The WNC will provide an accessible, long-term sport and recreation legacy for British Columbians VANOC has completed detailed environmental, engineering, socio-economic, community, public health and First Nations traditional use studies to accurately describe the background setting prior to construction of the WNC and to predict the potential effects of construction, operation and maintenance, decommissioning and legacy facilities operation and maintenance. 19 VANOC AND THE ENVIRONMENTAL ASSESSMENT PROCESS The Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC) has entered into a harmonized environmental review process with the Government of B.C. Environmental Assessment Office (EAO) and the Canadian Environmental Assessment Agency (CEAA) to assess the impacts of the development plans for the Whistler Nordic Centre (WNC) in the Callaghan Valley. ENVIRONMENTAL ASSESSMENT PROCESS: This approach provides a coordinated review process to address potential environmental, social/ cultural, health and community impacts associated with the development of the WNC. VANOC is the applicant for the approval of an environmental assessment certificate. This entails a two-step process of pre-application and application: 1. pre-application process focuses on identifying issues 2. application process provides for review and decision-making process The Government of B.C. Environmental Assessment Office takes the lead role in process coordination and is the agency administering the Environmental Assessment Review. There are eight major steps in the Environmental Assessment Review process: 1. Determine if the act applies (complete) 2. Determine the review process (complete) 3. Determine the scope of review (complete) 4. Develop and approve application Terms of Reference (complete) 5. Prepare and submit application (submitted and accepted) 6. Public application review (in progress) 7. Prepare assessment report to ministers 8. Decision to certify or not, and on what conditions PUBLIC COMMENT The public is invited to comment on this application, particularly with regard to anticipated environmental, economic, social, heritage and health effects of the project. All comments will be considered as part of the review process of the application. The public comment period begins September 9 and ends November 8, Form letters, petitions or other submissions that simply state a position for or against a given project cannot generally be considered. Materials including the application and supporting technical reports are accessible via the VANOC website and the EAO website VANOC entered this review process in February VANOC will submit a report on all public comments within 30 days of the end of the public consultation phase (early December 2004). The EAO assessment report to ministers is expected by early January 2005 with a certification decision in March Whistler Nordic Centre

20 Sport and Venues: Planning for the 2010 Paralympic Winter Games The 2010 Paralympic Winter Games will be staged in venues throughout the Resort Municipality of Whistler. More than 40 countries are expected to participate with an estimated 1,700 Paralympic athletes and team officials. The 10-day competition will take place in March 12-21, 2010 following the Olympic Winter Games. Sport Alpine Skiing Cross Country Skiing Biathlon Sledge Hockey Wheelchair Curling Proposed Venue Whistler Creekside / Blackcomb Base II Whistler Nordic Centre Whistler Nordic Centre Proposed new facility in Whistler Meadow Park Sports Centre, Whistler Opening Ceremony: BC Place Stadium, located in the heart of downtown Vancouver, is the proposed site for the Opening Ceremonies of the Paralympic Winter Games. This facility has indoor seating for more than 55,000 participants and spectators. Closing Ceremony: The Closing Ceremony is proposed for an outdoor venue at the Whistler Celebration site with room for approximately 10,000 spectators. Culture and Festivals Program: Cultural programs along with a festival site are planned for Whistler during the Paralympic Winter Games. A torch relay leading up to the Paralympic Games will also take place. Village: The Paralympic Village will be the same Village used for the Olympic Winter Games. The proposed Village location is the Lower Cheakamus site, south of the Whistler Village townsite. A significant portion of the beds will be wheelchair accessible. Transportation: The transportation plan for the Paralympic Winter Games will mirror the plan for the Olympic Winter Games and will support the number of athletes and spectators for the Paralympic Games. The transportation plan s goal is to safely and efficiently move athletes, officials, sponsors, volunteers and spectators. Canada and the Paralympic Games: Canada is a world leader in advancing the interests, training, and competition opportunities for athletes with a disability. The governing body of the Paralympics in Canada is the Canadian Paralympic Committee (CPC). This organization is a collective of 23 national sport organizations (NSOs) who have disabled sport programming at the national and international levels. 22 PROPOSED VENUES Vancouver Current plans include hosting the ice events, two skiing events, and opening and closing ceremonies in the Vancouver area. Opening ceremonies for both the Olympic Winter Games and Paralympic Games will take place at BC Place in Vancouver. Whistler The alpine, Nordic, sliding and Paralympic events are proposed for Whistler, about 120 km north of Vancouver. Athletes villages and media centres will be in both locations. Each venue will meet or exceed Olympic and international sport federation standards and will have a plan for post-games use. 24 Vancouver 2010 Winter Games Backgrounder Bid History On July 2, 2003, Members of the International Olympic Committee (IOC) selected Vancouver as the Host City of the 2010 Olympic and Paralympic Winter Games. Bidding for the Winter Games dates back to the early development of the Whistler Resort in the 1960s. In 1970, Vancouver/Whistler was a finalist to host the 1976 Winter Games. In 1998, the Canadian Olympic Committee selected Vancouver to present Canada s Bid for the 2010 Winter Games. Over a five-year period, Vancouver 2010 developed a games delivery plan with a vision of creating sustainable legacies for athletes, sport development, host communities and the Olympic movement. The Vancouver 2010 Games Organizing Committee (VANOC) Vancouver 2010 was incorporated as the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games on September 30, 2003 as a not for profit corporation without share capital under the Canada Corporations Act. The Committee s mandate is to support and promote the development of sport in Canada by planning, organizing, financing and staging the XXI Olympic Winter Games and X Paralympic Games in The Vancouver 2010 Board, chaired by Jack Poole, is made up of 20 members nominated by: the Canadian Olympic Committee (seven, including the three Canadian members of the International Olympic Committee); the Government of Canada (three); the Province of British Columbia (three); the City of Vancouver (two); the Resort Municipality of Whistler (two); the Canadian Paralympic Committee (one); a joint appointment by the Band Councils of the Lil'wat and Squamish Nations (one); and one member nominated by the other 19 members. 29 WHISTLER Alpine and nordic skiing, ski jumping, sliding events (bobsleigh, luge and skeleton) and Paralympic events are proposed for Whistler, 120 km north of Vancouver. Athlete villages and media facilities will be in both Whistler and Vancouver. Each new sport venue is planned to leave a long-term post-games legacy.
