7 Analyser le topic ENV Improving the resilience of society to catastrophic natural hazards through new risk-management partnerships FP7-ENV-2012-two-stage The problem to be olved : Europe might be at risk of catastrophic events ue to climate change The overall objective: to improve the resilience of Europe to disasters and propose new risk management schemes Climate change is expected to induce modifications in frequency, severity and duration of hydro-meteorological hazards and extremes. This may lead to increasing changes in vulnerability and thus induce new risk situation for society over time. Furthermore in the field of geo-hazards characterized by low probability - high consequence events, Europe is also at threat of catastrophic events which can hit the growing densely populated urban areas or several sectors of the increasingly interlinked European economy, with very high economic impact. The disastrous effects of the recent earthquake and tsunami in Japan are an evident example. The research challenge is now to strengthen the economic and societal resilience to potential disasters and to improve preparedness, prevention and mitigation through more appropriate risk assessment and new management schemes.

8 The research areas / dimensions that should be covered How? What is expected? -Public/Private partnerships -insurance sector must be included into the consortium -Be innovative and also cheap Dynamic vulnerability or exposure patterns inter alia due to climate change and economic development - will need to be assessed in relation to the occurrence of potential catastrophic events in Europe. In this context, considering key representative geological and/or hydrometeorological hazards, the research should develop new probabilistic hazards and risk scenarios and improve the methodologies for risk assessment and for estimating disaster impacts. On this basis, the research should elaborate improved risk governance and management responses, with the key goal to improve or redefine the respective roles or possible forms of partnerships between the private sector (including the (re)insurance and finance sectors), the relevant authorities and stakeholders. This will contribute to produce innovative risk management solutions combining a cost-effective variety of risk reduction measures such as risk transfer and financing, adaptation and mitigation.

9 Expected impact: -Help EU policy makers to define a new approach in climate hazard risk management -Involve all concerned stakeholders -support to EU and international policies (high political impact) -Check the political context and use it Contribution to a new pan-european harmonised risk assessment for disaster management scheme and to the elaboration of a new risk management governance approach. Support to EU relevant policies and to the UN Risk Reduction Hyogo framework for action. Reduction of risks of major economic losses through innovative nonstructural mitigation measures and new public-private partnerships on financial and insurance schemes. Specific feature: Partnership with relevant private and public key actors in risk management is highly recommended. Projects selected under this topic will be linked through a coordination mechanism that will be defined during the negotiation stage.

12 Structurer la proposition scientifique 1) Définir les objectifs du projet : SMART = Specific, Measurable, Attainable, Relevant, Time-Bound 2) Définir des milestones qui jalonnent le projet, correspondant aux obstacles identifiés Milestone: Moment où l on doit prendre une décision importante. Un résultat est atteint, vous devez décider comment aborder la phase suivante du projet. Indicateurs de succès obligatoires. Exemple: Choix entre plusieurs technologies 3) Définir l approche scientifique (la stratégie) qui permettra de passer les milestones: les work packages (groupes de tâches): Work packages: Les activités de recherche sont divisées en WP qui dépendent les uns des autres. Chaque WP a des objectifs à atteindre, un programme de taches et des résultats attendus.

13 Structurer la proposition scientifique 4) Associer les tasks à réaliser et les deliverables pour chaque WP (rapports, échantillons, prototype). Deliverable: Résultats du projets obligatoirement fournis à la CE. En général, une tâche > un deliverable; Impliquer plusieurs partenaires par WP montre une bonne collaboration au sein du consortium. 5) Définir le consortium correspondant aux compétences demandées dans les tasks. 41 2.3: Consortium as a whole (pas de limite spécifique, approx. 1 page) Show how the participants collectively constitute a consortium capable of achieving the project objectives, and how they are suited and are committed to the tasks assigned to them. Show complementarities between participants as well as balance in the consortium Explain how the composition of the consortium is well-balanced in relation to the objectives of the project = show that the consortium is sufficient to reach the aims of the project. If appropriate describe the industrial/commercial involvement to ensure exploitation of the results, and how the opportunity of involving SMEs has been addressed. Subcontracting: If any part of the work is to be subcontracted describe the work involved and explain why a subcontract approach has been chosen for it.

Show how the resources will be integrated in a coherent way, and show how the overall plan for the project is adequate. Describe your financial plan: the staff effort, any other major costs (e.g. equipment). Explain the breakdown of costs between partners / countries / continents Ensure that the figures stated in part B are consistent with those in Part A.

Try to underline the strength of your project VS. the other projects which will be submitted

You should take into account a variety of communication means and target groups as appropriate (e.g. policy-makers, interest groups, media and the public at large). 46 Section 4: Ethical issues No evaluation criteria but Ethical reviews organized by independent experts are foreseen for all FP7 projects. No page limit. Be exhaustive! In annexes: agreement, consent forms, etc. Eligibility criteria: A project may be refused if the following issues are not taken into consideration: Ethical issues table Explain ethical problems existing in the proposal Provide sufficient and realistic data (ex: number of animals used) All countries where research will be undertaken should be identified. 48 5. Consideration of gender aspects (1 pages) Give an indication of the actions to promote gender equality in your project, or in your field of research. These could include actions related to the project consortium: e.g. improving the gender balance in the project consortium, measures to help reconcile work and private life, awareness raising within the consortium or actions aimed at a wider public: e.g. events organised in schools or universities Will not be evaluated, but will be discussed during negotiations

50 ÊTES-VOUS PRÊTS? Vous devez pouvoir répondre à ces questions concernant votre implication dans le projet: Quel est l objectif du projet? En quoi l idée est-elle innovante? Quelle est votre stratégie pour atteindre les objectifs? A quoi serviront les résultats? A qui? Pourquoi faut-il entreprendre ces recherches au niveau international? Pourquoi faut-il inclure un partenaire du Sud? Vous devez pouvoir mesurer tous les éléments de votre proposition, de l état de l art aux résultats attendus (Compétences, Partenariat, Coûts, Impacts du projet) Laissez le moins de place possible au doute et montrez que vous êtes incontournable

51 Quelques conseils utiles Prévoir du temps pour la rédaction S assurer de la lisibilité de la proposition: Ecrire des projets compréhensibles pour des non spécialistes. Souligner les points importants Illustrer la proposition par des faits, chiffres, tableaux, graphes Les illustrations doivent être lisibles en noir et blanc Respecter le nombre de pages maximum fixées. Impliquer les partenaires le plus possible dans la rédaction. Faire relire le projet

52 Le consortium Le coordinateur est le moteur du projet, il doit notamment : Etre reconnu par les partenaires Avoir du temps et des ressources disponibles Etre un bon négociateur. Les partenaires: complémentarité des compétences scientifiques, industrielle et commerciale, distribution équilibrée des rôles, attention à la répartition géographique Fiables et disponibles reconnus à l échelle internationale riches en ressources et en infrastructures économiquement viables Taille du consortium adaptée aux objectifs et au contenu du projet
