MUNICIPALITÉ de CASSELMAN Gestionnaire des services des parcs et des loisirs GENRE DE POSTE: Permanent, Temps plein La Municipalité de Casselman requiert les services d un Gestionnaire des services des parcs et des loisirs, qui travaillera sous l autorité du Directeur général. Le titulaire sera responsable de la gestion des opérations du complexe sportif municipal, des loisirs, des immeubles et des installations communautaires; optimiser les revenus émanant de leur location; explorer des sources de revenus supplémentaires pour les installations communautaires; établir la vision et l orientation du centre sportif municipal; des activités et programmes récréatifs et des loisirs, et surveiller leur développement et leur mise en œuvre; superviser des employés à temps plein (3 ETP) et à temps partiel; et assurer la liaison avec le Directeur général et le Conseil municipal. Le candidat idéal doit avoir une formation officielle, la connaissance et au moins cinq (5) années progressives d expérience en gestion dans divers aspects dans la gestion des installations, préférablement dans un complexe de patinoire multifonctionnelle et être titulaire d un diplôme postsecondaire d un collège ou d une université reconnu dans le domaine des loisirs ou dans l administration des sports et posséder de l expérience dans la gestion de parcs municipaux ou une combinaison équivalente d expérience dans la gestion des installations et des loisirs. De plus, on considérera les atouts suivants: connaissance générale des ordinateurs, maîtrise des logiciels courants, gestion de projet et supervision. Municipality of CASSELMAN Work Description Position Title: Sector: Supervisor: Manager Parks and Recreational Services Parks and Recreational Services Chief Administrative Officer POSITION SUMMARY Reporting to the Chief Administrative Office (CAO), the Manager of Parks and Recreational Services is responsible for the management and operations of municipal sports, leisure and community buildings and facilities; for optimizing revenues emanating from their rental; for exploring additional revenue sources for community facilities; for establishing the vision and orientation of municipal sports, recreational and leisure activities and programs, and overseeing their development and implementation; and for maintaining informative liaison with the CAO and Municipal Council. RESPONSIBILITIES A. PROFESSIONAL Manages the operations, maintenance and upkeep activities for the J.R. Brisson Complex, the Paul-Émile Lévesque Centre, as well as ball fields, tennis courts, parks, playgrounds, and other such amenities administered by the Municipality this includes the required operational planning, budgeting and financial management, marketing and community engagement efforts, service level definition, and leadership / staff management; Oversees facility rentals, contracts, and associated activities to optimize revenues from public and private sector sources (i.e., user fees); Investigates opportunities for additional recreational and leisure pastimes, such as fairs, plays, dances, musical evenings, meetings, social activities, etc., as well as potential government / recreation grants programs, to attract additional income for the J.R. Brisson Complex and related facilities; Identifies and recommends capital expenditure requirements for facility improvements; Consults with community groups and residents to better understand the needs of the community with regard to sports, recreation and leisure activities and programs, to identify any gaps in existing services, and to provide an overall vision and orientation for associated programs and services;

Oversees the development, establishment and organization of sports programs, recreational activities and associated services; Oversees / manages the promotion of municipal recreation / leisure programs and events through such vehicles as brochures, posters, newspapers, web sites, radio, etc.; Develops and implements policies and procedures associated with sports, leisure and recreational programs; Prepares a variety of reports for the CAO and the Municipal Council; and attends Council meetings, as required, to discuss issues and answer questions associated with the responsibilities of the position. B. FINANCIAL RESOURCES Develops and recommends budgetary submissions for the Parks and Recreational Services sector; and administers the approved budget with probity and prudence. C. HUMAN RESOURCES Manages the Parks and Recreational Services staff members (3 full-time employees, including a Recreation Coordinator, and approximately 12 part-time employees): assigns responsibilities and tasks; provides direction, guidance and advice; reviews work performed; evaluates performance; recommends disciplinary action, as required; and ensures the implementation of appropriate measures for the prevention of accidents and occupational illnesses. D. MATERIAL RESOURCES Ensures the care, maintenance and upkeep of the J.R. Brisson Complex, the Paul-Émile Lévesque Centre and other facilities under the responsibility of the position; also ensures the replenishment and/or replacement (as required) of all equipment and supplies utilized by the Parks and Recreational Services sector; and Ensures the safekeeping of all confidential documents utilized in the course of performing responsibilities, as per existing municipal regulations and policies. KNOWLEDGE AND SKILLS The work requires: Formal training, knowledge and a minimum of five (5) years progressive management experience working in the various aspects of Facilities Management, preferably involving a multi-purpose rink complex; Manager of Parks and Recreational Services Page 2

Knowledge in the field of recreation or sports administration, normally acquired through a post-secondary degree from a recognized College or University, as well as management experience in a municipal parks and recreation environment, or an equivalent combination; Knowledge of principles and practices of management, to plan and manage the operations, activities and resources of the Parks and Recreational Services sector; Project management techniques and skills, including time management and decisionmaking, are required to plan and develop services and programming, and facility improvement projects; Problem-solving techniques, to settle differences of opinion and to resolve a wide range of issues with various stakeholders; Knowledge and skill in utilizing a personal computer and commercial software packages (e.g., Word, Excel, PowerPoint, e-mail), to perform work responsibilities; Interpersonal, verbal communications and negotiation skills, to interact with a wide range of stakeholders (e.g., CAO, Clerk, Treasurer, Municipal Council members, staff, representatives from other levels of government, business people, interest groups and the public), and to make public presentations on new sports, recreational and leisure activities and programs; written communications skills, to prepare analyses, reports and correspondence, and to prepare / draft policies and procedures; Ability to work to tight deadlines or time lines; and Ability to work in both English and French (verbal and written). EFFORT Intellectual effort and judgment are required: To manage the activities and operations of the Parks and Recreational Services sector in accordance with municipal policies, directives, procedures and standards, and within the established budget; To establish work priorities to meet the various deadlines and timelines; To manage the day-to-day operations for the J.R. Brisson Complex, the Paul-Émile Lévesque Centre, and a wide range of associated amenities administered by the Municipality, including employee scheduling, rental / contract administration, maintenance and upkeep requirements, problem identification and resolution, and oversight of major improvement projects, amongst others; To investigate potential new revenue opportunities for the J.R. Brisson Complex, the Paul- Émile Lévesque Centre or other municipal facilities through user-pay community programs and activities, or potential government / recreation grants programs; Manager of Parks and Recreational Services Page 3

To establish the vision and orientation of municipal sports, leisure and recreational programs and services; and to develop / review and implement associated policies and monitoring and control systems; To create / review various communications vehicles for the promotion of municipal recreation / leisure programs and events; To interact with people sensitively, tactfully, diplomatically, and professionally at all times; To prepare various reports for the CAO, Municipal Council and a wide range of external stakeholders. Physical effort is required to: Sit and focus for extended periods of time to read and review documents; to prepare reports, analyses and correspondence; and to participate in meetings; and Regularly conduct facility inspections in the field, with the requirement to walk through varying terrain. WORKING CONDITIONS The work is normally performed in an office environment set in the J.R. Brisson Complex. There is a regular requirement to respond to operational matters (e.g., rental requests, contract preparation, facility maintenance / upkeep matters, etc.) and to enquiries from the CAO, Municipal Council members and a wide range of external clients and stakeholders, often involving concurrent demands, short deadlines, changing priorities, as well as occasional interaction with angry or confrontational individuals, all of which may result in personal stress and frustration; There is a daily requirement to visit the various facilities, to conduct inspections or resolve operational matters. This work is often characterized by working indoors and outdoors, in various weather conditions; and The incumbent may be called upon to work evenings and weekends in response to operational requirements (programs, activities, rentals, etc.), to meet with a wide range of stakeholders, and to attend Municipal Council meetings.
