiedlichen Auffassungen über die Grundlagen der Sozialordnung und die damit verbundenen Wertsysteme einen fruchtbaren Dialog zu führen. Aus der Erkenntnis, dass verschiedene Glaubensgemeinschaften wie Juden und Muslime seit Generationen das Leben Europas bereichert haben, schliesst die KEK, dass der Reichtum der Begegnung mit Menschen anderen Glaubens und anderer Kulturen ein Geschenk Gottes ist. Paix, justice et guérison Paix, justice et guérison - trois fils conducteurs que l on retrouve dans les différentes déclarations publiques adoptées par la 12ème Assemblée de la KEK. Le thème de l Assemblée Jésus-Christ guérit et réconcilie - Notre témoignage en Europe, a fourni le contexte théologique dans lequel l Assemblée s est exprimée sur les conditions dont souffre le Kosovo, les populations indigènes, l environnement, l éventualité d une trève olympique en 2004 et le Moyen-Orient. En ce qui concerne le Kosovo, les participant-e-s à l Assemblée ont exprimé leur vive préoccupation à propos des souffrances que connaît encore cette communauté, et de l ampleur des actes de vandalisme, de destruction ou de désacralisation de lieux de culte. L Assemblée a invité à prier au nom de ces communautés pour une intervention appropriée des autorités internationales et des forces de maintien de la paix. Soulignant que l Assemblée de la KEK se déroulait à Trondheim en Norvège, à la frange sud des anciens territoires nordiques du peuple Sami, les participant-e-s ont exhorté les autorités nationales de la région à garantir les droits de la population autochtone, conformément au Droit international. Les Églises et les gouvernements ont été priés d oeuvrer à une juste distribution des terres et de l eau entre les différents groupes ethniques. 8

9 En cette année internationale de l eau et à la suite de la conférence mondiale organisée sur le thème Protéger les richesses des mers, l Assemblée de la KEK a rappelé que la justice économique est tributaire d une gestion durable de notre environnement. Consciente du danger que représente pour les communautés de pêcheurs une surexploitation de la pêche, la KEK a encouragé le développement d un nouveau dialogue sur les ressources marines entre scientifiques, hommes d affaires, religieux et écologistes. L Assemblée a invité les Eglises d Europe à soutenir la campagne menée en faveur d une trève olympique qui suspendrait la guerre dans le monde entier durant la période des Jeux Olympiques d Athènes en Cette trève est également considérée comme un moyen de détourner l attention des médias de la commercialisation croissante des Jeux. Au sujet du Moyen-Orient, l Assemblée a déploré la détérioration constante de la crise socio-économique que connaît cette région du monde tout en discernant une lueur d espoir dans le fait que le processus de paix au Moyen-Orient a été relancé après la chute de Saddam Hussein. Dans la mesure où le dialogue constitue une première étape importante vers la réconciliation et la guérison des mémoires, l Assemblée a promis que la KEK collaborerait avec le Conseil des Eglises du Moyen-Orient et d autres instances religieuses en vue de promouvoir les conditions nécessaires à l établissement de la démocratie, du constitutionnalisme, d une réforme économique et des droits de la personne humaine. L Assemblée a par ailleurs lancé un appel à la réunification de l Île de Chypre qui devrait être facilitée par le retrait des forces d occupation à la fois pour le bien-être des citoyens de Chypre et la promotion d une co-existence pacifique entre chrétiens et musulmans. KEK-Vollversammlung angenommenen Berichten zu öffentlichen Angelegenheiten immer wieder vorkamen. Das Vollversammlungsthema Jesus Christus heilt und versöhnt: Unser Zeugnis in Europa bot den theologischen Kontext, von dem her die Vollversammlung auf die den Kosovo, die indigenen Völker, die Umwelt und den Mittleren Osten betreffenden Bedingungen einging, aber auch auf die Möglichkeit einer Olympischen Waffenruhe Die Teilnehmenden brachten ihre tiefe Betroffenheit über das andauernde Leid der Gemeinschaften im Kosovo zum Ausdruck, wie auch über den weitverbreiteten Vandalismus und die Zerstörung und Entweihung von Gotteshäusern. Die Versammlung rief zum Gebet für diese Gemeinschaften auf und forderte ein entsprechendes Eingreifen der internationalen Behörden und Friedenstruppen. Da die KEK-Vollversammlung in Trondheim, Norwegen, stattfand, am südlichen Rand der alten nordischen Territorien des Sami-Volkes forderten die Teilnehmenden die nationalen Regierungsbehörden der Region auf, die Rechte ihrer indigenen Bevölkerung dem Völkerrecht entsprechend zu gewährleisten. Kirchen und Regierungen wurden gebeten, sich für eine gerechte Verteilung von Land und Wasser zwischen den in ihren Regionen lebenden ethnischen Gruppen einzusetzen. Anlässlich des Internationalen Jahres des Wassers und nach der Weltkonferenz zum Schutz des Reichtums der Meere erinnerte die KEK- Vollversammlung daran, dass wirtschaftliche Gerechtigkeit von nachhaltiger Haushalterschaft unser Umwelt abhängt. Angesichts der Gefahr, die das Überfischen den im Fischereigewerbe Tätigen bringt, ermutigte die KEK zu einem neuen Dialog über die Meeresressourcen zwischen Fachkräften aus dem wissenschaftlichen, unternehmerischen, religiösen und umweltpolitischen Bereich. Die Versammlung forderte die europäischen Kirchen auf, die Kampagne für eine Olympische Waffenruhe zu unterstützen, durch die weltweite Kriegshandlungen während der Olympischen Spiele 2004 in Athen ausgesetzt würden. Die Versammlung befasste sich auch mit dem Thema Mittlerer Osten und bedauerte die sich ständig verschlechternden Wirtschaftsbedingungen und die soziale Krise in dieser Region, sah aber nach dem Fall von Saddam Hussein auch einen Hoffnungsschimmer in der Wiederbelebung des Friedensprozesses im Mittleren Osten. Thanks to Norway We have been expecting you from a thousand years, said Finn Wagle, Bishop of Nidaros (Trondheim) and presiding Bishop of the Church of Norway, the country s CEC member church, during the opening service. The Hustavle suggests that we should care for the earth, rejoice in the beauty of creation, struggle for justice and live in reconciliation. Norway s spirituality and hospitality marked the whole Assembly. And it would have simply been impossible to hold the Assembly without the strong commitment and generous support of Norwegian Christians. Towards integration of CEC and CCME The 12th Assembly of CEC, recognising that migration is an overall reality in Europe that challenges societies, political institutions, and churches, has agreed to strengthen its co-operation with the Churches Commission for Migrants in Europe (CCME) as the competent ecumenical agency for migration and integration, refugees and asylum seekers and against racism and discrimination in Europe. The Assembly has endorsed plans for an integration between CCME and CEC so that CCME will become a Commission within CEC. Founded in 1964 and based in Brussels, CCME s original task was to deal with the issue of migrant workers from Southern Europe living in Central and North- Reconciliation between north and south Kenneth Kaunda, former president of Zambia, called on churches in Europe and other developed nations to reorganise themselves so that they can make a more effective witness for justice and reconciliation. Delivering the keynote address to the 12th Assembly of CEC, Kaunda recalled the observation of his contemporary, the late Tanzanian president Julius Nyerere, that peace is the product of justice: without justice, there can be no peace. Commenting on the assembly s theme, Jesus Christ Heals and Reconciles Our Witness in Europe, Kaunda said, Healing and reconciliation of Europe s people can take place only as Europe and the other rich and powerful nations reconcile with peoples of other continents in a common struggle for a socially just and sustainable future. Only then can Europe contribute to a healthy and just world. He listed many instances of European and other western interests taking unjust advantage of less powerful peoples, from the historical practices of slavery and colonialism to the current occupation of Afghanistan and Iraq, harsh immigration laws and the crushing debt burden administered by the International Monetary Fund and the World Bank. Kaunda accused the IMF and World Bank of unjust policies that are bringing back, through other windows, the processes of slavery, colonialism and human bondage. And yet, he recalled, some Europeans have worked as effective opponents of their own countries injustices, from the antislavery movements to demonstrations against war in Iraq. Kaunda argued that the Christian church must reorganise itself in such a way that it can be listened to effectively. He challenged the churches to help fight poverty directly through their ministries. He also encouraged them to influence policy-makers in national governments. This should be done in a spirit of full partnership between rich and poor: Peoples of the world do not want to be driven, but they do want to be active participants in the family of humanity. That is what democracy is all about. Taking a moment to congratulate President George W. Bush, the Congress and the American people for supporting the fight against HIV/AIDS, malaria and tuberculosis through last month s approval of 15 billion US dollars for 12 African and two Caribbean nations, Kaunda went on to urge US leaders to see to it that the money so generously offered is given without conditions. ern Europe. In recent years, it has focussed on issues such as asylum, irregular migration, trafficking of human beings, racism and xenophobia, promoting awareness in churches and in society. A recent development is attention to the growing number of immigrant churches, particularly in the western countries. CCME has regular working relations with a number of European non-governmental organisations, and has developed a close co-operation with Caritas Europa and the Commission of Bishops Conferences in the European Communities (COMECE) in Brussels. Working jointly with other Christian organisations, CCME is monitoring the development of European Union legislation on migration and asylum. Regular dialogue with European Institutions is upheld by CCME to promote human and social rights of migrants and refugees. The General Secretary of CCME is Doris Peschke; the Moderator is Dr Annemarie Dupré from Italy. Kaunda recalled that he spoke to the Assembly of the World Council of Churches which met at Uppsala, Sweden in His topic then had been Rich and Poor Nations. Thirty-five years later, he said that the key question for Christians in a world of poverty and wealth remains the same: How, in a practical way, we may express the Golden Rule, Jesus teaching to do unto others as you would have them do unto you. 12 Hope for the churches of Europe: Charta Oecumenica and Youth Two informational plenaries on Friday, 27 June, introduced promising assets for Christian ministry to delegates and visitors attending the 12th Assembly of CEC. The first afternoon session presented a series of reflections on the Charta Oecumenica, an agreement offering practical guidelines for interchurch cooperation in Europe that was launched in April 2001 by CEC and the Council of European Bishops Conferences (CCEE). The session that followed featured a series of readings, illustrations and performances by members of three European Christian youth organisations as well as reflections from two ecumenical elders commenting on the views expressed by these young men and women. In a programme co-ordinated by Viorel Ionita, Study Secretary of CEC in Geneva, the contents of the Charta Oecumenica were outlined and analysed. The 10-page document represents a theological consensus on directions in church unity, common mission, worship, ecumenical relations, mutual assistance in relating to institutions of the new Europe and engaging together as Christians in dialogue with Jews, Moslems and followers of other world religions. At the same time, the Charta does not claim to be the final word on these subjects. As Orthodox theologian Grigorios Larentzakis said in a panel discussion, The Charta Oecumenica is not Church Dogma, nor is it Canon Law. It has to do with building community among the churches. It offers us the possibility of discovering the meaning of truly ecumenical relations, of speaking in harmony as Christians rather than in a monotone. We know hope and joy in this undertaking, yet there is much more to do. And in the end, there is no dogmatic or canonical problem we cannot solve after having made such a beginning. CCEE General Secretary Aldo Giordano added, The Charta Oecumenica is a living document witnessing to the living Christ. In this context, miracles are possible. One of the delegates rose to question whether the Charta Oecumenica goes far enough in addressing ecumenical controversies. In particular, he regretted its failure to provide a solution to evangelization by some churches among populations already considered members of another Christian tradition. He called on CEC to enter new dialogues aimed at a pact promising nonaggression in mission. During the youth plenary, the state of churches and the world formed the subject matter for musical performances, a computerized photographic display, symbolic actions, dramatic readings and personal reflections. A dozen young people were involved, including representatives of the World Student Christian Federation(WSCF)-Europe, the Ecumenical Youth Council in Europe (EYCE) and the Orthodox youth fellowship SYNDESMOS. While the young leaders noted grave limitations in the traditional ways of the churches, and asked whether churches can be more than mere relics of the past, they suggested that there remains within the churches a possibility of encounter with the Holy Spirit who is not bound by the canonical boundaries of the church. Particular criticisms voiced by the youth were the attitudes of some communions toward women and the segregation of youth leadership to an informational plenary as opposed to the assembly s business sessions. Nonetheless, they affirmed that the churches affirmation of the Triune God, the perfect model of unity in diversity, provides the grounds for a Christian hope in the future of Europe, a hope of healing and reconciliation even within the churches themselves. Bishop Baerbel Wartenberg-Potter (Lutheran) from Germany and Archbishop Anastasios (Orthodox) of Albania rounded out the afternoon s programme with a pair of responses to the youth. Bishop Wartenberg-Potter assured young people that their voices were being heard. The Oikoumene needs youth, she said, and not in any paternalistic or maternalistic way. We need you to challenge us. Archbishop Anastasios agreed, recalling that youth are not simply the future of the church, you are our present. He called on young people to insist on being taken seriously by their elders, and to bear their share of the burdens of leadership. 13 Plenary on Europe A third informational plenary was held on Monday, 30 June. François Scheer, former French ambassador to the European Union (EU), said the war in Iraq and conflict in the Middle East had revealed the EU s weakness as a political force. Scheer believes that European unity should be founded on three pillars: persistence in seeking peace, which can be done by other means than war; a permanent dialogue with Europe s larger neighbours, including Russia as a full partner now, and with developing countries through financial aid, cancellation of debts and a real political dialogue on human rights; and Europe as a community of values, referring to the Charter of Basic Rights. Here the churches have a particular responsibility. In conclusion, Scheer said, Europe is not a natural entity. If it does not go forward it cannot hold together. We must not wait for countries that hesitate. Archbishop Anastasios of Albania spoke from his more churchly viewpoint: Europe needs to be ethical, generous and have a vision which promotes enthusiasm and confidence in humanity. The main source of these values is the church, the body of Christ. It must be a prophetic sign for European unity: We must be in the forefront of Europe s global responsibility. The local churches must commit themselves to the transformation of the society, bringing to it the values which are their own: human dignity, justice, peace, solidarity, love... A vigorous debate followed. In a secularised Europe, prone to laxity, a Russian Orthodox delegate finds that Protestantism is too complacent. Western Protestant delegates replied: let s talk about it before judgment is passed, CEC is the place to do so! For others, the borders are not so much geographical as within ourselves and in each of our churches. Later in the Assembly, delegates also spoke in favour of educating youth, of helping minority churches in their relations with their states, and of a multi-polar vision of the world. Others expressed a concern: If Europe cannot say what its origins are, what can it say about the present? We regard it as a gift that we live in a united Europe without the Iron Curtain. Der Erzbischof Anasthasios von Albanien brachte seine eher kirchliche Sichtweise ein: Europa braucht eine Ethik, Grosszügigkeit und eine Vision, die die Begeisterung und den Glauben an die Menschen in sich trägt. Die grosse Quelle all dieser Werte ist die Kirche, der Leib Christi. Sie muss ein prophetisches Zeichen für die Einheit Europas sein. Wir müssen Vorreiter sein für die universale Verantwortung für Europa. The new composition can be summarised as follows: Gender: 24 men and 16 women. Age: 6 young members under 30 years of age (but another 5 members are their early thirties). Denomination: 21 Protestants (8 Lutherans, 6 Reformed, 4 United, 3 Methodists), 13 Orthodox, 3 Anglicans, 1 Oriental Orthodox (Armenian), 1 Old Catholic, 1 Hussite. Position in the church: 14 lay persons and 26 ordained. Among the ordained there are 7 Orthodox Bishops, 2 Anglican Bishops, 4 Protestants in leadership position within their church, and 8 ordained women. Geographical provenance: 6 from the North/West (United Kingdom and the Netherlands), 7 from the Baltic region, 7 from Central/Western Europe, 4 from the East, 6 from Central/Eastern Europe, 7 from South/Eastern Europe, and 3 from the South. After the election in Trondheim, the new Central Committee held a short meeting. The first full working session is scheduled for mid/december in Geneva. During that session the Central Committee will elect its President and the members of the Presidium. 15 Templeton Prize to Agneta Lagercrantz, Sweden Agneta Lagercrantz, reporter for the Stockholm based newspaper Svenska Dagbladet, has received the 2002 John Templeton Foundation Award for the European Religion Writer of the Year at a ceremony during the 12th Assembly of CEC in Trondheim. The award is to honour journalists who write about religion in the secular press with accuracy, impartiality and with a spirit of ecumenical openness. The Communications Office of CEC administers the award on behalf of the US-based Templeton foundation. This is the second time the award has gone to Sweden, and to a woman. In 1996 it went to Kerstin Wallin from Göteborgsposten. Jury member Robin Gurney, president of Ecumenical News International (Geneva), stated: We admire Agneta Lagercrantz s ability to write on religious and spiritual subjects with intellectual integrity for a popular newspaper. The role of the church is in the background but not pushed. We should also thank her newspaper, because in this age of instant access to news, the space given for the type of in-depth material which has appeared under Agneta s name is to be commended. Ms Lagercrantz s entry for the Templeton award included a story on Christian retreats for long-term prisoners, an article on the development of spiritual counselling, and a portrait of Mother Karin, the first and only Roman Catholic abbess in Sweden since the Reformation. Lagercrantz announced that part of the award, valued at 5,000 Swiss Francs, will go to the Saint Andrews Spiritual Fellowship, founded by prisoners attending the spiritual retreats: Because, as we journalists know, without stories out of people s fantastic lives there would be no articles, and certainly no awards! Agneta Lagercrantz, born in 1956, has studied journalism and literature. She has been a reporter at Svenska Dagbladet (the second largest morning paper in Sweden with a circulation of 185,000) since 1979, since 1999 she has been writing on religion. She writes for the Idag section of the newspaper that covers human relations, psychology, philosophy and religion/spirituality.
