Sylvain Gagnon et Mme Josianne Grenier : Drainage de leur propriété - problème de drainage sur leur propriété - les travaux de la municipalité au printemps 2014 n ont rien donnés - M. Gagnon aimerait que la municipalité creuse un fossé sur sa propriété pour drainer son champ - la municipalité devra évaluer la demande et les conséquences avant de rendre une réponse 6. Sujets reporté / Unfinished business 6.1 Res Gilles Pineault Seconded by : Sylvie Albert Whereas the training and certification of professional firefighters is established and mandated by the Province of Ontario under the Fire Protection and Prevention Act, 1997; 3

4 And Whereas for many, it is the responsibility of municipalities to establish fire departments and appoint fire chiefs to provide fire protection services as they determine may be necessary in accordance with their needs and circumstances; And Whereas many Ontario municipalities rely on both full time and volunteer firefighters in order to provide fire protection; And Whereas the International Association of Fire Fighters (IAFF) Constitution prohibits full time firefighters from volunteering as firefighters in another municipal jurisdiction (double hatting) And Whereas the IAFF s stance on Double Hatting is specifically prohibited by legislation in almost all provinces in Canada and much of the United States; And Whereas a volunteer firefighter in the Innisfil Fire and Rescue Service is challenging the IAFF ban on Double Hatting and their expulsions from that union because of his desire to continue volunteering while being employed as a full-time firefighter in another jurisdiction; And Whereas the right of individuals to use their free time in service of their community is a fundamental right in a free, open and democratic society. Be it resolved that Council of the Township of Fauquier-Strickland requests that the Province of Ontario amend the Fire Protection and Prevention Act, 1997 with respect to salaried firefighters who also work as volunteer firefighters, such that if a person is denied membership in an 4

5 association for firefighters, is expelled or disciplined by the association or engages in reasonable dissent within the association in connection with this kind of dual role, the association is not permitted to require the employer to refuse to employ the person as a salaried firefighter, terminate his or her employment as a salaried firefighter, terminate his or her employment as a salaried firefighter or refuse to assign the person to fire protection services. 7. Affaires nouvelles / New business 9.1 Travaux publics / Public Work Res Gilles Pineault Seconded by : Sylvie Albert Attendu que la municipalité veut ériger des panneaux de la municipalité le long de la route 11; Qu il soit résolu que la municipalité fasse demande auprès du ministère des Transports Ontario pour les permis nécessaires pour ériger deux panneaux de la municipalité aux extrémités est et ouest des frontières municipales. Whereas the municipality wants to erect municipal display signs along Highway 11; Be it resolved that the municipality requests from the Ministry of Transportation Ontario, the necessary permits to erect two municipal display signs at the eastern and western municipal boundaries. 8

14 9.7 Planification et développement économique / Planning and economic development Res Roger Brunet Seconded by : Gilles Fortin Whereas the Smooth Rock Falls Conservation Club is requesting a Land Use Permit for the development of an archery program in Haggart Township; Be it resolved that Council of the Township of Fauquier-Strickland has no objections to the development of an archery program in Haggart Township at the proposed location. Be it further resolved that the Township of Fauquier-Strickland be formally advised of any expansion to the said program to the north of the existing Land Use Permit close to our landfill site operations. 14
