French, Olympic Language by Abdou Diouf Secretary General of the International Organization of La Francophonie* The revival of the Olympic Games in the XIX century is the work of a great promoter of the French language, Pierre de Coubertin. More than a hundred years after this revival, the modern Olympic Games continue to be a sports competition of enormous prestige, promoting values such as interaction, a spirit of kinship, and solidarity, all of these being fundamental values shared by the Organisation Internationale de la Francophonie. As stated in Article 27 of the Olympic Chart, French and English are the two official languages of the Olympic Movement. French is the official language of 29 member states of the Organisation Internationale de la Francophonie and the number of French-speaking persons spread over all five continents, has been estimated at over 175 million. Languages make the same contribution to the human heritage as other cultural elements. The use of French for images and sports commentaries is of practical, symbolical value for all French-speaking people, in addition to being an important tool in culture and communication. Through French, the Olympic ideal is brought home to thousands of young and less young individuals, in their own language, with words that make a deep impression and are familiar to them. The use of several languages promotes intercommunication and understanding, and the Olympic Games is the perfect place for young people from all over the world to meet and exchange views in a context of deep respect for each other s different backgrounds. Variety of backgrounds engenders indisputable wealth of living heritage, and the Olympic Games become a common ground where sports and diverse cultures can be shared. Humankind s cultural wealth is increased by diversity and it is therefore essential that large international gatherings such as the Olympic Games be the mirror of linguistic variety. The International Organisation of la Francophonie wishes to emphasize here on how important it is to give the French language its rightful place in this major international sports event, widely broadcasted by the media, that has such a tremendous impact on each and every human being. *The French-Speaking States and Governments.

Plus de cent ans après cette renaissance moderne, les Jeux olympiques demeurent une compétition d autant plus prestigieuse qu elle continue à promouvoir l échange, la fraternité et la solidarité, des valeurs qui sont fondamentalement partagées par l Organisation internationale de la Francophonie. Conformément à l article 27 de la Charte olympique, le français et l anglais sont les deux langues officielles du mouvement olympique. Le français est aussi la langue officielle de vingt-neuf pays membres de l Organisation internationale de la Francophonie et l on estime à plus de cent soixante-quinze millions le nombre de francophones dans le monde, répartis sur les cinq continents. Les langues font de ce fait partie, au même titre que les autres composantes, de la culture, du patrimoine de l humanité. La présence du français dans les images et dans les commentaires sportifs revêt pour les francophones une importance pratique, symbolique, identitaire, mais également culturelle et communicationnelle. Elle permet de véhiculer l idéal olympique auprès de millions de jeunes et de moins jeunes dans une langue qu ils maîtrisent, avec des mots qui les interpellent et dans lesquels ils se reconnaissent. Le multilinguisme témoigne également de l intercompréhension entre les hommes, contribuant à faire des Jeux Olympiques un lieu d échange et de rencontre de la jeunesse du monde entier dans le respect des différences. Cette diversité est une richesse indéniable et constitue un patrimoine vivant qui permet aux Jeux Olympiques d être le lieu de rencontre du sport et des cultures. C est parce que l humanité a besoin de diversité qu il est vital que les grandes rencontres internationales - comme les Jeux Olympiques - reflètent ce multilinguisme. L Organisation internationale de la Francophonie veut rappeler ici l importance qu elle attache à ce que le statut du français soit pleinement respecté durant ces grandes manifestations sportives internationales, dont l immense impact médiatique ne peut laisser personne indifférent.

7 Le renouveau des Jeux olympiques En l espace d un siècle, les Jeux olympiques sont devenus le premier événement sportif international. Cette compétition inspirée des jeux organisés dans la Grèce antique et remise au goût du jour à la fin du XIX e siècle par un Français, le baron Pierre de Coubertin, est aujourd hui une énorme machine qui réunit tous les quatre ans, les meilleurs sportifs du globe, pour lesquels elle représente le sommet d une carrière. Si l amateurisme cher aux fondateurs du mouvement olympique, a subi les assauts de la médiatisation des épreuves et si les athlètes ne courent plus seulement après la gloire, les Jeux Olympiques demeurent une compétition d autant plus prestigieuse qu elle continue à promouvoir l échange et la fraternité. The Revival of the Olympic Games In less than a century, the Olympic Games have become the Number One international sports event. Inspired by the ancient Greek Games, and adapted to our modern times by a Frenchman, the Baron Pierre de Coubertin, it is today a gigantic mechanism for bringing together the finest of the world s athletes every four years, to compete for the highest prize they will ever achieve in their careers. Undoubtedly amateurism, so close to the hearts of the Olympic Movement founders, has suffered a great deal at the hands of the media, and the glory of winning is no longer an aim in itself for most athletes, but the Olympics nevertheless continue to be a unique sports event promoting interaction and brotherhood.

9 Le renouveau des Jeux Olympiques Le sport au service de l humanisme Quand les premiers Jeux olympiques de l ère moderne s ouvrent à Athènes, le 6 avril 1896, c est l une des plus nobles traditions de la Grèce antique qui refait surface à l aube du XX e siècle. Cette compétition avait permis entre 776 avant J.-C. et 393 de notre ère, à des milliers d athlètes de s affronter pour défendre les couleurs de leurs cités dans des disciplines comme la lutte, la boxe, la trompette et, bien sûr, la plus célèbre : le marathon. A l origine, les Jeux Olympiques avaient pour but de permettre aux Hellènes de toutes les régions de se rendre à Olympie pour accomplir des prouesses sportives dans la paix, grâce à la trêve sacrée qui était instituée pour la période de l épreuve. Le renouveau de l idéal olympique est venu du désir manifesté par quelques hommes, comme le baron Pierre de Coubertin mais aussi le Grec Demetrios Vikelas, le premier président du Comité international olympique (CIO), d organiser une rencontre internationale placée sous le signe de l émulation et du respect, et donc de raviver l esprit des Jeux antiques. The fundamental idea of the founding fathers of the modern Games was to use sports to underpin humanism - as a tool to promote brotherhood among peoples. One of the primary Olympic values that the founders wanted to encourage was education. Pierre de Coubertin believed that to practise sports was an excellent way for the young to develop moral fibre: hence sport should be an intrinsic part of education. The Olympic ideal can be summed up in two slogans: firstly faster, higher, stronger, invented by Père Henri Didon, a friend of Pierre de Coubertin, and secondly the famous text often ascribed to de Coubertin but actually lifted from a sermon by the Bishop of Pennsylvania during the 1908 Games: participation is what counts.

Faster, Higher, Stronger The first step towards the Olympic renewal came at a meeting of the Union des sociétés françaises de sport athlétique in 1892, where de Coubertin announced his intention of reviving the Games. We must cause sport to be international, he told his audience; we must organise Olympic Games again. Despite the rather lukewarm reaction from his audience, Coubertin did not give up. On 23 June 1894, he declared the foundation of the IOC (International Olympic Committee), in the Sorbonne, the best-known of the universities of Paris, Two years later, Athens hosted the first version of the modern Olympic Games, giving it its initial impetus towards its eventual status, over the years, as the most important of all international sports events. At Athens in 1896, there were 280 athletes from 13 different countries participating in 43 events. The Games were a great success from the word go. Despite all the fluctuations of politics and despite interruptions because of two world wars, the original momentum of the Games was not lost. A century later, 197 nations had sent athletes to Atlanta to participate in 271 events. The Winter Olympic Games were first organised in 1924, with an equal success. A century after their revival, the Games now operate on a gigantic scale, and the IOC is at the head of a sports event that costs, and makes, billions of dollars. Marketing has become a feature of the Olympic Movement, due to the media that broadcast the sports event to all five continents. To retain Olympic ethics, and to avoid the pernicious effects of the many financial stakes in the Games, IOC members are subject to strict control both during the examination of the various candidatures and during the voting for the city to host the Games. The original ideal of amateur athletes is now dead and gone. The best performers have become stars, and every Olympic medal they are awarded boosts their financial value. But it still remains true that in a world wholly governed by economics, the Olympics in the twenty-first century are still the most popular sports event of all, and one more open than ever to all the nations of the world.

He was himself an amateur sportsman - in boxing, riding, fencing, and shooting - and this led him to join the French sports movement, and eventually to become Secretary-General of the USFSA (Union des sociétés françaises de sport athlétique). It was then that he developed the idea of reviving the Olympic Games, inspired by the Greek example of ancient athletes competing at Olympia. Coubertin was by no means the first person to harbour this idea. A Greek, Evangelios Zappas, had tried to revive the Games by creating an Olympic Competition in As athletics it was not a great success, whereas Coubertin won his betting. Following an official announcement of his intention to reestablish the Olympic Games in 1892, he founded the International Olympic Committee in Paris in 1894 early on in his life, when just 29 years of age. In 1896 the participants were assembled for the first modern Olympic Games in Athens. De Coubertin was firm about limiting athletes participation to amateurs, in keeping with the ancient Greek tradition, and also because of his aristocratic view of society. He described Olympism as adherence to a superior lifestyle, a longing for perfection, thus giving the movement a humanist and educational character that took it well beyond the simple context of sports. Last but not least, we owe it to de Coubertin that French is an official language of the Games, on a par with English. Pierre de Coubertin dedicated his life to the creation of the Olympic Movement. He was president of the IOC for 29 years, until he decided to retire, in Few Frenchmen have done more than this lettered and cosmopolitan aristocrat, a born educator, persuaded of the virtues of physical exercise, to promote brotherhood and exchange through sports between the peoples of the world. He died in 1937 at the age of 64 just as he was taking a stroll in a park in Lausanne, the city where he spent the last part of his life. An honorary citizen of Lausanne, he is buried there, but his heart is kept in a funerary stele in Olympia.

13 Le renouveau des Jeux Olympiques Le baron Pierre de Coubertin : «L important, c est de participer» Baron Pierre de Coubertin Réformer le système éducatif, y intégrer le sport comme valeur fondamentale pour promouvoir l humanisme, voilà l idéal d un homme passé à la postérité pour avoir restauré les Jeux Olympiques : Pierre Frédy, baron de Coubertin. Lui-même amateur de sport - il pratique la boxe, l équitation, l escrime, le tir au pistolet -, il s engage très rapidement dans le mouvement sportif français et devient notamment secrétaire général de l Union des sociétés françaises de sport athlétique (USFSA). C est durant cette période qu il élabore le projet de faire revivre les Jeux Olympiques durant lesquels les athlètes des cités grecques antiques s affrontaient à Olympie. L idée du baron de Coubertin n est pas la première du genre. Avant lui, un Grec, Evangélios Zappas, a tenté de relancer cette compétition prestigieuse en créant un «Concours olympique», en Mais cette épreuve n a pas connu le succès escompté. Pierre de Coubertin a, lui, réussi son pari. Après avoir annoncé officiellement son projet de rétablir les Jeux Olympiques en 1892, alors qu il a vingt-neuf ans seulement, il crée le Comité international olympique (CIO) en 1894, à Paris, et réunit les premiers Jeux de l ère moderne à Athènes, en C est lui qui tient à réserver la participation aux épreuves olympiques à des athlètes amateurs, en vertu d une vision assez aristocratique de la société et du respect des pratiques antiques. C est aussi grâce à lui que le français est depuis l origine la langue officielle des Jeux, à part égale avec l anglais. La création du mouvement olympique a été l œuvre de sa vie. Il s y est consacré jusqu en 1925, date à laquelle il a arrêté ses activités après avoir occupé la présidence du CIO pendant vingtneuf ans. Cet aristocrate cultivé, ouvert sur le monde, pédagogue dans l âme et convaincu des vertus de l activité physique, est vraisemblablement l un des Français qui a fait le plus pour promouvoir l échange et la fraternité entre les peuples au travers du sport. Il est mort, en 1937, à l âge de soixante-quatre ans, alors qu il se promenait dans un parc de Lausanne, où il a résidé à la fin de sa vie. C est à Paris que Pierre de Coubertin annonce, au cours d une cérémonie à la Sorbonne, la naissance de cette organisation non gouvernementale. Entering the Concert of Nations In the post-colonial age, the newly independent African states started to create their own sports federations so as to be able to send delegations to major competitions such as the Olympic Games and to win their place in the concert of nations. Much the same happened after the fall of the Berlin Wall, with the disintegration of the Soviet Union. At Barcelona in 1992 the participation of the Russian Commonwealth of Independent States, replacing the former USSR, was an important turning point in international politics, as was the return to the fold of South Africa after the demise of apartheid and the lifting of the ban that had put South Africans in quarantine from the sporting community. Boycotting the Games, on the other hand, spelled out political disapproval. In 1976, dozens of African states decided not to attend the Olympic Games in Montreal, as a protest against the IOC s refusal to exclude New Zealand for maintaining sports relations with the South African apartheid régime. In the same way, in 1980 and 1984, first the USA boycotted the Games in protest against the invasion of Afghanistan and then the USSR boycotted the Games in Los Angeles in retaliation, each superpower trailing loyal allies at its heels in an effort to outdo the other. Just before the Second World War, in 1936, the German city of Berlin became host to the Games, and the National Socialist régime of Adolf Hitler leapt at the opportunity to broadcast its propaganda about the superiority of the Aryan race to the international community. Hitler s goals were to some extent spiked by the dazzling victories - in the 100 metres, 200 metres, relay race and long jump - of a black American athlete, Jesse Owens.
