Présentation par Scytl sur le système de vote par internet et téléphone Les membres du comité reçoivent une présentation par téléphone de la compagnie Scytl sur le système de vote par internet et téléphone. La représentante, Mme Davi Bosch donne une brève description de la compagnie. Mme Bosch mentionne que Scytl a mis plus de 18 ans de recherche sur la sécurité appliquée au processus de vote électronique. Elle dit que le système est basé sur une technologie révolutionnaire cryptographique. Par la suite, elle confirme que Scytl garantit le même niveau de confiance, de sécurité et de confidentialité qui existent dans les élections conventionnelles à base de papier. Mme Bosch confirme que Scytl est responsable de 85% des élections électroniques à travers le monde entier. Suite à la présentation, Mme Choinière demande si le système est accessible aux malvoyants. Mme Bosch confirme que le système est très flexible, même pour les aveugles. M. Félio fait référence à la diapo 12 concernant le processus du vote qui prévoit l envoie d une première enveloppe avec le numéro 3. Pecuniary interest None 4. Presentation by Scytl on the internet and telephone voting system Committee members take part in a teleconferencing presentation given by Scytl on the internet and telephone voting system. A company representative, Mrs. Davi Bosch gives a brief description of the company. Mrs. Bosch mentions that Scytl applied over 18 years of security research on electronic voting processes. She also mentions that it is based on groundbreaking cryptographic technology. Afterwards, Mrs. Bosch confirms that Scytl guarantees the same level of trust, security and privacy that exists in conventional paperbased elections. Mrs. Bosch also confirms that Scytl is responsible for 85% of online voting around the globe. Following the presentation, Mrs. Choinière asks if the system is accessible to the visually impaired. Mrs. Bosch confirms that the system is very flexible, even for the blind. Mr. Félio refers to slide 12 with regards to the voting process which provides for a first envelope which includes the identification 2

Mme Bosch dit que la seule façon qu une personne peut voter est si elle a les 3 pièces d identité, soit la première enveloppe avec le numéro d identification, la deuxième enveloppe avec le PIN et la date de naissance de la personne. M. Gerry Bertrand dit que ce n est pas difficile de trouver une date de naissance. Il demande si le système peut garantir à 100% si la personne qui vote est bien la personne identifiée sur les lettres. Mme Bosch dit qu il n y a aucune façon de prévenir de la fraude à 100%, que ce soit une élection conventionnelle ou électronique. M. Desjardins demande combien sont les coûts supplémentaires pour une ou deux enveloppes. Mr. Guy Desjardins asks if someone can vote with an envelope picked up in the garbage can. Mrs. Bosch replies that the only way someone can vote is if they have the 3 pieces of identification, being the first envelope with the identification number, the second envelope with the PIN and the person s birth date. Mr. Gerry Bertrand says that it is not difficult to find someone s birthdate. He asks if the system can guarantee at 100% that the person voting is the person identified on the letters. Mrs. Bosch says that there is no way to 100% prevent fraud whether we are dealing with a traditional or an electronic election. Mr. Desjardins asks for the supplementary costs involved for one or two envelopes. Mrs. Ouellet replies that the price is mainly the cost of the stamp. 3

M. Bob Gadoua demande si Scytl a lancé l invitation pour le vote électronique à d autres municipalités dans Prescott- Russell. Mme Ouellet confirme que six municipalités ont travaillé ensemble pour la demande de soumission et qu elles ont bénéficié de meilleurs taux. Elle mentionne aussi qu une 7 e municipalité s est ajouté au groupe et que jusqu à date, 3 ont signé le contrat. M. René Campeau remercie Mme Bosch pour sa présentation et mentionne que le système offert par Scytl semble être très bon. Mme Bosch remercie la Cité de Clarence-Rockland pour l intérêt démontré envers Scytl. Mr. Bob Gadoua asks if Scytl has invited other municipalities in Prescott-Russell to join in the electronic voting method. Mrs. Ouellet confirms that six municipalities have been working together to prepare the RFP and they benefited from lower rates as a group. She also mentions that a 7 th municipality has joined the group and to this date, 3 have signed the contract. Mr. René Campeau thanks Mrs. Bosch for her presentation to mentions that the Scytl system seems to be very good. Mrs. Bosch thanks the City of Clarence- Rockland for their interest in Scytl. 5. Commissaire à l intégrité Mme Ouellet confirme qu elle a parlé avec la ville d Ottawa et qu elle a envoyé la demande de service à six firmes d avocats. Elle a reçu une réponse que le Commissaire à l intégrité d Ottawa, M. Robert Marleau est trop occupé pour nous offrir ses services. Mme Ouellet confirme qu elle a reçu un 6. Report on possible uses for the Jean-Marc Lalonde Arena Mr. René Campeau mentions that Mrs. Thérèse Lefaivre was supposed to provide us with a list of pros and cons along with the costs to convert the Jean-Marc Lalonde arena into a City Hall. He also mentions that it was also requested that Mr. Pierre Sabourin prepare a list of pros and cons and a cost estimate to convert the arena into a Fire Station. A request will be made to both directors. 8. Félio suggère que l on conserve en filière, une liste de consultants qui pourrait être appelés pour travailler sur nos projets. Il mentionne également que nous devrions mettre sur pied un «process of standing offer». M. Félio dit qu on a d importantes économies à réaliser étant donné que nous avons un Ingénieur Civil Junior en poste. Mme Collier confirme que le budget a été ajusté en conséquence. M. Félio questionne la nécessité d identifier les montants pour services d ingénieurs dans les ententes de subdivisions. Mme Collier confirme que la révision de ce genre de contrat fera partie des responsabilités de l acheteur lorsqu il sera en poste. 10. Consulting firms for the Planning department Mr. Félio suggests that we keep on file, a list of consultants who could be called to work on projects. He also mentions that we should develop a standing offer process for these services. Mr. Félio mentions that we should have substantial savings now that we have a Junior Civil Engineer on staff. Ms. Collier confirms that the budget was adjusted accordingly. Mr. Félio questions the necessity of identifying amounts allocated for engineers within subdivision agreements. Mrs. Collier confirms that the review of this type of contract will be part of the responsibilities of our future purchasing officer. 11. Huis clos Proposé par Guy Félio Appuyé de Diane Choinière 11.
